The next strategic step of the National Library, or its new real-ity, will be proactive integration into the emerging context of knowledge economy and knowledge society, and getting ready for strategic shifts. We are exploring and analyzing possibilities for the National Library, as a modern organiza-tion, to transform into a learning library. The major focus will be on learning and qualifications development, and organi-zational development through learning. The main factor for improving strategic management of intellectual resources of the National Library is systematic realization of principles and methods for managing modern knowledge.

Martynas Mažvydas National Library of Lithuania is a strate-gically effective perspective-oriented library ready to face the full range of global challenges and integrate them into its day-to-day activities. The driver for its success is merg-ing available resources and opportunities not only at the planning level, but also in reality. Integrating these plans and communication programmes is an issue of no less importance.

The effective and perspective leadership that the National Library is going to undertake will be underpinned by huge and intensive investment in its human resources. The Nation-al Library’s future team will have to rise to the challenge of balancing between creativity and pragmatism. Much focus will be given to this in 2011.

As well as introducing the 2010 results achieved by the National Library, this publication also presents the nearest strategic plans for the year 2011.

In the middle of 2010 I began my position as the head of Martynas Mažvydas National Library of Lithuania. The past year was one of activities and concerns related to recon-struction of the library’s main building. In December 2010 one of the major stages of the library’s reconstruction was successfully accomplished. 2011 started with the establish-ment of the National Centre for Digitization and the Virtual Electronic Heritage System with the mission to contribute to the convergence of information and society through crea-tion of the integrated digital content of the national cultural and scientific documentary heritage, which is based on the partnership of memory institutions, and development of the virtual electronic heritage system. In order to build a single Lithuanian information infrastructure, a strong focus must be placed on further implementation of the national strate-gy for digitization. The created methodology for the partner-ship of Lithuanian memory institutions will be further devel-oped towards providing integrity and comprehensiveness of the digital content, its efficient access and integration into the European and global digital space.

Today the National Library is involved into numerous interna-tional programmes and is known for its achievements in the areas of library science, bibliography, information and com-munication as well as digitization of the cultural and scien-tific heritage. Within the context of the library’s international activities, we will continue our integration into the global network of the world’s national libraries in order to find the best ways for positioning national priorities. We are entering a new stage in the development of our library. We perceive the mission of the National Library in terms of a social insti-tution’s endeavours to meet the demand for documentary and digital information by the Lithuanian knowledge soci-ety, thus contributing to the nation’s cultural, scientific and educational progress. The vision of the National Library is to be an exceptional institution for preservation and intellec-tual use of the documentary and digital national cultural and scientific heritage, significantly contributing to strengthen-ing the dynamics of the national progress in the knowledge society and increasing international competitiveness of the nation in the conditions of modern knowledge economy.

The Europe 2020 Strategy presents the vision of the Euro-pean social market economy of the present decade framed in consideration of one of the key priority areas – progres-sive growth and development of knowledge and innova-tions. The cornerstone of the National Library’s strategy from the value point of view is the vision of appropriate human resources and skills and their use, the realization of which is the sole priority and prerequisite for the implementation of the whole strategy.

A national library’s critical knowledge resources for inno-vation and growth are knowledge, skills and experience of the organization integrated into its organizational structure and transformed into organizational expertise. Within the context of changes in the structure of the National Library, the staff’s readiness for professional change in the changing environment gets a major significance.

National Library goals: ◆ long-term preservation of the Lithuanian written cultural heritage; ◆ development of the national collection of docu-ments relevant for research, educational and cul-tural needs of Lithuania; ◆ collection and bibliographic control of published Lithuanian and Lithuania related documents; ◆ development of the search system and databases for documents; ◆ serving the needs of information users from Lithu-ania and abroad; ◆ carrying out research in library science, bibliogra-phy, information science and bibliology; ◆ preparation of regulations for library and biblio-graphic communities, coordination of this activity on the national level and providing methodological support for Lithuanian libraries; ◆ integration of Lithuanian libraries into the global network of libraries and information agencies.

The National Library’s priority activities for 2010/11Key priority activities of the National Library con-cerning implementation of the 2010 priority activity “Modern administration of the state – towards a new service quality” of the Government of the Republic of Lithuania were the following:

◆ development of information services and establish-ment of new electronic services; ◆ creation of the digital content of the Lithuanian cul-tural heritage and providing access to it; ◆ improvement of the professional expertise of public library staff and advancement of users’ information literacy skills.

The 2010 report is based on the Strategy of the National Library for 2010/13. It explores issues con-cerning our goals pursued in 2010, actions taken to accomplish these goals and plans for the year 2011.

Martynas Mažvydas National Library of Lithuania (hereafter National Library) is a national cultural institution which collects, organizes and preserves Lithuania’s written cultural heritage content, develops the collection of Lithuanian and foreign documents relevant to research, educational and cultural needs of Lithuania, and provides library information services to the public.

The mission of the National Library is to preserve the national documentary heritage and provide access to infor-mation and knowledge resources from Lithuania and all over the world.

◆ 13,455 physical items and 6,102 document titles were added to the 2,369,192 physical items and 1,035,527 docu-ment titles already in the National Archival Fund of Pub-lished Documents (hereafter the Archive). ◆ The number of visitors to the Archive during the year 2010 totalled 1,581, the number of document borrowings reached 20,546 and the number for answered queries was 123. New policy for borrowing video and sound docu-

ments from the National Archival Fund of Published Docu-ments was developed and approved.

◆Owing to the intended restitution of the present premises of the Archive to the Archdiocese of Vilnius, the issue of the Archive’s location was negotiated with the Ministry of Culture. Speeding measures were developed for financing the recon-struction of the main building. Some of its repositories had been projected for preserving part of the Archive’s documents.

Development of the national archive of traditional documentsObjective 1

Collection and preservation of documents published in Lithuania constitutes the key function and responsibility of Martynas Mažvydas National Library of Lithuania. Its remit also includes collection, organization and preservation of Lituanica documents published abroad. Lituanica publications and legal deposit copies received from Lithuanian public information providers are preserved in the National Archival Fund of Published Documents. Bibliographic records for collected documents are stored in the National Bibliographic Data Bank providing the foundation for the national bibliographic control of Lithuanian and Lithu-ania related documents. Our main goal is ensuring as comprehensive annual collection of Lithuanian documents within the National Archival Fund of Published Documents as possible, supporting appropriate cataloguing level of documents and their preservation, also access to them for today’s and future users. The National Library also develops and preserves a collection of foreign documents with the priority for humanities and social sciences literature.

The following 4 objectives support the achievement of this goal.

◆ Adding 14,711 documents to the National Archival Fund of Published Documents. ◆ Continuing conversion of bibliographic records of the card catalogue and their delivery to the Archive: the intended number for 2011 is 5000 converted records. ◆ Managing the Archive and delivering the second copies of archival documents to Kaunas County Public Library. According to the Regulations on the National Archival

Fund of Published Documents, Kaunas County Public Library is responsible for preservation of the second copies of the Archive’s documents published since 1905. ◆ Launching a testing programme for the assessment of the state of preserved documents involving multiple criteria. The results will be used for the development of a preserva-tion programme for the Archive’s documents.

◆ As of 31 December 2010, the National Bibliographic Data Bank (hereafter NBDB – Nacionalinės bibliografijos duomenų bankas) contained 1,844,154 current national and retrospective bibliographic records. 227,630 new records were created. The bulk of them (90% or 205,576) were records for constituent parts of Lithuanian periodical and continuing publications as well as other documents. ◆ 56% of all the Analytical Bibliography Database records for constituent parts of documents were created by structur-al units of the National Library, and the remaining records were received from other Lithuanian libraries. At the end of 2010, the Analytical Bibliography Database contained 1,667,505 records, i.e. 90% of all the NBDB records. ◆ The following current and retrospective bibliography publications were issued:• Bibliografijos žinios 2009 (“Bibliographical News 2009”)

consisting of four parts: Knygos (“Books”), Serialiniai leidiniai (“Serials”), Garso ir vaizdo įrašai, elektroniniai ištekliai (“Sound Recordings, Videorecordings and Elec-tronic Resources”);• Lietuvos spaudos statistika 2009 (“Lithuanian Publishing Statistics 2009”);• Bulletins Ekspresinformacija apie naujus spaudinius, išėjusius Lietuvoje (“Express Information on the Latest Publications Issued in Lithuania”) and Numatomos leisti knygos (“List of Forthcoming Books”);• The control list Knygos lietuvių kalba, 1918–1940. T. 2: Smulkūs spaudiniai: P–Š (“Books in Lithuanian, 1918–1940. Vol.2: Small Publications: P–Š). ◆ The structure of Lithuanian ISSN, ISBN and ISMN agencies was altered: they were integrated into the newly estab-lished Department of National Agencies.

◆ Due to the reduced funding of the Acquisitions Programme, the National Library failed to acquire the scheduled number of publications. 49,134 documents were acquired in 2010, i.e. 7,6 thousand documents fewer than in 2009. The amount of funds allocated for the acquisition of documents was 233 thousand LTL. Since 2009 funding of the Acquisitions Programme has been steadily declining, which makes the Acquisitions the most curtailed programme of the National Library due the economic crisis of recent years. During the reporting year, the acquisitions funds made only 37% of the funds expended for acquiring documents in 2009 and 18% of such funds expended in 2008. Legal deposit remains the principal source for the acquisition of documents for the National Library collection and the Archive. Legal deposit copies made 50.8% of all acquired documents during the reporting year. During 2010, licences were obtained for accessing 51 databases, and 23% of all the acquisitions funds were allocated for acquiring electronic documents

(compact disks and databases). ◆ The National Library participated in the exchange of doc-uments among 7 Lithuanian institutions and 170 part-ners from abroad. As compared with 2009, there was an increase in documents received via exchange, also a num-ber of documents were received free of charge under inter-national document exchange programmes. The number of documents donated to the National Library and received through exchange makes 23% of all the documents acquired during the year 2010. The National Library’s book collection was enriched by precious gifts from the Nip-pon Foundation of Japan and the Embassy of China. The National Library staff member Silvija Vėlavičienė donated the archive which had belonged to her grandfather, Petras Kalpokas, a famous Lithuanian painter, and father Rimtas Kalpokas, a painter and graphic artist. Valuable book dona-tions were received from various research and cultural institutions as well as individuals.

◆ The following tasks for the long-term preservation of documents were accomplished: 43,980 conditional pages of documents and 90 bindings restored; 1048 documents cleaned and disinfected; 543 periodicals bound; 2,009 indi-vidual protective wrappers and boxes produced; 73,195 frames of Lithuanian periodicals microfilmed. ◆ Regulations of Procedures for the Document Conserva-tion and Restoration Centre were prepared and adopt-ed. They define scientifically grounded standardized or practically proved methods applied and materials used in restoration, conservation, preservation and storage of documents as well transferring information from one carrier onto another performed at the Centre, also iden-tify devices, instruments, equipment and means which are most required. This document will be useful not only to the Document Conservation and Restoration Centre and the National Library’s staff responsible for collection

preservation, but also to document restoration, conserva-tion and collection preservation professionals from other research and public libraries of Lithuania. ◆ The advancement of expertise and persistent upgrade of knowledge has been one of the major issues for the staff of the Document Conservation and Restoration Centre. Self-education workshops on decoration of modern bindings, cardboard operations, and analysis of decorated and gela-tine pasted paper were organized. Two document restor-ers upgraded their professional qualifications. ◆ In order to popularize document conservation and long-term preservation activities of the National Library, 26 guided behind-the-scenes tours around the Centre for Lithuanian and foreign visitors were arranged. As part of the partnership with the Paris Lycée Tolbiac, the Centre accepted two interns from this art school, Morgan Quirion and Laura Duval.

◆ Reestablishment of the functionality of time-worn and harmed documents by restoring 26 thousand conditional leaves of documents and restoring/reconstructing 80 bindings of documents. 4.8 thousand written heritage document items will be saved from deterioration through conservation, disinfection, binding and production of spe-cial wrappers and boxes. ◆ Continuing the assessment programme for the state of publications of the National Archival Fund of Published Documents. The National Library was the first among Lithuanian libraries to have developed a programme for assessment of publications. A procedure will be adopted for assessment of the state of publications, highest-risk groups of publications will be identified and a collection

preservation programme as well as its implementation framework established. ◆ Workshops on weaving book headbands and conservation of manuscripts containing metal ion inks. Two of the staff of the Document Conservation and Restoration Centre are intending to upgrade their professional qualifications. ◆ Provision of methodical assistance to Lithuanian public libraries, presentation of lectures, practical courses and trainings. In line with the 2011 Qualifications Improvement Plan for the National Library staff, library professionals responsible for collection preservation will be involved into a special training programme on document conservation and preservation.

The changing political, technological, social and cultural context poses new requirements and challenges for archives, libraries, museums and other memory institutions, also gives rise to new opportunities. The significance of cultural heritage digitization has been acknowledged at the EU level, and the EU member countries are encouraged to provide favourable opportunities for memory institutions to digitize cultural heritage objects preserved at memory institutions, provide highest quality services for the public and guarantee ready and unrestricted access to the European cultural heritage content for users from all of Europe. Lithuania’s digitization policy is based on the Concept for Lithuanian Cultural Heritage Digitization (2005), the Strategy on Digitization of the Lithuanian Cultural Heritage, Digital Content Preservation and Access and its Implementation Framework (2009). The 2005–2009 project “Creation of the Integrated Virtual Library Information system” and the established web portal of the digital heritage www.epaveldas.lt set strategic and methodological background for the partnership of libraries, museums and archives involved in digitization of the national cultural heritage and ensuring its long-term preservation. In 2010 a new project “Development of the Virtual Electronic Heritage System” financed from the European Structural Funds was launched by the National Library and its nine project partners. This project is intended to pursue creation of the digital heritage content and establishment of electronic services. The functionality of the system will be increased in order to support effective search features. The project also provides for further development of the established infrastructure.

The following 3 objectives support the implementation of the goal.

◆ Safety regulations for the data of the Virtual Electronic Her-itage System were developed, and it was determined to establish the national coordination centre for digitization with the remit to coordinate cultural heritage digitization activities at the national level, also ensure preservation of cultural heritage objects and their accessibility. ◆ Preparation of the feasibility study and technical task for creation of the software for the system of monitoring of cultural heritage digitization was started.

◆ A survey of agencies performing digitization activities was taken in order to organize the information about these agencies’ digitization activities and their needs. The results of the survey provided the basis for recommendations of the Board for Digitization of the Lithuanian Cultural Herit-age under the Ministry of Culture on further development of the system for digitization monitoring, which were drawn up by the National Library.

◆ Establishment of the National Centre for Digitization and the Virtual Electronic Heritage System within the National Library in order to ensure digitization of the Lithuanian documentary heritage, coordination of bibliographic description of the digital content at the national level and

2011 marks twenty years of the National Library performing parliamentary functions in addition to other functions pertaining to a national library. During all these years, development and improvement of services provided for Lithuanian parliamentar-ians and Government members by the National Library were driven by factors of political, economic and technological pro-gress. Today members of the highest government institutions of Lithuania have the opportunity to use the content and services provided by the Lithuanian Integrated Library Information System and digitized electronic resources archived in the National Library’s repositories. With the purpose to deliver high quality and effective information provision services and in line with the public servants’ needs, bibliographic and reference services have been constantly enhanced.

◆ 29 thousand bibliographic records for articles from peri-odicals were created and 202 press reviews providing wide coverage of activities by members of the Seimas, the Prime Minister, ministers and Lithuanian members of the Europe-an Parliament, actions of political parties, current political, economic and legal affairs of the country were prepared. The following bibliographic reviews were prepared in 2010:• the review of the Lithuanian municipal press;• the review of the press of Lithuanian districts;• the press review on Lithuanian political parties, move-

Due to the reconstruction of the National Library’s main building, which began in 2008, the number of reading room workplac-es had to be reduced at 80%. User services were also transformed: some reading rooms were moved to the National Library’s premises at K.Sirvydo Street, the Centre of Oriental Studies at Vilnius University hosted the library’s orientalistics collection and reading room, and the Current Periodicals Reading Room moved to the Technical Library of Lithuania. In order to make the access to information appropriate and support effective use of this information by customers, a number of tasks had to be accomplished: selection and collection of information and documents with the purpose to reduce possible access restrictions, implementation and improvement of search facilities answering users’ needs, establishment and provision of required informa-tion services. Innovations at the National Library and recent social changes, rapid development of information and communica-tion technologies, enormous information and knowledge growth as well as new access possibilities opened the doors for new activity levels. Collection of electronic information resources and providing access to them, development of interactive and electronic services were set as priority activity areas in the National Library’s Strategic Plan for 2011–2013.

◆ 47 thousand new records were added to the Electronic Catalogue of the National Library during 2010, and the total number of records in the catalogue amounted to 791 thousand at the end of the year. Due to decrease in current acquisitions, one of the key tasks of the National Library for 2010 was re-cataloguing of earlier received documents. 661 periodicals and 7 thousand books were re-catalogued. ◆ As at the end of 2010, there were 570 thousand authority records in the authority records database of the National Library. Besides the National Library, the records were cre-ated by the Wroblewski Library of the Lithuanian Academy

of Sciences, the Lithuanian Technical Library and the Kau-nas County Public Library. 81 Lithuanian libraries were sub-scribers to this database in 2010. ◆ There were 2.4 million searches performed and 511 thou-sand sessions used in the National Library’s catalogues and databases and 1.7 million records downloaded. There was a significant rise in the number of visitors to the common library, museum and archives web portal of the cultural heritage www.epaveldas.lt, and users of the union cata-logue of Lithuanian libraries www.libis.lt.

◆ Adding 48,000 new records to the National Library’s Elec-tronic Catalogue with the major focus on updating the existing records; re-cataloguing of 600 periodicals and 5,500 books.

◆ 51 Lithuanian and foreign databases licenced (accordingly 4 and 47) with over 23 thousand full-text periodicals, over 8 thousand full-text books and other publications accessible to the users. The National Library customers were entitled to 71 open access databases. ◆ There was increase in the usage of electronic resources: 17 thousand (against 13 thousand in 2009) unique visi-tors to Lithuanian and international databases, 293 thou-sand (against 242 thousand in 2009) records downloaded, 142 thousand searches (against 170 thousand in 2009) performed. ◆ Increased need in getting answers to queries and receiving information via email was observed; there was a rise in the popularity of the “Ask the Librarian” service. The number of such queries increased twice in comparison with 2009 accounting for 6% of the total annual number of queries. ◆ The following online resources of the National Library were the most popular among virtual visitors:• the National Library’s catalogues and databases;• the National Library’s electronic publications;• subscribed databases with online access;• virtual exhibitions. ◆ The majority of exhibitions arranged by the library were online: there were 41 subject-specific virtual exhibi-tions and 95 virtual presentations of documents newly acquired by the Information Center and the Music and Art Departments. ◆ The following serials were prepared and published on the library’s website:

◆ Due to the reduced financing of the Acquisitions Pro-gramme, 30% reduction in the number of licenced data-bases has been scheduled as compared with the year 2010. Within the project “eMoDB.LT: Electronic Scientific Data-bases Opened to Lithuania” implemented by the Lithuani-an Research Library Association and financed from the EU Structural Funds, visitors to the library and online users will be granted access to 27 databases and electronic informa-tion resources of the Emerald archive. ◆ In line with the approach of free access to information and knowledge, among the intended activities are those relat-ed to promotion of open access to scientific materials and ensuring this access at the National Library. ◆ Elaborating ways and means for preparation and promo-tion of virtual exhibitions presenting newly acquired books as well as those dedicated to anniversaries of prominent cultural figures and significant events in the life of the nation; engaging the public to get acquainted with these

exhibitions and appreciate them, thus becoming creators of their content. ◆ Collection and organization of information about promi-nent figures in Lithuanian literature and science, their work and creative and scientific research achievements, and other material, also launching this information onto the National Library network. Taking into account the society’s interests, comprehensive bibliography and iconography of outstanding Lithuanian people, also full-text documents related to them, will be accessible to the users. ◆ The staff’s expertise plays a significant role in success-ful development of electronic services. It covers a whole range of aspects: constant updating of professional knowl-edge, the ability to evaluate, select and present informa-tion answering the users’ demands. Permanent learning of the library’s staff and knowledge management will be the key factors of increasing the added value created by the National Library.

Bibliographic data on 4 manuscripts preserved at the National Library were iden-tified and delivered to the database. ◆ Under the cooperation agreement between the National Library and The European Library and in association with Vilnius University Library and the Wroblewski Library of the Lithuanian Academy of Sciences, an exposition of prominent Lithuanian books displaying monuments of the Lithuanian written heritage and books on Lithuania’s culture and history from the collections of the National Library, Vilnius University Library and the Wroblewski Library of the Lithuanian Academy of Sciences was pre-pared and launched as an online exhibition “Reading Europe: European Culture Through the Book”. By virtue of this project the most valuable and significant Lithu-anian cultural heritage documents, including the first Lithuanian book, “The Catechism” by Martynas Mažvydas, became accessible to users of the European digital library Europeana. ◆ Participation in the project REDISCOVER committed to unite dispersed collections which reflect unity of the Cen-tral European culture in the Middle and earlier New Ages together with the national libraries of the Czech Repub-lic, Poland and Romania. Development of scientific research and methodological activity in library science, bibliography and bibliologyObjective 1

With Lithuania joining the European Union, libraries experienced new partnership perspectives, which impacted their further development. Their aspiration to involve into global library science processes, together with the newly emerged requirements, determined the origination of the National Library‘s new scientific and methodological activity areas. The issues that gained major currency and significance were the library network development, standardization of library activities, drafting of norma-tive documents, partnership with other memory institutions, promotion of the cultural heritage and qualifications improve-ment of the staff.

The National Library’s involvement in national and international networks provides for the realization of significant projects which determine positive changes in Lithuanian libraries. This partnership should gain increased momentum in order to ensure follow-up of the projects’ activities. The National Library is taking forward plans to significantly strengthen its mutual associa-tion with Lithuanian public libraries and increase its methodological, organizational and technical assistance for them.

(covering the period of thirty years from 1618 until 1648) and their descriptions to the Manuscriptorium database, also the publication Vienos kultūros keturios versijos (“Four Versions of One Culture”) was prepared. ◆ The National Library’s Rare Books and Manuscripts Department together with the Baltic Studies Chair at Illinois University (USA) contributed to the preparation of the written individual Lithuanian language database. This project aims to collect letters by ordinary people unknown to the public. Some 500 letters were collected and described. This material has special significance for investigators of the Lithuanian language history and the written heritage. ◆ New texts and scanned images were added to the prov-enances collection on the National Library website.

As in previous years, the National Library organized a centralized sub-scription to the database INFOLEX. Praktika for the pub-lic libraries of Lithuania and provided usage statistics for information resources. ◆ The National Library was further implementing the Read-ing Promotion Programme adopted by the Government of the Republic of Lithuania with the purpose to encour-age reading among people from diverse age and social groups, advance their reading skills, also raise the prestige of reading. There was further development of the website www.skaitymometai.lt; five Lithuanian public libraries hosted the trainings “Characteristics of Teenager Service in Libraries” organized for developers and implement-ers of reading promotion projects. The National Library organized the nomination of the Book of the Year 2010.

Library‘s staff members were on promotion of activities and achievements of national and international projects implemented by the National Library. Among the most significant presentations of projects at meetings and conferences, as well as within Lithuanian and foreign publications, were the following: “Libraries for Innova-tion”, “Creation of the Virtual Electronic Heritage System”, “Development of Interactive Electronic Services for Publi-cation Borrowing and Delivery Provided by Public Librar-ies” and the Reading Promotion Programme. ◆ Statistics on the performance of Lithuanian libraries and information on changes of statistical indicators was col-lected, processed, analyzed and disseminated:• the digest of 2009 Lithuanian library statistics Lietuvos bibliotekų 2009 m. statistika (“2009 Statistics of Lithu-anian Libraries”) was issued; the basic statistical data on libraries was published on the National Library’s network and in the monthly Tarp knygų (“In the World of Books”);• changes of indicators for the performance of municipal libraries in 2009 were analyzed and the results published in the monthly Tarp knygų. ◆ Methodological recommendations on the following issues concerning library science theory and library prac-tice were prepared and published in Šiandien aktualu:• reader service and improvement of services;• contemporary modelling aspects of library document collections;• public libraries in the digital age;

• library econometrics: probability for the application of integrated criteria for selection;• contemporary modelling aspects of library collections;• virtual exhibitions on a library’s website. ◆ “IFLA Manifesto on Transparency, Good Governance and Freedom from Corruption” was translated into Lithuanian and issued as a separate publication. ◆ In 2010 the National Library issued 90 publications (17 titles, 337 printed sheets) with the total print run of 24,490 copies. The implementation level of the Publish-ing Programme reached 77% in terms of issued publica-tion titles and accordingly 118% and 81% in terms of the scope of publications and the print run. During 2010 the publishing plan was being modified in order to effectively use the publishing funds and in line with the demand for publications. Therefore the publishing performance indi-cators declined in comparison with the previous years. The monthly Tarp knygų, which had been considered a library science chronicle by several generations of librar-ians, retained the leading position in the category of the most popular and favoured publications of the National Library. However, the economic crisis entailed cuts in its average print run: it fell from the usual 1,400 copies (15,400 copies per year) in previous years down 900 cop-ies (9,900 copies per year), and the number of subscribed copies of one individual issue dropped from 1,000 down to 540 reaching the mark of the smallest print run of sub-scribed copies in the previous decades.

◆ Standardization of library operations is one of the key fac-tors of Lithuanian libraries’ integration into international library processes. The following work was performed on international standards in 2010: the Lithuanian translation of the preliminary consolidated edition of the International Standard Bibliographic Description (ISBD); initial prepa-ration of the joint thesaurus of Lithuanian geographical names, personal names and historical chronology (BAVIC) within the project for the creation of the virtual electronic heritage system; 4 international standards endorsed by

◆ 11 successfully operating training centres for librarians and non-professional users established . ◆ Public Internet access upgraded or established in 759 public libraries in various towns and villages. ◆ Specialized software applications implemented for the blind and visually impaired in 72 libraries; librarians instructed how to use this software and give instructions to users. ◆ Materials for the instruction of librarians and non-profes-sional users, including printed publications, online aids and instructional self-learning video materials, was pre-pared and distributed across the libraries. ◆ All the 1,993 librarians comprising the public Internet ser-vice staff are graduates from elementary computer litera-cy and Internet resources training courses, and some 500 librarians underwent training in specialized adult training, public relations, “World Wide Web 2.0”, representation, media communication and information management in English courses. ◆ Librarians were presenting the scheduled motivation, training and instructional programmes concerning usage of information technologies for the population (some 3,200 participants were involved (against the planned

63%), some 260,000 user queries were answered). ◆ In 2008–2010, broad and extensive communication campaigns involving measures for attracting people to libraries and encouraging usage of public Internet access were organized. There were competitions for librarians and the general public, various events for elder people, the unemployed, children from social risk families and of emigrated parents. The major focus was on the village population and senior generation. The campaigns “Post-cards from the Homeland” and “History of the National Renaissance”, which aimed at encouraging people to contribute their own content to the online encyclopedia www.grazitumano.lt, were organized; there was a cam-paign for first-timers “First Attempt at the Internet? Go Ahead” and “Internet at the Service of Your Garden”, which aimed at encouraging elder people to use Internet technologies. During 2008–2010, communication cam-paigns attracted some 36,000 participants. ◆ 2008–2010 was a period of intensive advertising of library activities on TV, radio and by open-air means. Some 500 articles and reports covering the positive impact of the project on libraries’ potential and their services were pub-lished on mass media. Success stories told by different

The major goal of the project is increasing the possibilities for Lithuanian people, especially from remote parts of the country, as well as social risk categories, to make use of information technologies for access to information resources and communication.

◆ Implementation of activities concerning Internet safety, strengthening ties between libraries and local communi-ties, and updating websites:• courses on increasing the representative role of libraries (it is intended to involve accordingly 750 and 1,050 librar-ians from urban and rural libraries), seminars and events on Internet safety;• updating 40 websites of public libraries and providing them with accessibility options for the disabled;• competitions on the partnership of libraries and local communities in local content creation. ◆ Continuing measures for attracting people, especially elder people and rural inhabitants. ◆ Upgrade or establishment of public Internet access in about 90 rural libraries;

◆ Performing the final assessment of the impact of the pro-ject “Libraries for Innovation” and defining the degree of its influence to people who are the project’s target audience. ◆ In order to ensure continuity of the project activities, it is intended to investigate the National Library’s potential and make plans concerning the following areas of the project “Libraries for Innovation”: support for integrated information systems and their development; training of public library staff; permanent updating of professional knowledge; monitoring of the situation at the national level, its investigation and analysis; promotion of public libraries.

Nearly 500 such stories were collected in 2010. ◆ The second stage of the assessment of the project’s impact focusing on libraries in rural areas was accomplished in 2010. When comparing the results from the 2010 survey of library staff members and management personnel with the outcome of the initial situation assessment made in 2008, the following changes should be noted:• due to the rapid development of the public Internet access, the number of libraries with such access in rural areas increased and reached 88% (against the national average 89% and the average for urban libraries of 97%);• There was increase in the use of computers by librar-ians at rural libraries reaching 92% and approaching the national average (93%);• Librarians’ elementary computer literacy and Internet

resource skills were gradually progressing, though it was not true for more sophisticated technical skills, and weak areas remain servicing user groups with specific demands and Internet innovations;• Librarians’ more active involvement into providing prac-tical help to users of information technologies was explicit with the number of librarians responsible for training courses reaching 39% (against 15% in 2009);• There was growth of satisfaction with the “new” (i.e. based on technologies) library and increasing break away from the “traditional” library; IT based services have been gain-ing favourable feedback, and the most negative response concerns the material base issues underpinning the mis-sion of the “traditional” library, i.e. updating of book collec-tions, diversity of periodicals and other publications (CD, DVD).

◆ The following training programmes for Lithuanian public libraries were developed by National Library professionals:• Information Resources of Libraries. The programme’s pur-pose is enhancing professional skills of collection develop-ment librarians;• Library Performance Accounting and Statistics. The pro-gramme’s purpose is to rise awareness in the accounting of library performance and statistics; • Modern Tendencies in Library Reader Services. The pur-pose of the programme is provision of knowledge and skills in organizing reader services by the use of modern informa-tion technologies;• Creation of Bibliographic Records for Documents. The pur-pose of the programme is introducing standards for biblio-graphic and library operations and normative documents, also providing knowledge about processing and catalogu-ing of all document types;• Bibliographic Control of Serials and Other Continuing Resources. The programme’s purpose is introducing specific aspects of processing of serials;• Long-Term Preservation and Access of the Digital Cultural Heritage. The purpose of the programme is introducing organizational and methodological aspects of digitization of the Lithuanian cultural heritage, providing information about the development of the Virtual Electronic Heritage System;• Music Documents at the Library. The programme’s pur-pose is introducing specific aspects of music documents, the newest library technologies and projects by the Interna-tional Association of Music Libraries (IAML);• Electronic Services. The purpose of the programme is intro-ducing the virtual services web portal and its facilities, also providing practical skills.

These training programmes were integrated into the Centre for Professional Improvement of Lithuanian Cultural Workers’s 2011 Plan for Qualifications Improvement of Cultural Workers.

◆ The following training events were organized at the Nation-al Library within the project by the Centre for Professional Improvement of Lithuanian Cultural Workers “Improvement of Qualifications and Public Services Provision Skills of Lithu-

anian County Library Staff”:• “Long-Term Preservation of Documents: Technologies and Standards” delivered by professionals from the Document Conservation and Restoration Centre;• “Cataloguing in the UNIMARC Format and Specific Aspects of the LIBIS Acquisitions Subsystem” presented by profes-sionals from the Centre of Bibliography and Book Science, the Cataloguing and Acquisitions Departments.

◆ Realization of the National Library’s Programme for the Improvement of Staff Qualifications was given much con-sideration in 2010. However, financing cuts prevented pur-suing and systematic implementation of the Staff Skills and Qualifications Training Improvement Plan. The 2009–2011 Staff Qualifications Improvement Programme based on the 2008 research survey of the staff’s demands for professional improvement was cut and limited to training activities relat-ed to the advancement of special professional knowledge. Therefore other forms of learning were used to the utmost: individual learning at the workplace, online training, on tar-get training at conferences, seminars and other events. The total number of the National Library staff who participated at training events was 96.

◆ Internship is one of the positive ways of professional quali-fications improvement. Kristina Klenauskaitė, senior meth-odologist at the Department of Library Management of the Library Science Centre, took internship in India, where she participated at the training programme “Experience of Digi-tal Libraries and Information Technologies for Knowledge Management”, acquiring knowledge in digital library crea-tion and teamwork skills. Alma Masevičienė, editor at the Rare Books and Manuscripts Department, took internship on issues related to realization of the project “Creation of the Database of the Individual Lithuanian Written Language” at the Lituanica Chair of Illinois University (USA).

◆ There was reduction in the number of the library’s staff compared to 2009: in 2010 the total staff number was 498 (against 501 in 2009) including 363 professional librarians (against 365 in 2009), 68 skilled specialists and 67 technical staff members.

◆ Knowledge and skills advancement plays an important role in developing the model of a modern national library capable of satisfying the needs of the society. Therefore creating the system of a learning organization will be given special consideration, including structural and functional changes. This will serve as the prerequisite for effective use of human resources and formation of new organizational expertise. ◆ Within the project by the Centre for Professional Improve-ment of Lithuanian Cultural Workers “Improvement of Qualifications and Public Services Provision Skills of Lithu-

anian County Library Staff”, 3 target groups will be recruit-ed to participate in the training course “Administration of LIBIS in the Library” delivered at the National Library. Pro-fessionals from the National Library will provide 8 training events and courses which are part of the 2011 plan of the Centre for Professional Improvement of Lithuanian Cul-tural Workers. ◆ There was a survey on professional improvement of librar-ians conducted a few years ago, and its results have been summarized and are ready to be published in the method-ological review “Professional Improvement of Librarians”.

The Director General of the National Library Professor Dr. Renaldas Gudauskas, participated at the Conference’s annual meeting held at the British Library in London (UK). The meeting covered the issues concerning the role of European national libraries in national digitization programmes, potential solutions on the ownership and usage of the digital heritage content, principles and results of the alliance between public and private sectors in the field of digitization.

◆ The European Library (TEL) and Europeana. The agreement on the membership in The European Library between the National Library and the Foundation Conference of Direc-tors of European National Librarians (CENL) regulating the delivery of the National Library’s content onto the web portal of the European Library was renewed. In association with Vilnius University Library and the Wroblewski Library of the Lithuanian Academy of Sciences, an exposition of the most prominent Lithuanian books was prepared and launched as part of the European Library’s virtual exhibi-tion “Reading Europe: European Culture Through the Book”. The content of this exhibition was integrated into the European digital library Europeana, thus making the most important documents of the Lithuanian cultural her-itage accessible to visitors to this web portal. A significant step has been taken towards the implementation of provi-sions on the integration of the national cultural heritage into a single digital space of the European cultural herit-age provided by the Strategy on Digitization of the Lithu-anian Cultural Heritage, Digital Content Preservation and Access. In line with the agreement with the European Digi-tal Library Foundation, the Director General of the National Library Professor Dr. Renaldas Gudauskas took part in the Europeana Open Culture 2010 conference in Amsterdam (Netherlands), which tackled issues of public value creation by memory institutions through enhancing open access to digital, cultural and scientific information. ◆ Bibliotheca Baltica. The Director General of the National Library Professor Dr. Renaldas Gudauskas participated at

the symposium held at the National Library of Finland in Helsinki which focused on issues of digitization of the cul-tural heritage in the Baltic Region. There Professor Dr. R. Gudauskas was elected member of the Bibliotheca Baltica Board. ◆ International ISSN, ISBN and ISMN agencies. Pursuing preparation of data on Lithuanian publishers and sending it to the centres of these international agencies. ◆ Continuing membership in the International Association of Music Libraries (IAML), International Association of Law Libraries (IALL), International Reading Association (IRA); the National Library was taking part in the activities of the Consortium of Legal Resource Centres and Legal Information Specialists. ◆ The International Board on Books for Young People (IBBY). The Lithuanian Section of IBBY operating at the Children’s Literature Centre continued its activities: the traditional seminar “The Sea and Children’s Literature” was held in Klaipėda, 4 issues of the Rubinaitis journal were published. 3 staff members took part in the 32nd IBBY congress in Santiago di Compostela (Spain), where the report “Children’s Literature as a Political Minority’s Means of Resistance (or Lithuanian Literary Fairy Tales of 1970s and 1980s)” was presented. ◆ Data About Documents Published in Lithuania were delivered to the following databases:• the UNESCO publication “Index Translationum”: biblio-graphic information on translations into the Lithuanian language;• the RILM database: abstracts of Lithuanian music literature;• the programme for shared cataloguing of the Library of Congress (USA) SACO: Lithuanian subject headings. ◆ There was partnership with cultural centres of Lithuanian emigrant communities and other organizations concern-ing issues of acquisition of Lituanica publications and preparation of the bibliography, also involvement into international document exchange programmes.

◆ Continuation of the International Cooperation Programme with the major focus on increasing representation of the National Library at international organizations, strength-ening association with national libraries in Europe and all over the world and their networks, and involvement into international projects. ◆ Strengthening partnership with embassies of foreign

countries and other diplomatic agencies in areas of cultural partnership, information and document exchange. ◆ Prolongation of the agreement between the National Library and the Foundation Conference of Directors of European National Librarians (CENL) concerning par-ticipation in the creation of the European Library and Europeana.

lic Libraries”, functionality of the Union Catalogue will be enhanced through creating a database for component parts of digitized documents.

Martynas Mažvydas National Library of Lithuania, in compliance with its strategic goals and priorities and those on the national level, is carrying out a project for creating the Lithuanian Integrated Library Information System (LIBIS) and is responsible for the computerization of library and information processes within Lithuanian public libraries as well as integration of Lithuanian information resources into worldwide systems. The 1996–2010 period saw creation and implementation of the LIBIS system in research and public libraries, creation of the Union Catalogue of Lithuanian libraries providing bibliographic data on Lithuanian library documents to users in Lithuania and abroad, accomplishment of the LIBIS information system, which consists of the LIBIS database and software modules supporting integration of information resources into The European Library. At the present time the LIBIS software is used by all public libraries (65), 10 museums and 4 state-level libraries. It is also being implemented in other institutions (the libraries of the Constitutional Court of the Republic of Lithuania and the Supreme Court of the Republic of Lithu-ania). For teaching purposes, it has been implemented at the Vilnius University Faculty of Communication and Šiauliai University.

Catalogues of public libraries applying LIBIS are published on the Internet; the functions of online searching for a publication, ordering or reserving it are also supported. The built LIBIS infrastructure enabled further development and implementation of electronic services. For this purpose, the National Library set up the investment project “Development of Interactive Electronic Services for Ordering and Receiving Publications at Public Libraries” financed from the European Structural Funds” and sched-uled for 2009–2012.

◆ The first ever public library self-service systems enabling self-service return of publications by library customers on a 24/7 basis were installed in 46 Lithuanian libraries. Radio-frequency identification (RFID) and ElectroMagnetic (EM) technologies for self-service were installed accordingly in 6 and 5 libraries. ◆ A system for automatic informing of users sending reminders about expired loan periods and renewal

options was developed. ◆ The project was rated as one of the most successful among Lithuanian projects financed from the European Structural Funds and was awarded the nomination of the best elec-tronic progress project Europos burės 2010 established by the Ministry of Finance together with other institutions responsible for administration of the EU structural support.

◆ Accomplishment of the testing of the developed software and establishment of the following interactive electronic services in Lithuanian public libraries:• a system for online general reader’s card ordering/receiving/paying;• support for ordering and obtaining full-text documents, document copies or their digitized parts by the user, and providing options for paying;

• electronic subscription for library information, which ena-bles the user to order and regularly receive information on particular services provided by the library or its collections by e-mail. ◆ Aggregation of all the electronic services provided by pub-lic libraries within the common electronic services web portal www.ibiblioteka.lt.

◆ There was further implementation of the 2009–2011 LIBIS investment project. In 2010 LIBIS entered a new stage of its development implying application of software solutions for raising the quality of reader service. In 2010 a project requirement for functional development of the LIBIS reader service software through adding new facilities to the order reservation module was prepared. The upgraded mod-ule, which has already been implemented in the National Library, will be installed in other Lithuanian libraries in 2011. ◆ 6 computerized workplaces were upgraded in libraries throughout Lithuania, and 14 workplaces upgraded in the National Library.

◆ 18 new LIBIS software versions were designed and installed with 117 modifications performed within them. The following types of these modifications could be dis-criminated by the operations performed: for cataloguing (14), for acquisitions (45), for statistics (3), for OPAC/WWW (14), for the Publishing Subsystem (1), for the Union Cata-logue (2), for the Reader Service Subsystem (22), for inter-active services (6), for administration (4). ◆ There were training courses on the use of the LIBIS soft-ware delivered, which involved 146 staff members from Lithuanian libraries.
