PALGRAVE VILLAGE MARKET Different to the Table Top Sales

First one of these Village Markets takes place on Saturday 31st March. Open from 10.00am – 2.00pm At the time of writing we have several craft stalls, some new to Palgrave, and we have marmalades, jams and chutneys and fudge (you will have seen this lady in the Diss Express recently) – we are also hoping to have other food items. As we go through the year with Village Markets on the last Saturday of every month we will very likely have seasonal produce and items on show and for sale. This is a very special initiative to add interest to our monthly coffee mornings – refreshments will still be served in the bar area – so still a chance to meet with friends and have a chat. There will also be a stall for surplus items you may have – as mentioned in the Star before: if you feel like making cakes; have bunches of flowers or vegetables surplus to your own requirements please talk to the organisers: Helen, Liz, Sally and Pat – also, if you have any ideas to enhance this once a month happening. We look forward to meeting you.

Francis Blomefield, “Norfolk’s greatest historian

Friday 23rd March 7.30pm - Community Centre

We are delighted to announce that we have persuaded the well-known local historian, Stephen Govier to give a talk in the Community Centre on Friday 23rd March. Stephen will speak about Francis Blomefield, “Norfolk’s greatest historian”, and the subject of the latest in a long line of local-history books which Stephen has written. Blomefield was born in 1705 on our doorstep in Fersfield. His parents were yeoman farmers, and he was educated at Diss and Thetford Grammar Schools. He produced the first comprehensive topographical history of Norfolk, now very much prized by collectors. Blomefield had an intriguing link with Palgrave, which Stephen will explain. Stephen Govier’s pedigree as a local historian is second-to-none. He lives in Hoxne, and has written books about Diss, Eye, Hoxne, Framlingham and Stradbroke, as well as about Blomefield. He is an accomplished speaker, and his talk will be a “not-to-be-missed” occasion for everyone interested in our corner of the world. The talk will start at 7.30 pm; admission will cost £5.00 (£4.00 for members); and, of course, refreshments will be served. See you there!

PALGRAVE GARAGE SALE TRAIL Sunday 13th May 9.00am – 2.00pm

ur village garage sale days have proved to be successful in the past two years. My own garage sale last year raised £206 the only “big” item we sold being a cycle for £60

A chance to de-clutter your home, garage shed and garden without leaving your property. The PDCC are organising a Village Garage Sale Trail on Sunday 13th May. This is an opportunity to clear some of the unwanted items in your home. For £5.00 you can join in this event. We will provide a map with addresses for the garages available from the Centre and the Village Green, for a nominal charge of 50p If you do not have a garage you could display your wares in your garden, drive or yard. For this event to take place we need several households to take part. If you would like to participate please register your interest now by phoning Pat (643629) or Helen (651749) as soon as possible. The entry date deadline is 10th April to allow time for maps to be printed and advertising organised. Refreshments and of course parking will be available at the Community Centre.

TABLE TOP SALES

Our Table Top Sales held in January and February have proved extremely popular and by overwhelming demand we are trying to fit more of these in during the coming months. We have had more people wanting tables than we have space to accommodate them so those people who have left their phone numbers with us will get the first places on 17th March. Same time and charges - £3 for a table, setting up from 9.30 a.m., open for business 10am – 1.pm

Lion Road Straw Burning Our next burning dates are the 23rd and 24th February and then every three weeks after these dates going forward. Please note the pig site is moving back across the road this summer, so burning will also happen on both sides during August and September, until late autumn when we will be fully moved on to the new site. I would also like to add that due to the comments from residents of Clarkes Close, we intend to set the unit up slightly differently from the last time to ensure we keep the farrowing, (straw burning area) as far, as practically possible away from the village to reduce incidents of complaints. Spring Flower Show 14th/15th April

The Show is now open to anybody whether they live in Palgrave or not. Entry per class is 20p for PDCC members and Palgrave residents and 40p for anyone else. We will all be watching our gardens for flowers and vegetables but you will probably like to know in advance the Handicraft/Photography etc classes, here they are: Carved fruit or vegetable An unusual hand painted item Cross stitch book mark Something new from something old A speciality bread loaf 3 cup cakes MEN ONLY – 3 rock cakes Jar home made marmalade Jar home made chutney or pickle Photography – Chimneys, a bridge, a weathervane and also a class for 3 photos, mounted together depicting spring. Under flower arranging you can start thinking about the Queen’s Diamond Jubilee; an arrangement in a shoe and an arrangement in an egg cup. Entries must be on the official form which is in the Schedule (available from the Centre or speak to any committee member) and must be with Eric Barlow by 7th April. Potatoes & buckets for the Summer Flower Show were available for £1.00 at the February Table Top Sale and will again be available at the March Table Top Sale and Palgrave Village Market on March 31st. DIAMOND JUBILEE CELEBRATION IN PALGRAVE

A group has been formed to plan a celebration in the village as part of the Queen’s Diamond Jubilee. As there is so much going on both locally and nationally it was felt that a ‘Tea Party’ with games on Monday 4th June would fit the bill. The committee is made up of:- Chairman Vic Dyer Public Relations Anne Anness . Treasurer Beryl Dyer Committee Val Pudney, Helen Thorburn, Sally Scott-Robinson The Community Council kindly offered to deliver our flyer with the March copy of the Star and we thank them and their delivery team for their help. They have also pledged £250 towards the cost of the event. A team of helpers will be knocking at doors over the coming weeks to ascertain your views and collect any ideas anyone may have for the event and also to find out who might attend and who might be willing to help in a variety of ways. Businesses - Are you making the most of your trade waste service?

On Tuesday March 13, Mid Suffolk and Babergh District Councils are joining forces with the Suffolk Climate Change Partnership to give businesses in our Districts the opportunity to learn more about their trade waste services.

The free event will take place at the Cedars Hotel in Stowmarket from 9.00am until 11.30am. Delegates will be able to hear about the recycling and general waste services on offer to them and also hear of ways in which they can make the most out of their waste stream.

Groundwork East of England will also be providing information on the free environmental services available to businesses in the area such as free comprehensive energy reviews and renewable energy feasibility studies. So if your business is keen to do more with its waste, increase recycling and reuse or just make sure you are getting the most from your service then come along.

Palgrave Gardening and Social Group

Despite the weather there was a good turnout for the PGSG meeting held at Beryl Dyer’s house on 6 February. Unfortunately, Desiree Shelly of Herbal Medicine had to cancel her talk. Instead, Vic Joyce very kindly came over from Redgrave to speak on the dredging and improvements made to the village pond there last year. There was more discussion regarding the PGSG Diamond Jubilee projects and suggestions for fund raising. On Monday, 5th March Janet Lockett is organising a walk around the Palgrave area, taking approximately an hour. We plan to join with members not on the walk for a meeting at the Stuston Farm Shop café, before returning to Palgrave. Anyone interested in this or in joining the group please contact Sheila True 643393. Tip of the Month Do you love salads? Would you like to supplement those anaemic, expensive winter lettuces – at least until the first hard frosts – with greenery from your own garden? It’s easy, so long as you scan your seed catalogues now. Look for chicories (but not “Witloof”) like Sugar Loaf Chicory, Palla Rossa and Rossa di reviso and search for Batavian and Frizzy Endives. All are best sown into modules after 21 June and then popped into the vegetable plot as room becomes available. They are all robust and trouble free and will grow away fast, needing twice as much space per plant as lettuce. JAL

St Peter’s Repairs and Improvements Project We have pleasure in announcing details of the first of our 2012 events to raise funds for St. Peter´s Repairs and Improvements Project. Please do support these and encourage your family and friends to come along too. In April, we will be focusing on puddings and art!

Pudding Tasting Evening, 7.30pm on Friday 27th April

at the Community Centre

his is a joint event with the Community Council. A chance to enjoy a wide range of yummy home-made puddings! Just to whet your appetite, the following puddings are

already on the menu: trifle, pineapple cheesecake, fruit pie, chocolate torte, baked Alaska, French apple tart, bread and butter pudding, tiramisu,... There will also be cheese and biscuits for those who prefer something savoury. A musical interlude will be provided by the local acapella group Rough at the Edges. The bar will be open and there will be a “foodie” quiz and a raffle during the evening. If you are able to make a pudding for this event please contact Kathryn or Helen.

St Peter´s Palgrave – Easter Art Exhibition, 9th – 15th April Calling all local artists and art-lovers.... We are planning an exhibition of artwork in St. Peter´s church to raise awareness of the proposed repairs and improvements to the church, and to raise funds towards the work. Commission on sales will go towards the work on the church. If you are a local artist and would like to exhibit paintings, drawings, prints, sculptures, needlework, stained glass, etc., please contact us as soon as possible. At the time of going to print, 11 local artists have already indicated that they will be participating in the exhibition and some of them plan to exhibit work inspired by a detail or aspect of St. Peter´s. We are also looking forward to enjoying artwork produced by the children at Palgrave school. We hope to welcome many visitors to the church to enjoy what promises to be an inspiring exhibition, starting on Easter Monday and continuing until Sunday 15th April. TURBINE UPDATE

The Turbine was switched off on the 27th January at the request of Mid Suffolk District Council. The Area Environmental Health Officer considered that noise being generated by the turbine at the time of her visit in the early hours of the morning was a statutory nuisance, due to the characteristic, tonal element and duration of the noise at that time. The EHO request that we turned the turbine off voluntarily was based on her meeting the previous day with Mosscliff the installers who felt the levels could be reduced. Mosscliff were taking their own noise readings to provide to the manufacturers Gaia. Despite the conclusions of the Environmental Health Officer, Gaia felt that the readings were inconclusive and arranged for two of their staff to visit Palgrave on 15th February. Their visit was made mid afternoon, the wind was NW and observations were made from the garden of the closest house on the Lows but the turbine was inaudible above the background noise levels. At the time of writing this article Gaia, the turbine manufacturers, have not got back to us with firm proposals for securing noise levels consistent with the same model at Pettaugh. A meeting also took place with the Planning Officer on the 14th February regarding our answers to the Planning contravention notice. In brief, the noise issue has a major effect on future options and we are pressing Gaia for a comprehensive solution so we can get the turbine operating again.

Plea From An Elderly Resident

I have lived in Palgrave almost 80 years, so I think I can call it MY VILLAGE Over the years we haven’t always agreed with the changes that have come along – some have worked, some haven’t – but that’s just life. The subject of the wind turbine is dividing the village down the middle and now seems to be becoming quite vitriolic. As a village we are so lucky to still have a school, church and community centre, all of which are used by lots of people. It’s quite simply if we lose the use of any of these amenities, I fear the village community will cease to exist. Without the payment from the electricity generated by the turbine the community centre would probably shut. I am one of a number of older people who use the community centre on a regular basis – we do not usually make a fuss but perhaps you could spare a thought for us, even if you have never set foot inside the centre. I belong to the Friendship Club which meets twice a month and has 42 members who come from Brome, Oakley, Roydon & Diss. In addition to this we have lunch cooked by a team of volunteers who serve delicious food to around 35 of us. There is bowls every Monday plus other functions throughout the week. We use the centre a lot – if it shuts where would we meet? The last 9 months have been the saddest of my life and without the help of my family and so many friends from the village, I would not have coped. This is what pulling together is all about. PALGRAVE WALKING GROUP

Our group, which now regularly attracts over 20 walkers, meets on the second and fourth Tuesday of each month leaving Palgrave Community Centre at 9.45 a.m. Everyone is welcome to join our friendly group but it is regretted that dogs cannot be allowed on our walks. March Walks Tuesday 13th March 2012 Mike and Ann Gaze will take us on a slightly longer than usual circular walk of 5.25 miles from Riddlesworth taking in the countryside on both sides of the A1066 including part of the Peddars Way. There are no stiles on the route and in normal weather conditions the going should be easy. On our return journey we will stop at a public house for refreshments. Tuesday 27th March 2012 Wortham Church will be the starting point for a circular walk of around 5 miles to be led by Ray Skellorn. The route will take us along field paths and quiet lanes with no stiles and should present no difficulty in normal weather conditions. On the way back to Palgrave we will stop at a public house for refreshments. If you wish to join us on either of these walks please be at Palgrave Community Centre car park ready to leave for the starting point at 9.45 a.m.

POLICE AND CRIME COMMISSIONERS – 60 SECOND BRIEFING

From Police Authorities to Police and Crime Commissioners 1. Major constitutional change in police governance will take place on 22 November 2012

when police authorities will be replaced with Police and Crime Commissioners (PCC). 2. A PCC will elected by the public in each police area to hold the Chief Constable to

account. Elections will be held on 15 November 2012. 3. The PCC will be responsible for setting the force’s strategic policing priorities (via a

Police and Crime Plan), appointing (and if necessary dismissing) the Chief Constable and ensuring that policing in the area is efficient and effective.

4. The PCC will also be responsible for all police funding, including central government

funding and the police precept component of the council tax. The PCC will decide the budget, and allocate funding and assets to the Chief Constable.

5. PCCs will have the power to award grants to any organisation that they consider will

support the PCC’s community safety priorities. From 2013 the community safety fund will transfer to the PCC along with victim support monies for victim support services.

6. Chief Constables will remain accountable to the law for the exercise of police powers

but they will be accountable to the PCC for the delivery of efficient and effective policing.

7. The PCC will be supported by a chief executive, a chief finance officer and a team of

staff. The Chief Executive of Suffolk Police Authority and his staff will transfer to the Police and Crime Commissioner and so will provide continuity during the governance changeover.

Police and Crime Panel 8. A Police and Crime Panel will be introduced in every area to provide a ‘check and

balance’. They will scrutinise the PCC’s work on behalf of the public on a regular basis. The PCC will discuss their plans with the Panel and take the Panel’s views into account. The PCP can veto the PCC’s proposals for the Council Tax precept and the appointment of the Chief Constable.

9. In Suffolk the PCP will comprise 12 members, 10 from local authorities (7 district

councils plus 3 from Suffolk County Council) plus 2 co-opted members. SCC will be the

host authority for the PCP (in practice the administrative support) and for which they will receive Government funding.

Other local arrangements (e.g. community safety partnerships, safer neighbourhood teams) 10. Partners from across the community safety and criminal justice sectors will play a vital

part. Local engagement will be a key priority for the PCC. 11. On 22 November Suffolk Police Authority will cease to exist and SPA members will no

longer attend SNT meetings and other local meetings. It will be for the PCC to decide how he/she will in future engage with local partners and the community.

12. The PCC will be required to cooperate with local authorities, the fire service, probation

and health and will also be able to bring together community safety partnerships to discuss key issues. Community Safety Funds and Victim Support Funds will transfer to the PCC. Further detail will emerge over the coming months.

Crime trends This time of year police forces often see a rise in break’s to sheds, garages and outbuildings. This is often due to opportunist thieves who target insecure buildings. The main items stolen are normally garden tools, lawn mowers and power tools. These items can prove hard to trace and are often sold on at auctions and car boot sales. Although we will investigate all thefts of this nature it is not always possible to locate stolen items. I would urge all residents to take time to check for insecurity’s and take basic crime prevention measures such as locking sheds and outbuildings with a secure padlock or installing an alarm system. Padlocks and alarms do not need to be expensive and can be purchased at most DIY stores or from your local SNT officers. It is also worth security marking items such as garden tools and mowers with a post code in permanent marker or white paint this makes them less desirable and if stolen makes it much easier to identify.

SNT Structure Over the next few months there will be some minor changes in the Local SNT structure. This is due to a new officer joining the team in March. Our new colleague is PCSO 3250 Ben Oswick who will be taking on responsibility for Eye town centre. Ben has previously been in the constabulary as a special constable and also has worked in the Community Safety Partnership team in Martlesham.

SNT Priorities Crime reduction for the Farming community. Several farms have been visited and have taken part in crime prevention surveys and been given free information packs provided by Suffolk police.

Over the past few evenings 12th February - 15th February we have had two reports of break-ins to containers in the area of Millway Lane and Denmark Hill. On both occasions offenders have cut padlocks to gain entry. Items removed were hand tools and a quantity of red diesel.

Locally produced food and drink forms a key part of life in Suffolk, bringing enormous benefits to the local economy, communities and the environment. From the many food producers, small and large, dotted throughout our county, Suffolk’s illustrious heritage in the food and drink sector is well known throughout Britain, and is now also starting to play a vital role in our growing local tourism industry. Whilst supermarkets have an important role to play in providing affordable food, I know that residents in Suffolk value the opportunity to support local producers by purchasing food and drink that is from their local area. I recently heard the concerns of Suffolk’s food producers at a meeting at C & K Meats hosted by Chris Soule and the Suffolk Federation of Small Businesses, which flagged up the dangers of over-regulation of small businesses. C & K Meats is an independent wholesale and catering butchers run by the Burrows family. We are fortunate to have such an excellent local abattoir supplying fresh, local meat in Suffolk. A number of businesses from across the food industry were present at the meeting, including small independent butchers and farm shops, who voiced their concerns about the Food Standard Agency’s (FSA) proposed rule changes to meat inspections at abattoirs and its new E-coli contamination guidelines for butchers. It is important that small businesses in Suffolk are not adversely affected by unnecessary regulation, and I shall be working with my Suffolk MP colleagues to fight for the interests of our local farmers and food producers in Parliament in the weeks and months ahead. Making the choice to eat local Suffolk produce is not only about supporting our local food producers but also about opting for high farming quality and high animal welfare standards. To support our local farmers, I shall continue to campaign for more honest food labelling in Parliament, by ensuring that the British food stamp is applied only to food that has been farmed in the United Kingdom, whilst pressing Ministers not to burden Suffolk’s farmers and food producers with costly red tape so that we can continue to enjoy the great variety of high quality locally produced food and drink of which we in Suffolk are so proud. I regularly take the opportunity to talk to young people in Suffolk and always enjoy visiting our local schools, to see firsthand all the hard work that the staff, governors and pupils put in. I was recently pleased to visit Palgrave CEVC Primary School, which is one of the many small rural primary schools in Suffolk that has around 45 pupils, and lies at the heart of the local community. I sat in on the morning assembly before hosting a question and answer session with some of the school’s year 5 and 6 pupils, where I spoke about life as your MP, and a range of local issues. In September 2005 Palgrave became federated with Gislingham Primary School and the Federation of Palgrave and Gislingham Primary Schools has existed since then, sharing staff, expertise and other strategic resources. Palgrave Primary School News

In January this year Gislingham and Palgrave became a federation of schools, and this has enabled the governors to focus more on challenging and supporting the school. Our role is fundamentally to support the leadership team in improving the work of the school, and then to monitor and evaluate the impact of the work, asking probing questions to ensure all decisions are carefully considered. The fact we are now federated enables us to share staff and their expertise, thus reducing costs. This means that we can afford to have smaller class sizes and can increase the support provided by teaching assistants (similar sized schools in the area have fewer classes, with more age groups in each and fewer teaching assistants). Our pupils joined together for several sessions over the last twelve months, including school visits (most recently to Ipswich Museum for World War Two activities and to Swaffham Ecotech for renewable energy activities). There have also been Federation football and rounders tournaments, designed by Mr and Mrs Waters to encourage teamwork between Key Stage 2 children from our schools; these proved to be very enjoyable and successful competitions. Year 6 pupils also met at the week long Aylmerton Centre field centre trip in October and, because of the work we have already done, knew each other and interacted very effectively. In December the government published the performance tables for Key Stage 2 pupils. The East Anglian Daily Times contains the ‘league tables’ for Suffolk and showed that both schools had performed extremely well, with Gislingham in 4th place and Palgrave in 24th. This is great news, but it doesn’t give the complete picture. The positions of the schools are based on attainment (the levels obtained by the pupils) but this takes no account of the previous ability of pupils and is therefore of limited use. A better measure of how effective schools are is achievement (the progress pupils have made from Key Stage 1). If you have a chance to look at the performance tables, http://www.education.gov.uk/schools/performance/download/pdf/935 ks2.pdf, look at the Key Stage 1 to Key Stage 2 progress measures and you will see that both Gislingham and Palgrave are at the top in the county. Schools are about much more than just standards in the ‘three Rs’ though. Both schools have focussed on teamwork, competition, pupil confidence and self esteem, because these are essential life skills. This has been particularly noticeable to any parents visiting the school for weekly sharing assemblies on Fridays. Pupils are encouraged to take part, take responsibility for specific roles and develop the confidence to speak clearly and loudly in front of a large group (something that many adults find difficult). These are fun and enjoyable sessions which give parents an insight into school life. Highlights this year included the visit of pupils from Fauquembergues, a small town in Pas de Calais, to Palgrave Primary School. This was a follow up to our visit to France and gave an exciting opportunity for the children to practise their French and engage with each other. The work of the Friends’ Committee at our school in raising funds for the school is greatly valued and the governors are grateful to them for their dedication in providing our children with extra experiences and resources, which included reseeding the village green. A big thank you to the members of the community who support the school in various ways, particularly the Church and the ‘Open the Book’ team. PARISH COUNCIL

The vacancies on the Parish Council have been filled by Bob Honnor, Val Pudney and Neil Weston, and so the Council is back to full strength after quite a length of time. In order for Councillors to understand and represent the views of the residents of the village it is also important for the Parish Council meetings to be attended by the public. The meetings allow for the public to speak when the official meeting is adjourned so please come along to let us know your views on the various matters under discussion. Items which have been discussed recently have included the giving of grants, the publication of a village footpath leaflet, the proposals of the Palgrave Gardening Club to renovate the village pond and install a bench and the formation of a Liaison Committee with St John's House Hospital to encourage communication between the Hospital and the local community. The agenda is displayed on the notice board at the entrance to Forge Close, and, together with the minutes can also be seen on the notice board in the Community Centre and on the Parish web site.
