 Vol ume 3, Issue 3 THE INFORMER St. Eustatius– The Executive Council Members of St. Eustatius (Island Governor Gerald Berkel, Commissioner Koos Sneek, Com- missioner Carlyle Tearr) accompa- nied by the Island secretary, Jan Helmond travelled to the Nether- lands in March 2013 to participate in the annual CN-week. This fo- rum is where the governments of the Dutch Caribbean (Bonaire St. Eustatius and Saba) gets the op- portunity to negotiate for a num- ber of services which requires fi- nancial injections and seek im- provements in the existing ser- vices on the islands. The commis- sioners of the three Dutch C arib- bean islands have been coming to- gether since 10.10.10 to discuss the problems that they face on their respective islands with re- gard to the services which are taken over by the Dutch Govern- ment, before travelling to the Netherlands. They also seek possi- ble solutions that would be pleas- ing and satisfying to their commu- nities. The island governments of the Dutch Caribbean learned really fast that it is more effective and efficient to come together, when negotiating instead of each island on it’s own.  The main points which were discussed are: Health care: The minister agrees to establish the norms for an acceptable level of services together with the islands and to agree on a time frame to achieve this. The islands (Bonaire St. Eustatius and Saba) made a for- mal proposal to the minister to research the insurance package together with the ministry to come with alternative measures to realize the budget cuts, that the minister has in mind and as such to leave the insurance for physiotherapy and dental care intact. CARIFESTA XI TO BE HOSTED IN SURINAME 

St. Eustatius -  The Caribbean

festival of creative arts, Carifesta

is a festival in which artist from

the region come together to in-spire and educate each other and

a wide audience, to expose the

public to different ideas, tech-

niques, visions and values emerg-

ing from the various arts forms.

It’s a festival of dance, visual arts,

music, theatre, literature, and

craft. I t’s a festival that relates to

people and is entertaining on such

a scale and in such a fashion that

it commends itself to the Carib-bean people. This year Carifesta

will commence from August 16-

24th 2013. This regional creative

festival was first held in George-

town, Guyana in 1972, attracting

creative artists from over 30 Car-

ibbean and Latin American coun-

tries. The theme that first year

was: The Artist in Society with

Special Reference to the Third

World. It presented a blend of arts

and visions of people with roots deep

in Asia, Europe and Africa coming

together to perform their art formsand embracing literature inspire by

the Caribbean’s own temperament. It

showcased the special ethnic, racial

and cultural diversity so unique to

the Caribbean. The theme for this

years Carifesta is: Culture for De-

velopment’.  The Carifesta XI com-

mittee is also encouraging participa-

tion from people in the Diaspora. Su-

riname has established a charter in

Diaspora; Carifesta Nederland, tostimulate participation and create a

bridge to promote and support Carif-

esta X! Suriname. Statia was repre-

sented by employees of the Cultural

department in 2000 in the Carifesta

 The cultural department went there

to get an idea of what they needed to

do for future events. Statia represen-

tative walked with the Dutch Flag

during the parade. We hope that

NGO’s along with the Cultural

department will be well repre-

sented in this festival displaying

our Culture. This can be artwork, steel pand, string band

music (killy killy band) cultural

foods, Organized groups of cul-

tural Statians residing in the

Netherlands, Like Sams or even

Statia’s Young Musicians. It is

significant for Statia to identify

it’s own cultural wear, especially

when the island wishes to partici-

pate in large festivals like Carif-

esta. The culture department wasin the process for some time try-

ing to acquire material to present

several clothing model styles and

colours to the government so that

the typical Statia clothing can be

identified and accepted by the

Island Council. To find more in-

STATIA PARTICIPATES IN MARITIME PLATFORM IN CURACAO 

St. Eustatius - The Ministry of In-frastructure and Environment of the Netherlands organizes annu-ally this maritime consultationplatform. The participants are rep-resentatives of the country of theKingdom, Aruba, Curacao, St.

Maarten, The Netherlands and theBES islands (Bonaire, St. Eusta-

tius and Saba). Representing St.Eustatius, are the Harbor Master,Mr. Austin Van Heyningen and theDirector of E&I Mr. SiemDijkshoorn.

 The preparatory meeting was be-

tween the BES (Bonaire St. Eusta-tius and Saba) islands and TheNetherlands. The purpose of thismeeting was to get a common posi-

tion on the various issues of in-terest, before the Maritime con-sultation platform. These meet-ings were held at the Flamingobeach hotel in Bonaire. The is-lands brainstormed on topics likethe Dutch legislation which

needs to be adjusted so that itcan be applied to the local situa-

tion. The Netherlands is respon-sible for all the waters aroundthe BES islands, this means thatcertain Dutch legislation needsto change; they talked about leg-islation for safety at sea; the or-ganization of pilotage is a sub-

 ject for discussion; disaster man-agement was also a point of dis-cussion where everyone agreed

that training is needed, the Dutch ex-perts will give the training to the BESislands; speed limitation in the areasclose to the coast was discussed andlegislation is process. The annual mari-time consultation platform will be heldin Curacao. The other topics on the

agenda are safety standards and legis-lation for ships that sail under flags of 

the Kingdom countries. Certain legisla-tion will be applied for ships that sailunder the K ingdom countries. Theselaws will be adjusted to cater to theCaribbean setting in the commercialshipping. The participation of I nterna-tional Maritime Organization will befully discussed among the variousstakeholders. We will have a full reporton the other topics in the April issue.

CHANGE OF THE CONSTITUTION PUT ON HOLD TILL EVALUATION IN 2015Does this result influence the local groups calling for a referendum

view with Mr. J oshua Spanner, of Roots foundation he told GIS thattheir main push for this referendumis simply because the community got

a status that they didn’t look for; theDutch Parliament was in the process

to anchor the present status in theirconstitution, while we believe thatthe people need to have an opportu-nity to have a say before this happen.

 The majority of the community hasbeen complaining that 10.10.10 hasmade life harder for them, salariesfor the small people has not improve,pensioners, people on the minimumwage, low income people while pricesin the shop gone up. J oshua Spanner

went on explaining that it was a misopportunity for the coalition partiesnot to support the referendum in theIsland Council meeting, because if the majority vote for this status, itwould give the politicians a free handto promote the present status. OnMarch 19th 2013, The First

Chamber of the Dutch Parlia-ment stopped the process of the change to the Constitutionto formalize the constitutional

status of the Dutch public enti-ties Bonaire, St. Eustatius and

Saba until after the 2015 generalevaluation. I n October 2012when a decision was passed inthe second chamber, with themotivation that once their statusis anchored in the constitutionthe evaluation would become in-significant, the islands objectedthis decision. When asked if theorganizations would cancel thereferendum based on the results

of the Dutch Parliament, Mr.Spanner concluded expressingthe importance of allowing thepeople to have a say in their fu-ture. The NGO’s are moving for-ward to promote a referendum.

St. Eustatius– A number of NGO’sunited their forces to promote thecall for a referendum. These or-ganizations are : Roots, Brighter

Path Foundation and Sead. Theyare calling on the community to

support the initiative by as manypeople as possible, signing up, thatthey are in favour for a referen-dum. The organizations hope toconvince the Island Council andExecutive Council for the call of areferendum with the signatories of members of this community. Thecoalition partners MillicentL ij frock-M arsdin and ReubenMerkman openly supported the call

for a referendum and held a Townhall meeting to encourage Statiansto come out and sign the petition.

 The GIS was curious to get the fac-tual reasons from these organiza-tions for their main call for a refer-endum, knowing that an evaluationis scheduled for 2015. In an inter-

St. Eustatius– The RCN Depart-ment of Personnel Affairs offered

the members of the Fire BrigadeCaribbean Netherlands on Sabaand St. Eustatius the opportunityto follow Dutch lessons.

Last year the Fire Br igade madeknown that they had interest for aDutch course for the workers in the

Windward islands. These lessonswere given by Ms Rose Feng, whois a good teacher but was alsoflexible to travel to the islands tooffer the course. She was on the St.Eustatius the first week and subse-quently one week on Saba. Thecourse for the Fire Brigade Carib-bean Netherlands for workers onSaba concluded on Friday March

 The Minister of Health Care,Mrs. Schippers committed toseriously study the proposal

and give a reaction withinshort. 

Social Affairs: The new StateSecretary of Social Affairs,Mrs. K leinsma also agreed toestablish the norm for an ac-ceptable level of services. Her

focus will be in particular onthe minimum wage. She prom-ised to present a proposal withregard to the AOV for single

persons to the islands later thisyear. State Secretary Kleinsmawill be visiting the islands in

 J une of 2013.

Economic Affairs, Infra-structure and Environment: 

 The two ministries agreed to startworking on the “developmentplan” (ontwikkelingsplan) of the

islands and at the same time seehow the plans can be financed. The ministry of BZK (Interior Af-

fairs) made available US$500,000.00 for assistance inworking out the plans. Accordingto Minister Plasterk an invest-ment of 7.5 million euros will bemade available in nature and sus-tainable development. The rest of the funding for the adjusted de-velopment plans will be further

worked out in the framework of the preparation of the 2014budget of the Dutch Government.I t is the intention that the firstprojects will be ready for execu-tion by August this year. Themain priorities for Statia is the

road to the botanical gardenand a project against erosion.

The cliff beneath Fort Oranjehas everyone’s attention.

STATIA’S DELEGATION PARTICIPATES IN SEA TRADE CONFERENCE IN MIAMI

St. Eustatius– A delegation

from St. Eustatius represent-ing a number of fields attendedthe Sea Trade Conference inMiami in March 2013. The Di-rector of Tourism, Mr. CharlesLindo, the Harbour Master, Mr.

Austin van Heyningen, Directorof Economy and Infrastructure,Simon Dijkshoorn, and a repre-sentative from the private sec-tor, Mrs. Francine Harrigan.

 The main purpose of Statia’s

participation in this conferencewas to lay contacts, get cruiseliners interested, to includeStatia in their itinerary and to

get feedback from the cruise lin-ers of the improvement of ourtourism product. This canmean island tours, transporta-tion, snorkeling and diving and

all that the island has to offer.

 The representative of the pri-vate sector participated to ac-quire more knowledge of theprocess of tour operating. Shealso got the opportunity to meet

a company that is specialized in

offering training in tour operat-ing.

STATIA’S EXECUTIVE COUNCIL CONGRATULATES CIVIL SERVANT, MRS. BENNETT

St. Eustatius– The Island Govern-ment of St. Eustatius extends con-gratulations to Mrs. Edris Bennett-

Merkman for successfully complet-ing the online course of “EffectiveBusiness Continuity Management”,given by the H. Lavity Stoutt Com-munity College (HL CCC) in Tortolafunded and supported by the UNDP.

 This Course was given under theUNDP R3i (Regional Risk Reduc-tion Initiative) program and EUfunded. This R3i programme cameto an end on 31 December 2012.

Mrs. Edris Bennett-Merkman also

extended gratitude to the IslandGovernment of St. Eustatius for theopportunity granted to participatein the online study. According toMrs. Bennett this course was anextremely comprehensive BusinessContinuity Management training, toequip disaster response workers of

St. Eustatius - The students of the

technical level of the GvP(Gwendolynne van Putten ) schoolbuild a boat and Christened it byofficially putting it in the water on

 Thursday afternoon March 28th2013. The boat is called the Maria.

 This is a wonderful initiative bythe teachers and students of theGvP school. This was a great ex-ample of building team spirit at thetechnical level by realizing thisproject.

seafood products into St. Maarten must fill out an

import application form.

 All import application forms must be completed in a legiblemanner.

 All sections of the application form must be completed.

Products or produce not listed on the application form but 

which appear on the aircraft or ship manifest will be

denied entry into the country.

 An import permit will be issued after the application form

has been submitted and checked.

The import permit will be issued within five (5) workingdays of the receipt of the application.

Sanitary/Phytosanitary or other required documents must 

accompany all goods imported into the country.

Products or produce carrying insects or other pests uponexamination will be denied entry into the country.

Products or produce found to be carrying soil on them will

be denied entry into the country.

Importers are expected to adhere to all conditions of 

import.

Het doel van CNSI is het bevorderen en bieden van ondersteuning aan activiteiten op het gebied van

onderzoek, onderwijs/educatie en outreach op St Eustatius, Saba en de wijdere omgeving.

Het is de ambitie CNSI zich te laten ontwikkelen tot en te positioneren als een in Caribisch Nederland en

in de wijde regio erkend, gezaghebbend en compact facilitair en expertise centrum dat actief betrokken is

bij en bijdraagt aan onderzoek, beleid, en beheer van voor het Caribische gebied belangrijke kennis-domeinen.

Hiervoor zal CNSI faciliteiten en ondersteuning bieden aan organisaties, onderzoekers en kenniswerkers

ten dienste van activiteiten en evenementen, die gericht zijn op lokale, regionale en internationale

kennisverwerving en kennisdeling. Hiertoe zal CNSI een ondersteunend laboratorium omvatten.

In samenwerking met lokale, Nederlandse, Caribische en/of internationale kennisinstellingen, zullen

cursussen en bijeenkomsten worden georganiseerd gericht op de lokale bevolking, op studenten en op

wetenschappers uit verschillende disciplines. Daarbij zal het centrum mede het opzetten en inrichten van

permanente en tijdelijke exposities bevorderen. Het CNSI beoogt daarbij ook de samenwerking tussen de

eilanden in het Caraibisch gebied op het gebied van natuurbehoud, educatie, management, en onderzoekte versterken en (waar mogelijk) bij te dragen aan wettelijke beheers‐ en toezichtstaken, alsmede aan de

ondersteuning van een duurzame sociaaleconomische ontwikkeling van de Bovenwindse eilanden .

Het centrum zal een personele bezetting van maximaal 6 personen krijgen.

Om het CNSI adequaat op te kunnen zetten, in stand te houden en te beheren en de gewenste lokale,

regionale en internationale reputatie van CNSI op te bouwen, is behoefte aan een dynamische en

creatieve directeur/manager van academisch niveau, met een ruime en brede kennis van Nederlandse en

internationale wetenschappelijke organisaties, structuren en onderzoek, die beschikt over een relevant

multidisciplinair wetenschappelijk netwerk met aansluiting bij de basisfuncties van het centrum

(fundamenteel, strategisch en toegepast onderzoek, outreach, en capaciteitsopbouw).

De directeur/manager moet in staat zijn te functioneren als een brug tussen wetenschappelijke en

maatschappelijke organisaties en hun (soms uiteenlopende) belangen, en heeft bij voorkeur ervaring met

werk en onderzoek in de tropen en onder complexe omstandigheden.

Ervaring met wetenschapsbeleid en gevoel voor organisatorische en bestuurlijke verhoudingen, alsmede

ervaring met (financieel en personeel) projectmanagement en –beheer is noodzakelijk. De directeur legt
