DO NOT GIVE THE WATER TO INFANTS UNDER 6 MONTHS OLD OR USE IT TO MAKE INFANT FORMULA Water sample results received 8-2-2013 contained nitrate levels of 12.8 mg/L. This is above the nitrate standard or maximum contaminant level (MCL), of 10.0 mg/L. Nitrates in drinking water above the MCL are a serious health concern for infants less than six months old. What should I do? DO NOT GIVE THE WATER TO INFANTS. Infants below the age of six months who drink water containing nitrate in excess of the MCL could become seriously ill and, if untreated, may die. Symptoms include shortness of breath and blue baby syndrome. Blue baby syndrome is indicated by blueness of the skin. Symptoms in infants can develop rapidly with health deteriorating over a period of days. If symptoms occur, seek medical attention immediately. Water, juice and formula for children under six months of age should not be prepared with tap water. Bottled water or other water low in nitrates should be used for infants until further notice. Do not boil the water. Boiling, freezing, filtering or letting water stand does not reduce the nitrate level. Excessive boiling can make the nitrates more concentrated, because nitrate remain behind when the water evaporates. Adults and children older than six months can drink the tap water (nitrates are a concern for infants because they can't process nitrate in the same way adults can). However if you are pregnant or have specific health concerns, you may wish to consult your doctor. What happened? What is being done? The Town of Okarche is looking into an Ion Exchange System. Nitrates in drinking water can come from natural, industrial or agricultural sources (including septic systems and run-off). Levels of nitrate in drinking water can vary throughout the year. We'll let you know when the amount of nitrate is again below the limit. Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools and businesses). EMERGENCY ORDINANCEBE IT ORDAINED BY THE TOWN

BOARD OF TRUSTEES OF THE TOWNOF OKARCHE:

Section I: Chapter 16, Article 9 of theOkarche Municipal Code 2011 is herebyamended by the addition of a new Sec-tion 16-156 which shall read as follows:SECTION 16-156 INSUFFICIENTCHECK CHARGE ESTABLISHED:CASH ONLY POLICY:COLLECTION FEES.

A. INSUFFICIENT CHECKCHARGE ESTABLISHED. As costs forhandling and processing, a fee of FortyDollars ($40.00) shall be charged anyperson paying the Town with a nego-tiable instrument upon an account con-taining funds insufficient to pay thecharge. In the event the charge was foruti l i ty services, the Forty Dollars($40.00) fee shall be paid to the Townprior to restoring the utility services.

B. CASH ONLY POLICY. Anyperson who shall pay the Town with anegotiable instrument upon an accountcontaining funds insufficient to pay thecharge, shall thereafter, for a one (1)year period, be required to pay the Townfor any charges lawfully incurred, includ-ing any insufficient check charge, in cashor cashier's check or money order.

C. COLLECTION FEES. Wheneverthe Town or one of its public trust authori-ties refers an unpaid debt or an unpaidaccount receivable to a collectionagency, including but not limited to anunpaid fee, penalty, interest, or othersum due, or a court penalty, cost, fine orfee in cases in the municipal court inwhich the accused has failed to appearor otherwise failed to satisfy a monetaryobligation ordered by the court (hereinaf-ter collectively referred to as an "unpaiddebt or account"), a collection fee in theamount of thirty-five percent (35%) of theunpaid debt or account shall be as-sessed and collected.

Section II. REPEALER. All ordi-nances or parts thereof which are incon-sistent with this ordinance are herebyrepealed.

Section III. SAVINGS CLAUSE.Nothing in this ordinance herebyadopted shall be construed to affect anysuit or proceeding now pending in any

court, or any rights acquired or liabilityincurred nor any cause or causes ofaction accrued or existing, under any actor ordinance repealed hereby. Nor shallany right or remedy of any character belost, impaired or affected by this ordi-nance.Section IV. CODIFICATION.This ordinance shall be codified asherein provided.

Section V. SEVERABILITY. If anyone or more of the sections, sentences,clauses or parts of this ordinance, chap-ter or section shall for any reason be heldinvalid, the invalidity of such section,clause or part shall not affect or prejudicein any way the applicability and validity ofany other provision of this ordinance. It ishereby declared to be the intention of theTown Board of Trustees of the Town ofOkarche that this section of the OkarcheMunicipal Code would have beenadopted had such unconstitutional, ille-gal or invalid sentence, clause, sectionor part thereof not been included herein.

Lillian Kathryn Burdickpassed away Tuesday, Dec. 3,2013, in Cashion, Okla.

She was born Oct. 7, 1914,in Edmond, Okla., to BenjaminFranklin and Frances Kathryn(Casey) Davis.

She was preceded in deathby her husband, Lester Lloyd,on Jan. 10, 1985, and her oneand only grandson, LesterLoay Jones, on Sept. 15, 1990.She is also preceded in deathby her parents and four broth-ers.

Lillian and Lester weremarried June 1, 1935. Theywere blessed with threedaughters who survive:Bonnie Mallett (Bennie),Sandra Blehm, and MarvaJones (Kenneth), all ofCashion.

Lillian is survived by sixgranddaughters: Sheryl ofArizona, Lynn of OklahomaCity, Okla., Tammy, Kathrynand Kenna of Cashion, andTracey of North Carolina.

She is also survived by fivegreat-granddaughters: Tif-fany of Arizona, Lexi and Tay-lor, both of North Carolina,Justine of Guthrie, andMeghan of Ohio, as well asfour great-grandsons: Ryan ofArizona, Bryan of Edmond,Logan of Stillwater, andCorbin of Cashion, as well astwo nieces, Karen Blake ofEdmond and Twanda Holi-day of Ponca City, Okla.

Lillian accepted Christ asher Lord and Savior and wasbaptized at Cashion ChristianChurch by Rev. Hiram Lester,Jr. on April 21, 1957.

She was a member of theCashion Rebekah Lodge for50 years and a charter mem-ber of the “Jolly Eight CanastaClub” for 31 years. Lillian washonored to be one the notori-ous “Fantastic Four.”

She loved making pies,tending her flowers (espe-cially her roses), workingcrossword puzzles and watch-ing her beloved OU footballteam.

Funeral services were heldat 2:30 p.m., Friday, Dec. 6,2013, at the First ChristianChurch, Cashion. Intermentfollowed at Cashion Cem-etery. Services are under thedirection of Smith-Gallo Fu-neral Home, Guthrie, Okla.

Colonel George R.Hammond, USAF (Ret.) diedon Dec. 2 at the age of 93.

He is survived by his wifeof 72 years, Alma Hammond,of Greenville, S.C.; son,George Hammond ofGreenville, S.C.; daughter,Denise (Dee) Hammond ofColorado Springs, Colo.;daughter, Lori Enrico ofMinnetonka, Minn.; six grand-children, and six great grand-children.

George was born to FrankB. Hammond and Lena (Beck)Hammond of Cashion, Okla.

He enlisted in the ArmyAir Corps in 1938 and sunkthe first Japanese submarineoff of the Oregon coast on Dec.24, 1941. He flew bombers inWWII and stayed in the ser-vice to fly two tours in Viet-nam in fighters. During his 34year Air Force career, he wasawarded the Silver Star, theLegion of Merit, six Distin-guished Flying Crosses, 29 AirMedals, the Bronze Star andnumerous other Americanand Foreign decorations.

After his retirement fromthe Air Force, he embarked ona 23 year career with the Uni-versity of North Dakota wherehe earned his bachelor’s de-gree, became an assistant deanof the School of Business, wasthe director of the UND flightoperations program and chair-man of the Aviation Depart-ment. He also played a majorrole in the establishment ofthe UND Aerospace Founda-tion.

A memorial service will beheld at the Cascades Verdae,Greenville, S.C. at 1:30 onMonday, Dec. 9. He will beburied with military honorsat the National Cemetery onFort Jackson, S.C.

David “Mark” Merveldtwas born in Anchorage,Alaska at Elmendorf ArmyBase of Feb. 19, 1956, to J.B.and Marilyn Merveldt and de-parted this life on Dec. 2, 2013,in Oklahoma City, Okla., atthe age of 57.

Mark grew up on the fam-ily farm in Okarche, Okla. Hewas baptized and confirmedat Trinity Lutheran Church,which in years past was hisgrandfather, Pastor A.C.Dubberstein’s church.

Mark was a 1974 graduateof Okarche High School andexcelled in academics, speechand wrestling. He achievedthe honor of being Okarche’sfirst wrestling state championand made All-State.

Upon graduation, he re-ceived the ROTC scholarshipwhich provided a full ride tothe college of his choice. Hechose his father’s alma mater,Oklahoma State University.He continued his love forwrestling in the intramuralprogram at OSU and won AllUniversity Wrestler three con-secutive years.

At OSU he has a member ofBeta Theta Pi fraternity. Thebonds that were made withthese men during college fol-lowed throughout the diffi-cult years of his illness. Markwas humbled by their acts ofkindness, and especially ap-preciated the last OSU gamehe was able to attend becauseof these men. He graduatedwith an agriculture econom-ics degree and pursued a suc-cessful career as a cattle buyerand commodity trader.

Mark was a trueoutdoorsman. His annualhunting trips that included hisfather, brother, and later sonand nephew were greatly an-ticipated each year. He in-stilled in his children the joyhe felt when skiing on themountain or skiing on the lake,which they plan on continu-ing to enjoy.

His most important role inlife was being a son, a bigbrother, a devoted father andgrandfather. Just like his fa-ther, he was always on a questfor knowledge, especiallywith his relationship withGod. His intellectual approachto religion provided manyconversations in which heshowed how he knew aboutthe Bible and his love for God.

He is preceded in death byhis father, J.B. Merveldt.

Mark is survived by hismother, Marilyn Merveldt ofYukon; his son, Eric and wifeHeather and their children,Abbigail and Emmalynn ofEdmond; daughter, Whitneyof Oklahoma City; sister, KarlaMueggenborg and husbandKarl of Okarche; brother, SteveMerveldt and wife Dana ofMonument, Colo.; sister,Kathy Lardner and husbandJames of Oklahoma City, andnieces and nephews, JarrodMueggenborg and wifeCandice, Karie Anderson andhusband Kevin, AmyMerveldt, Matt Merveldt,Nicole Lardner and DeckerLardner.
