Linc Facility Services, LLC (Linc) has experience with facilities ranging from small HVAC equipment rooms to expansive central utility plants that support multi-million square foot airports, bulk pharmaceutical manufacturing plants, food manufacturing plants, laboratories, R&D facilities, and electric generating plants. Linc also operated a large powerhouse that supplies the total steam and electrical requirements to a large textile finishing, fabrication, and distribution complex. These plants range in square footage from 500 square feet to over 30,000 square feet.

Linc has provided services for utilities encompassing chilled water, steam, compressed air, process cooling and heating, DI water, and high voltage power distribution systems in a variety of environments including FDA/cGMP. The equipment comprises all types and ages, including rotary screw, turbine driven, centrifugal, and absorption chillers; high-pressure steam, water tube, and fire tube boilers; air handling units; and ancillary mechanical equipment including steam humidifiers, steam reheats, and VAV boxes that provide the primary air conditioning to maintain the critical temperature and humidity needs of facilities.

Training

New Employee Training

Ongoing Continuous Learning

Linc Facility Services central utility plant training is divided into two important phases – New Employee Training and Ongoing Continuous Learning. All utility plant technician training is tracked and monitored through the CMMS, and recorded as part of site based Linc Productivity Indicator program. All employee training is reviewed by onsite and regional Linc management on a monthly basis.

n Implement site/project specific Collateral Duty Program which assigns each Utility Plant Technician a system which they are to study and become the SME.

n Have Technicians participate in procedures, training and project work for the system they are specifically assigned to.

n Approximately every 12 to 18 months reassign Collateral Duty Systems so that each Technician will have an opportunity to rotate through all systems in their respective Data Center(s). This ensures that each Technician is cross trained with a solid base of knowledge and skills on all systems and assists with training of their peers.

n Continuous training is provided onsite by the actual equipment manufacturer. This covers chillers, boilers and all mechanical equipment.

n 40 hours of training on all safety topics, read and sign material, computer aided instruction via a KnowledgeWire and topics assigned by Linc EH&S department.

n 80 hours of training on major systems supporting the infrastructure; system manuals are given to each new Technician with four (4) hours per day of one-on-one training on the systems, and four (4) hours per day to read and/or trace systems.

n Following system training each new Technician spends one week on each shift to become familiar with each shift’s duties and the PMs assigned to each shift.

n Following three week’s shift rotation each new Technician is given a 100 question exam and a building walk-through with questions.

n Upon successful completion of their training, new Technicians are assigned to a shift with continued training assignments on critical systems such as UPS, Diesel Generators, raised floor cooling, etc.

n When ready, each new Technician is quizzed by their Supervisor and/or Facility Manager; an oral exam of sorts.

n Upon successful completion of the training program, each new Technician is assigned a system to become the SME and they will be the trainer for that system to future (new) Utility Plant Technicians.

n Additional training is provided and recorded through numerous accredited external resources such as equipment manufacturer branch/regional offices, local colleges, technical institutes and/or apprenticeship programs.

n Implementation of Linc’s continuous learning models (CLMs) – an educational approach to construct learning models and then build the supporting education (from industry and organic education from employees) to deliver learning which is personalized to the site location. CLM’s are initiated shortly after contract award, with long-term personalized learning based on industry and on-site expertise.

Linc Facility Services Utility Plant Experience

Hartsfield-Jackson Atlanta International Airport (HJAIA)

Linc provides management personnel and systems procedures to perform operations and maintenance services including preventive maintenance and reactive maintenance on over 14,000 individual pieces of mechanical and electrical equipment. This entails 8,000 PM routines and 28,000 work orders in a given year.

The HJAIA Central Utility Plant is the largest comfort heating and cooling plant in the Southeast, providing service to the busiest airport in the United States. The facility is capable of producing a total of 159,000 lbs of steam per hour, and 21,030 tons of chiller capacity. Recent improvements to the plant include three new Babcock and Wilcox superheated steam boilers (2 at 47,000 lbs/hr. and 1 at 65,000 lbs/hr.); a new deaerator with three new feed water pumps for the boiler feed water system; a new chemical feed system to keep chemicals in balanced; a totally redesigned heating system which converted four individual systems to one common system with three heat exchangers; and two new Trane Central Vacuum chillers, each with 1500 tons of capacity. The refurbished plant control room allows personnel to monitor and manage the plant, as well as, HVAC and lighting activities throughout the airport.

Linc has been on-site at the country’s busiest airport since 1979. This impressive facility consists of over five million square feet of space divided among the main terminal, international terminal, four passenger concourses, mechanical plant, pipe-way tunnel, and adjacent airline support facilities. The airport contains the largest comfort heating and cooling plant in the Southeast, providing service to the busiest airport in the United States. The facility is capable of producing a total of 159,000 lbs of steam per hour, and 21,030 tons of chiller capacity.

Linc’s on-site staff consists of a full-time Facility Manager and 80 full-time operations and maintenance personnel performing operations and maintenance on the following critical systems in the airport facility 24 hours a day, 365 days a year.

The central plant is located on the lower level of the main terminal and is capable of serving the cooling and the heating needs of the facility from the Main Terminal through D Concourse. A second plant at E Concourse handles the HVAC needs of that facility. Interconnecting piping allows each plant the option to feed the utilities for C and D Concourses. The plant that serves utilities to these Concourses is based on the most cost efficient set of assets available at each to run. The Plant is on an Electric Rate that has a different price every hour. Gas prices change monthly. When the electric price is high during peak summer months, and gas is low, the steam turbine and absorption chillers are more cost effective to run than traditional electric chillers. Linc economically optimizes the cost of operation through the mixed use of these assets.

The improvements demanded plant operators work through difficult times maintaining and operating the plant under extremely adverse conditions. All three boilers were changed out “on-the-fly” without a single service interruption. Additionally, numerous “work-a-rounds” were necessary to accommodate new chilled water demands to service newly opened TSA baggage screening equipment rooms. All work was completed without a single service interruption.

The Hartsfield-Jackson Atlanta International Airport represents the legacy of Linc Facility Services since it is our first customer location and we have provided uninterrupted services for over 29 years. As the airport has grown, the heating and cooling

needs have increased dramatically. The physical plant has been upgraded to meet the growing demand and our team has done a tremendous job of operating the plant and staying current on plant technology.

compliance with JCAHO standards. Building equipment includes air handling units, HVAC delivery systems, chillers, boilers, pumps, electrical equipment, medical gas system, kitchen equipment, building interior and exterior, ceiling tiles, lights, painting, etc. BMAR also provides chemical treatment for steam, heating hot water, condenser water, and chilled water, along with pest control, fuel handing, and roads and grounds services.

When Linc was awarded the contract to provide Operation and Maintenance services for the Womack Army Medical Center, a brand new facility; however, when our Mechanical Supervisor and Chief Stationary Engineer and their team of technicians stepped foot into the central plant, they immediately realized what a task was before them. Just because the hospital was new the central plant was not. It had been on line for over two years with no maintenance performed. In addition, equipment had been purchased and in storage several years before installation; and then, when it was installed, it was now out of date, and with basically no maintenance performed for over two years. The equipment had been installed with no labeling or color coding on any of the systems.

Fort Bragg, located just west of Fayetteville, N.C., is one of the largest and busiest military complexes in the world. Fort Bragg hosts America’s only airborne corps and air-borne division, the “Green Berets” of the Special Operations Command, and the Army’s largest support command. By population, Fort Bragg is the largest Army installation in the world, providing a home to almost 10 percent of the Army’s active component forces, including approximately 43,000 military and 8,000 civilian personnel. Much like a large city, Fort Bragg has its own schools, shopping malls, medical facilities, housing, and churches.

Since 2000, Linc has operated and maintained the 2.5 million square foot Womack Army Medical Center, a state-of-the-art hospital and medical center serving the Fort Bragg community. In 2001, with Linc’s assistance, the Womack Army Medical Center’s Operation and Maintenance was the first military hospital to achieve ISO 9001-2000 certification.

At WAMC, Linc completes an annual workload of 10,200 service calls and 11,600 preventive maintenance inspections; operates the service order system through the Defense Medical Logistics Standard System (DMLSS); and estimates and performs IDIQ projects. Central utility plant and central monitoring room is covered 24/7 with operations and maintenance coverage for after normal duty hours and holidays. The facility is maintained in

To help with the efficiency of daily operations and neatness of the central plant, several plat-forms were purchased to house spill containment drums. Floor drain covers, containment booms and various PPE’s were purchased, and a new spill containment station was established to handle any accidental spills. With all the changes and new additions to the equipment, we now had all the equipment and associated piping painted using a color coded system. The technicians then painted the tops of the concrete bases and equipment pads grey with bright yellow sides to make them more visible, a safety measure needed while using motorized equipment in the central plant. Next, MSDS sheets and an inventory of all the chemicals were established and used in the central plant making the plant easily accessible for the safety of Linc’s employees. This system has received glowing reviews from Ft. Bragg’s Environmental Compliance Assessments.

When our technicians began the long process of returning the installed equipment to good working condition, they also realized that the equipment was not sufficient to pro-vide adequate heating, cooling and/or steam and water to the multi-million square foot facility, the most modern hospital in the U.S. Army’s feet of hospitals. Plans were immediately made for the installation of a fifth chiller, new cooling tower with related pumps that provided additional cooling capacity to meet the needs of the hospital and most importantly, if one the existing chillers failed, sufficient cooling could provided to this marvelous hospital. An upgrade to the existing York Direct Digital Control System was installed by our Electronic Supervisor and his team of technicians that provided more precise control of the cooling plant.

The next order of business was the chemical tanks and metering pumps. Our staff realized that the tanks and pumps were not adequate and must be replaced with a newer, more efficient system. New double-walled, chemical containment tanks with new metering pumps were ordered and upon arrival, installed in close proximity to the boilers and cooling tower cold water sump to provide better service. New stainless steel tubing was installed from the chemical injections to all the systems. These were needed to handle the corrosive chemicals installed in both the hot and cold water systems, DA tank and steam supply header. We also had casework and a sink installed to be used as a chemical testing station.

The York technicians are re-writing the soft-ware programs and will provide “As-Built” Drawings and graphics so that the team can properly maintain the up-grade to the controls.

The success of the maintenance operation at WAMC is due entirely to the dedicated Linc Mechanical Staff. Our staff takes pride in their work and ownership of the central plant and its contribution to the success of the Army Medical Center and Ft. Bragg.

Linc’s leadership team at Womack has estab-lished SOP’s which have been entered into the military DMLSS System. This system generates weekly, monthly, semi-annual, and annual PM’s on the various equipment and systems installed in the Central Plant. The PM’s provide detailed tasking on equipment maintenance and cleaning. This enables our technicians to see that all maintenance, cleaning and repairs are maintained in an up-to-date condition.Linc’s crew is in the process of replacing pumps, control air compressors and having several other redundant systems installed to be used as back-up equipment permitting equipment to be removed from service during inspections, cleaning, repair and re-building. To make the systems operate more efficiently, Linc has engaged technicians from York to re-program the control system that sequence chiller, pump and tower operations.

In the spring of 2006 General Mill asked Linc Facility services to become a partner in their Continuous Improvement process that had begun at the Covington Plant. The “CI” process is General Mills version of Total Production Maintenance, Lean manufacturing, and Six Sigma all rolled together. It is a corporate wide effort evolving all plants. Covington is one of a handful of plants that were chosen to be the first to start incorporating CI.

Linc currently operates the utility plant, the water treatment plant and performs the facility maintenance in the two plants at the Covington site. This includes some work on some production equipment as well the facility. We have been a “deeply” imbedded contractor since the Covington site started 18 years ago. It was natural for General Mills to want us involved in their CI methodology to reap the rewards that come with the CI.

This CI process is not a quick fix program but a long term sustained program. Currently Linc’s part of the Master plan runs four years out. Last year our customer’s fiscal year’s focus for Linc was on water savings with the new Water treatment plant coming on line, this year its compressed air. In the future the focus will be on chilled water, and steam production.

Since 1994, Linc has been on-site at this 1.5 million square foot snack and cereal production plant consisting of four separate facilities. A Facility Manager and staff of 26 provide the following services: operations and maintenance of mechanical, electrical and general building maintenance and on-site handling of all mechanical plant, HVAC, controls, sprinkler system pneumatics, dust collection systems, lighting, doors and locks, air compressors and other food processing specific equipment systems. Additionally, Linc is responsible for the rebuilding of equipment for General Mills including Auger Bearings, Roller Bearings, Finger Spreaders, and Pumps. Linc has operated the central plant in 100% compliance of the Industrial Wastewater Discharge Permit and has played a key role in reducing the total water costs by over $1,000,000 annually, by overseeing the operation of the plant and supporting numerous conservation and system improvements.

n Water Treatment Plant - This new plant to recover and recycle waste water was started a year ago. Linc provided the licensed operator in charge. Our utility operators provide the off hour operations of the WTP. Before start up, we incorporated the 5S labeling standards on all piping and equipment. This was a significant help to everyone during startup and operation. We have now begun monitoring the point of use for the treated water to prevent waste. The water treatment plant has reduced water consumption by 85,000,000 gallons per year with an estimated saving of $640,000 per year. Current work this year to optimize treated water usage in the plant cooling towers and boilers looks to save another $250,000.

n Control room, storage areas, and shop - Implementation of 5S has reduced maintenance time and improved parts availability for an estimated savings of $30,000. A clean open environment also provides a safer workplace.

n Boiler Water Treatment area - The 5S process has significantly cleaned up the entire utility plant floor especially in the boiler water treatment area. The additional floor space will help GMI to avoid a $150,000 potential capital expenditure on a future project.

The Covington Plant and Linc are currently focused on the first three of nine “pillars” of CI. That is: Autonomous Maintenance, Preventive Maintenance, and Focused Improvement. A large part of the initial effort for the operating areas and work areas is what GMI calls “5S”. This is part of the CI program to “Sort, Set in Order, Shine, Standardize, and Sustain.”

Linc has been executing our CI plan in the Utility Plant with the major effort to “5S” the plant. To date we have increased operation space by; getting rid of unnecessary parts and other “junk”. Transform the mezzanine into a location for storage of storeroom parts and maintenance equipment which. We are in the process of painting and labeling pipes, equipment, and parts cabinets and organize the control room.

Even to this early point there have been significant savings to our customer. Our efforts along with working together with General Mills’ engineering and operations brought saving in the following five areas.

n Compressed Air System - Initial improvements in the plant compressor air usage will provide a minimum savings of $25,000. Linc’s leak detection PM program though out the facility has helped reduced the air leak losses. Also, the customer’s Autonomous Maintenance (AM) efforts on their own equipment have reduced air consumption. The utility plant has changed from potentially needing more air compressor capacity to now having a reserve. This years Focused Improvement programs are on the compress air will potentially identify where more money can be saved in compressed air generation as well as end use.

n Chillers - Linc has been working with General Mills to eliminate unnecessary or excessive conditioning in specific areas of production and warehousing spaces.

This is provided an estimated savings of $50,000. Currently, we are powering one chiller with the emergency generator during electrical peak loading times each day. This action along with not operating other specific equipment during the same hours is helping GMI reduce their future electrical peep loading energy charges that are established during the summer months.

Central Utility Plant Technical Information n 39 centrifugal chillers ranging in size from 80 Tons to

1500 Tons. Total cooling capacity is 26,300 Tons.

n Seven high-pressure steam boilers, two fire tube, and five water tube producing totaling 213,860 lbs/hr.

In September of 1984, Linc began providing self-performed maintenance services for Delta Air Lines and in 2002 we were awarded comprehensive O&M services for the entire seven million square foot Delta Air Lines portfolio in Atlanta, GA. Buildings included in the scope of work are the World Corporate Headquarters, General Office Complex, Administration Building, Technical Operations Center, Pilot Training Center and Flight Simulator Building, Flight Attendant Academy, Delta Air Logistics and Cargo Complex, Delta Technologies Center, Delta Operations Center, and the Delta Reservations Center. A Linc staff of over 150 personnel works 24 hours a day at the various building providing comprehensive facility management services including central plant O&M, O&M and repair of the mechanical [HVAC, chillers, standby-generators], electrical, plumbing, roof drainage, and fire protection systems. Linc also provides general building maintenance and is responsible for elevators, dumb waiters, automatic and revolving doors, security gates, road-ways and parking lots, fuel oil storage and distribution systems, locksmithing, food service equipment, roofs, hangar bays and doors, hoists and cranes, conveying equipment and the fuel farm.
