Washington, D.C, 20388-5380 Sirs; I have some questions rega rding th e reporting requirements of supervisors at NCIS. On December 11,2008 I spoke to Specia l Agent Crandall at NCIS Parris Island. I wanted some general information about the Family Advocacy Program (FAP) an d their invotvemenrirr reported sexual assault cases against minors. While speaking to Special Age nt Crandall, he told m e that the FAP wa s required to be involved with al l alleged sexual assau lt cases, both on and off base that involved military personnel and their dependants. Special Agent Crandalt asked me what this pertained to and told him he sexual assault of H Skovranko which was reported to NCIS by h er father in June 200 4 after he took her to the Beaufort Naval Hospital and was denied treatment. Special Agent Crandall said that the FAP wa s involved, as required bythe military, an d they would have al l th e documents I would need for my husband's case. I stated that I have a document from the FAP aboard Parris Islan d dated January 28 , 2008 that states th ey have no record of th is alle ge d sexual assault, mea ning they were not involved with th e investigation at all. Special Agent Crandall changed h is story a nd stated that t h e FAP was not available in June 2004 at Parris Island. From my understanding and my research through th e Beaufort Naval Hospital, the FAP has bee n available in the Beaufort Naval Hospital and Parris Island MCRD for quite some time. Also per DoD 6400.1, sinc e it's inception in the 19Sffs t h e FAP is required to be at a l l military instillations, both on and of f shore. Special Agent Crandall quickly ended our call shortly there after, but not before h e told me h at since the case wa s remanded back to N OS West Camp Pendleton, S peci al Agent Spafford, the case manager, would be required to report the allegations to the state authorities. Special Agent Spafford has not reported this alleged crime to the state or local authorities. O n January 7,20091 se nt a certified letter to Special Agent Crandall wh ich he sig ned for on January 10, 2009. I n th e letter I included the documentation from th e FAP dated January 2008 , and the e-mail from a FOIA request to the Beaufort Naval Hospit al regarding th e child's visit to the emergency room seeking treatment. The documen t from the Beaufort Naval Hospital shows that the father of the child, a religious program specialist did not take her to the hospital as stated in a sworn statement to NCIS an d that th e FAP was not notified by either th e hospital (because the father was never there with th e child) and NCIS did not notify them when they receiv ed the report. While conducting their investigation into th e allegations, NCIS obtained a copy of the child's medical recor ds from the Beaufort Naval Hospital and did not to check for the from the visit or simply overlooked it . Tell me, s this h ow investigations ar e conducted within NCIS?

I have some questions regarding the reportingrequirements of supervisorsat NCIS. On
