I1 ne sera donc pr4lev6 sur l'importation ou l'6coulement en Turquie de n'importe quelsproduits naturels ou industriels de 1'Irak des droits plus 6lev~s ou autres que ceux qui sont ouseront perqus sur des produits naturels ou industriels de n'importe quel autre pays 6tranger.

a) Aux avantages et faveurs spciales que la Turquie et l'Irak accordent ou qu'ilsaccorderaient A l'avenir en mati~re de tarif douanier A des produits provenant d'autrespays d~tach6s de l'ancien Empire ottoman en 1923 ;

b) Au traitement que la Turquie ou l'Irak accorderaient au commerce frontalierdans une zone ne d~passant pas (15) quinze kilom6tres en largeur de chaque c6t6 de leurfrontire douanire.

Article 2.

Les deux Hautes Parties contractantes s'engagent r~ciproquement AL appliquer le traitementde la nation la plus favoris~e en ce qui concerne les prohibitions et les restrictions sur les importationset les exportations.

Toutefois, les deux Parties, sans 6tre tenues d'accorder le traitement de la nation la plusfavoris~e, se r~servent la libert6 d'imposer des prohibitions ou des restrictions d'un caractresanitaire destin6es h prot~ger la vie humaine, animale ou v~g6tale.

Article 3.

Chacune des Hautes Parties contractantes s'engage h entamer, dans le plus bref d~lai possible,des n~gociations en vue d'arriver A un accord destin6 A assurer l'application d'un tarif special Al'importation des produits naturels ou industriels de l'autre Partie.

Article 4.

Le present trait6, r6dig6 en langues turque, arabe et fran~aise, sera ratifi6 et les instrumentsde ratification seront 6chang~s h Bagdad aussit6t que faire se pourra.

THE PRESIDENT OF THE REPUBLIC OF TURKEY, of the one part, andHis MAJESTY THE KING OF IRAQ, of the other part,Being desirous of maintaining and developing their commercial relations and of determining

the treatment to be accorded in their respective territories to the commerce of the other Party,have decided to conclude a Commercial Treaty and have appointed for this purpose as theirrespective Plenipotentiaries :

Who, having communicated their full powers, found in good and due form, have agreed uponthe following provisions :

Article I.

As regards import and export duties, including surtaxes and coefficients of increase and anyother commercial and Customs duties and charges, and likewise as regards transit, warehousing,Customs formalities and the treatment of commercial travellers' samples, Turkey shall grant toIraq and Iraq shall grant to Turkey most-favoured-nation treatment.

Consequently, no duties higher or other than those which are or may be levied on the naturalor industrial products of any other foreign country shall be levied on any natural or industrialproducts of Iraq imported into or sold in Turkey.

Similarly, no duties higher or other than those which are or may be levied on the natural orindustrial products of any other foreign country shall be levied on any natural or industrial productsof Turkey imported into or sold in Iraq.

Moreover, no duties higher or other than those levied on the export of like articles intendedfor any other foreign country shall be levied in Turkey or in Iraq on the export of any articlesintended for the other. Party.

Any privilege whatsoever which may be granted by either of the High Contracting Parties inrespect of any article or natural or industrial product of any other foreign country shall be appliedsimultaneously and without a request to this effect in respect of the same article or natural ormanufactured product of the other High Contracting Party.

The provisions of this Article shall not apply to :(a) The special privileges and favours which may at any time be granted by Turkey

and Iraq in the matter of Customs tariffs to products coming from other countriesdetached from the former Ottoman Empire in 1923 ;

(b) The treatment granted by Turkey or Iraq in the matter of the frontier trafficin a zone not exceeding fifteen (45) kilometres in breadth on either side of their Customsfrontier.

Article 2.

As regards import and export prohibitions and restrictions, the two High Contracting Partiesreciprocally undertake to apply most-favoured-nation treatment.

Nevertheless, both Parties reserve the right to impose prohibitions or restrictions of a sanitarynature for the protection of human, animal or vegetable life, without being required to grant most-favoured-nation treatment.

Article 3.

Each of the High Contracting Parties undertakes as soon as possible to open negotiations witha view to reaching an agreement to ensure the application of a special import tariff to the naturalor industrial products of the other Party.

Article 4.

The present Treaty, drawn up in the Turkish, Arabic and French languages, shall be ratifiedand the instruments of ratification shall be exchanged at Bagdad as soon as possible.

It shall come into force fifteen days after the date of the exchange of the instruments ofratification and shall remain in force until it is denounced, this denunciation to take effect onlyafter the expiry of a period of three months as from the date on which it has been notified by oneof the High Contracting Parties.

Should any dispute arise with regard to the interpretation or application of the present Treaty,the French text shall be authentic.

In faith whereof the Plenipotentiaries have signed the present Treaty and have thereto affixedtheir seals.

Done at Ankara, on the tenth day of January, one thousand nine hundred and thirty-two.

With reference to the correspondence between the Embassy and your Department regardingthe abolition of the consular visa on bills of health, I have the honour to inform you that theGovernment of the Republic is prepared to conclude with the Royal Government the followingArrangement :

- Subject to reciprocity, each of the two Governments shall henceforward ceaseto require vessels entering the ports of its home territory and flying the flag of the otherState to produce the visa of its consuls on bills of health, irrespective of the ports at whichthe aforesaid vessels have previously put in.

" The present Arrangement shall not apply to vessels entering the non-Mediterranean ports of the colonies, protectorates, mandated territories and possessionsof the two States, where the present regulations regarding the production of bills of healthand visas shall remain in full force. "

The Government of the Kingdom of Roumania agrees, as regards its territory, that the airwayWarsaw-Bucharest and vice versa, established under Article i of the above-mentioned Convention,should be prolonged as far as the Roumanian frontier in the direction of Sofia and vice versa.

D~sireux d'exempter les navires des Etats-Unis et du Canada qui naviguent exclusivementdans certains parages abrit6s du littoral occidental de l'Am6rique du Nord, des prescriptions relativesaux lignes de charge, envisag~es h l'article 2, paragraphe 2, de la Convention internationale sur leslignes de charge, sign~e i Londres le 5 juillet 193o, et dont le texte est le suivant :

(( Les navires pourront 6tre exempt~s des prescriptions de la pr~sente conventionpar l'administration du gouvernement contractant dont ils relvent, lorsqu'ils serontaffect~s h un trafic dans des voyages internationaux entre des ports proches de deux ouplusieurs pays, tant qu'ils demeureront affect6s h ce trafic et si les gouvernements despays dans lesquels ces ports sont situ~s reconnaissent que les voyages sont effectu~s dansdes parages abrit~s et dans des conditions telles qu'il n'est ni raisonnable ni possibled'appliquer auxdits navires les prescriptions de la pr~sente convention )) ;

Who, having communicated to each other their full powers, found in good and due form,have agreed as follows :

Article I.

The Government of the United States of America, being satisfied that the waters of PugetSound, the waters lying between Vancouver Island and the mainland, and east of a line from apoint one nautical mile west of the city limits of Port Angeles in the State of Washington to RaceRocks on Vancouver Island, and of a line from Hope Island, British Columbia, to Cape Calvert,Calvert Island, British Columbia, the waters east of a line from Cape Calvert to Duke Point onDuke Island, and the waters north of Duke Island and east of Prince of Wales Island, BaranofIsland and Chicagof Island, the waters of Peril, Neva and Olga Straits to Sitka, and the waterseast of a line from Port Althorp on Chicagof Island to Cape Spencer, Alaska, are sheltered watersof the nature contemplated in Article 2, Section 2, of the International Load-Line Convention, 1930,agrees to exempt from the provisions of the International Load-Line Convention, and existingload-line statutes of the United States, Canadian vessels, and vessels of the United States, whenengaged on international voyages originating on, wholly confined to, and terminating on the abovedefined waters.

Article II.

The Government of the Dominion of Canada, also being satisfied of the sheltered nature of thewaters defined in Article I, agrees likewise to exempt vessels of the United States and Canadianvessels from the requirements of the aforesaid Convention and existing load-line statutes of Canada,when engaged on international voyages originating on, wholly confined to, and terminating on thesaid waters.

Article III.

The present Convention shall be ratified in accordance with the constitutional methods of theHigh Contracting Parties. It shall take effect on the day of the exchange of ratifications, whichshall take place at Washington as soon as possible, and it shall remain in force thereafter, untilsix months from the date on which one of the High Contracting Parties shall have given to theother notice of an intention to terminate it.

In faith whereof the above-named Plenipotentiaries have signed the present Convention andaffixed thereto their respective seals.

Done in duplicate at Washington, the ninth day of December, one thousand nine hundred

Le Gouvernement du Dominion du Canada, reconnaissant 6galement la qualit6 de paragesabrit~s des eaux d~finies A l'article premier, convient de m~me d'exempter les navires des Etats-Uniset les navires canadiens des prescriptions de la convention susmentionn~e et des r~glements actuelsdu Canada visant les lignes de charge, lorsque ces navires sont affect6s A un trafic dans des voyagesinternationaux ayant pour point de d6part et pour point d'arriv6e les eaux susd~finies et comprisenti~rement dans les limites de ces eaux.

Article III.

La pr6sente convention sera ratifi6e conform~ment aux m~thodes constitutionnelles des HautesParties contractantes. Elle prendra effet le jour de l'6change des ratifications, qui aura lieu &Washington aussit6t que possible, et restera en vigueur par la suite jusqu'A l'expiration d'unep~riode de six mois A partir de la date A laquelle l'une des Hautes Parties contractantes aura notifi6A l'autre Partie son intention de la d6noncer.

En foi de quoi les pl~nipotentiaires susmentionn~s ont sign6 la pr6sente convention et y ont

appos6 leurs cachets.

THE UNITED STATES OF AMERICA and THE REPUBLIC OF FINLAND, desirous of strengtheningthe bond of peace which happily prevails between them by arrangements designed to promotefriendly intercourse between their territories through provisions responsive to the spiritual, cultural,economic and commercial aspirations of the peoples thereof, have resolved to conclude a Treatyof Friendship, Commerce and Consular Rights and for' that purpose have appointed as theirPlenipotentiaries :

THE PRESIDENT OF THE REPUBLIC OF FINLAND :

Mr. L. ASTR5M, Envoy Extraordinary and Minister Plenipotentiary of the Republic ofFinland to the United States of America;

Who, having communicated to each other their full powers found to be in due form, haveagreed upon the following articles :

Article I.

Nationals of each High Contracting Party who conform to the laws and regulations of theother Party, shall be permitted to enter, travel and reside in its territory for the purpose of carryingon trade between the two countries ; also for other purposes in so far as entry, travel and residenceis or may be permitted by local law.

The nationals of each of the High Contracting Parties within the territory of the other shallbe permitted to engage in professional, scientific, religious, philanthropic, manufacturing andcommercial work of every kind, to carry on every form of commercial activity, to own, erect orlease and occupy appropriate buildings and to lease lands for residential, scientific, religious,philanthropic, manufacturing, commercial and mortuary purposes, and generally to do anythingincidental to or necessary for the enjoyment of any of the foregoing privileges, upon the sameterms as nationals of the State of residence in so far as may be permitted by local law. In no caseshall they be accorded less favorable treatment in respect of any of the aforesaid matters thannationals of the most-favored nation. They shall be permitted in pursuance of any of the aforesaid

activities to appoint representatives, agents, or employees of their choice, subject to the locallaws in relation to the immigration of aliens.

The nationals of either High Contracting Party within the territory of the other shall not besubjected to the payment of any internal charges or taxes other or higher than those that areexacted of and paid by its nationals.

The nationals of each High Contracting Party shall enjoy freedom of access to the courts ofjustice of the other on conforming to the local laws, as well for the prosecution as for the defenseof their rights, and in all degrees of jurisdiction established by law.

The nationals of each High Contracting Party shall receive within the territory of the other,upon submitting to conditions imposed upon its nationals, the most constant protection andsecurity for their persons and property, and shall enjoy in this respect that degree of protectionthat is required by international law. Their property shall not be taken without due process oflaw and without payment of just compensation.

Article II.

With respect to that form of protection granted by National, State or Provincial laws establish-ing civil liability for injuries or for death, and giving to relatives or heirs or dependents of an injuredparty a right of action or a pecuniary benefit, such relatives or heirs or dependents of the injuredparty, himself a national of either of the High Contracting Parties and injured within the territoryof the other, shall regardless of their alienage or residence outside of the territory where the injuryoccurred, enjoy the same rights and privileges as are or may be granted to nationals, and underlike conditions.

Article III.

The dwellings, warehouses, manufactories, shops and other places of business,
