Newsletter January 2018 Launch of the SBS Lift Forum on standardisation 1 On December 13th, EFESME organised the launch of the SBS Lift Forum on standardisation, in the framework of the 2017 SBS sectoral approach. The event, moderated by Mr Adam Pinney from EBC, gathered experts, entrepreneurs and stakeholders within and outside the lift sector, interested in standardisation for SMEs. After the welcoming addresses by Ms Christel Davidson, SBS Director, and Mr Marcel Boutillier, EFESME President, Ms Annalisa Tessarolo, Legal Officer at the European Commission, DG GROW, Unit B3 (Standards for Growth) opened the first session with an overview of the European standardisation framework for SMEs. Ms Tessarolo highlighted the fundamental role of SMEs in the European economy, the importance for SMEs of participating in standardisation and the actions implemented by the European Commission to support SMEs in this process. The second session focused on the latest standardisation measures affecting the lift sector. According to Mr Luciano Faletto, EFESME Secretary General and ISO expert, 2017 has brought significant changes in the standardisation framework for lifts following the implementation of the amended 2014/33/EU (Lifts Directive) and the new standards EN 81-20 and EN 81-50. These changes represent a challenge for SMEs that struggle to keep the pace with the big companies because of the lack of human and financial resources. Mr Faletto’s statements found a confirmation in the words of the following experts. The presentation by Mr Jean-Pierre Ménard, Manager of ASCEC, member of the French Association of Lift SMEs (ANPA) and CEN expert, clearly illustrated how the current situation inevitably widens the gap between SMEs and big companies. Mr Lorenzo Beltrán Aguirre, General Director of Beltrán Ascensores and President of the Spanish Federation of Lift SMEs (FEPYMA), closed the session by raising the attention on the delays suffered by lift installers and the insufficient competence of the notified bodies and the public authorities. In the third and last session, Mr Ivan Ferrarini, co-owner of Farma Ascensori, board member of the Italian Association of construction and maintenance lift enterprises (ANACAM) and CEN and ETSI expert, presented his activities in ETSI Smart M2M in 2017. The Task Group, established thanks to the SBS sectoral approach, aims at applying the Internet of Things (IoT) to the lift sector by identifying and defining standard requirements for handling communication between a single lift and its related data management centre. The speakers, whose presentations are available on the EFESME website , positively fostered the debate during the Q&A sessions that offered valuable input for more efficient, future actions. EFESME and SBS thank all speakers and participants and invite all interested people to the 2018 edition.

Launch of the SBS Lift Forum on standardisation

On December 13th, EFESME organised the launch of the SBS Lift Forum on

standardisation, in the framework of the 2017 SBS sectoral approach. The event,

moderated by Mr Adam Pinney from EBC, gathered experts, entrepreneurs and

stakeholders within and outside the lift sector, interested in standardisation for SMEs.

After the welcoming addresses by Ms Christel Davidson, SBS Director, and Mr Marcel

IoT for lifts: ETSI Smart M2M and the benefits for

the maintenance services*

Since last year, EFESME

counts a representative in the

ETSI Smart M2M TC thanks to

the SBS sectoral approach.

The objective of this

participation is to define a

standard to connect the lift to

the world of the Internet of

Things (IoT) and, therefore,

to elevate it to a “smart lift”,

i.e. to allow the data

exchange between a lift and

other devices and smart

applications.

As you can read in the recent

article, one of the main needs

to connect the lifts to the

internet could be identified in

the development of improved

and enhanced maintenance

services in the next few

years. With a “smart lift”, it

will be possible to monitor the

lift and switch the core of the

service from “fixing a problem

after a fault” to “predictive

maintenance”. Exchanging

data with other devices would

also provide additional and

customised features for each

lift owner.

Last but not least, this

solution will help SMEs keep

the pace with the big

companies, that are already

projected towards the new

concept of maintenance

services, and maintain

competitiveness in the

market.

On January 16th, the EFESME

delegation (Vice President

Bezzi, Mr Incoronato as Policy

Officer and Ms Masotto as

Advisor) met the newly

appointed Head of Unit of DG

GROW C3 (Advanced

Engeneering and

Manufacturing System), Ms

Barbara Bonvissuto, and her

team – Ms Birgit Weidel, Ms

Victoria Piedrafita and Mr

Vesa Katajisto.

During the meeting, the

delegation presented to Ms

Bonvissuto the Federation

and its activities, with a

special focus on our

commitment in

standardisation. It was the

occasion also to discuss about

the most recent

developments in the

implementation of the EC

Mandate 549 to CEN.

this fruitful cooperation,

EC standardisation request to CEN – follow up

Following the suggestions

received during the meeting

on September 20th, SBS sent

a letter with two Annexes to

the Chairman of CEN TC 10,

Mr Esfandiar Gharibaan, on

December 1st. In the

documents, SBS highlighted

the shortcomings of the

harmonised standards for

what concerns the essential

h e a l t h a n d s a f e t y

requirements (EHSRs) and

presented comments and

suggestions to be submitted

to the CEN TC 10 WG 1.

Mr Gharibaan informed SBS

that the proposals have been

forwarded to the WG1

members and will be inserted

in the agenda of the next

WG1 meeting (March 14th –

15th) and the outcomes will

be included in the on-going

amendment of the European

standard EN 81-20, to be

finalised by September 2018.

Participation in ISO and CEN

As in the previous years,

EFESME technical experts will

represent SBS within ISO and

CEN.

At ISO level, our Secretary

General, Mr Luciano Faletto,

has been reconfirmed in the

ISO TC 178 in WG4 (Safety

requirements and risk

assessment), WG6 (Lift

installation, dimensions and

evacuation) and WG10

(Energy Ef f i c iency o f

elevators and escalators).

Some changes have occurred

in CEN TC10. Mr Ivan

Ferrarini has been nominated

within the CEN TC 10 in the

WG 1 (Lifts and service lifts)

and WG 10 (Safety of existing

lifts), following the decision of

Mr Giuseppe Iotti to reduce

his activity at European level.

Nevertheless, Mr Iotti will

continue representing SBS at

the EC Lifts Working Group.

We are also glad to announce

that SBS appointed a second

expert within the CEN TC 10:

Mr Tiziano Caresani will

participate on behalf of SBS

in the WT1 of WG1 (Goods

only and service lifts) and in

WG13 (Vert ical l i ft ing

appliance with enclosed

carrier). Mr Caresani is

already inserted in the

national and European

standardisation processes:

EFESME is sure that his

experience is fundamental in

t h e t e c h n i c a l w o r k

undertaken by SBS for the lift

sector.

reconfirmed and newly-

appointed SBS experts and

wishes them all the best for

their 2018 activities.

SBS Sectoral Approach

After the positive experience

in 2017, EFESME is ready to

start the activities foreseen

for the SBS 2018 sectoral

approach. As explained in the

previous issue of this

newsletter, EFESME has been

awarded the 2018 call after

the approval of its proposal

by the SBS Board of Directors

on September 20th, 2017.

EFESME will continue the

activities started in 2017. In

addition, Mr Nicola Di Lillo

will participate in the

horizontal coordinat ion

meetings of the Notified

Bodies – Lifts.

As was the case in 2017, the

Secretariat will keep you

i n f o r m a b o u t t h e

developments of the project

and will collect the public

deliverables in the dedicated

section of the EFESME

webpage.

Upcoming Events

First EFESME Experts’ Meeting

Following the increased

n u m b e r o f e x p e r t s

representing our sector in

standardisation, EFESME

organised its first Experts’

Meeting on January 24th in

Rome. It was the occasion

not only to present the

overview of all activities in

which our Federation is

involved, but also to

int roduce the newly -

appointed experts to the SBS

system, in preparation of the

SBS Experts’ Meeting taking

place on February 13th –

14th. The next meeting is

foreseen on June 7th.
