Motion to amend the 12/16/15 LCFM minutes "Public Wishing to be Heard" as follows: "Mr. Gygi expressed concern regarding a response rendered by LCFM staff to a general question presented at the 11/18/15 LCFM meeting, regarding the role of the County and that of the landowner, in maintaining forest road access easements across private land. He stated his opinion recommended that the access control and maintenance of these easements is should be the sole responsibility of the County." Leisz/Stimeling. Motion carried. Motion to approve Consent Agenda, as amended: Stimeling/Sikorski. Motion carried.

The spreadsheet is completed by LCFM engineering staff to aid in the development of the manure storage design. 2. Example plan titled: Construction Plans for Dayleen Holstein 2015 Farm Improvements Chippewa County, Wisconsin, (SEH 7/22/15 - copy on file & attached). The plan provides detailed engineered designs, cross sections, and construction plans for the animal waste component of a permitted livestock facility expansion. There was general discussion. Discussion focused on: 1. The number and types of agricultural operations in Chippewa County (dairy/hog/polutry/cash crop) and the importance of agriculture to the County's economy.

The spreadsheet outlines specific reclamation activities and the cost of each activity as documnted by the LCFM and mine operator when conducting the 2014-15 Reclamation Test Plot Trial Project. 2. Several CAD map depictions (copy on file & attached) of the LaGesse mine site showing areas of disturbance and cut/fill volume calculations, and estimated costs as used to establish financial assurance for the LaGesse Mine. 3. Spreadsheet(s) titled: LaGesse Mine - Reclamation Costs, May 8, 2013, (LCFM - copy on file & attached). The spreadsheet(s) provide the estimated costs of reclaiming disturbed areas of the mine. 1. Consider Resolution to Authorize Participation in a Petition to Expand Cadott Area Agricultural Enterprise Area - D. Masterpole D. Masterpole presented and the Committee reviewed the following material: 1. Resolution titled: Resolution to Authorize Joint Participation in an Agricultural Enterprise Area Petition, (copy on file & attached). 2. Map of the revised Cadott Agricultural Enterprise Area which includes all of the Town of Goetz and a portion of the Town of Arthur (copy on file & attached). L. Danielson addressed the Committee. He explained the procedures used to determine landowner interest in the AEA expansion and to establish the AEA boundary. There was general discussion. Discussion focused on: 1. The revised AEA petition and boundary.

STATEMENT OF EXPLANATION OVERVIEW AND ANNOUCEMENT OF PROPOSED 2016 SPRING COUNTY

FOREST TIMBER SALES & BID OPENING

The LCFM acting through the Forest and Trails Division (FT) manages the Chippewa County Forest for multiple public objectives in accordance with the Chippewa County Forest Comprehensive Land Use Plan and WI. Stats. Chapter 28. These objectives include management of the Co. Forest system for sustainable timber production, public recreation and environmental conservation. Chippewa Co. manages the Co. Forest to optimize forest health by applying standard silvicultural treatments, that are applied to designated timber stands. As a primary silvicultural treatment, scheduled timber harvests are routinely conducted at the timber stand level as needed to meet overall forest management objectives. Under the process, timber stands that are scheduled for harvest are evaluated by WI DNR and FT Foresters. These foresters identify the trees to be harvested and estimate the volume of the different timber types that are available for harvest within each timber stand sale tract. A timber sale prospectus is then prepared for each timber stand sale tract and competitive bids are sought from private sector logging contractors for the value of the raw wood products (i.e. stumpage) within each sale tract. Timber from the Chippewa County Forest is certified to meet Forest Stewardship Council (FSC) - US Forest Management Standards v1.0. Additionally, “Best Management Practices for Water Quality” are followed by the County and by logging contractors. The County routinely plans and administers two (2) scheduled forest harvests and bid openings on a seasonal basis, one in the Spring and one in the Fall. Following this process the FT Division has prepared (8) County Forest Timber Sales totaling approximately 399 acres, that will be publicly advertised beginning no later than 4/25/16 with a public bid opening on 5/16/16. STATEMENT OF EXPLANATION OVERVIEW & UPDATE ON ENHANCED FOREST PATROL

The facilities and Parks Division administers over 34,000 acres of public land and works with user groups to manage an extensive network of motorized and non-motorized trails. Public recreational use of the County Forest and County Forest Special Management Units has increased in recent years resulting in a greater number of public complaints and documented infractions of local ordinances and state laws. The LCFM and local law enforcement have agreed that additional forest patrol is necessary to deter offenders and enforce existing rules. This report will introduce the scope and terms of an agreement between the LCFM and Co. Sheriff's Dept. to accelerate forest patrols during period of peak use and concern.

TO SUPPORT LCFM PROJECTS & PROGRAM ACTIVITIES

The Dept. Of Land Conservation & Forest Management administers a wide range of activities and services to meet its assigned responsibilities. The Circuit Court system assigns penalties to those who have violated local ordinances and state law. The Circuit Court judges have expressed an interest in working with the Dept. Of Land Conservation & Forest Management to identify projects and hourly service opportunities that might be assigned as a form of restitution for misdemeanor and non-violent infractions. This report will introduce this policy option.
