Welcome to the July/August issue o Chamberlink, keeping you in ormed o key Cork Chamber policy and business issues, member events and news stories, as well asupcoming opportunities and dates or your diary.

This spell o weather has put a spring in everyone’s step and businesses are out in orcewith our 4 events in July being sold out – we partnered with the NRF to host an event on‘Trends in Recruitment and Retention’ that saw almost 140 members engage with thegreat line-up o speakers. Our orthcoming Speed Networking, Summer Barbeque andseminar ‘Social Media Wake-up Call’, being run by the Biznetcork Skillnet group, are all soldout so we look orward to seeing a wide selection o members over the coming weeks.

In our up-coming events schedule we are delighted to announce the launch o our 2013Gol Classic with sponsors Laya healthcare, on the 5th September in the CastlemartyrRestort. As always this promises to be a great corporate event, so why not join us andcelebrate the end o summer by putting orward a team. We continue our tradition o collaborating with the Ireland France Chamber o Commerce, hosting a Networking Lunchon the Pont Aven on Saturday 7th September. Given the recent orm o events selling outwe encourage all members to book early to avoid disappointment.

Recent economic and policy work has ocused heavily on aviation aspects with anemphasis on improving the air connectivity or the business community. We recentlyhosted a business break ast with Pádraig Ó Ríordáin, Chairman o the DAA and engagedwith members in an e ort to ensure all businesses were given an opportunity to sharetheir view. This in ormation has been used to complete a submission on National AviationPolicy which aims to encourage and acilitate the continued development o the IrishAviation Industry, urther details can be ound on page 4.

The Chamber’s Q2 Economic Bulletin is also published with this edition o Chamberlink and this quarter’s Bulletin includes the results o the Chamber’s economic trends surveywhich is also used in our lobbying and representation activity, so please take time toreview.

avi tion PolicyAs the principal international gateway or the South o Ireland,Cork Airport’s services and air-connectivity are critical to theeconomic growth and development o Ireland’s second cityand key to the overall economic per ormance and long-termcompetitiveness o Cork and its surrounding regions. Cork Airport’s services and air connectivity are a core priority or theChamber given the vital role o regional, accessible air-services inacilitating business and commercial activities and wider regionaleconomic development.

In July, the Cork Chamber made a submission to the Departmento Transport’s consultation on ‘A National Aviation Policy.’ Thepurpose o this consultation is to prepare a rst ever NationalAviation Policy which aims to encourage and acilitate thecontinued development o the Irish aviation industry by makingit more competitive and addressing any existing barriers to itsgrowth.

Some o our key recommendations are:• Designate Cork Airport as a Gateway Airport or the South o

Ireland and one o three 24 hour airports in the state• Establish a local consultative committee comprised o key

regional stakeholders including business representatives toregularly engage with Cork Airport and the DAA and eedinto the strategic development o the Airport

• The Department and the Irish Aviation Authority (IAA) mustocus on securing as broad a range o ull service and budgetairlines ying into and out o Ireland to acilitate existing anduture passenger demand

• Develop an integrated tourism strategy which strengthensand better aligns the activities o key stakeholders in tourism,aviation and enterprise to increase the number o inboundbusiness and leisure tourists

• Continuous prioritisation o a competitive air transportenvironment to increase the number o destinations servedacross the UK and Europe rom Cork Airport

• A commitment to protect and grow connectivity to LondonHeathrow (LHR), Schiphol and Paris given the essentiality

o these routes or onward connectivity to high demandbusiness destinations currently not served rom Cork Airport

• Assess the possibility o developing a ground-orientedregional distribution centre or Cork Airport which seesprivate distribution and logistics companies working intandem with the Airport to provide integrated / proximateservices or air cargo

• E orts to secure a carrier or a Cork-Dublin route mustcontinue in order to support existing multinationals in theregion and indigenous businesses and to attract urther FDI

C c lls o int oduction oCo k-Du lin i link :The Chamber has welcomed the decision by Aer Lingus toreinstate its direct route to San Francisco rom Dublin in April2014 but has called or the reintroduction o connecting ightsbetween Cork and Dublin to acilitate onward connectivity orCork-based businesses.

The Cork region has an already well developed cluster o ICTcompanies and the region continues to strengthen its linkagesand success ul partnerships with San Francisco and Silicon Valley.Cork’s hosting o theSilicon Valley Comes to Ireland Summit earlierthis year, its strong track record in attracting FDI rom SiliconValley and the number o Cork-based indigenous companies whohave operations in Silicon Valley are just some examples o thestrong business linkages between Cork and San Francisco.

However, a Cork/Dublin air service is essential to enable Cork businesses to ully capitalise on business and inward investmentopportunities that strong US air connectivity provides. Whilethere are challenges involved in securing this route, the Chamberis very committed to engaging with and lobbying on behal o our members to try to bring about direct air connectivity

between Cork and Dublin.

Co k City D v lop nt Pl n 2015–2022The Chamber has prepared a submission in response to an issuespaper released by Cork City Council as part o its preparation o anew Cork City Development Plan (2015 – 2021). The submissionidenti ed a number o key recommendations to support andenhance the city over the li etime o the new Plan:• The new Plan must be developed within the context

o the wider Cork Area Strategic Plan which provides acomprehensive vision and strategy or the development o Cork City up to 2020

• There are many good examples o collective partnership-based approaches to city and regional developmentincluding Cork innovates, Energy Cork and TEAM. CityCouncil must continue to place strong emphasis onpartnership based approaches to planning and developmentto acilitate its success ul implementation

• Formal recognition o City Council’s commitment to thedevelopment and implementation o a marketing/strategicmessaging plan or the region

• Detailed implementation and monitoring plans across thevarious sections o this six-year plan are essential

• We commend the attention o the issues paper to the needor strategies ocused on innovation, economic diversity,skills and human capital, connectivity, place quality andstrategic governance capacity. Further elaboration on how

City Council will acilitate action across these themes iswelcome• Mechanisms must be put in place to acilitate and oster

greater engagement between academia and industry toensure that our learning institutions are providing the typeso education and range o skills needed by the region. Thiswill assist City Council in attracting inward investment andemployment

• City Council must support schemes which incentiviseconstruction o appropriately built o ce space so that Cork is best positioned to capitalise on inward investment romhigh-growth companies

• Implementing plans and strategies that revitalise the citycentre and increase oot all must be incorporated into thePlan. For instance, City Council must incorporate proposalsinto the Plan which trial, test, evaluate and extend particularparking incentive schemes to increase the number o shoppers travelling into the city centre

C suppo ts r d v lop nt om in P kCork Chamber has communicated its support or the proposedredevelopment plans or Marina Park to Cork City Council as parto the public consultation on the Dra t Master Plan or the MarinaPark.

The Chamber recognises and welcomes the economic bene tsthat will result rom the redevelopment and upgrading o PáircUí Chaoimh to a modern stadium and the added developmento a Centre o Excellence. This redevelopment will provide awelcome boost or the local construction industry as well as

longer term employment opportunities that will result rom thehospitality, acilities management, servicing and Gaelic gamesdevelopment jobs at the new Páirc Uí Chaoimh amenities. Inaddition to the GAA games and additional sporting, con erenceand entertainment events that will be held at the upgradedacilities, it will also provide additional wider economic bene tsor the tourism, retail and hospitality sectors.

SMEs can nd it extremely challenging to nance the star t-upand growth o their business, not least because o negativepublic perceptions about the availability o nancing options.Despite the act that there are currently plenty o SMEnancing supports available, a recent ECB survey revealedthat “access to nance” ranked as the second largest businessconcern or Euro Area SMEs. Irish SMEs were among the highestpercentage respondents (24%) who ound access to nancetroubling, compared to a Euro Area average o 16%, with thoseleast concerned coming rom Germany and Austria (8%).*

According to Cork Chamber’s most recent Economic TrendsSurvey, 38% o the SMEs surveyed have requested some ormo nancing rom their bank in the last 3 months, while 32%o the respondents had explored other types o non-bank nance such as government supports, VC, business angel,private investor or EU unding. However, identi ying potentialsources o unding or your business, and understanding thedi erence between the various nancing options available canbe di cult.

The Enterprise Europe Network o ce, based at Cork Chamber,is tasked with helping small companies make the most o thebusiness opportunities in the European Union, and is expectedto play an increasingly signi cant role in assisting SMEs toidenti y and access nance or the development and growtho their businesses. We are there ore organising a series o seminars this Autumn 2013, dealing with the theme o ‘Access

to Finance or SMEs’. The aim o this series is to unravel thecomplexity o this topic or small businesses, giving a clearand basic outline o the availability o di erent types o SMEnance, how to access it and the criteria involved.

The series will be divided into our parts, each ocusing on adi erent area o nance. The themes and provisional dates orthese events are as ollows:

C o ti joins t eUOn Monday 1st July 2013 Croatia became the 28th MemberState o the European Union. Croatia’s accession marks anothermilestone in the construction o a united Europe, and Croatia isthe rst new member since Bulgaria and Romania joined in 2007.

busin ss b k st in ssoci tion wit I is ex inWe recently hosted DAA Chairman Pádraig Ó Ríordáin at theJune Business Break ast who shared with members his thoughtsand plans or Cork Airport, the overarching message is that Cork Airport is ‘OUR AIRPORT’ and it is extremely important to thecompetitiveness o the region. Almost 130 people joined Pádraig and the Chamber team at thebreak ast in Cork International Airport Hotel, so it was a greatorum or members to share directly with him their thoughts andviews on the role o the airport.

Pádraig shared the vision or Cork Airport to be an outstandinginternational airport connecting the South o Ireland with theworld, serving the needs o passengers, stakeholders and thelocal community but highlighted that it is important that thecounty embrace this vision and that only by using the service willthe routes and destinations increase.

Currently 2.3 million pass through Cork Airport every year,signi cantly less than the optimum o 3 million, travelling to 50destinations. The transatlantic ight issues came under intensediscussion where the challenges were outlined i.e. runway sizeand the impact o the aircra t size on the overall economies o scale – the reconnection between Cork and Dublin was seen as ahigher priority.

Voda one Ireland to Build High Speed Fixed Data Network or Public SectorVoda one Ireland recently announced that it has been selectedby the Department o Public Expenditure and Re orm to supplya managed high bandwidth xed data network to Governmentdepartments and public sector agencies. The new network willhelp accelerate the Government’s implementation o cloudcomputing to deliver a digital in rastructure that will improvepublic services and drive a more e cient public sector. Voda one

will build a bre-based high bandwidth network, which willrun at speeds o up to 10 gigabits per second. This will enabledata centre consolidation, accelerate the implementation o theGovernment’s cloud strategy and provide improved access to arange o new shared services and applications. Voda one plans toinvest €5m to provide this in rastructure over the next three years.

Commenting on the announcement, recently appointedGovernment CIO, Bill McCluggage added, “This new highbandwidth network will enable the public sector to realise itsvision o improved and more e cient services based on a ‘CloudFirst’ approach.
