providing you with some important dates for your diary.

In July, our ever-popular Speed Networking event was held in association with Aviva Health and

despite the high temperatures, over 60 Cork companies attended. This intense and energetic

networking format is structured in such a way, that every attendee can meet up to 20 new

of Commerce takes place on Saturday 13thSeptember on board Brittany Ferries Pont Aven.

This event books out very quickly and we would urge you to book your ticket early, to avoid

    disappointment.

Flooding has had a major and devastating impact in businesses in Cork City since 2009 and

to that end Cork Chamber has led the way in identifying the importance of implementing

an appropriate flood defence scheme. A key element for the success of the project will beconsultation with the local business community. We have already made submissions to the OPW

on behalf of our members and welcome any feedback you may have on the recently published

Proposed Flood Defence Scheme, as we prepare a further submission.

I would also ask that you review the City Centre Strategy document which is now available at

www.corkcity.ie. Cork Chamber will be making a submission and we would like to hear your

views on the report and how it should be implemented. Email siobhan.bradley@corkchamber.

ie before the 8thAugust. Please also review our Q2 Economic Bulletin, enclosed with this issue of

    policy

Failure to upgrade the N28 to Ringaskiddy could have far

reaching consequences for economic growth and job creationacross Cork and the wider Southern region. This is a key finding

that has emerged from Cork Chamber's recently published report,

Cork to the World - An Updated Economic Assessment of the N28

Cork to Ringaskiddy Scheme. The report, compiled by Indecon

International Economic Consultants, illuminates a number ofdefinitive arguments that highlight the potential for economic

growth, job creation and social benefits from upgrading theroute.

Cork Chamber hopes that this report will add to the work

being undertaken by the NRA on the N28 in order to cementthe economic and social case for the upgrade. This is a critical

infrastructural priority as its completion will have a domino effect

across the County, City and wider South West region resulting

in improvements in employment, attraction of FDI and reduced

    traffic congestion.

The report identifies the following key benefits that would arise

from completion of the N28 upgrade:

Direct transport benefits in the form of reduced journey

times and costs (including associated environmental costs)for road users on the immediate N28 corridor

Enhanced capacity to serve the external trading and

connectivity requirements of the South Wests business

community through facilitating the development of the

Port of Corks operations at Ringaskiddy and ensuring theprovision of adequate port capacity

Improved capacity to serve and enhance the key industry

cluster of multinationals and indigenous firms operating

in the Ringaskiddy/Carrigaline area, and to support the

development of the strategic IMERC maritime and energyresearch/industry cluster

The schemes catalytic and influencing role in supporting

wider regional development, including the development of

the tourism sector and of the Cork Docklands

Outside of the short term gains in construction jobs, which are

estimated at 850+, the investment of 135m to upgrade the

13km stretch of road could also be the catalyst to drive significant

investment to the high potential Irish Marine Energy Cluster

(IMERC) which the report says has potential to create over 2,000jobs. The report highlights the ability to grow jobs in the existing

Pharmaceutical Cluster by over 3,000 if the Cluster was allowed to

achieve its full potential through the utilisation of existing vacantIDA sites.

A key result from the upgrade of the N28 would be the facilitationof the Port of Corks move out of the City Docklands to the Lower

Harbour. If the Port is to be allowed not just to grow but to be

able to remain competitive it needs to expand its operational

capacity and this is impossible in its current locations. Indecon,

in the report, calculate the loss of revenue to the region, if the

Port does not expand, at 22.7billion, by 2033 and they say thenumber of jobs that would not be created if the Port stands still

would be over 57,000 over the same period.

Cork Chamber is working hard to make sure the upgrade of the

N28 is committed to by government as a priority project for the

wider South West region. To progress this priority we have held anumber of meetings with relevant Departments and Secretaries

General and have recently met with the Minister for Transport,

Tourism and Sport Leo Varadkar. We will continue to drive this

issue as we feel that the importance of this project cannot be

    overstated.

    5

Significant flooding has had a major and devastating impact on

businesses in Cork City since 2009. Cork Chamber has led the way

in identifying the importance of implementing an appropriateflood defence scheme for the benefit of not just the business

community but all those who live and work in this region.

We have actively engaged with public representatives at

Ministerial, Oireachtas and Council levels on this critical issue.

Facilitating ongoing dialogue with the Office of Public Works

(OPW) to ensure feedback is provided from the businesscommunity on the emerging preferred solution.

We have made submissions orally and in writing to the OPW

on our members behalf including a call for a proper public

consultation period. A key element for the success of the flood

defence project will be consultation with the local businesscommunity to afford them adequate opportunity to engage

fully with the process and prepare for potential impacts from the

    works.

From our discussions with the OPW we understand that theemerging preferred solution will involve the development of a

combined tidal and fluvial forecasting system with provision of

permanent and demountable defences. Permanent defences will

likely involve a mix of flood walls and embankments dependingon the conditions prevailing in specific locations.

We are advised that the assessment of options, and determination

and detail of the preferred physical defences in specific locations

i.e. permanent vs demountable, walls vs embankments, final

positioning of defences, etc. will be evaluated having regard to

technical, economic, social and environmental considerations.

The Chamber would seek to ensure that the economic appraisalof options fully considers potential impacts (both positive and

negative, short term and long term) on the business community

    within the project catchment area.

Throughout our engagement with the OPW and Cork City Council

on this matter, we have called for the phasing of the works to

ensure they are planned and undertaken in a manner that doesnot unduly impact through access restrictions, noise, dust and

other business impediments on businesses comprised within

the flood defence area. As the flood defence design process is

developed for individual locations we should be mindful of the

lessons learned from the experience gained during the delivery of

the Cork Main Drainage Scheme works in the City area.

We have also urged the OPW project team to consider the

integration of an effective flood warning system into the final

solution. The warning system should be effective in advising

those within the risk catchment of an impending flood event and

its likely severity and impact. The warning system should alsoinform businesses of what measures should be taken by them to

protect against residual risks of pluvial flooding.

Cork Chamber actively participated in the recent OPW public

consultation on the preferred solution which took place fromthe July 29th to the August 1st. Prior to this consultation we

distributed information leaflets to key flood affected areas of

the City to inform local businesses and residents about the

consultation process so that they could fully engage with andinfluence this vital flood defence solution. Cork Chamber will

continue to dedicate resources to ensuring the timely delivery ofan optimal solution for Cork.

Cork Convention Bureau (CCB) is pleased to report that it

generated in excess of 8.2 million worth of business for the Cork

region in 2013. The figure, which is the value of international

conferences confirmed through CCB last year, comes fromthe second annual report released by the CCB. After 2012s

resounding success of generating 7.2 million for Cork city and

county, the latest figures are very promising, with the projectedgrowth rate for the next three years at +8.5%, which could

grow to over 47 million with the completion of a dedicatedconvention centre. Another key finding of the report was that

return on Investment into the region for every 1 invested into

CCB was an impressive 30:1; with the number of jobs supported

by the CCB estimated at 300, based on Filte Ireland figures.

With a team of just three fulltime staff, the CCB has been workingnon-stop promoting the region to national and international

markets. Last year alone the CCB team hosted three major

familiarisation visits from European destinations, attended 11

international trade shows, hosted multiple on-site visits from

major national and international influencers and decision makers,

including information events for the Cork Academia in UCC,Tyndall and CIT, Meet in Cork local events, plus numerous sales

calls in Dublin, London, Manchester, Paris, and Brussels.

Cork innovates, an initiative driving entrepreneurship in the

Cork region, has been announced as the only Irish Winner for the

prestigious European Enterprise Promotion Awards (EEPA) 2014.

The EEPA awards recognise and reward the most imaginative andsuccessful initiatives from EU public bodies and public-private

partnerships which support entrepreneurship, and small and

    medium sized enterprises.

I am delighted that Cork innovates has been named as the Irish

Winner in the award category promoting the entrepreneurial

spirit and that it is getting such Prominent European recognition, said Siobhan Finn, Project Director, Cork innovates. Clearly,

the model has made a significant impact in promoting an

entrepreneurial spirit in the community. We, as a group, are firmly

committed to building on the entrepreneurial environment

through mutual engagement and alignments with externalstakeholder groups, supporting entrepreneurs and the extended

    business community, she added.

Cork innovates was established in 2012 when Cork City Council

and Cork County Council, along with Cork Chamber, UCC, CIT, theLocal Enterprise Offices, Enterprise Ireland, CorkBIC and South

West Regional Authority formed the Cork Entrepreneurship

    Steering Group.

The number of startups in Cork has almost doubled from 800

in 2012 to 1542 in 2013. The Cork innovates InBusiness InCork

showcase is specifically targeted to SMEs and startups and

entrepreneurs and has attracted and supported more than 2,800business people and potential startups since the initial showcase

in 2012. The Cork innovates bursaries are also actively helping

two Cork businesses grow and expand their companies, with a

view to creating more jobs. Category winner will be announced

SME Survey in the context of the Transatlantic Trade & Investment

Partnership between the European Union and the United States of America

Irish SMEs are invited to participate in a survey to provide vitalinformation regarding the trade barriers currently faced byEuropean industries and individual companies, in the US.

The European Union (EU) and the US are currently negotiating a

trade agreement, called the Transatlantic Trade and Investment

Partnership (TTIP). Its aim is to boost both economies by making

it easier to sell products and services across the Atlantic especially for small and medium sized enterprises, while keeping

a high level of protection of consumers, the environment etc.

For Irish businesses, this could mean lower costs and business

expansion through the elimination of customs duties that

customers or potential customers in the US have to pay on the

products export from Ireland. It could also mean the eliminationof customs duties on goods imported by Irish SMEs from the US

and it could make it easier for Irish companies to comply with

health, safety and other administrative requirements in the US

and conversely for US suppliers to comply with EU requirements.

Overall, an ambitious TTIP would boost total EU exports to the USby 28%, equivalent to an additional 187 billion worth of exports

of EU goods and services. By contributing to this survey you will

be helping to make sure your business is part of this growth.

ESBand Vodafone to Invest 450 Million In 100% Fibre

Broadband Network Across Ireland in European FirstESB and Vodafone recently signed an innovative joint venture

agreement to invest 450 million in building a 100% fibre-to-the-

building broadband network offering speeds from 200 Mbps to

1000 Mbps, propelling Ireland into the ranks of the worlds fastestbroadband countries. Ireland will also become the first country in

Europe to utilise existing electricity infrastructure on a nationwide

basis to deploy fibre directly into homes and businesses, initially

reaching 500,000 premises in 50 towns. The fibre will be deployed

on ESBs existing overhead and underground infrastructure, ensuring a fast and cost efficient roll-out to every county in

Ireland and reversing the digital divide between the capital and

    regional towns.

With recent data from ComReg, the Irish telecoms regulator,

showing that 43% of fixed broadband customers in Irelandreceive speeds of 10 Mbps or less, direct access to 100% fibre

broadband of up to one gigabit per second will transform the

internet experience of small and medium businesses (SME),

remote workers and consumers. This will help regional areas to

compete more effectively for investment and jobs, and SMEs to

work more efficiently, enhance their online presence and reachnew markets and customers. Consumers will enjoy innovations

ranging from home entertainment to e-health and virtual

education. Home working will also become a real option for more

people, helping Ireland to develop its smart economy. With global

internet traffic set to triple in the next five years, the speed andreliability delivered by 100% fibre broadband will ensure Irish

customers can lead the digital lives they want.

Vodafone was selected as ESBs joint venture partner following

a competitive tender process. Vodafone has 200,000 fixed

broadband customers in Ireland and over 8.5 million acrossEurope. In February, Vodafone was recognised by the FTTH

Council Europe for its outstanding contribution to fibre-to-the-

home adoption in Europe through its fibre roll-outs in Portugal
