from McDonald to Clear Creek in medians.

Project Schedule: • TxDOT issued Notice to Proceed at the end of October 2006. • Construction reached substantial completion in November 2008.

Progress this Period: • Contractor replaced 5 trees. • Noted 2 potholes on roadway near Cowarts’ Creek Bridge on

northbound lanes, notified TxDOT. • Monitored punchlist work. • City continued maintenance of medians. • Traffic signal installation at Oakbrook/Westfield and work is non-standard and

will not be accepted, no correction has been made. • Staff will authorize Oakbrook detention pond at Dixie Farm Rd to be filled,

with credits being accounted for at the East Mary’s Creek Regional Detention Pond.

• Work regarding filling the pond will be coordinated with the Oakbrook HOA. Planned activities for the period ending August 31, 2011:

• Center Point to complete estimate for street light installation from SH 35 to FM 518.

• Resolve issue at Oakbrook/Westfield traffic signal work. • Coordinate with HOA and possibly BDD#4 regarding Oakbrook pond work. • Signal pre-emption hardware and auxiliary power at traffic signals will be

• Address warranty issues, and 11 inspection repairs. • Process final payment to architect. • Public Works to decommission old PISD lift station.

Hickory Slough Detention at Max Rd & Max Rd Sports Complex, Phase 1 Progress this period:

• Continued work on draft Interlocal agreement with BDD#4. • Reviewed environmental and wetlands delineation document. • Staff working on draft developer agreement with MUD engineer and

developer on CR 403 and future subdivision utility and drainage needs.

• Consultant completed intermediary review of Decanter issues, provided several scenarios and options for staff review.

• Held meeting with consultant to review report and options.

Planned activities for the period ending August 31, 2011: • Decide on decanter option, review UV repair options. • Re-scope proposal for design of improvements.

Project schedule:

• Design: February 2011 – August 2011. • Construction: pending Council approval of construction budget.

Hatfield Basin Trunk Sewer Progress this period:

• Survey and geotechnical, and Phase 1 ESA work ongoing. • Engineer initiated work on 30% design as survey becomes available. • Reviewed cost savings to eliminate the McLean segment and add gravity line to

eliminate grinder pump at Centennial Park. • Reviewed the implications of slab protection for sanitary sewer crossing at Mary’s

Creek (per meeting with BDD#4), which may cause a change in environmental permitting necessary to for the work.

segment elimination, environmental investigation/permitting for Mary’s Creek crossing and segment added to Centennial Park.

• Review possible contract amendment to increase scope for possible environmental permitting.

BellaVita Waterline Interconnect Progress this period:

Cullen Parkway Improvement (Beltway 8 to FM 518)

Engineer: Design Engineers: Bury + Partners Contractor: Hassell Construction CM: TxDoT Elapsed time: 665 Days Progress this period:

• A completion evaluation walk-through was conducted by TxDoT Wednesday Apr 27

• Contractor has been notified to perform TxDoT items along with those identified by the City

• This signal contractor has completed the installation of the foundations for the outstanding street lights along the northbound lane. 3 lights remain outstanding due to conflicts with underground utilities or overhead conflicts.

• TxDoT has authorized repairs to the damaged handrail as well as the installation of the temporary traffic control signage at the north end of the project and the remaining street lights

• Signal work continues at all four intersections, TxDoT is revising several of the signal plans to coordinate Pedestrian signals with crossings. These drawing revisions are now about 80% complete.

• TXDoT is to provide new controllers for four signals and assist in the change- over. TxDoT must accept signals before controllers can be changed out. Staff waiting on TxDoT to schedule a signal walk-through

• City will do an acceptance walk with TXDoT once they have completed final modifications to the signals and intersection markings/ sidewalks and ramps.

Planned Activities for period ending Aug’. 31, 2011:

• TxDoT should complete signal plan revisions and begin revisions to the pedestrian signals. This work should also include the installation of the temporary traffic control barrier at the north end of the existing project.

• Signal transfer will occur once the modifications have been completed depending on TxDoT’s schedule for completion and acceptance of signals.

Project Schedule • Schematic plan and PER- April 2007. Completed in May.

o Design Phase started in March 2008. o Complete Design November 2008

• Approval for letting in February 2009. • Detention Pond started April 6, 2009

Public Safety Building

Design Engineer: JE Dunn/ Wilson Estes Police Architects Design Builder: JE Dunn CM: In House Billed to Date: $ 19,934,641 % Billed: 100.27 Contract Days Used: 786 to substantial completion % of Contract Days: 100 Progress this period:

• Final outstanding item, correction of the lighting equipment on the front wall has been completed.

• A balancing Change Order was issued and signed by JE Dunn to reduce the contract amount by the cost of the new interview room cameras.

• JE Dunn issued a letter stating its continued commitment to obtaining of the LEED certification.

• Final Pay application has been submitted for the contract. o Issued Final Balancing Change Order

• All LEED paperwork from Design and Construction has been re-submitted to Commissioning Agent for review.

o Syska Hennessey, City’s commissioning agent, has promised to complete the work within two weeks of the arrival of the data providing that it is complete. It will then require a few weeks for USGB to review.

• Expecting report of LEED documentation completeness and acceptance by end of August

• Attended progress meeting. • Project is approximately 12% behind schedule. • Complete lane closure between SH 35 and Veterans until September 1, 2011. • Contractor’s sub ordered 3500 psi concrete instead of 4,000 psi for the Extreme Event

structures. This error was not realized until the 28 day compressive test failed. The contractor is now asking for a variance because the structures are not under the roadway. Engineering staff has requested that the contractor prove that the structure provides a comparable load to the spec’s structure. The constructor has been asked to provide this information by August 5, 2011. If the structure is not as strong as the specified structure, it will need to be removed and replaced. If it is comparable, the contractor will credit the city $9,600.00

• Pavement work has begun on the north side of Walnut between the BNSF tracks and Veterans.

• Several existing utility conflicts have been identified by the contractor. Presently we are waiting for a response from the engineer concerning the existing storm sewer, existing inlets, and proposed storm sewer lines that may be in conflict with the new traffic signal at the intersection of Walnut and SH 35.

• The Centerpoint light pole that was in conflict at San Antonio Street has been relocated. • The Garcia house on the eastern limit of the project has been demolished. The contractor has

set his bore pit in preparation of the installation of the new water line. • Contractor is to submit a Traffic Control Plan for the areas beyond the paving limits that will

have the asphalt overlay. • Met with BNSF, TxDOT, Centerpoint, AT&T, contractors and staff on site to coordinate the

efforts of all. • Centerpoint is waiting for Calco to re-stake and paint the radii at the intersection so they can

prepare to move the four electric poles that will be in conflict with the new roadway alignment and new traffic signal.

• BNSF Railroad is still working on the signal controls at Walnut; the railroad engineer has stated they are working through problems bringing the new control house on-line.

• TxDOT has been holding the permit application until the figured out who was to design the traffic signal at the intersection. The signal design is included in the S & B SH 35 design plans. After review of the signal design, TxDOT plans to revise the design. The permit application has been released and is currently being processed.

• TxDOT is in the process of revising the signal design by completing the Traffic Signal design that was started by LJA.

seems to have improved conditions. • The Aaon manufacturer has ordered a part that was not originally included in the installation of

the unit that may resolve the humidity issues. The part will not arrive for four weeks.

• Continue working on the warranty list. • Determine the reason for the high humidity levels inside the station.

Centerpoint has advised that it will take two week to receive the transformer. • A Centerpoint gas line has been found to be in conflict with the waterline. Centerpoint has

been notified. Planned activities for the period ending August 31, 2011:

• Attend monthly progress meeting • Continue coordination with architect, developer and contractor to select materials, and

equipment for the facility. • Continue to monitor construction and compliance to city specifications and inspections.

Progress this period:

• Attended monthly progress/update meeting. • Orange Street between Washington and SH 35 has reopened. • All of the contractor’s work within the BNSF railroad ROW is complete. • Work has begun on the eastbound lane between Washington and Mykawa. This section of

roadway should be complete within two weeks. • BNSF has relocated the crossing arms but there still remains a utility conflict with the overhead

utilities. Staff met with Centerpoint Energy who has agreed to relocate and raise two poles to eliminate the conflicts. After the poles have been raised, Phonoscope and Comcast will need to move their lines to the approved distance from the crossing arms.

• BD4 has begun to grade both ditches at the BNSF right of way. The work was not identified in the plans therefore the contractor would have required a change order to complete the work. Since the ditches belong to BD4, they agreed to do the work.

• AT&T duct banks that were previously installed will need to be adjusted because they are either too high or too low for the sidewalks.

• The Centerpoint pole at Woody needs to be relocated, it is in conflict with the 54” Storm Sewer line.

• AT&T, in 2010 moved their buried cables along the north alignment of Orange. The permit indicates the cables should be 2 ft off the ROW. The actual installation meanders between 2 ft. and 5 ft. off the ROW. This is a new conflict. Jan Sweeton has been contacted and had put in a work order to move the line where conflicts occur. The contractor has indicated that working around this line is slowing down daily production.

• There is a delay in beginning the installation of the Traffic Signal at Mykawa because there is a gas line that was not identified in the plans that is in conflict with one of the drill shafts. The contractor is to submit a Change Order to Hydro Excavate the drill shaft in an effort to complete the installation. The gas line is at a depth of at least 20 ft and the signal pole needs to be set at 22 ft.

• The contractor has been instructed to pot hole the remaining alignment to determine if there are any additional utility conflicts that may impact the construction schedule.

• A section of the sidewalk that was recently installed on the north side of the roadway appears to be rising up. Staff has consulted with the City’s Engineering Department, the Design Engineer, the Construction Manger, Public Works, and the CMT but has not been able to determine an exact cause. The CMT suspects it is caused by the moisture content in the soil and has advised that the sidewalk be monitored for now. The contractor has been made aware that if the sidewalk does not return to the original elevation, he will need to be able to prove the installation.

Planned activities for the period ending August 31, 2011:

• Finish paving between Washington and Mykawa. • Continue to monitor the sidewalks on the north side of Orange between San Antonio and

Mykawa to see if they return to the planned elevation. Project Schedule:

• Construction to begin in January 2011. • Project completion 1st quarter 2012.

TxDOT SH35 Improvements Progress for period ending July 2011:

• Triple B Services completed the remainder of the water line south of FM 518 (approximately 20-feet) and the installation of the storm sewer in the contaminated area. Triple B Services also removed a temporary water line connection north of the FM 518 intersection that had been utilized while addressing the contaminated soil area.

• Triple B Services completed the installation of the steel water line attached to the bridge across Hickory Slough.

• Triple B Services continued to install the phase I paving. The phase I paving has been completed from the Flea Market to East Jasmine with the exception of a few driveways and the paving approaches on either side of each of the 3 bridges. The Orange Street intersection was completed this month. Phase I paving is the west side lanes (southbound) of SH 35. Phase II is scheduled to be the center lanes and Phase III will be the east side lanes (northbound).

• Triple B Services continued to work on the bridge structures over Clear Creek, Hickory Slough and Town Ditch.

• Industrial TX has completed 60% of the concrete parking & access road for the site.

• Industrial TX completed the testing of the diesel generator and the generator has been filled with diesel.

• Industrial TX received the (2) 12-inch and (1) 20-inch ball valves and installed them in the hydro-electric turbine facility.

• Industrial TX’s fence contractor has completed the new fence around the new plant area and is working on replacing the existing fence.

Planned progress for period ending August 2011:

• Contractor will continue working on the pump building, chemical facility and turbine facility and prepare for a substantial completion inspection.
