    To all readers:

    Within a blink of eyes, The Karen Refugee Committee has passed again half of the

    year 2011. Similarly, the Refugee in camp has also passed through half of the year with the support of

    Donors, NGOs and as well with the sympathy and kindness of the Host Country including his majesty

    The King, Royal family, the RTG as well with the Thai peoples for sheltering us during these hard

    circumstances.

    We especially, want to make known it to our readers that the support you have been

    providing is benefit for not only the refugee but also for the students living nearby who have no

    opportunity for education accessing in their home land because of business hardship and as a result of

    unbendable war crisis that has been continuing for more than half a Century. The education accessing

    privileges for those students that happening in the Refugee camp remind us how much important is a

    phrase stated Education without border which means there is no education limited for any one! A

    number of student inside Burma (especially in Karen Territory) are sneaking into the camp for

    schooling because the education accessing opportunity in camp is by far better and easier than from

    their homeland.

    Therefore, Boarding Houses along with Boarding House committee in camps have been

    organized for 2011, to over seen management of the Boarding House programm. Supporting for the

    boarding house is provided by NGOs, a number of Christian religion society and some individual

    donors. The boarding house committee was formed in both KRC and Camp levels, aiming for students

    to dwell under a safe and proper care during their schooling period. Actually, such entry, since student

    come at the beginning of school and return home by the end of the school year, is illegal and is security

    concerned for the host country. Nevertheless, it is a difficulty that those students have no way to shun.

    Anyway, the Karen Refugee Committee is responsible to thank both the R.T.G, for their sympathetic,

    andNGOs in collaboration to overcome the troubles. A question of why these students are coming forschooling in the camp? Can be raised. There will be a number of answers to this question, such as no

    opportunity in livelihood, villages have been destroying along with the schools; no experienced and

    qualified teachers, no parents income to support their children going to school, lack of teacher support,

    no regular meals and no proper health care system and all these undesirable circumstances are

    consequences of political unstableness of the Refugee origin Country (Burma).

    The total numbers of boarding houses in these seven camps are 104 and the numbers of

    boarding house students are about 5000 pupils. Each year, the numbers of Boarding House students are

    increasing. Some people may think that the increasing of students is due to Free support for students

    and school fee but the ideas may not total, but partially correct. Actually, no parent is willing to be

    parted from their children because of education. How good and fine, if children are brought up underthe care of their parents and meanwhile have good opportunity for schooling, will be a reasonable

    question to be answered.

    For the time being, there is no choice for both parents and the children, who are eager in

    searching knowledge. The children have a right to be under the care of their parents while he/she is

    young, but the right is far beyond from a certain pupils because of unfavorable circumstances. Force

    labor and conscript are among reasons that force the children to seek education in camp though their

    entry is illegal.

    The Karen Refugee, as much as possible under favorable circumstances is cooperating withcamp committee, boarding house committee and related NGOs for the right and benefit of the children

    who are seeking education opportunity in the camp. Information has been shared among members that

    every boarding house must have standardized rules. We are happy that every organization concerned is

    trying the best in supporting us with the program. The situation of boarding house in camp may vary to

    that of the Migrant Boarding House located outside the camps, and we request your good

    understanding that perhaps, the Boarding House in camp which over seen by KRC may not exactly the

    same as migrant boarding house located in Town.

    Finally, we thank Thai MOE and NGOs who are supporting us in regard to the boarding house

    program.

    We have come to know through newspaper, TV and internet that the troubles are

    happening throughout the world in many countries, every day. Thousands of lives have been lost

    through various disasters as a result. We the refugee, by comparing all incidents that have taking place

    worldwide can say that the difficulties we have faced are much bearable then that of calamity

    happening throughout other places in the world.

    In this circumstance, we want to share with our readers some feeling we are having in to the

    incident that have happened around us. Before talking about the refugee, there was a heartbreak

    incident that happened which three Thai military helicopters with 16 lives had lost in the crashed at

    Kachanaburi province within nine days. We share the grief with all victims families and relatives for

    the loss of their love one, and happiness with relatives of the miraculously safe one. All the incidents

    are due to bad weather confirmed the authority.

    Refugee: The refugee have been sheltering for decades inside Thai- soil along Thai-Burma

    Boarder in (7) camps, with over one hundred and forty thousand people. Fortunately, the mass

    resettlement program was introduced in 2005 and is continuing so far. To our knowledge, theinternational organization of migration (IOM) is the only organization that facilitates part of the

    resettlement process including travelling of the refugee from camp to hospital for medical check-up. In

    this matter, KRC has a slight reason of concern that ought to share with readers in wake of awareness

    as a matter of fact. Here, we are willing to share with you certain incident that we have had recently

    came across in 14/7/2011 on our way back from Maesariang to Mae Sot, close to Mae Wa, a local

    Thai-Karen village. This statement is not an intention to blame someone or any organization, but rather

    be a constructive engagement than criticism. IOM is responsible to bring all refugees who are applying

    for resettlement from northern, Mae Ra Ma Luang, Mae La Oon, and southern Umphiem and Nupo,

    camps for medical check-up at Mae Sot. So far, we dont have yet any report of accident from thesouthern camps but, to the north, the accident had already taken place twice since last year and

    recently. Luckily, there is no loss of life and serious injure. Nevertheless, transportation of people

    (refugee) to town for medical check-up surely continuing as long as the resettlement program is

    ongoing. The place and part of the road where the last incident, the IOM bus over-turn had taken place

    is a mountainous region with snaky turn road and is under construction. The slippery road, caused by

    mud, especially during rainy season can create more chance for fast-driving truck to over-turn. Surely,

    no person is expected to face such an incident and can promise that the accident might not be happened.

    The incident may have taught us enough lessons. Any way, its not a time to cry for the spilt milk, but

    to look for ways of how to improve services for the credit of those people who have been suffering

    oppression and calamity for more than half a century.

    Though were a small part of the world admit that, the difficulty we are facing is more than enough

    for us. Since some NGOs change their support guiding principle, some phasing over, some hand over

    their work to be continued by local CBOs, which is beyond our status. For instance teacher support in

    education sector remains a present problem that put us at the corner. KRCEE (Karen Refugee

    Education Entity) reported that they are facing a big challenge to find a subsidy for 164 teachers until

    the end of the year 2011. Fortunately, KRCEE have found a Good Sam aritan, Right to Play (RTP) to

    cover the need. It is fantastic news for the teachers. Nevertheless we should also thinking for the

    coming semester how to find a Good Samaritan.

    Breaking News. On 3rd August Flooding caused by tropical heavy rain hit two refugee camps in

    northern Thailand. Some building, house, bridge and food item were damaged. But no death, missing

    or injured were claimed.

    Many of the refugee have been leaving for the third country with hope to start a new living but,

    some are still living in the camps with hope to see the dawn of peace in their homeland which long-

    waited will come true is remained a dream!

    19.7.2011; KRC chairperson call on camp committee and CoC committee of Mae Ra Mat Luang and

    Mae La Oon camp; sharing information about the activity, and responsibility of CoC

    committee in both camp and suggested for corporation between camp committee and CoC-

    committee.

    25.7.2011; KRCchairperson and financial adviser call on Umphiem camp committee for discussion

    about corporation between camp base staff and NGOs, store construction, and building

    materials delivery problems.

    12-13.7.2011; KRC Committee members attended Gender sensitivity workshop organized by TBBC,

    KRC, ARC and IRC at Maesariang.

    8.7.2011; KRC secretary and Assist Social coordinator call on Mae La Camp Committee for

    discussion on issues raised, and briefed on rule, and regulation related to CoC at Mae La

    Camp office.

    18.7.2011; Social Affair, and Assistance heath coordinator attend a DMLS consulting meeting

    organized by LAC+UNHCR at Mae La Camp.

    14.7.2011; KRC-Rep: attended revision of rules organized by LAC and UNHCR at UNHCR office.

    14.7.2011; Umphium camp in charge with education coordinator call on Umphiem Camp committee,

    and briefed them on CoC- guideline and responsibility.

    22.7.2011; KRC-Joint secretary and social affair coordinator call on Nu Po camp and CoC-committee

    for discussion and briefing on the mandate and action taken by CoC-committee.
