    WHY e-SUVIDHA?

    THE PROBLEM

    In our day-to-day life, a citizen has to spend a lot of time and energy

    in commuting from one place to another for meeting his desired ends.

    A citizen has to go to a Railway Station for buying tickets; Electricity

    Office for paying bills; BSNL office for paying telephone bills; Jal

    Sansthan for paying water tax and sewer tax; Collectorate for

    receiving caste and income certificates; Nagar Nigam paying house

    tax and to get birth/death certificates; Development Authority for

    applying for a housing project and the list goes on and on. Besides the

    time taken and the energy spent in commuting, he has to incur cost for

    commuting (besides the cost of time). However, mere commuting and

    investment of time may not bring him close to desired end results so

    easily, as the procedures involved are complicated and the system is

    plagued by corruption.

    REQUIREMENT OF SOLUTION

    How nice it would be if he could be that instead of commuting to

    various govt. offices, get relevant information and deposition of bills

    regarding one's house tax, electricity bill, telephone bill, water tax,

    status of grievance and booking for plot, railway tickets etc. at or near

    one's door steps at Single Window Clearance, then one may not

    commute to these individual offices and squander ones time and

    energy.

    Disadvantage of Traditional File System

    Evolution of e-SUVIDHA

    Traditional file organization describes storing data in paper files,

    within folders and filing cabinets. Electronic file organization is a

    common alternative to paper filing; each system has its benefits and

    drawbacks.

    Data Security

    Paper files can be lost in fires and floods, but electronic data is easy

    to backup in multiple locations, reducing the potential for permanentdata loss.

    Access Time

    One of the primary disadvantages of traditional file systems is the

    time it takes to access data. It can take minutes if not hours to locate a

    few files in a large paper filing system.

    Editing and CommunicationTraditional file systems are cumbersome in that they do not allow

    users to easily edit files or send information to others. Paper files

    often cannot be edited directly, forcing users to make new copies to

    update old files. To distribute data on paper files, users must mail, fax

    or scan the data.

    Order of Data

    Data can get out of order in traditional filing systems. If someoneaccidentally puts a file in the wrong place, or takes a file out of a

    cabinet and forgets to put it back, it can lead to lost data or the

    creation of additional copies of files.

    e-SUVIDHA

    An overview

    e-Suvidha provides a one stop interface to citizen to interact with

    government departments. In Our day-to-day life, a citizen has to

    spend a lot of time and energy in commuting from one place to

    another for various tasks, many of which are concerned withgovernment departments. For example, a citizen has to go to;

    a railway station for buying tickets;

    electricity office for paying bills; BSNL office for paying telephone bills;

    Jal sansthan for paying water tax and sewer tax; Collectorate for receiving caste and income certificates; Nagar nigam paying house tax and to get birth/death certificates;

    Development authority's office for applying for a housingproject etc.

    Besides the time taken and the energy spent in commuting, the citizen

    has to incur cost for commuting, besides the cost incurred as a result

    of loss of time. However, more commuting and investment of one's

    time may not bring him or her close to the desired results easily, as

    the procedures involved are complicated. Considering these aspect, it

    was felt that it would be become extremely convenient for the citizen

    if instead of commuting to various government offices, one could get

    all the relevant information and services at or near one's door stepsthrough a Single Window Clearances from e-Suvidha Kendras.

    Started on pilot basis in Lucknw in August, 2006, at present there are

    31 such centers in Lucknow. The vision of e-Suvidha project so as to

    obviate the need for citizens and business people to visit the

    Government offices except for specialized and complex services. Thefollowing services are presently being offered at all the locations:

    Electricity Bill Payment Service

    Payment of Water Tax for Jal Sansthan

    Payment of House Tax for Nagar Nigam Payment of House Installments for LDA.

    Railway Ticketing Service. BSNL Bill Payments/Cellone Services.

    All the citizen centers operate from 8 AM to 8 PM on all working

    days including Sundays and holidays. Citizens can avail any service

    from any of the e-Suvidha Service Centers across any counter without

    any jurisdictional limit. All e-Suvidha Service centers accept all forms

    forms of payments including credit cards. Selected Centers are being

    equipped with electronic queuing system so as to avoid the queues atthe centers and a help desk.

    ARCHITECTURE OF THE SOLUTION

    The provisions to integrated services are being achieved through the

    use of Three-tier technology. The application server at the Central

    Data Hub (CDH) acts as a bridge between the database of the

    participating departments and the common citizen at the ten counters

    to the e-Suvidha Kendra, to provide any service at any counter and in

    any location with Electronic queuing system spread over at strategic

    locations in the city.

    Server at Deptt)

    Second Tier: Application Server at Central

    Data Hub (CDH)

    First Tier: Integrated Citizen Service Centre (e-Suvidha Centre)

    ADVANTAGES OF e-SUVIDHA

    Advantage to the associated department with e-

    Suvidha

    1)Nos. of collections centers, in the form of e-Suvidha centers,

    have increased and spread throughout the city, in the vicinity of

    the residential areas and office premises of the consumers,

    thereby attracting non willing consumers also.

    2) Their consumers data are updated on real time basis;

    Payment mechanism has become on-line.

    4) Interface with consumers with their officials for billing

    activities have decreased.

    5) Department manpower earlier engaged in billing activities can

    be given additional responsibility of other activities.

    6)Department account has become on-line and proper MIS report

    is generated.

    7)Infrastructure cost for billing activities has also reduced.

    Good ambience of e-Suvidha centers has encouraged consumers

    to become regular paymasters.

    Achievement/Salient features of e-Suvidha

    Semi-Government Department and Agencies , Authorities ,

    Autonomous bodies, Corporation and Board are placed on one

    interface of e-Suvidha

    through computer networking,

    Traditional file system versus e-Suvidha

    At a glance

    Data Security

    Traditional file organization has security advantages over electronic

    filing, but it also has its disadvantages. Electronic files are usually

    accessible on a network, which means it's possible for an

    unauthorized person to gain access to electronic data over the Internet

    through hacking methods. Electronic data can also be damaged by

    software security problems like computer viruses. On the other hand,paper files can be lost in fires and floods, but electronic data is easy to

    backup in multiple locations, reducing the potential for permanent

    data loss.

    Complexity

    Traditional filing systems are less complex than electronic systems,

    which can make it easier for untrained people to access and

    manipulate data. Anyone can look through alphabetized filing

    cabinets to find a file. Locating and manipulating an electronic

    database information may require technical training, and user error

    can result in unintended alterations or data loss.

    Access TimeOne of the primary disadvantages of traditional file systems is the

    time it takes to access data. It can take minutes if not hours to locate a

    few files in a large paper filing system. Electronic databases allow for

    almost instantaneous access to information. Faster data access time

    can increase the productivity of managers, analysts, accountants and

    other workers who use data on a regular basis.

    directly, and because information is stored digitally, it is already in a
