• The lane at the rear of No 3 Broughton Street isapproximately 4.5 meters wide between kerbs.Any vehicle parked opposite the garage of No 3would obstruct vehicular access to the newlyconstructed garage.

• When inspecting the site, it was also noted that anew garage is nearing completion at the rear ofNo 7 Broughton Street and that No 9 BroughtonStreet has provision for off street parking but isnot being used. No 9 appears to be undergoingrenovations.

• As is the case for No3 Broughton Street, anyparking opposite the vehicular entrances to No 7and No 9 Broughton Street would obstructvehicular access to these properties.

• In order to facilitate vehicular access and offstreet parking at the rear of Nos 3, 7 and 9Broughton Street, it is recommended that the fourexisting Resident Parking spaces on the northernside of lane opposite the rear of No 1-9Broughton Street be changed to ‘No Parking’.

• No 3 and No 7 Broughton Street currently hold aresident parking permit. It is probable that thesewill not be renewed once the garages underconstruction have been completed.

§ Councillor Shapiro asked the following Questionwithout Notice at the Council meeting held on 31January 2005:

§ "Please can you install No Standing signs on thecorners of Rivers Street and Bellevue Road, andenforce them regularly, as cars park right up toboth corners making visibility extremely difficult.

• A check of Council's records reveals that wehave received 7 requests from the communityover the past 2 and a half years for theenforcement of the statutory 'No Stopping'parking restrictions at this intersection asillegally parked cars severely restrict sightdistance to oncoming traffic.

• The intersection has been inspected on a numberof occasions since the Question without Notice.It has been found that illegal parking is occurringat the intersection on a frequent basis, especiallyat night. These illegally parked vehicles dorestrict available sight distance to oncomingtraffic, especially when turning from RiversStreet into Bellevue Road.

• Due to the above, it is recommended that thestatutory 10 meter 'No Stopping' parkingrestrictions be signposted at this intersection.This action is supported by Council's ParkingEnforcement Officers.

Subject: YOUNG STREET, PADDINGTON – ‘No Parking’Author: Greg Stewart – Manager Public InfrastructureFile No: T510Reason for Report: Request to install some period parking in the street

Recommendation:

1. THAT 24 metres (four parking spaces) of ‘2 Hour Parking 8.00am – 6.00pm’ parking restrictionsbe installed on the western side of Young Street immediately south of the driveway to 24 YoungStreet, Paddington.

Background:

Council had received a request from a resident of Young Street, Paddington for some time-limitedparking to be installed in the street. The reason for the request is to provide some short-term on-streetparking for visitors and tradesmen to the area.

There is currently 15 unrestricted parking spaces in Young Street between Oxford Street and the deadend. As the on-street parking is currently unrestricted, vehicles associated with the nearby commercialarea of Oxford Street park all day in the street. Accordingly, there is little turnover of on-street parkingwithin the street. Visitors and tradesmen to the area therefore, have difficulty in finding available onstreet parking in the street. For this reason, it is considered that the request for some time-limitedparking in the street is reasonable.

It is therefore recommended that 24 meters (four parking spaces) of '2 Hour Parking 8.00 am - 6.00pm'parking restrictions be installed on the western side of Young Street immediately south of thedriveway to No 24 Young Street, Paddington. This signposting would be consistent with the timelimited parking restrictions recently installed in the adjoining section of Flinton Street.

ITEM NO: Y3 Traffic Matters on Local Roads – Recommendation to C&E for Consideration

Subject: NEWCASTLE STREET, ROSE BAY – TEMPORARY ROADCLOSURE

Author: Greg Stewart – Manager Public InfrastructureFile No: 328. Pt3Reason for Report: Request by Rose Bay Greek Orthodox Church for a temporary road closure.

RECOMMENDATION:

THAT subject to the following conditions being met, approval be granted to the temporary closure ofNewcastle Street, Rose Bay, between Albermarle Avenue and Old South Head Road, Rose Baybetween 11.30pm Saturday 30th April and 12.15am Sunday 1 May 2005.

1. The applicant to submit a Traffic Management Plan to the Roads and Traffic Authority's TrafficManagement Centre (via Council) for final approval.

2. The applicant shall obtain the written approval from the NSW Police Department (Rose Bay PoliceStation) for the temporary closure of Newcastle Street, Rose Bay. If security personnel are used,NSW Police should be advised.

3. The applicant shall comply with all directives of the NSW Police Department, either provided onthe day or beforehand.

4. The applicant shall be responsible for informing all affected residents of Newcastle Street via aletterbox drop of the temporary road closure.

5. The applicant shall supply and erect all barriers and traffic signs necessary for the road closure, andshall be responsible for the removal of any barriers and signs immediately after the completion ofthe event.

6. The applicant to be responsible for the manning of the barriers and the directing of traffic aroundthe temporary road closure.

7. Vehicles having legitimate business within the closed section of roadway shall be allowed access.A warning sign should be displayed on Old South Head Road informing drivers of the roadclosure.

8. The applicant shall be responsible for informing all Emergency Services of the proposed roadclosure.

9. A clear passageway of 4 metres wide shall be maintained within the road closure for emergencyaccess.

10. The applicant be responsible for the cost of repairing any damage caused to Council Infrastructureas a result of the temporary road closure.

Background:

Representations have been received from the Greek Orthodox Parish of St George, Rose Bayrequesting the temporary closure of Newcastle Street to enable the St George Greek Orthodox Parishto celebrate the Orthodox Easter Service from Saturday 30th April to Sunday 1st May 2005.

The temporary road closure of Newcastle Street is required between Albermarle Avenue and OldSouth Head Road, Rose Bay. The temporary road closure is requested from 11.30pm on Saturday 30th

April 2005 to 12.15am in the early morning on Sunday 1st May 2005.

The closure is necessary to ensure pedestrian safety and to prevent any traffic conflicts due to themany anticipated parishioners attending the event.

This event has been held for many years with no incidents reported. Council provides barricades andthe security personnel, organized by the Church, arrange for their installation during the road closure.

It is recommended that approval be granted for the temporary road closure subject to conditions asdetailed in the recommendation.________________________________________________________________________________

Item No: Y4 Traffic Matters on Local Roads – Recommendation to C&E forConsideration.

Subject: 11-21 GREENOAKS AVENUE , DARLING POINT – WORKS ZONEAuthor: Greg Stewart – Manager Public InfrastructureFile No: 407 G Pt 5Reason for Report: Request 10m Works Zone for 12 weeks.

Recommendation:

A. THAT approval be granted for a Works Zone to be temporarily installed on the eastern side ofGreenoaks Avenue directly opposite the proposed construction site at No 11-21 GreenoaksAvenue, Darling Point. The length of the proposed Work Zone is to be 10 meters; is to belocated just south of the driveway servicing the rear of the property at No 29 Ocean Avenue,Double Bay and is subject to the following conditions:

i. Any directive provided by the NSW Police Department is to be complied with.

ii. The Works Zone is to operate between the hours of 9.30am-3.00pm Mon-Fri and 7.00am-1.00pmSat, for a period of 10 weeks commencing 2 March 2005.

iii. Suitable traffic control measures are to be put in place to manage truck movements to and fromthe excavation site.

iv. The applicant is to ensure that the traffic lanes, footpaths and driveways, adjacent to the WorksZone, remain free of obstruction at all times during the construction.

v. The applicant is to inform Council’s Traffic Engineer when the project is completed and theWorks Zone can be removed.

vi. This Works Zone is in a residential area. The fee payable shall be in accordance with Council’sadopted fees and charges applying to the period for which the approval is given, and must be paidprior to the Works Zone being installed. Should the Works Zone be required for a shorter period,application may be made for a pro-rata refund.

vii. Failure to comply with any of these conditions may result in the cancellation of the Works Zoneat Council’s determination.

viii. The developer should be advised that:

• Should the Works Zone be required for a period longer than the approved period, permission fromthe Director of Technical Services is required to extend the Works Zone.

• Should the Works Zone be required for additional hours of operation, any amendment will requirethe approval of the Woollahra Traffic Committee.

B. THAT the applicant notifies all adjacent residents and business owners by a letterbox drop of theconditions of the Works Zone.

BMD Constructions have requested that a Works Zone be installed on the eastern side of GreenoaksAvenue opposite their construction site at No 11-21 Greenoaks Avenue, Darling Point.

The applicant has requested that the Works Zone area:

• Be 10 meters long and positioned on the eastern side of Greenoaks Avenue opposite theirconstruction site and just south of the driveway servicing the rear of property No 29 Ocean Street.

• Operate Monday to Friday 7am – 5.30pm and Saturdays 7am – 1.00pm for a period of 10 weeks,and be in place from 28 February 2005.

Refer to Annexure 1 for a locality map.

Existing Conditions:

The existing conditions at the location of the proposed Work Zone are summarised as follows:

• Greenoaks Avenue is a 2 lane undivided carriageway with parking on the eastern side only.• Greenoaks Avenue is a heavily trafficked road, especially during the morning and evening peak

periods• Parking at this location is heavily utilized.

Proposal:

The Works Zone has been requested in order to facilitate truck movements to and from thedevelopment site and if approved, will result in the loss of 2 car parking spaces for the duration of theWorks Zone.

The applicant has requested that the Works Zone operate between the hours of 7.00am - 5.30pmMonday to Friday and 7.00am - 1.00pm Saturday for a period of 10 weeks.

One of the conditions of approval for the development is that there must be no temporary, partial orotherwise road closures during morning and afternoon peak hours, this being defined as being betweenthe hours of 7.00am - 9.30am and 3.00pm - 6.00pm Monday to Friday. As a temporary road closurewould be required to enable trucks to enter and exit the construction site, the hours of operation of theWorks Zone should be limited to those permitted in their Development Consent.

The applicant has also prepared a Traffic Control Plan to facilitate truck movements into and out of theexcavation site and a copy of this plan is attached as Annexure 2.

The developer is to be made aware that should the Works Zone be required for a period longer than theapproved period, permission from the Director of Technical Services is required to extend the WorksZone.

Identification of Income & Expenditure:

The installation of signs will be costed against the fee received for the Works Zone.

Background:

The Woollahra Traffic Committee, at its meeting of 2 November 2004, when considering a report onboat and trailer parking in O'Sullivan Road and Newcastle Street, Rose Bay, recommended thefollowing:

A. ”THAT the following parking schemes be approved:

O’Sullivan Road

• A ‘2P 8.00am-8.00pm Permit Holders Excepted Area Rose Bay 2’ resident parking zone for thesection between New South Head Road and Latimer Road and

Newcastle Street between Albemarle Avenue & Old South Head Road

B. THAT the residents of O’Sullivan Road and Newcastle Street between Albemarle Avenueand Old South Head Road be advised of Council’s decision."

The Community and Environment Committee, at its meeting of 15 November 2004, when consideringthe recommendations of the Woollahra Traffic Committee, adopted the above recommendation withthe addition of the following part to the recommendation:

"C. THAT a report be brought back to the Corporate & Works Committee in September2005, to report on the outcomes of the changes"

Implementation of the Council's Resolution

In accordance with Part B of the above resolution, on 26 November 2004, the residents of O'SullivanRoad and Newcastle Street were advised of the Council decision .

The necessary signposting to implement the Council’s resolution was installed between15 and 20 December 2004 at a cost of $17,731.48 (inclusive of GST).

Because the signposting was installed just prior to the Christmas/New Year period, it was decided thatthe new parking regulations would not be enforced until the end of January 2005. In the interim,warning notices were issued to any vehicle or boat/trailer reported as contravening the new parkingrestrictions.

The newly introduced parking restrictions were first patrolled Wednesday 9 and Thursday10 February 2005. A total of 29 Infringement Notices were issued on Wednesday and 19 on Thursday.

The parking restrictions were again patrolled on Wednesday 23 February 2005. On this occasion,Infringement Notices were issued to 6 boat and trailers and 1 car in O'Sullivan Road and 1 truck and 2trailers in Newcastle Street. A number of trailers, which were illegally parked, especially in NewcastleStreet, were not issued with Infringement Notices as current registration details were not attached tothe boat/ trailer. It is possible that these boat/trailers have been abandoned and the Regulatory Staffare currently in the process of confirming this information with the Police Department with a view tosuch vehicles being removed by Council as abandoned vehicles.

Scheme Outcome and Recommendations

It would appear that, as a result of the newly introduced parking regulations and action taken by theCouncil's Parking Enforcement Officers, a number of boat owners have either removed or relocatedtheir boats & trailers from O'Sullivan Road and Newcastle Street. The results of a parking surveycarried out on 23 February 2005, relative to parking surveys carried out prior to the introduction of thenew parking restrictions, are shown below:

From the surveys carried out, it would appear that the action taken by Council has reduced the numberof boat and trailers parked long-term in O'Sullivan Road and Newcastle Street.

Although the number of boat and trailers parked in O'Sullivan Road and Newcastle Street has beenreduced, there has been an increase in the number of boat and trailers parked in Faraday Avenue andAlbemarle Avenue, adjacent to Newcastle Street. Five boat and trailers and one small trailer haverecently parked in Faraday Avenue near the intersection of Newcastle Street and two new boats andtrailers have been parked in Albemarle Avenue. One resident of Faraday Avenue has alreadyrequested Council to take action to remove the boats and trailers recently parked in Faraday Avenue.No such request has been received, to date, from any resident of Albemarle Avenue.

As there has been limited enforcement of the parking restrictions to date and as it is possible that anumber of boat and trailer owners may still be unaware of the altered parking restrictions, I believethat the full effect of the new parking restrictions is yet to be determined. Unregistered and/orabandoned trailers may also be affecting the outcome.

In relation to the increase in boat and trailer parking in Faraday Avenue, it is considered that Councilhas two options, these being to introduce time-limited parking in Faraday Avenue near the intersectionof Newcastle Street or wait and monitor the situation. It is considered that the best approach would beto canvass the residents of Faraday Avenue, near the intersection of Newcastle Street, to determinetheir views on the possible extension of the One Hour Parking Scheme in Newcastle Street to theNewcastle Street end of Faraday Avenue.

Having regard to the above, it is recommended:

A. That the parking restrictions in O'Sullivan Road and Newcastle Street, Rose Bay continueto be enforced.

B. That Council continues monitoring the boat and trailer parking in O'Sullivan Road,Newcastle Street and surrounding streets.

C. That Council's Regulatory staff pursue the removal of all unregistered boat and trailers inO'Sullivan Road and Newcastle Street.
