In February 2002, the TERI University entered into an MoU with the School of Forestry and Environmental Studies of Yale University. The TERI University signed MoUs, in 2004, with the Nottingham University, UK; in 2006, with the University of Saskatchewan, Canada; and in 2008, with the University of Iceland, the North Carolina State University and the Friei University, Germany. These inter-institutional MoUs are aimed at facilitating mutually beneficial exchange of students, faculty, knowledge, resources and ideas. The University receives no regular grants or aid from any source. In 2002, the Ford Foundation gave an endowment to the University for setting up the Department of Natural Resources. In 2004, the NTPC gave a grant for setting up the NTPC Chair in the Department of Policy Studies. In the same year, the Department of Personnel Training, Government of India, entered into a collaboration with the University for running a master’s programme for mid-career civil servants. The economy of any country, irrespec-tive of its stage of development, requires competent and effective regulatory institutions functioning towards the goals of efficiency and equity. This proposed pro-gramme would provide India and neighbour-ing countries a major resource of trained professionals to en-able the practice of independent regula-tory functions in a changing world.

IntroductionManagement education is deep rooted in India with a large number of universities offering MBA degrees. The MBA (Infrastructure) programme at TERI University brings together this knowledge capital in a set of courses that cover all traditional business administration disciplines such as marketing, finance, and strategy. In addition, this programme caters to the need for a cadre of professionals with training for operation, management, and financing of infrastructure services. The aim is to achieve a critical mass of expertise and academic excellence for effective management of, and for influencing public policy and regulatory practice in infrastructure industries.

The MBA (Infrastructure) programme encompasses a comprehensive and well-structured two-year curriculum designed specifically to provide specialized training in the concepts and skills involved in the infrastructure service delivery, regulatory process, and competition policy, as well as helping the managers understand regulation from technical, economic, social, legal and political perspectives. The programme is open to both mid career professionals and fresh graduates. For mid-career professionals from regulated utilities, regulatory bodies, and consultancies, the course allows them the flexibility to take up a research-thesis-based curriculum. It is mandatory for such students to undertake course work in the first year. In the second year, students will have to write a thesis and defend it at the end of the year. For graduates without work experience, course work will extend to 1½ years (3 semesters) followed by project work in the 4th semester.

Programme StructureThe two-year programme offers training in the traditional management

disciplines such as a management concepts, marketing, and organizational

behaviour. In addition, emphasis is on the four foundations of infrastructure

management: finance, economics, technology, and law. While the programme

provides a basic structure for study in the first year, students are the primary

designers of their educational and career trajectories through their choice

of major projects in the second year. The programme combines fundamental

management concepts with the challenges of infrastructure management in a

challenging world.

The two-year MBA (Infrastructure) is being offered to students in two

optional streams.

• Stream I – A regular programme for graduate students

• Stream II – A programme with an orientation towards research dissertation

for practising professionals rather than towards course credits. The course

allows professionals the flexibility to take up a research-thesis-based

curriculum.

In addition, students have the flexibility to pursue one or more sector and

functional specializations by selecting a set of elective courses from the

designated streams in the third and fourth semesters. Students have to choose

at least four electives each in both the third and the fourth semesters. A

minimum of three electives from any one functional specialization stream such

as marketing or finance constitutes a specialization. In addition, a minimum of

two electives from any one sector stream constitutes a specialization. At least

one sector specialization and one functional specialization is compulsory.

programme on the basis of an interview. These candidates are required to submit, at the time of interview, a sponsorship certificate from their employer on a proper letterhead, stating that for the period of his/her study at the University, the candidate will be treated as on duty with usual salary and allowances and that he/she will be fully relieved for the period of study for pursuing his/her studies.

Selection process The candidates will be shortlisted based on CAT/GMAT/MAT scores. Selection from shorlisted candidates will be on the basis of group discussions and interviews conducted by the University at New Delhi.

Summer internship and Major Research ProjectStudents will be required to register for a summer internship for a period of 8 weeks in an external organization. Most importantly, the Major Research Project in Semester 4 would be a core requirement. Detailed project guidelines would be available to the students for meeting course requirements for the summer internship and major research projects. These projects, carried out with the student housed in the host organization, will provide the students with a forum to focus on infrastructure challenges in the country, and participate in the analysis and the problem solving process. Each internship period will culminate in a seminar where the students will be evaluated on their problem solving ability along with learning from the exercise, and key management issues.

Pedagogical toolsThe choice of pedagogical tools will be based on the principle of ‘active learning based on strong conceptual understanding’. These would comprise classroom lectures, case studies, field visits, term papers, assignments and tutorials, a large number of guest lectures by practitioners and experts, seminars and discussion forums, and role play. In particular, case studies, drawing from real-world management challenges, will be designed and integrated into the curriculum. The faculty, along with professionals and development organizations will be encouraged to collaborate in the preparation of case studies. These case studies, along with the field exposure planned during the Summer Internship and the Major Research Project, would provide relevant context to the curriculum in this programme.
