He has represented his constitu- ents honorably, and I will miss his presence during council meetings. He served on several local govern- ment committees over the years, including a long tenure on the Economic Development Committee. Herb was always approachable to residents and he shared their thoughts with the council and staff. Tode served on the City Council for three terms, taking some time off in between terms to serve an LDS Mission in South Africa. She brought a woman’s perspective to the Council, something that is absolutely required in my opinion. She is truly the reason residents enjoy the Glockenspiel at Town Hall, and she has been a real force communicating Santa Clara’s story to visitors and tourists. I will miss her passion and courage when voicing her opinion in the face of vocal opposition, including many of her good friends during heated discussions regarding development in the downtown. Her service on the Swiss Days Committee and Heritage Committee was outstanding. I was confident, if I was unable to attend a meet- ing, she would always have the best interest of the City in mind as Mayor pro tem, a position she held for most of her tenure. She will be sorely missed. Next year will bring new challenges for the City. The daily responsibilities of municipal government of providing clean water, safe streets, capable fire & police protection, high quality recreation opportunities & parks, efficient & reliable public power are not going away anytime soon. Growth will continue to fuel the debate between private property rights versus those opposed to change. Discussions and arguments will continue regarding the Lake Powell Pipeline, the Northern Corridor, and the Habitat Conservation Plan renewal. The new council will have to make important decisions impacting these regional projects in addition to considering local projects. Establishing a safe, organized shooting range in the South Hills; possible expansion of mass transit service in the community; addressing new commercial development in the downtown and managing expanding resort development northeast of Harmon’s in the heights; providing a secondary irrigation water system; improving access to more affordable housing for our workforce; these are but a few of the important issues currently facing the City. The new City Council will have to hit the ground running in January. Hang on everyone, 2020 should be a fun ride. During this holiday season I hope each of you take time to count your blessings and take a few minutes from your busy schedules to spend additional time with family and enjoy the special spirit this season offers. I hope happiness finds each of you and your loved ones this season and I hope each of your homes will be filled with love and laughter every day during the new year. Congratulations to former Mayor Denny Drake, current Planning Commission Chairman Leina Mathis and incumbent Councilman Jarett Waite for their successful City Council campaigns to serve the resi-dents of Santa Clara. I’ve known these individuals for many years, and I look forward to working with each of them moving forward in 2020. They each have many years of local community service experi-ence in Santa Clara and their diverse backgrounds will represent residents well during their future as-signments. They will be sworn in during the City Council meeting on January 8, 2020 at 5:00 pm at Town Hall. It would be great to see a good turnout at the meeting.

I want to publicly express a huge thanks to Councilwoman Mary Jo “Tode” Hafen and Councilmen Herb Basso who will step aside and make room for the new council. I’m extremely grateful for the time and opportunity I’ve had to work with these great individuals over the years as Mayor. SANTA CLARA CITY LOCAL BUSINESS HIGHLIGHTS

CODE ENFORCEMENT-DEC. STORM WATER WATCH

This time of year we find ourselves doing fall cleanup around our homes. With this comes the trimming of trees, raking of leaves, and breaking our gardens down. The remains of all these items don’t always make into our garbage cans or compost areas.

Recently I have received several calls and have personally observed people blowing leaves into the street. This waste (leaves & grass) blows into our neighbors’ yards, but most of it ends up in the City Storm Water drainage system. This costs you, the citizens of Santa Clara, tax dollars for city employees to free these areas of the blockage.

Just a friendly reminder the City has an ordinance against this type of waste entering our Storm Drain System. Please review the following ordi-nance description and remember these items end up in our rivers, lakes, and streams.

Nuisances include: The discharging or placing any offensive water, liquid waste, or refuse of any kind into any street, alley, sidewalk, gutter, stream, wash, natural watercourse, ditch, canal, or any vacant lot or which as the result of con-tinued discharge will tender the place of discharge offensive or likely to become so; No person shall sweep into or deposit in any gutter, street or other public place the accumulation of litter from any building or lot from any public or private sidewalk or driveway. Persons owning or occupying property shall keep the sidewalk in front of their premises free of litter.

DECEMBER CLEAN UP DUMPSTERS

December clean up dumpsters are scheduled for December 13 & 14, 2019. There will be 3 dumpsters at the Little League Parking Lot and 1 at the Town Hall Parking Lot. Please do not leave trash on the ground before the dumpsters arrive or after they have been removed. These dumpsters are for household clean up. They are not for disposal of paint, batteries, tires, appliances, furniture or hazardous waste products-such as pesticides and other chemi-cals, and not for construction site waste-they should have their own dumpsters on site. For large, bulky items like furniture & appli-ances call Republic Services at 628-2821 to schedule a special pick up. The Landfill holds 2 hazardous waste collection days dur-ing the year, find the dates at wcsw.org/household-hazardous-waste/. The St. George Reuse Center located at 575 E. Brigham Rd. accepts removed vegetation and tree limbs for mulching; you can also take your discarded Christmas tree there for mulching after the holiday. The Reuse Center phone # is 627-4028. Repub-lic Services will also pick up Christmas trees after the holiday.

2020 Clean up dumpsters are scheduled for March 6-7, June 5-6, September 4-5, and December 4-5. Watch for notices in the 2020 newsletters and on the city website at www.sccity.org.

2020 business license renewals will be sent out in De-cember and are due no later than Jan. 31, 2020. Please make sure your state registration and any state licenses are current and that you provide that information with your renewal. Daycares, preschools and commercial business-es must have their annual fire safety inspection done and provide verification of the inspection for business license renewal. To schedule your fire safety inspection please call 674-1083. Business licenses can not be issued with-out the fire safety inspection. Canyon View Park located at 1400 Canyon View Drive is Santa City’s oldest and most treasured Park. The 40 year old park has been enjoyed by generations and is need of updating. The City has been using the Recreation, Arts, and Parks (RAP) dollars and pri-vate donations to build new restrooms, a playground, and tennis courts and we have lots more to do. The City would like to hear from you to see what future improvements you would like in your park. Special thanks to the Kiwanis Club for their significant contribution for the tennis and pickleball courts improvements.

The Snow Canyon Little League ball fields at Canyon View Park will be getting a new ball field lighting system thanks to help from the Washington County Tourism Grant. The County is contributing $115,000 towards the $155,000 purchase of poles, lights, and ma-terials. Our skilled Santa Clara Power Department will install the system saving us over $100,000 in installation fees. The new LED lights will reduce electrical usage by 60 percent and significantly reduce spill light and glare for improved dark sky.

Volunteers: The Dixie State University Biology Class of 38 stu-dents volun-teered at the Santa Clara Cemetery on November 9 to honor Santa Clara Veterans through a com-munity service. The students installed ground mulch around the

Veteran’s Memorial to renew the landscape and installed mulch rings arounds the base of 98 cemetery trees. Thank you DSU!

2020 DOG LICENSING

SANTA CLARA TOWN CHRISTMAS EVE PROGRAM

The Annual Santa Clara Christmas Eve Program will be held Tuesday, December 24th at 6:00 p.m. at the Santa Clara Stake Center. The program will last about 30 minutes. It in-

volves children from ages 3-12.

If you are interested in participating, please contact Sherri An-derson at 435 632.7040 or Charise Smith at 435 632-9256. Practices will be held each Monday in December from

5:30-6:00 p.m. at the west side of the building.

This program began when Santa Clara was first settled and was under the direction of the Ward. When the 1st Ward split and there were two wards in Santa Clara it became a Commu-nity Event. It is a wonderful Town Tradition that has been car-ried on for over 150 years. Please join us for a VERY special

way to start off your Christmas Eve.

2020 Dog Licenses are now available at the Santa Clara Town Hall Office. Please provide a copy of your dogs rabies certificate to show proof of current rabies vaccination at the time of licensing. License fees are as follows:

1st dog Fixed: $10.00 Not Fixed: $20.00 2nd dog Fixed: $12.00 Not Fixed: $22.00

Please remember City Ordinance requires that you license your dogs annually. The city dog license tag and rabies vaccination tag should be on your dogs collar on your dog at all times. If your dog is found at large the city tag makes it easy to identify the owner and get your pet back to you.

We will not be holding a dog licensing/vaccination clinic this year so please be sure to stop by the office to license your dogs for 2020. You can also call to license your dogs as long as we have a copy of the current rabies vaccination certificate. Late fees apply after Feb. 28. For dog licensing questions call 673-6712 EXT 201.

H.E.A.T. PROGRAM: Accepts applications to assist eligible

households in need of help paying their home heating bills. This fed-erally funded program is administered by the State of Utah. Payment amounts are based on income, energy use, and at-risk groups in the household. Residents who wish to apply for assistance call 435-652-9643 to schedule an appointment. Reminder: Extremely cold weath-er can lower an animals re-sistance to disease and bring on ailments like pneumonia and ar-thritis. A good temporary shelter can consist of a shipping crate, wooden or metal drum or even a large cardboard box. Make sure your pets have an adequate shel-ter to stay out of the desert cold. Please don’t leave your pets out-doors for long periods in extreme cold weather.

December is a month filled with family, friends and holiday cheer. Decem-ber also brings another calendar year to an end. As we conclude 2019 and “ring in” 2020 INKAS would like to express our thanks and gratitude to:

All of our volunteers and generous donors. Without your help both time-wise and financially INKAS would not be able to carry out our mission of providing resources to assist the Ivins Animal Shelter, as well as other local non-profit, no-kill animal rescue groups.

Bailee Mabe and her team at the Ivins Animal Shelter for their dedication and hard work at the shelter and for their continued efforts in community outreach.

To all those who have given the best gift of all by rescuing and providing loving “forever homes” to animals in need.
