Incomes Register – a national online database
• The Incomes Register contains comprehensive wage, pension and benefit
data at individual level.
• Data providers report data to the Incomes Register:
– in real time
– payment-specifically
– according to commonly accepted standards.

Incomes Register Project implements the
Incomes Register
• The project to establish the National Incomes Register (KATRE) is a joint
venture between the Ministry of Finance and the Tax Administration.
– The Tax Administration is responsible for its implementation.
– The Incomes Register Unit maintains the Incomes Register and acts as
the responsible authority.
• The system supplier is Digia Finland Plc.

When will the Incomes Register be
completed
and to whom does it apply?
Two-phase implementation
• During the first phase, beginning in 2019, earnings payment data will be
reported to the Incomes Register.
• As of 2021, pension and benefit data will also be reported to the Incomes
Register.
• The reporting of data to the Incomes Register will immediately apply to all
earned income payers as of 1 January 2019, and to all benefit payers as of
1 January 2021.

Extensive field of Incomes Register
stakeholders
• Data providers include all employers, payers of benefits and pensions,
insurance providers and accounting firms.
• Incomes Register data users include the Tax Administration, the Social
Insurance Institution of Finland (Kela), unemployment funds, Statistics
Finland, and local authorities.

information
Key principles
• The register is a real-time data repository into which data is reported
payment-specifically.
• The deadline for reporting the data is payment date + five days.
• Reporting and utilising the data is free of charge.

The Incomes Register does not create
new data access rights
• The Act on the Incomes Information System specifies which data each user
may view or use.
• Not all data in the Incomes Register is freely available to all.
• Income earners may view their data in the Incomes Register via the e-
service.

What earlier practices will the Incomes
Register replace? • The Incomes Register will replace annual notifications currently submitted
to the Tax Administration, earnings-related pension providers and the
Unemployment Insurance Fund.
• The register will also replace pay reports and payslips requested from
employers and income earners.

• Reduces the administrative
workload of employers. – Simplifies submission and reporting
obligations related to the payment of
wages.
• Provides income earners with a
real-time, overall view of their
pay and benefit data.
• Automates the processes of
Incomes Register data users.– Offers an up-to-date repository of
wage, benefit and pension data for the
data users' own decision-making
processes.
– Data will be used, among other tasks,
for the calculation of benefits and
determination of customer fees, as well
as by various authorities in their
supervisory activities and for statistical
purposes.
– Supports combating the grey economy.

Technical information
• The language of the technical service interface is English.
– Materials and instructions in Finnish and Swedish are also available.
• The data format of the interface is XML.
• The schemas are in English.
• Data can be reported:
– via the technical interface
– via the e-service
– for special reason, on a paper form.
