INTRODUCTION The level of urbanization can be measured in terms of the proportion or percentage share of those living in urban areas relative to the total population. It connotes the changing balance between rural and urban populations brought about by spatial shifts such as migration of people from rural to urban areas and by differences in the rates of natural increase of the population in the two areas being compared. In short, the level of urbanization to a certain extent would measure the degree of urban growth of an area over a period of time. The definition of urban areas under the Philippine Statistical System (PSS), which has been in use since 1970, considered four criteria that involved population density, street pattern, presence of establishments, facilities and services and population size of non farming/fishing inhabitants. Republic Act No. 7279 entitled “AN ACT TO PROVIDE FOR A COMPREHENSIVE AND CONTINUING URBAN DEVELOPMENT AND HOUSING PROGRAM, ESTABLISH A MECHANISM FOR ITS IMPLEMENTATION, AND FOR OTHER PURPOSES,” also known as the Urban and Housing Development Act of 1992 (UDHA) has provided the definition of urban areasstated as follows: “refers to all cities regardless of their population density and to municipalities with a population density of at least five hundred (500) persons per square kilometer. Prior to the passage of the UDHA, the Local Government Code of 1991 (R.A.7160) was promulgated to give complete autonomy to LGUs in running the affairs of local governments. This provided the LGUs opportunity to plot the course of countryside development which may directly contribute to the socio-economic growth and urbanization of their area of jurisdiction. Among these provisions are: 1) the power of LGUs to create new barangays; 2) devolved some functions of the Housing and Land Use Regulatory Board (HLURB) on land use control like conversion of the use of land from rural to urban uses, among others; and, 3) the preparation of Socio-Economic Plan of the City/Municipality for submission to the Department of Interior and Local Government (DILG) and preparation of a comprehensive Land Use Plan (CLUP) subject to the approval of Sangguniang Bayan to be reviewed by HLURB. COMPARATIVE ANALYSIS OF TWO LEVELS OF URBANIZATION: UDHA vs. PSS1

I. INTRODUCTION

The level of urbanization can be measured in terms of the proportion or percentage share of those living in urban areas relative to the total population. It connotes the changing balance between rural and urban populations brought about by spatial shifts such as migration of people from rural to urban areas and by differences in the rates of natural increase of the population in the two areas being compared. In short, the level of urbanization to a certain extent would measure the degree of urban growth of an area over a period of time.

The definition of urban areas under the Philippine Statistical System (PSS), which

has been in use since 1970, considered four criteria that involved population density, street pattern, presence of establishments, facilities and services and population size of non farming/fishing inhabitants.

Republic Act No. 7279 entitled “AN ACT TO PROVIDE FOR A COMPREHENSIVE

AND CONTINUING URBAN DEVELOPMENT AND HOUSING PROGRAM, ESTABLISH A MECHANISM FOR ITS IMPLEMENTATION, AND FOR OTHER PURPOSES,” also known as the Urban and Housing Development Act of 1992 (UDHA) has provided the definition of “urban areas” stated as follows: “refers to all cities regardless of their population density and to municipalities with a population density of at least five hundred (500) persons per square kilometer.

Prior to the passage of the UDHA, the Local Government Code of 1991 (R.A.7160)

was promulgated to give complete autonomy to LGUs in running the affairs of local governments. This provided the LGUs opportunity to plot the course of countryside development which may directly contribute to the socio-economic growth and urbanization of their area of jurisdiction. Among these provisions are: 1) the power of LGUs to create new barangays; 2) devolved some functions of the Housing and Land Use Regulatory Board (HLURB) on land use control like conversion of the use of land from rural to urban uses, among others; and, 3) the preparation of Socio-Economic Plan of the City/Municipality for submission to the Department of Interior and Local Government (DILG) and preparation of a comprehensive Land Use Plan (CLUP) subject to the approval of Sangguniang Bayan to be reviewed by HLURB.

of urban areas in the Philippines. However, instead of starting from scratch, NSO opted to revalidate the study conducted earlier by the Statistical Research and Training Center (SRTC) by employing statistical analyses on sample barangays to identify the key factors that will identify urban areas. The result of the experiments done had identified population, presence of establishments and presence of facilities within the two-kilometer radius as key factors of urbanization from the census data.. Based on the recommendation of the NSO study, National Statistical Coordination Board (NSCB) issued Resolution No. 9 on October 23, 2003 to adopt the new definition of an urban area for use in the Philippine Statistical System (PSS). The three criteria to define urban areas are:

1. If the barangay has a population size of 5000 or more, then a barangay is

considered urban, or 2. If a barangay has at least one establishment with a minimum of 100 employees,

then a barangay is considered urban, or 3. If a barangay has 5 or more establishments with a minimum of 10 employees and

5 or more facilities within two-kilometer radius from the barangay hall, then a barangay is considered urban.

The resolution further stated that all barangays in the National Capital Region are

automatically classified as urban but all highly urbanized cities be subjected to the urban-rural criteria in order to classify their urbanity. It is in this light that the comparative analysis of two levels of urbanization is the subject of this paper because of its relevance and importance to urban planning, social and economic planning and to other researchers who are users of urban-rural statistics. II. METHODOLOGY

This study did not use sophisticated statistical methods of analysis since the objective is just to compare the level of urbanization using different definitions for the same geographic area and the same source of basic data. The UDHA definition limited the identification of urban areas to population density per square kilometre at the municipality level and automatically considered all cities as urban in their entirety. This is a departure of the methodology adopted by the PSS wherein the barangay is the subject of observation for the urban characteristics at barangay level. Both the UDHA and PSS definitions, however, automatically considered NCR as entirely urban.

The first part of comparison is done at the national and regional levels but there

seems to be not much difference in the level of urbanization in most regions. Thus, The UDHA definition was used as the controlling factor in the grouping of areas to be compared with the PSS definition.

The results of the 2000 and 2010 Censuses of Population and Housing were used to

produce annex tables for analysis and Appendix Table 1. Since the new definition cannot be applied to the 2000 CPH, a comparison was made using the UDHA definition but comparing it with the 1970 urban area definition for 2000. III. COMPARATIVE ANALYSIS A. Urbanization at the national and regional levels The levels of urbanization applying the UDHA and PSS definitions in 2000 and 2010 are shown in ANNEX Table A.1. The table compares the two levels of urbanization for 2010 using the 2010 CPH results.

At the national level, in 2000 UDHA definition shows the level of urbanization at 52.26% compared with the PSS 1970 definition of 48.00%, a difference of 4.3 percentage points or 8.98%, which is not very significant. By region, in 2000, there are five (5) in the UDHA definition where the level of urbanization is much lower than PSS and in 2010, there are only four regions where UDHA yielded lower level but only three of them are repeat. CAR and Cagayan Valley recovered and surpassed that of PSS 2000. The new region that is lower than PSS is Davao, see summary table below.

B. Urban-rural Classification of Barangays in CPH 2010: UDHA vs PSS

Table B.1 reflects how the barangays were classified into urban and rural classification based on the two definitions. Out of the total 42,025 barangays in the Philippines, 13,938 barangays or 33.2% have been identified as urban and 28,087 or 66.8% are identified as rural using the UDHA definition. Of the UDHA urban barangays (13,938) only 4,714 barangays or 11.2% were identified by the PSS new definition as urban areas while the rest (9,224 or 21.9%) are classified as rural (shaded in red). In short, these 9,224 barangays comprising 21.9% of the total were part of the urban areas identified by the operation of the density rule and by their being “cities” which the 2003 PSS new definition did not see them as urban.

On the other hand, the PSS new definition reported 5,697 urban barangays

consisting of 13.6% of the total barangays of which 983 or 2.3% were identified as rural under the UDHA definition because these barangays were located in municipalities with a population density of less than 500/km2. However, both definitions had identified a total of 27,104 barangays as rural comprising 64.5% of the total.

Instead of grouping the cities/municipalities and barangays by region, to examine their distribution, another grouping was done by sorting cities and municipalities according to their function/role as HUCs, cities as provincial capital, other cities and municipalities, see ANNEX Table B.2 and ANNEX Table B.3.

Based on the distribution of the cities and municipalities, there are only 400 cities and

municipalities or 24.48% of the total cities/municipalities in the country found to be urban areas in their entirety based on UDHA definition, compared with 775 cities/municipalities or 47.43% that were found to be with some urban barangays under the new definition, in 2010 However, there are only 6 cities/municipalities out of these 775 where all the barangays were found to be all urban as shown below. All the rest are partially urban.

For convenience in the comparison of distribution we shall use the group

identification as reference, e.g. Group A for HUCs, and so on. Take note that Taytay and Cainta both in Rizal and Cabuyao Laguna are under Group E (Municipalities with population density of at least 500/km2), while Kalayaan, Laguna and Talaingod, Davao del Norte belong to municipalities with less than 500 population density/km2, Group G, thus, their level of urbanization under UDHA is zero, see APPENDIX Table 1.

ANNEX Table B.3 reflects the distribution of the urban barangays in the application

of the two urban definitions. Under UDHA, Group E (Municipalities with population density of at least 500 persons/km2) reported the most number of urban barangays consisting of 6,180 or 44.34% of the total 13,938 barangays, while the PSS new definition reported Group A (HUCs including NCR ) as having the greatest frequency, comprising 2,409 or 42.29% of the total urban barangays. A little more than one-fifth (21.63%) of the UDHA urban barangays are located in Group A of which 12.23 percentage points or 56.5% of all barangays in HUCs are in Metro Manila.

Percentagewise, only 17.22% were found in Group E under the PSS followed by Group C ( Other cities) with 13.81%. It is significant to observe that Group G ( Municipalities with a population density of less than 500 persons/km2) yielded a share of 15.69% of the total urban barangays. These are the barangays that were missed by the UDHA definition because acceptance of urbanity is only at the city/municipality level. C. Levels of Urbanization by Special Area Group Earlier, the level of urbanization using two definitions was discussed with regional disaggregation. This time the level of urbanization is compared with the special area grouping to find out if there are significant differences in the application of the two definitions of urban area using density for municipalities and automatic urban in the case of cities under

UDHA, see ANNEX Table C.1. Take note that the UDHA definition has been enshrined in the law and therefore is being used for planning purposes. The Local Government Code (LGC) of 1991 (Republic Act No. 7160), classifies all cities into one of three categories:

1. Highly Urbanized Cities (HUCs) – Cities with a minimum population of 200,000 inhabitants, as certified by the National Statistics Office, and with the latest annual income of at least five hundred million pesos (P500,000,000.00) based on 2008 constant prices, as certified by the City Treasurer.

2. Independent Component Cities – Cities that are independent of the province, and as such their charters ban residents from voting for provincial elective officials, with a minimum population of 150,000 and earns at least 350 million pesos (P350,000,000.00) based on 2008 constant prices, as certified by the city treasurer.

3. Component cities – Cities that do not meet the preceding requirements are deemed part of the province in which they are geographically located.

A review of the hierarchy of settlements prepared by HLURB did not strictly follow the

definition of an urban area as prescribed in UDHA but additional functions of a city or municipality were also considered. There were three levels of urban areas identified, namely: Primary Urban, Secondary Urban and Tertiary Urban.

Primary urban includes seat of regional government administrative and political

center, transportation node and infrastructure center. Regional center and subregional centers belong to this level. On the other hand, Secondary Urban includes major urban centers such as provincial capital, provincial trading center and major nucleus of S-M-L industries, channel for technical transfer, agricultural surplus producer of raw materials, center for mining and mineral processing, etc. while tertiary urban refers to minor urban centers where municipalities are projected to grow and develop into urban centers, will supply services to neighboring municipality needs, its socio-economic and physical facilities serve as service centers that link town to the hinterlands. All the administrative areas were classified in any of the hierarchy of settlements. Those that were not identified to belong to any of the three functional hierarchies were considered as “satellite” municipalities. Moreover, this definition was adapted by HLURB in its attempt to identify urban areas in the preparation of a hierarchy of settlements by region as part of the first national physical framework plan prepared to initially implement the provisions of UDHA, the National Urban Development and Housing Framework (NUDHF) 1993-1998, Volumes I and II.

In socio-economic planning, the services that shall be provided in urban areas may

differ significantly with those of rural areas because of their diversity in requirements and needs of the residents in terms of growth and development. For instance, the problem of poverty in urban areas is much more complex than in rural areas. There are many slum dwellers and informal settlers in urban areas due to scarcity of land and higher cost of living compared with those in the rural areas, thus it is a must that the geographic areas have to be accurately classified into urban and rural dimension to serve the needs of all types of data users. In the special area grouping prepared, it did not take into consideration the LGCs categories of cities but group them according to their function/role and densities per UDHA definition.

Group A. Highly Urbanized Cities including NCR Group A is composed of NCR including Pateros and 17 other highly urbanized cities as provided for by law. For purposes of comparison, both definitions adopted NCR as all

urban in their entirety. However, if subjected to evaluation, NCR cities and Pateros will pass the density rule of at least 500 persons per square kilometre but not quite so if the PSS new definition is applied. APPENDIX Table 1 shows that NCR reported a density of 19,137 persons/km2 in 2010 with the City of Manila having the highest density of 66,140 persons/km2 and Pateros, the lowest with 6,168 persons/km2 inhabitants. For “Other HUCs” subgroup, under the PSS, the urbanization level is 84.68%, short of almost 15% to match that of UDHA. The total urban population in HUCs excluding NCR is 6.833 million ranging from a population size of 1.449 million (Davao City) to the smallest, which is Tacloban City with 221 thousand only. This is a confirmation of the misgivings of data users using the population density rule of identifying urban areas because not all barangays in the identified urban areas under the population density rule (UDHA definition) possess the urban characteristics based on the PSS new definition. Group B. Other Cities as Provincial Capital One of the criteria used by HLURB in the identification of the hierarchy of settlements for planning purposes is the function of the area within the region as discussed earlier. The provincial capital has been identified as a secondary urban center where provincial trading is conducted, the major nucleus of small, medium and large industries, channel for technical transfer, agricultural surplus producer of raw materials and center for mining and mineral processing, among others. It is a place of secondary importance based on the Central Place Theory, which is defined by Wikipedia as a geographical theory that seeks to explain the number, size, location of human settlements according to function providing services to surrounding areas. By UDHA definition it is expected that the entire city is accepted as an urban area, being a city. The result of a study made by NEDA’s Technical Working Group on Urbanization Index3 reported in Beijing in 1988 showed that to identify an urban place, two levels of evaluation is necessary, the first level involves the evaluation of cities and municipalities which are to be considered urban in their entirety and the second level evaluates each barrio/barangay in cities and municipalities which did not pass the first level evaluation. To be considered urban in its entirety, a city or municipality must have a population of at least 50,000 or a density of 2,500 persons/km2 and at the same time meet the following characteristics: a) At least 33% of the total households use water-sealed toilets; b) At least 58% of the total households use electricity for lighting; and c) at least 58% of the total households reside in houses made of strong/makeshift materials. The “criteria” was a result of performing factor analysis to identify the factors that influence urbanization both the physical and social aspects and discriminant analysis to arrive at the correct grouping of the areas and establish cut-offs of acceptance on the identified variables that measure urbanization. It is noted that the result of this study showed that density alone does not make a city or municipality urban. Based on the PSS new definition, the population density, on the average, of these city-provincial capitals numbering 36 is 634 persons/km2 and the urbanization level is only 62.50%, which is too low. Guided by the cut-off established by the NEDA’s TWG on Urbanization Index, regrouping the population density into four classes was done, as follows:

It has been shown from the above regrouping that 14 out of 36 cities or 38.9% do not pass as urban areas by UDHA standard of density. If we invoke the 2,500 density rule then only 4 city-provincial capitals or 11.11% would be considered urban in their entirety but still subject to the cut-off on facilities stated earlier. If we impose a population size of at least 50,000 inhabitants, 9 out of 36 or 25% will not pass as urban area, as shown by the arrayed data below. Since the density rule initially pass only 4 but the population size passed 75%, then we can subject them to the test for facilities. Due to lack of time, this was not pursued but could be done. This exercise proved that density is much more strict than population size as indicator of urbanization.

Apparently the regrouping has increased the urbanity of this Group from 62.50% to 85.12% for the density class of at least 2,500 persons/km2 and the level reduced to 70.38% for density class of 1000 to <2500 persons/km2. The third class with density of at least 500 to less than 1000 registered a level of 57.10% while those cities with a density of less than 500/km2 reported a very low urbanization level of 40.40%. The application of the PSS new definition has also proven that the level of urbanization is comparatively low for a city considering that it is a provincial capital whose role is supposed to be a secondary center of administrative, economic, social, political, cultural, commercial, educational and health services, among others. Group C. All Other Cities This Group consists of all other cities numbering 69 with a total population of 5.785 million in 2010 and the level of urbanization is 58.95%, a little less than Group B. The average population density per km2 is 566 persons, which is also lower than Group B. The level of urbanization of this group is too low to consider them as all urban in their entirety as identified by UDHA definition. A special tabulation was also done to look at the characteristics of these cities, with the population density regrouped, as follows:

If the cities with density of at least 2000 persons/km2 are grouped together, the level of urbanization under the new definition will increase o 82.85% compared with 53.60% for cities with densities of at least 1000 but less than 2000 persons/km2. Cities with densities of less than 1000 persons/km2 yielded only 48.10%. There are three cities which are not shown in the table that obtained zero level of urbanization using the PSS new definition and could be contributory for the low level of urbanization, they are: Batac City of Ilocos Norte, Tangub City, Misamis Occidental and Dapitan City, Zamboanga del Norte. Group D. Municipalities with population density of at least 500/km2 as provincial capital. This group is composed of 9 municipalities as provincial capital. Its level of urbanization is 63.59% in 2010 which is higher by 4.6 percentage points than Group C and 1.09 percentage points, than Group B. Take note that in 2000 using the 1970 definition, the level of urbanization is much higher at 86.31%, see ANNEX Table C.1.

Only Santa Cruz, Laguna reported a density more than 2500 persons/km2 and only San Jose of Dinagat Island had a population of less than 50,000. Therefore, further tests on available facilities can be done to find out if any of these provincial capitals can be considered urban area in their entirety as per recommendation of the NEDA TWG on Urbanization Index. Group E. Municipalities with population density of 500 persons/km2. There are 252 municipalities belonging to this group with a level of urbanization of 44.58%. It is disappointing to see that 59 municipalities or 16.9% of this Group were found to have zero level of urbanization which UDHA definition considered 100% urban in their entirety. A special regrouping was done with different ranges of population size, and density to show if there is improvement in the level of urbanization based on an increased density:

The first class density above containing 7 municipalities with densities of 5,000 and over showed an average level of urbanization at 92.09% ranging from a low of 57.81% to 100%. While the minimum population size is more than 138,000 and the minimum density is 5,502, we cannot still say that a density with 5000 and over is an assurance that the area is entirely urban as proven by the level of urbanization of some areas with less than 60%. For the next class of 2000 <5000, some of the 13 municipalities do not meet the suggested minimum of 50,000 population but the density is within acceptable level although the level of urbanization is only 80.49% ranging from a low 37.41% to as high as 98.01%. But again there are shortcomings of some municipalities which are not acceptable as all urban in their entirety. The second to the last class of <2500 density shows that many do not meet the recommended cut off population-wise and density-wise. The last class which was not based on density grouping (catch all) numbering 59 reported a zero level of urbanization using the PSS new definition. Some of these municipalities meet the population size cutoff although the density is quite varied.

Group F and Group G. These two groups were put together for the reason that UDHA considered them as zero urban. However, the PSS new definition found some urban barangays in them. Group F is composed of 27 provincial capitals but whose densities are below 500, however, the PSS new definition had identified some urban barangays in them except one, Kabugao, the capital of Apayao with zero level of urbanization. Group G is composed of 1,207 municipalities whose density is <500/km2. However, 411 of them or 34.05% have some urban barangays identified by PSS new definition with an urban population of 5.377 million inhabitants yielding a level of 14.20% urbanization. The rest or 796 municipalities had zero level of urbanization, consisting of 65.9% of Group G.

IV. CONCLUSION AND RECOMMENDATION:

In has been shown in the analysis of the special area groupings that making all cities automatically urban areas in UDHA definition is overestimating the level of urbanization of these cities. This holds true also for municipalities with a density of at least 500 persons/km2. Using the population size (50,000) and density cut-off (2500/km2) established by the study of NEDA’s TWG on urbanization index as applied to the 1980 Census of Population and Housing helped in the evaluation which revealed that population size and density alone do not guarantee that the city or municipality is entirely urban. Due to lack of material time, what was not tested in the recommended procedure, is the assessment of facilities in the cities/municipalities which were found to meet the population size and density cut-off. On the other hand, the application of the PSS new definition to the 2010 CPH resulted in 3 cities and 60 municipalities found in Groups C to F as having zero level of urbanization against 100% using UDHA definition. For Group G, where all 1,207 municipalities were considered by UDHA as zero level urban, the PSS found 411 or 34.05% with some urban barangays. Applying the Central Place Theory in this cities and municipalities, at least one barangay has to be performing an important function, like seat of political, cultural, religious, trading, etc that services the need of surrounding areas, regardless of population size. Perhaps the three criteria used in the identification of the barangays may have missed the seat of government considering that one would not expect the location of the city/municipal hall to be populated with at least 5000 residents or with establishments employing at least 100 workers or having at least 5 small establishments and 5 facilities.

In view of the foregoing conclusions based on the findings of this study, we are

submitting the following recommendations: 1. To continue with the evaluation of the two definitions of urban areas by applying

the recommendations of NEDA’s TWG to adopt two levels of evaluation to determine the cities and municipalities to be entirely urban as the first level, and to subject all the barangays identified as not entirely urban in cities and municipalities as the second level, using the following criteria: a) if the barangay is seat of political, commercial, industrial, religious activities regardless of population size within the boundary of the town center and b) outside the town center with a population size of 7000 inhabitants.

2. Perform a similar study like what was done in 1985 by NEDA’s TWG on Urbanization Index using the 2010 CPH to establish cut offs which are easy to administer from census results and use a barangay schedule to obtain a checklist of some key urban indicators on social and physical characteristics as basis in the identification of factors that influence urbanization.

Series of 2003

ADOPTION OF THE OPERATIONAL DEFINITION OF URBAN AREAS IN THE PHILIPPINES

WHEREAS, the classification of urban and rural areas remains an important indicator

for many data users as it provides a basis for sound policies and decisions pertaining to urban planning and delivery f basic services;

WHEREAS, the definition of urban areas, which has been in use since the 1970

Census considers population density, street patterns, and presence of establishments and facilities for basic services;

WHEREAS, there were previous attempts to revise the definition of urban areas, the

most recent of which was the study undertaken by the Statistical Research and ‘’training Center (SRTC), which proposed the following urban criteria: (1) a city/municipality is to be considered as urban in its entirety if it has a population density of at least 4,000 (National Capital Region is considered as entirely urban); and (2) a barangay in a city or municipality not classified as urban in the first criterion is to be considered as urban if it has a population of at least 7,000 or it is a poblacion or central district of a city or provincial capital;

WHEREAS, the Technical Committee on Population and Housing Statistics (TCPHS)

reviewed the 1995 proposed redefinition and recommended the conduct of a validation of the proposed redefinition to ensure consistency, applicability and acceptability of criteria;

WHEREAS, in 2001, the National Statistics Office (NSO), with resources from the

Commission on Population and in collaboration with an Inter-agency Working Group (IAWG) composed of exerts from the private sector and representatives from the University of the Philippines Population Institute, Statistical Research and Training Center, National Economic Development Authority, and the National Statistical Coordination Board (NSCB) spearheaded the project on the “Revalidation of the SRTC Proposed Redefinition of Urban and Rural Areas”;

WHEREAS, the results of the study revealed that the key factor in identifying urban

areas are population, presence of establishments and presence of facilities within the two-kilometer radius;

WHEREAS, the IAWG presented to the TCPHS the proposed definition of urban

areas based on the results of the study and on subsequent suggestions from a consultative forum;

WHEREAS, the TCPHS endorses the proposed definition of urban areas because of

the soundness of the methodology used and simplicity of its application; NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the

Board approe for adoption by all concerned the definition of urban areas recommended by the TCPHS as follows:

(1) If a barangay has a population size of 500 or more, then a barangay is considered urban, or

BE IT RESOLVED FURTHER THAT:

1. All barangays in the National Capital Region be automatically classified as Urban; 2. All highly urbanized cities be subjected to the urban-rural criteria in order to

determine its urban-rural classification; 3. The NSO adopts the recommended definition starting in the 2005 Census of

Population (PopCen); 4. The NSO conducts parallel runs for generation of data on urban population using the

old and new definitions in the 2005 PopCen; and 5. The NSO and NSCB spearhead the conduct of an advocacy campaign to inform

users on the definition of urban barangay

ANNEX B DEFINITION OF 1970 URBAN AREA:

The criteria are the following : 1. In their entirety, all cities and municipalities which have a population density of at

least 1000 persons per square kilometer. 2. Poblaciones or central districts of municipalities and cities which have a population

density of at least 500 persons per square kilometer. 3. Poblaciones or central districts, not included in 1 and 2 above, regardless of

population size which have the following characteristics: a. Street pattern, that is, network of streets in either parallel or right angle

orientation; b. At least six establishments, either commercial, manufacturing, recreational

and/or personal services; and, c. At least three of the following: (i) a town hall, church or chapel with religious service at least once a year; (ii) a public place, park or cemetery; (iii) a market place or building where trading activities are carried on at

least once a week; and, (iv) a public building like a school, hospital, puericulture or health center or

library. 4. Barrios, having at least 1000 inhabitants, which meet the conditions set forth in

No. 3 and in which the occupation of the inhabitants is predominantly non-farming/fishing.
