    Police have escalated their investigation into the vandalism of Yarravilles new parking meters following a second attack within a week of their roll-out.

    Vandals smashed the screens of at least eight of the machines last week, causing damage estimated at $16,000.

    A separate attack a week earlier jammed payment slots with construction adhesive. e meters, covering 97 parking spaces, were installed last month at a cost of about $120,000.

    said the damage was disappointing and an inappropriate response to paid parking.

    Senior Detective Brendan OMahoney, who is leading the investigation, said police were following up numerous lines of inquiry.

    Cruising The Blackbird up and down the river four days a week for the past 36 years has provided the captain with insights into both the physical and psychological impact of the waterway on society as well as humankinds impact on the river.

    Mr Somerville is quick to point out the Maribyrnong was discovered by white settlers a day before the Yarra River, and he cheerfully pronounces the river as the more important of the two.

    People from the western suburbs learnt to swim in this river; its always been very much a part of their life, he says.

    Mr Somerville is critical of development thats encroached on the rivers edge, but hes pleased with the improvements made since he began operating his ferry on the river in 1979.

    Mr Somerville will be part of a panel discussion next week that will explore ways in which rivers connect and divide a city.

    Hidden gem Altona denies high-crime claim

    e Victorian Civil and Administrative Tribunal has given the go-ahead for a three-storey development in Yarraville despite strong community and council opposition.

    e $5 million development for 83 Gamon Street went before VCAT in June aer being knocked back by Maribyrnong council in December.

    Real Property Investors plans to build 17 units, a shop and caf in a mixed-use zone with a heritage overlay attracted 51 objections.

    Council knocked it back on a range of grounds, including inappropriate design, failure to satisfy neighbourhood character, amenity impacts on adjoining residents, and height and scale failing to respect the areas heritage signicance.

    Objectors also criticised poor amenity, overshadowing, visual bulk and lack of visitor parking.

    But the developer argued the proposal met heritage requirements, the purpose of the mixed-use zone and reasonable amenity expectations of adjoining properties.

    VCAT member Frank Dawson found signicant changes had been made to the original plans, including increased setbacks, improved open spaces and solar access, and a reduction in building height from 11.02 metres to 9.65 metres.

    He noted the concerns of Seddon Community Group secretary Pam Mulready that the proposal would dwarf the streetscape and destroy the public realm on Gamon Street.

    I can understand concern that the proposed development will introduce change into what is a well-established area, he said. I cannot, however, conclude that the proposal will destroy the public realm in Gamon Street.

    A Maidstone mother has issued a heartfelt plea to be reunited with her young daughter stranded in Vietnam aer her father allegedly took o with the familys passports.

    Duong Nguyen, the mother of 11-year-old schoolgirl Kate Vo, said the pair ew to Vietnam in July with her recently estranged husband.

    On arrival, he allegedly took the familys Australian passports and later claimed they had been stolen from a hotel room at gunpoint.

    Ms Nguyen visited the Australian embassy in Ho Chi Minh City seeking replacement passports but could not get one for Kate even though shes an Australian citizen.

    Consular ocials in Vietnam insisted the fathers signature be provided in order to issue Kate a passport, leaving her stranded with family in Ho Chi Minh City as her mother returned home to seek help.

    Ms Nguyen said Kate, in year 5 at Footscray West Primary School, was missing her family, friends, school and dance classes.

    She doesnt want to go anywhere, Ms Nguyen said. She just stays in bed very sad and Im very worried about her.

    Fighting back tears, she told Star Weekly the Star Weekly the Star Weeklysituation had le them both deeply upset.

    I miss my daughter very much. I really want to bring her back here because she needs to go to school. I want them to make my daughter a passport so I can bring her back.

    Ms Nguyen said she had no family in Australia and had been le homeless by her separation.

    She has been unable to contact her husband, who is thought to be back in Australia.

    I cant contact him, she said. Now I have nothing. My daughter is stuck there and I cant get her back.

    Footscray youth worker Les Twentyman accompanied Ms Nguyen as she delivered a letter to the Department of Foreign Aairs and Trade on Monday seeking her daughters return. In the letter she said she had returned to Melbourne to try to nd her ex-husband, but he had been elusive and unavailable and not

    at all co-operative in assisting me to have our daughter return to Australia.

    A DFAT spokeswoman said the department did not comment on individual passport cases.

    DFAT is aware of this case and places a high priority on the welfare of children, she said.

    passport application to include the written consent of each parent or guardian aimed to protect children from abduction and the rights of both parents.

    If full consent cannot be provided, the childs application can be considered under special-circumstance provisions, she said.

    Tell your story about Braybrooks iconic Skinner Pavilion and J A Chigwidden Grandstand

    Council is asking the community to tell their stories and submit their photos of their meaningful moments at the Skinner Pavilion and the J A Chigwidden Grandstand.

    These memories will form the content for a Skinner Pavilion and the J A Chigwidden Grandstand Historical Wall, to be later placed in the sporting pavilion at the Braybrook Community Hub. The Historical Wall will honour the significant role the pavilion and grandstand have played in Braybrooks history as the sporting place to be in the western region, hosting large crowds of VFA and VFL spectators.

    The pavilion and the grandstand will be demolished, commencing this month and anticipated to be complete by mid November.

    The $12.5 million Braybrook Community Hub opened in March this year. As part of the Hub redevelopment, the community now has a modern and accessible sport pavilion that features social rooms for clubs and hire use, fully accessible change rooms, views onto oval for spectators, storage, modern kitchen and appliances.

    Funded through Medicare Local Macedon Ranges North West Melbourne, and developed with Leisure Networks, the program aims to educate local clubs on the benefits of increasing female participation and inclusion, the barriers that some women face, and action clubs can take to overcome these barriers.

    A project that could take thousands of trucks o inner-west streets has been le languishing while the state government pursues its privatisation of Melbournes port.

    e $58 million Port Rail Shuttle proposes shiing freight between Swanson Dock and three inland container terminals, and has been in the pipeline since 2007.

    e freight rail shuttle could take an estimated 3500 trucks each day o city roads.

    Despite already accepting $38 million in federal government funds and allocating $20 million from its own 2014-15 budget for the shuttle, the state government has eectively abandoned the project while it tries to privatise the Port of Melbourne.

    Western suburbs Greens MP Colleen Hartland has slammed both current and previous governments over the delay.

    e Labor government has a cheap and quick solution to remove more than half the trucks from our local streets, and they have dumped it, she said.

    Ms Hartland last week told Parliament the people of Yarraville and Footscray put up with pollution, noise and road safety risks from thousands of port-bound container trucks on a daily basis.

    Its an absolute outrage that the Labor government is willing to consider making motorists and governments pay $5.5 billion for the Western Distributor proposal, when there is a far more aordable and eective solution available.

    A spokesman for Roads and Ports Minister Luke Donnellan said the government still supported a freight rail proposal at the port.

    e Port Rail Shuttle is one concept that may lead to improved rail modal share at the Port of Melbourne, but there are a range of other potential initiatives, he said.

    e government will pursue these in conjunction with the Port of Melbourne lease transaction.

    e successful bidder would be required to protect rail corridors inside the port and consider rail options during its lease term.

    Victoria University logistics expert Hermione Parsons warns port privatisation could leave taxpayers facing an expensive compensation bill.

    Ms Parsons on Monday told Victoria Universitys Port Privatisation in Australia forum that container capacity at the Port of Melbourne would be reached in the next 20 years.

    Currently, the privatisation proposal exposes Victorians to a massive compensation payout if a second container port is developed in the next 50 years, Ms Parsons said.

    Public hearings into the proposed lease of the Port of Melbourne began yesterday and continue today.

    Yarraville has seen the end of an era with Keith Prentice moving on from Heather Dell bakery.

    Keith 61, has stepped aside from the business 64 years aer his grandmother, Meg Prentice, opened the Anderson Street bakery in 1951.

    I came down when I was 21 and Ive been here six days a week ever since, he said.

    Aer learning the tricks of the trade Mr Prentice eventually took over the bakery from his grandmother, ensuring traditional favourites such as the Swiss pineapple cake and Neenish tarts faithfully lived on.

    e striking window displays and timeless treats have stood the test of time, Heather Dell surviving every food fad and fashion by staying true to a focus on quality and customer care. Mr Prentice said the lead-up to his departure

    last weekend le him with mixed emotions. You dont stay somewhere for 40 years unless youre surrounded by fantastic people, he said.

    You become friends with your customers. In 40 years I dont think theres been a day I havent given 100 per cent to what Im doing.

    But the time has come to hang up the apron and spend more time with family, including two grandchildren in Western Australia.

    Ill be there for the three-year-olds birthday. at means so much to me, Mr Prentice said.

    He assures customers the Heather Dell is in safe hands under the ownership of a local brother and sister, who have vowed to keep the favourites owing.

    Friends of Greenwich Bay will celebrate Bushcares Major Day Out on Sunday with an event looking at wildlife and conservation practices around the world.

    ere will be a walk, talk and slides at Sandy Point Nature Reserve in Newport, exploring initiatives undertaken in Africa, the Galapagos Islands and locally.

    Hobsons Bays conservation and environment team leader, Frank Fardell, will lead a walk at Sandy Point, near the boat ramp at the northern end of the Strand.

    overseas with a slide show at the Greenwich Reserve sports pavilion.

    An Altona Meadows street was blocked o for almost seven hours because of a bomb scare last Saturday.

    e Victoria Police bomb response unit was called to Hook Street about 10am aer a resident saw a suspicious package under a hatchback parked in a carport at their house.

    e squad used a robot to examine the suspected bomb.

    e area was deemed safe and the street reopened at 4.50pm.

    Police have not revealed what the suspicious item was, except to say it was not an explosive.

    Hobsons Bays Inspector Michelle Young said people were encouraged to report anything that might be a bomb.

    I think one of the main messages is that if residents locate anything they feel resembles an explosive device, they dont touch it, they call police, she said.

    We have a response to incidents like that, whether its deemed to be real or not.

    If people nd something, dont touch it, leave it there.

    Well attend and assess, so it goes into a standard type of response where the chemist will come out, the bomb squad will come out.

    Whether it was real or not, in any event its more about people feeling condent to leave the device and call police. A response will occur.

    A derelict house in Braybrook that attracts squatters and heavy drug users has neighbours fearing for their safety.

    e Hancock Crescent house has been le derelict for more than two years despite regular complaints by residents to police and Maribyrnong council.

    It has been attacked by taggers and has a number of smashed windows. e yard is used as a regular dumping ground.

    Neighbour Denise Meredith said the house and property had dumped rubbish, used syringes and rats, and smelled of rotting and human waste.

    Its infested with rats, she said.Its a disgusting mess. ere are squatters

    there; theres no sewerage and it reeks of urine and faeces.

    Residents are frightened to live around there.

    Ms Meredith said she also feared for the health and safety of anyone squatting in the property.

    Residents have been trying to get something done and have been contacting council for some time, but nothing has been done about it, she said.

    Maribyrnong council sustainable development director Nigel Higgins said the council had received and acted on numerous complaints about the house in the past year. He said the council had issued a number of

    clean-up notices, which the property owners had acted on.

    But rubbish has built up again and further notices were issued on the owners, he said. ey failed to comply and the property remained in an unsightly condition, despite a 30-day timeframe to clean it up.

    Contractors hired by the council have been working since last week to clean up the property. e council is taking legal action against the owners for failure to comply and to recoup the cost of the clean-up.

    Special Operations Group police used a battering ram to smash their way into a West Footscray house on Friday.

    Heavily armed police arrived at the house in First Street about 1pm, hunting for a man in relation to a violent home-invasion in Caroline Springs.

    Police used a loudspeaker to repeatedly order a man to leave the house with his hands in the air. About 2.15pm, police drove an armoured vehicle through the front fence and used a battering device attached to the vehicle to break down the front door.

    e man, a 30-year-old from Kings Park, was wanted for questioning over an aggravated burglary in Caroline Springs on August 27.

    Police allege two men armed with a metal pole and a gun kicked in the front door of a

    Barn Elms Parade home about 10.30pm. A man and a woman and their three children were home at the time. e woman hid behind the kitchen counter while the man was told to lie on the oor.

    One intruder allegedly pointed the gun at him and red a shot in his direction, hitting the wall behind him, near where the wife was hiding.

    Both men then ed and were last seen running east towards Caroline Springs Boulevard.

    Police are yet to detail any charges against the arrested man.

    e new owners of Altonas IGA have ripped out the parking machine from their Pier Street supermarket.

    e store was taken over by Metcash last month.

    e move comes as Hobsons Bay council trials free parking in Williamstown to help struggling Nelson Place traders, and as Maribyrnong council uses security patrols to guard new meters in Yarraville which were vandalised twice in a fortnight.

    Altona IGA spokesman Tim Wisdom said

    Mr Wisdom said some of the people parking at IGA were not customers, but that wasnt a problem.

    I know local gym members are using the park, and [customers from] the cafe across the road are using the carpark, but its not an issue as long as its not full and our shoppers can nd somewhere to park, he said.

    Hobsons Bay council is waiving $3-an-hour parking fees in Nelson Place, Williamstown, from Monday to ursday until the end of October.

    Parking is free between ompson and Pasco streets, and in Syme Street.

    A man convicted of cultivating 200 kilograms of cannabis at a Werribee property and at his Altona North home has received a working- with-children card so he can drive a bus.

    e secretary to the state Department of Justice opposed the move.

    e Victorian Civil and Administrative Tribunal last week overturned the decision and ordered the secretary to issue a card.

    Like many girls, Alice has a thing for shoes eating shoes, that is.

    So, when the four-year-old English bull terrier munched her way through half of one of owner Ben Portellis work boots last month, he and wife Janiece didnt think it would result in life-or-death vet surgery costing $8200.

    I came home and she had the shoe in her dog house, but there were bits of leather around her kennel so I thought maybe she hasnt actually eaten anything, Mrs Portelli said.

    A week later, the Seabrook pair rushed Alice to the emergency ward at the University of Melbourne Vet Hospital at Hoppers Crossing aer she started throwing up bile. Abdominal X-rays revealed three metal shoelace hooks in Alices stomach and intestine.

    An emergency surgery and anaesthesia team were called in to remove the hooks.

    e surgeon rang me to say she had a 20 per cent chance of making it through the night, Mrs Portelli said.

    I was really upset and the next day she had to be put on oxygen because she wasnt doing so well.

    I went in later that day expecting to see a dog that was dying and out she walked, doing fantastically.

    Operating surgeon Takanori Sugiyama said Alice made a miraculous recovery aer ve days in intensive care, and her two-week follow-up visit showed her wound had completely healed.

    Dr Sugiyama said it was common for dogs to eat household items and clothes, but Alices boot snack had caused signicant damage to her intestines.

    Alice is a lucky girl to be healthy and happy again, Dr Sugiyama said.

    Its amazing we dont know how she survived.

    Mr Portelli said Alice had a penchant for

    chewing her way through shoes and other apparel, including belts and thongs.

    e Portellis said they would have to exercise extreme caution from now on including hiding their shoe collections to prevent any chance of a similar crisis arising again.

    Victoria University has unveiled a program of events and activities to celebrate 100 years of providing education in Melbournes west.

    Federal Education Minister Christopher Pyne ocially launched the centenary celebrations recently to an audience that included alumni who studied at the original Footscray Technical School from 1938.

    Student protesters had earlier clashed with security sta protecting Mr Pyne as he arrived to deliver his speech at the launch.

    Victoria University grew out of the Footscray Technical School, which opened in February, 1916.

    VU vice-chancellor Peter Dawkins said principal Arch Hoadley took up the challenge 100 years ago to oer education opportunities to the areas diverse communities.

    Today, we continue to rise to new challenges to support skills and job growth, and improve access to education across Melbourne and the western region, he said.

    A Footscray writer is helping prepare people for life in a world of climate change.

    Former environment editor of e Conversation, Jane Rawson (pictured), has joined with James Whitmore her replacement in the role to co-write e Handbook: Surviving and Living with Climate Change.

    e award-winning author notes that urban dwellers may feel safe from some of the eects of climate change, such as bushres and severe frosts, but the problem will still impact dramatically on urban communities.

    A Williamstown North business is restoring an EJ Holden for the EJ Whitten Foundation to raise awareness of mens health during Prostate Cancer Awareness Month.

    Bodymaster Prestige Paint and Panel, co-owned by Declan McKearney and partner Samantha Martin, have set themselves the hard task of restoring the vehicle in time to be auctioned at the EJ Whitten grand nal luncheon on September 30.

    Cars is what I do and thats when I came up with the idea to restore an EJ Holden for the EJ Whitten Foundation, Mr McKearney said.

    We have had about nine weeks. I may have bitten o more than I can chew, but well chew as hard as we can and get it done.

    Rooster owners in Hobsons Bay will need a permit to keep their feathered friends if local laws are revised as proposed.

    A report presented at Tuesday nights council meeting proposes that a council ocer inspect chicken coups to ensure compliance with local laws and notify adjoining neighbours, seeking written conrmation that they dont object to a rooster.

    As reported by Star Weekly, Seaholmes Star Weekly, Seaholmes Star WeeklyDiana Rice has made a submission opposing any ban on keeping roosters.

    Ms Rice manages the crowing of her silver-spangled Hamburg, named Jack, by putting him in a box each night.

    e council received 18 complaints about crowing roosters last year. Ms Rice said this represented one complaint for every 1700 households and none were about Jack.

    e council ocers report did not propose a total ban on roosters, unlike most metropolitan councils.

    e majority of inner metropolitan councils prohibit the keeping of roosters and, in some cases, penalties apply, the report stated. It proposed that, using the revised law, the council would investigate any rooster noise complaint.

    According to research crowing is activated by a roosters circadian rhythm rather than by light. is means that a rooster will still crow if kept in total darkness, although the crowing may be reduced, it stated.

    Its a bit like Ulysses returning from the Trojan War, you know, Howard said. Hes older, hes wiser, hes riddled with self-doubt, hes not quite sure about his place in the world and hes not quite sure where the world is at. And I guess I feel a bit like that myself.

    Howard, a descendent of Irish refugees, had just returned from a six-week stint in Ireland

    when told about the use of his song at Reclaim Australia rallies.

    I was confronted and upset by that it was a song that spoke out strongly about the racism that Aboriginal people had experienced, he said. I did some research on Reclaim Australia and theres some very disturbing philosophy at the back of that. My people came here from Ireland in the early 1850s as refugees from the Great Hunger when 1.5 million people starved to death and 1.5 million ed, Howard said.

    For us to turn our backs and say we dont want refugees coming into our country is an absolute dereliction of our history.

    While most park-and-ride carparks in Hobsons Bay are overowing, one in Altona North is so desolate and neglected it has been described as scary.

    Cr Sandra Wilson is calling on Public Transport Victoria (PTV) to stop neglecting the carpark, o Millers Road, which services the 232 bus route to Queen Victoria Market.

    Cr Wilson recently used the carpark and said she was too scared to return to her car.

    Arriving on my return journey from the city at 7pm, my car was the only one le in this dark, desolate carpark, she said.

    I had an instant feeling of unease and vulnerability.

    e bus driver shared my concern by letting me o near my car and not driving to the bus stop until I had reached it.

    She said the carpark was poorly lit as lightpoles appeared not to be working and it was badly maintained, with cracked pavements.

    Burnout marks point to recent hoon activity, while glass from smashed car windows is scattered on the ground.

    ere are cameras, but these point towards the gratti-covered bus shelter instead of the carpark.

    Im staggered at the neglect of this park-and-ride facility in Hobsons Bay, Cr Wilson said.

    e neglect and lack of safety for commuters is turning people away from using the 232 bus service, which is a really direct and quick route to the city.

    e food was cooked beautifully in an old French wine barrel transformed into an outdoor barbecue.

    From there, we travelled back to the Gibbston Valley Winery, home to New Zealands largest wine cave, and enjoyed some local cheese tasting.

    e ve-hour tour was certainly a highlight of the trip. Informative, delicious, addictive.

    DiningWe found the dining experience in Queenstown almost as good as the surrounding views.

    e Coyote Grill Mexican restaurant in Shotover Street had the best churros dessert. With a side of vanilla ice-cream, the churros were covered in a lemon and tequila sauce.

    e Tanoshi Teppan and Sake Bar o Cow Lane quickly became a favourite. Order the grilled scallops with wasabi mayo.

    If youre really hungry, the Flame Bar & Grill along the waterfront on Beach Street will appease any appetite, particularly if you like pork ribs in a delicious sauce.

    And for something more cultural, try the Blue Kanu, a Polynasia restaurant that blends Pacic and Asian style cultures and food. e ambience, dcor and food make it memorable.

    And, of course, theres the Fergburger. Located in Shotover Street, its not hard to nd. Just look for the long line of people outside crowding the footpath. Our 25-minute wait was worth it, though. You just cant go past a Fergburger in Queenstown.
