IT’S TIME TO ELECT two new Directors to the Hot Springs Village Board. In this edition you will learn more about this year’s candidates and you will be able to use that information to decide who you think will best serve your personal interests, the overall in-terests of all property owners, and pro-tect your investments in Hot Springs Village.

As a Board member, I know our key fiduciary responsibilities and pol-icy-setting roles clearly affect financial stability and operational integrity in the short and long term. Making deci-sions in these areas is never easy. With your help, I believe many decisions and changes have been made over the last three years that make Hot Springs Vil-lage a great place to be now and in the future. I have enjoyed working closely with many of you, and I always tried to listen to your ideas and show respect to all.

I appreciate and respect the efforts of POA management and the employ-ees at all levels. They have worked tire-lessly through management changes, staffing reductions, cost-savings pro-grams, and “weathered” some unusual conditions environmentally over these last three years. They work hard every day to service the needs of all Villagers.

tion Hot Springs Village has seen for years. You have the best opportunities to understand and participate in the budgeting processes that you have ever had. Together we ended 2012 with over $5 million in operating cash reserves, and another $7.5 million in other cash reserves earmarked for projects like the Water Treatment Plant Expansion.

We avoided in 2010, a $5+ million financial burden related to modify-ing our wastewater treatment plant, and have set the stage for a success-ful expansion of our drinking water treatment facilities, where actual work started the week of January 28. Key projects are being tracked closely to en-sure proper management and success-ful completion.

The Strategic Plan 2010 is a living document and is still being used to guide key decisions and activities vital to all property owners. You need to look for another update of progress on this Plan in March, which will be sum-marized in the summer edition of the Advocate.

We are marketing Hot Springs Vil-lage as never before. The Board is al-locating funds yearly to allow more people to learn about the great things Hot Springs Village has to offer. The

THE PROPERTY OWNERS’ Association Board of Direc-tors considered a proposed amendment to the POA Bylaws, Article XII, Section 4. This amendment would allow property owners who are com-pleting terms on the Board of Directors to be immediately eligible for appointment to a standing committee upon com-

pletion of service, thus removing the one year waiting period for service. The Board votes on this change at the Feb. 20 Board regular meeting.

THE PROPERTY OWNERS’ ASSOCIATION Board of Directors is currently holding periodic mini-retreats to deal with key Hot Springs Village issues. At the first mini-retreat, held on Jan. 9, Board members developed a list of action items. Some pertinent items include:• Developing a charter for a visioning team to tackle HSV

future challenges.• Conducting a review of the current POA Committee

structure.• Updating the status of 2012 Spring Retreat actions.• Establishing an adhoc committee to review POA lot sales.• Developing a better defined 5 and 10 year capital plan.• Producing a synopsis of each Board meeting for

distribution via email.

The POA Annual Meeting is set for May 6 at 3:00 p.m. in the Ouachita Activities Bldg., Ponce de Leon Center

Board Considers West Gate ImprovementsTHE PROPERTY OWNERS’ Asso-ciation Board of Directors is consider-ing a request from POA staff to employ Crist Engineering to provide Profes-sional/Preliminary Design Services at a cost of $8,750 to provide concepts and improvements to the West Gate includ-ing the iconic fountain and pond. The 40-year-old steel structure, designed by E. Faye Jones, had to be dismantled in

Fall 2012 because of deterioration. In addition, the pond liner, pumps and electrical system need to be replaced.

Crist Engineering will provide plans that will include two concepts for the Board to consider; one will be similar to the fountain and pond area resem-bling the original E. Faye Jones design. Funds for this project will come from undesignated Capital Reserves.

objectives/tasks.• Developing a comprehensive 5 and 10 year information

THE PROPERTY OWNERS’ Association Board of Direc-tors recently asked property owners to fill out an online sur-vey answering three questions about the General Manager.

A total of 716 survey responses were received from prop-erty owners along with 33 survey responses from POA em-ployees. In addition, there were more than 400 write-in com-ments submitted to the search committee and consolidated into a brief theme analysis.

The GM Search Committee, Board of Directors and GSI, the executive search firm hired in December to recruit a Gen-eral Manager, will incorporate these findings into the selec-tion and evaluation of potential candidates.

THE PROPERTY OWNERS’ ASSOCIATION Board of Directors will vote at the Feb. 20 Regular Meeting on a three-phased plan to improve the East Gate entrance at Hwy. 5 and DeSoto Blvd.

At the Jan. 2 Board Work Session, Crist Engineering, the company charged with developing the East Gate design scheme, presented two concepts for improvement.

The first gateway concept includes a lighted quartz crystal rock formation, slanted rock wall and landscaping. Inspira-tion for the design was taken from local geology found in the Ouachita Mountains and Hot Springs area, characterized by the upheaval of stone into layered formations resembling waves.

Crist also designed a second contemporary and formal op-tion featuring a wall water fall and layered stone walls de-signed to resemble the rolling Ouachita Mountains.

At the Jan. 2 Board Work Session, the Board recommend-ed modifying the scope of the work for the East Gate im-provements and incorporating the three-phased approach.

The first phase of the project includes incorporating accel-eration and deceleration lanes with divided median improve-ments to the entrance, transitioning to a four-lane divided median and then back to two lanes. The approximate cost for this construction is $210,000.

The second phase incorporates an additional lane for in-bound traffic at the existing security check point for an ap-proximate cost of $75,000.

The third phase includes first gateway concept described above with modifications that bring the total cost of the de-sign to $400,000 without compromising the original plan.

East Gate Improvement Design Highlights Local Geology

POA staff recommends proceeding with the entrance and signage/entry phases with a proposed budget of $600,000, plus the prior approved engineering fee of $82,450. Funding for the project comes from previous budget reserves set aside for the East Gate and undesignated capital reserves.

FIVE CANDIDATES have submitted applications to serve on the Property Owners’ Association Board of Direc-tors. Two seats are up for election in 2013, replacing Directors Jerry Koso-glow and Jim Owens.

Applicants include Jeff Atkins, J. Mi-chael Medica, Brent Gray, Harv Shel-ton and Michael Zabroski. Candidates must be members in good standing of the Hot Springs Village POA and may not be POA employees.

Candidates must submit an up to 500-word resume including back-ground information, years as a proper-ty owner, current community involve-ment and reasons for wanting to serve on the Board along with a petition with 50 signatures of property owners in good standing. Ballots will be mailed to property owners in good standing Fri-day, March 8 and must be returned the POA no later than 4 p.m. Wednesday, March 27.

POA staff will count the ballots Thursday, March 28 under the direc-tion of the Election Day Commit-tee and submit results to the General Manager, who will notify the Board, candidates and issue a press release. In the event of a tie, lots will be drawn to determine the final results.

The recount request deadline is April 2.

Newly elected board members will be seated at the conclusion of the Wednesday, April 17 Regular Board Meeting.

The following five property owners have completed applications to serve on the Board of Directors. Each has provided a photograph and a 500-word resume as part of the application pro-cess. All resumes are printed unedited.

Five Vie for Board Seats

2013 BOARD ELECTION

JEFF ATKINSI have been a property owner for 14 years and a resident for 11 years. I was elected to the Board of Directors in 2007 for a 1-year term, and re-elected (unop-posed) in 2008 for a 3 year term. I did not seek re-election in 2011.

I received a BS in Computer Sci-ence from Louisiana (Lafayette) in 1988. Since graduation, I have worked in various roles related to In-formation Systems and Consulting, including the Internal Audit depart-ments of ALLTEL and FedEx.

I believe that my greatest strengths are asking the right questions and finding alternative answers to prob-lems. I think it is important that there always be an independent view-point, one that is not constricted or shaped by following the crowd.

I currently own 3 homes and 142 lots in Hot Springs Village. My inter-ests are aligned with both home own-ers and unimproved lot owners.

Since my POA Board term expired in April 2011, I have been regularly challenging the Board on topics I consider to be bad government or bad policy. Here are some examples…

• I was one of the first to oppose the POA’s voting of POA-owned lots in the last Declaration change. These lots pay no assessments, and should not be considered “in good standing”.

• I have frequently questioned the POA Boards “3 minute rule”, which restricts a property owner from speak-ing for more than 3 minutes at Board meetings, unless they request time in advance and submit a written tran-script.

• I have publicly asked the Board to release information about the fir-ing of the General Manager. I believe that all property owners have a right to know which Board Member(s) vot-

BRENT GRAYI sincerely believe that the POA Board of Di-rectors needs a voice that will advocate the betterment of real es-tate values in HSV. Right now, there is no one currently on the Board that has the long time experience and knowl-edge of our unique real estate market, how it works, and how we got here. With your help and support, I am running to be that voice that will pur-sue any and all steps and actions that raise the perception and value, of all our properties. It will help everyone involved. For nearly my entire adult life, since 1976, as a licensed real estate broker, I have been trying to promote, sell, and enhance the value and desirability of what I consider to be the finest private community in America. The Village is not a manu-facturing, industrial, or commercial economy. It is a real estate economy with an incredible lifestyle. I believe that we all need to have someone to champion that cause. I understand the Declarations, and the parameters in which we operate. My learning curve will be very low.

Personal background

I grew up north of the Village about 60 miles in the town of Dan-ville, Arkansas. In October of 1976, as a licensed real estate broker, I came to the Village and sold my first property working with Cooper Com-munities, Inc. I worked with them approximately ten years, and have continuously been in the real estate business as an independent ever since. I think my first purchase of property was about 1979.

I met my wife Joy at Arkansas Tech University. We have been married for over 39 years, have two children, and one grandchild.

J MICHAEL (MIKE) MEDICAMy wife Sharon and I have lived in the Village for 15 years, moving here from Plano, Texas. Before moving here full time, we owned a townhouse for several years in the Village.

I was born and raised in Seattle WA. I served four years in the U.S. Air Force with two years in Japan and two in Florida.

We are members of Village United Methodist church. I served on the Finance Committee for three years. I belong to the Rotary Club of Hot Springs Village and have served as the “head flea” for what is considered the largest annual flea market sale in the area.

I had a 30 year career working for H. Ross Perot’s Electronic Data Systems. I started with them in San Francisco CA, Fremont CA, and then moved to Plano TX in 1977. Most of those years were in management positions. The largest responsibility was building data centers and procurement of all computer hardware and mechanical equipment to run them. I wrote Request for Proposal bids to vendors for large quantities of computer equipment and ancillary equipment. This led into vendor management that included purchasing agreements, vendor performance and other related processes. Benefits were cost saving efficiencies, volume pricing when applicable with delivery and installation processes that met all requirements. My background would lend itself to offering some guidelines to the POA in these areas.

Our village faces a number of important issues. In the coming months our first issue will be to hire a POA General Manager who can lead the Village in a positive direction.

HARV SHELTONMy wife and I have been property own-ers since August 2004 and have lived in the Village since June 2006. We are Arkan-sas natives who spent much of our adult lives living some-where else because of my U.S. Air Force career, which gave us a chance to experience life in many different communities.

My education includes a bachelor of science from the U.S. Air Force Academy, a master of business ad-ministration from Louisiana Tech University, and master-level studies in national defense planning at the Industrial College of the Armed Forc-es. I retired in the rank of colonel having had many command and staff experiences which helped prepare me for the kinds of leadership challenges faced by our POA Board of Directors. For example, for three years, I was the chief of police at Little Rock Air Force Base, responsible for law enforcement and resource protection for a com-munity a little larger than our Vil-lage. While stationed at the Penta-gon, I was involved in developing the Air Force’s five-year budget plan, ana-lyzing projects and setting priorities to stay within a constrained budget. My command assignments gave me extensive experience in leading up to 1,000 employees, managing tens of millions of dollars in resources, and responding to rapidly changing con-ditions in worldwide operations. Af-ter 30 years of service, I retired from the Air Force and entered my second career as a high school teacher.

I have been very active in com-munity affairs in the Village. Millie and I are active members of Christ of the Hills United Methodist Church, where I serve on the Memorial and Worship Committees. Most recently,

MICHAEL L. ZABROSKII grew up in McHenry, IL. where I attended grade school and High school. After graduat-ing from high school, I joined the Marines.

I was a police officer for McHenry County for one year and the four years for the Village of Lakemoor.

I then began my 30 years of service as a union carpenter, working both residential and commercial. Mostly in the City of Chicago. After retirement, I worked at Gateway, a drug and alco-hol treatment center as a maintenance man.

My wife and I retired and moved to the village in 2009. We attend the Village Church of Christ.

I feel I can add some new outlook and some perspective to old and new issues. I can add some new

THE PROPERTY OWNERS’ As-sociation Board of Directors will vote on the purchase of parcel mapping for Garland County in the Feb. 20 Regu-lar Meeting. This purchase is critical for Hot Springs Village to move forward with the Geographic Information Sys-tem (GIS) program. The negotiated cost of this purchase was reduced from the original $92,000 or $4.97 per par-cel to $25,000 or $1.35 per parcel.

Purchasing this information would significantly advance GIS implementa-tion for the Village.

ed against the firing.• I have publicly asked the Board to disclose the General

Manager’s goals, for which he received bonuses. I believe that all property owners have a right to know *what* the GM is paid to do, even if the exact amount is not disclosed.

• I regularly objected to the home building cost increases of up to $16,000. No Board member publically questioned the fairness or legality of the increase. Fortunately, the in-crease was recently rescinded. We don’t need this kind of leadership failure again.

• For over a year, I have questioned the value of the POA’s

ATKINS continued from page 7 lot sales program. Marketing of HSV should be about this wonderful place, not about a lot that the POA is trying to sell for $1500 or less. The only thing worse than flooding the market with cheap lots is telling everybody you’re flood-ing the market with cheap lots. The POA has followed the “sell at any price” for years, it is time for a new approach.

A common theme on all of these items is that they were never specifically approved by the Board. Important issues like these should be publically addressed and debated.

I currently own Approved Realty (since 1998), and Ap-proved Custom Homes, Inc., and have been the Principal Broker/Owner of three real estate companies. I have been involved with literally thousands of real estate transactions and have been involved with millions and millions of dollars worth of real estate activity. I understand how the Village works. No one on the current Board, or who may be run-ning for this position, has that qualification, or distinction.

Current and former Community Involvement

Beginning in the early 1980’s, I was involved with help-ing set up the Village People’s Federal Credit Union. Most recently, I was elected President of the Board of Directors of the Hot Springs Village Townhouse Association. I was re-elected President in 2011, and resigned in September of 2012 when I sold my townhouse.

Conclusion

Values Matter. We do have the power to stop the artifi-cially low property values set by the POA. All we need is the will to do it. Together, we can.

This person must have strong leadership qualities which should encompass financial, marketing, and customer relations.

Aging infrastructure, non-resident lot owners, and amenity fees are a few of the on-going issues that must be reviewed and action taken to ensure a long term growth of

growth of our Village. I will support fiscally responsible proposals that benefit all resident and non-resident property owners.

I respectfully ask for your vote in the coming election.

I served as president of the Rotary Club of Hot Springs Village after holding several other offices in the club. I am a past president and current treasurer of the HSV Chapter of the Military Officers Association of America and a past director and current treasurer of the HSV Veterans Memo-rial Foundation. I am in my fourth year on the POA Lakes and Water Committee and am currently its chairman and its representative on the Government Affairs Committee.

I attend POA Board meetings regularly and am fa-miliar with the matters they deal with. The most immedi-ate challenge the Board faces is selecting the right person to be our next general manager. An ongoing priority must be

Pre-serving our natural beauty and keeping our roads, build-ings, and recreational facilities in good repair and doing it at a reasonable cost are essential to the welfare of our Village. We need to execute our capital improvement plan wisely, and we need to support our very capable POA staff. We also need to increase our new marketing efforts to ensure we improve on and sustain a healthy growth rate.

IN JANUARY 2013, the Property Owners’ Association Financial Report was reformatted. The redesigned report includes a better (or worse) status of HSV financials comparing monthly, year-to-date and prior year budget in-formation. As an example, if revenue in January is more than the budgeted amount, the status of the report will reflect this positively. On the flip side, if it’s less than the prior year, the more negative aspect will also be highlighted.

In the next 3-4 months, POA di-rectors and staff will be reviewing the 20 Year Capital Improvement Plan to develop more concise 5 and 10 year plans. The review should be completed and included as part of the 2014 POA budget process.

Spring into action. There’s a lot going on in HSV. The Board of Di-rectors and POA staff are working together to develop a 5 and 10 Year Capital Improvement Plan, a long term plan for information technology and land use plan. An ad-hoc com-mittee has been appointed to gather information about undeveloped lots and review the current POA lots and membership and make recommen-dations. In addition, the Board has

begun holding mini-retreats to tackle important issues (see story on page 4).

To enhance security, the POA is in-stalling cameras and recording equip-ment at all gates (see story on page 17). The Board is also discussing needed im-provements at the East and West Gate areas (see stories on pages 4-5).

Five candidates are running for two Board of Directors positions, replacing Directors Jim Owens and Jerry Koso-glow.

POA staff will mail out ballots on March 8 and these must be returned no later than 4:00 p.m. on March 27. Be sure to read each of the candidates resumes (see story on page 6) and make an informed decision.

PUBLIC WORKS

PUBLIC WORKS has replaced wooden street signs along DeSoto Blvd. from the West Gate to Minorca Rd. with high intensity metal signs. Workers will continue the project, which is part of the 2013 Road Main-tenance Program, from Minorca Rd. to the East Gate over the next few months. In addition, directional signs for POA facilities will be placed along DeSoto Blvd.

Public Works Soliciting Bids for 2013 Street Maintenance

MAX FOOTE Construction began preliminary work on the expansion to the HSV Water Treatment Plant in late January. This includes relocating pip-ing and electrical wiring to prepare for construction of two new filters and ex-pansion of the operation building. The project is set for completion Jan. 22, 2014, and will increase the capacity of water treatment from 4 million gallons per day (MGD) to 6 MGD. The total estimated project cost is $6,715,349, including an upgrade to the existing high service pump station.

THE PROPERTY OWNERS’ Asso-ciation Department of Public Works is currently soliciting bids for the 2013 Street Overlay program. The program was approved as part of the 2013 Capi-

tal Improvement Plan. Public Works will determine roadways to include in this year’s project, with a rating of be-low 85 on a scale of 1-100 by the Pub-lic Works Committee. Street rating is

determined by a number of factors in-cluding general condition, rideability, rutting and cracks.

Public Works will begin crack seal-ing on HSV roadways in March.

THE PUBLIC WORKS forestry clean up crew is removing debris from the April 2011 tornado in Zone 4 of Hot Springs Village. Subdivisions in Zone 4 include Armada, Barlovento, Buque, Filetante, Grandilla, Levantino, Mari-nero and Sorpresa.

Crews will continue in Zone 4 for 1 to 1 1/2 months before moving to Zone 5, which includes subdivisions Andor-ra, Encantado, Oliete and Sacedon.

HOT SPRINGS VILLAGE is getting a security upgrade this Spring with the installation of cameras and recording devices at all gates. The project, which is slated to cost about $21,500, was approved as a 2013 budgeted item for Public Safety.

The East Gate was first to receive the security upgrade. IT staff tested video feeds from cameras installed at the East Gate during afternoon and evening to determine light conditions and video quality. All gate locations must be analyzed for camera location,

HSV Gate Camera Project Brings Added Security

CHRISTMAS DAY 2012 was mem-orable in Hot Springs Village for more than one reason. The day, which is usually dedicated to holiday festivi-ties became even more memorable as the first White Christmas in Arkansas in more than 86 years.

Though the Village experienced some difficulties related to the weath-er conditions, the POA staff worked diligently to respond to the needs of residents, clearing roads for safer pas-sage and assisting crews to restore power by clearing roads.

Following the event, staff members met to evaluate the POA emergency response. Meeting outcomes include creating a grid system to divide the Village into zones and identifying fa-cilities and/or churches that would be able to serve as warming shelters in each zone and creating a plan to uti-lize the services of current Red Cross volunteers who live in the Village to man the shelters.

In the weeks following the event, workers continued to clear trees and other debris from the sides of road-ways and common property, hauling debris away to a burn site.

IN JUNE 2012, the Property Owners’ Association Board of Directors appointed a seven-person ad-hoc committee to re-view the Hot Springs Village Protective Covenants.

The committee submitted several proposed amendments to the ACC policy and procedure manual and the Protec-tive Covenants. The Board approved a number of the chang-es in previous meetings. During the Jan. 3 Work Session,
