As we start2012, we do itwith a largeamount of opti-mism for thisyear and the

future. The “new” leadership is solidly in

place, with Scott Randall and DonYucuis getting comfortable asGeneral Manager and CFO/Treasurer. Their efforts, and cer-tainly the efforts of all the POAemployees, at all levels in theorganization, have gotten us onsolid financial ground.

We ended 2011 at just over $4million in operating cash reserves;a level we have not enjoyed formany years, and a tremendousimprovement over 2009, when wewere at $400,000. This strongerfinancial position is allowing us toinvest in more capital improve-ments in 2012, and in the first-ever marketing of Hot SpringsVillage by the Property Owners’Association.

Included in this issue is moreinformation about the MarketingPlan. Let me just say that DannetBotkin brings the experience, andcertainly the energy level (youcouldn’t imagine all she’s accom-plished in her first two months),needed to put Hot Springs Villageon the map. Her programs willattract people looking for a greatplace to retire.

People looking for tremendous

amenities, all in a beautiful andnatural environment, where theycan come and relax, and enjoy ten-nis, golfing, fishing, walking trails,and much, much more, will beginto hear about us, and try us out.

All of us who live here, knowthat once someone experiencesHot Springs Village, they want tocome back, and we also know thatmany find it the place they want tolive, whether before, or after retir-ing.

In 2012, three of the sevenBoard of Director positions will bedecided in the elections in March.You will get a chance to “meet” thesix candidates in this issue of theProperty Owners AssociationAdvocate. This is your best oppor-tunity to elect people who youthink will provide the leadership,and manage the policies and issueswhich you feel are important to thefuture of Hot Springs Village.

The departmental reviews in thisissue, will highlight their activities,and hopefully get everyone excitedabout owning property in HotSprings Village, living here, and/orvisiting here during 2012. Theenergy level is up everywhere. Alldepartments are leaner, moretrained in customer service, pro-viding improved communications,and better funded than ever.

I, and the Board, just need tostay out of their way, as they makethis the best year ever for 2012.

I am excited about 2012. BeingPresident of theBoard of Directorshas been hardwork. Hard work isalways rewarding,and most timesleads to goodthings.

Six Hot Springs Village property owners have filed torun for three positions on the seven member volunteerProperty Owners’ Association Board of Directors.

The candidates who receive the highest vote totals willserve three year terms.

Election ballots will be mailed to property owners ingood standing on Friday, March 9, 2012. Ballots must bereceived by the POA no later than 4 p.m. on Wednesday,March 28.

Employees of the POA will count the ballots onThursday, March 29 under direction of an Election DayCommittee. In the event of a tie, the affected candidates

will be called together and final results will be determinedby the drawing of lots.

April 3, 2012 will be the deadline for any propertyowner to request a recount.

Newly elected board members will be seated at the con-clusion of the April 18, 2012 Board of Directors meeting.

The six following property owners have completed theapplication process and are certified candidates. Each hasprovided a photograph and a 250 word resume as part ofthe application process. All resumes are printed unedited.

I am completing my first term asyour representative on the POA boardof directors. Significant accomplish-ments have been made during somevery challenging times without sacri-ficing the quality of life here. We haveimplemented a major change in man-agement personnel and have openparticipation in the budget process.These achievements represent firstsfor HSV. My particular area of interesthas been the ACC and we have suc-cessfully transferred architecturalcontrol from Cooper to your POAboard.

My experiences include member-ship or working with the POA PublicWorks Committee, POA ArchitecturalControl Committee, HSV Concertsboard, Friends of HSV, Saline CountyTax Equalization Board, GoodSamaritan Society, HSV SymphonyGuild, Sacred Heart Church, VFW,Knights of Columbus, and the VillageDisaster Committee.

I’m an 18-year property owner and13-year resident of Hot SpringsVillage, a place I loved the first time Isaw it.

I want to serve on the POA Board ofDirectors to help ensure that theVillage continues to offer value andquality of life to current and futureVillagers.

As a POA director, I would focus onensuring value for our budget dollars,getting our assessment collection backon track, and promoting the Village asa relocation or retirement destination.

I have the skills and life experiencesto help make it happen, includingdeveloping budgets and living withinthem. My professional career com-prised service in the Air Force and 15years with John Hancock FinancialServices, becoming an agency ownerand long-range planning advisor onthe national staff.

My background includes manage-ment roles with the Girl Scouts and as

As a Property Owners’ Associationboard of director since 2009, I haveembraced opportunities to effectivelyrepresent the best interests of HotSprings Village constituents.

Because I am readily accessiblethrough personal and telephone con-versations, and email, I have been ableto help improve communication be-tween property owners, board direc-tors, and POA administration.

Challenging financial difficultiesmirrored across America in recentyears have led this board to make dif-ficult budget-cutting decisions thatallow the Village to better functionwithin its means while maintaininghigh-quality recreation, entertainmentand fine arts facilities.

I have worked in concert with theboard during development of theaggressive Strategic Plan and duringrecent open budget meetings but havenot been reluctant to be the lone, suc-cessful voice in support of importantissues.

Knowledge of many of those needshas come through regular associationwith local residents as I have served asPOA board liaison to five committees,including Recreation; Lakes andWater; Trails; Food Service, andNewcomers.

Previously, I was a member of andlater chair of the RecreationCommittee and served on the TennisAssociation Board. I also volunteer atGood Samaritan Society campus.

Having been born and raised inChicago, my husband Alan and I livedin Dallas before moving in 2002 to the

Serving 28 years in the Air Force,my wife Julie and I retired here in2009. A 1981 Air Force Academy grad-uate, I navigated B-52 and B-1 aircraft,then served at the Pentagon. Promotedto base commander positions inFlorida, Mississippi and SouthwestAsia, my military experience of fiveyears leading public works, recreation,personnel and public safety opera-tions uniquely qualify me to serve theVillage.

After four years as a senior AirForce strategic planner, the POArecruited me to co-lead the 2010 HSVStrategic Plan project. Currently Iserve HSV as:

We moved there from Kingsport,Tenn., where I was publisher of theKingsport Times-News and Joyce waspresident of the Sullivan CountyHumane Society.

Earlier I was a news and circulationexecutive for The Philadelphia Inquirerand was a reporter and editor at theSt. Louis Post-Dispatch, newspapers in

My Village volunteer experience includes the Trails Committee,Recreation Committee, HSV Community Foundation and POAStrategic Planning Committee. I also chaired the Arts andEntertainment sub-committee for our 40th AnniversaryCelebration in 2010.

Today I serve as Village Arts Council president, and I’ve been along-time member of the Village Players. I am also a member ofthe Friends of the Village Board of Directors, a group dedicated toimproving and maintaining the quality of life in Hot SpringsVillage.

1993. We have four children. After graduating from PurdueUniversity with a BS in Chemical Engineering, I spent 40 yearsin Sales Marketing and Management with Atlas Powder Co. andsuccessors.

The new board will be monitoring the economic challengeas well as the construction of the waste water facility, and inte-gration of the covenant changes. Bringing new families to ourvillage is the number one priority to assure the viability of ourcommunity. Protection of our amenities is a given to insure thisgrowth. My commitment to play a role on the board for thenext three years will support that effort. Your vote and sup-port will be greatly appreciated.

~ Elliott - from Page 4Why I want to be a POA board member:Yesterday, Today and Tomorrow. While deciding where to

retire, my wife and I re-visited HSV. We wanted to see how theVillage had progressed based on the plans initially given to us in1974 when we purchased our first lot. Hot Springs Village notonly had followed its early plans but was ahead of projections. Iwant to help assure non-resident property owners and futureresidents that they too will find HSV even better than when theyfirst visited. Current residents likewise should feel comfortablethat their home town is getting even better. The infrastructure ofthe Village must be maintained and facilities utilized appropriate-ly. I have many years of experience in analyzing the flow of infor-mation and in defining where communications and actions mightbe improved. I am a good listener. There are a lot of great ideas inthe community; and, the Board needs to listen carefully and makewise decisions that are good for all owners and will serve asenticements for any who are searching out a future home.

Each year the Hot Springs VillageGovernmental Affairs Committee (GAC)presents their White Papers to the POABoard of Directors for approval.

The papers are used to present a consistent positionthat reflects Hot Springs Villages goals and objectives.

The committee identified four items in their 2012State Legislative Program.

1. Enhance state programs to attracte retirees toArkansas. - Increase emphasis to attract retirement/relocation to Arkansas.

2. Funding for highway transportation projects inGarland County. - Seek funding for completion of theMartin Luther King Expressway from US 70 to StateHighway 5 and 7.

3. Increased funding for imporvements to StateHighway 5. - Improve highway from Fountain Lake toInterstate 30 in Benton.

4. Support for local solutions to watershed manage-ment. - Working through the Alliance for an ImprovedMiddle Fork on issues for the Saline River Watershed.

These items are currently being presented and dis-cussed with public officials at all levels of government.

In October 2010, the POA Board ofDirectors approved the 2010 StrategicPlan for Hot Springs Village- culminat-

ing months of work by dozens of resident volunteers - anddesigned to chart a path for the future of Hot SpringsVillage. Upon my arrival to Hot Springs Village in January2011, I assumed responsibility for implementing thisaggressive ten-year plan.

The 2010 Strategic Plan contains four major goals for theVillage - improving our financial stability, property ownerparticipation, investment and infrastructure, and promot-ing self-governance - each with a variety of prioritized proj-ects and tasks.

In March of this year, it was my pleasure to present toour membership the First Annual Report on the StrategicPlan - and I believe, despite numerous challenges encoun-tered throughout the past year, our progress has been quiteimpressive. The following narrative summary restates eachgoal, the highest prioritized tasks for each goal, and lists ouraccomplishments for each over the last year.

GOAL 1: ACHIEVE AND MAINTAIN FINANCIAL STABILITY== Improve financial planning, reporting and budgeting

~ Developed first multi-year financial plan and budget~ Introduced new monthly financial report~ Reduced subsidies in numerous cost centers~ Ended FY 2011 with $2.8 million surplus; and unre-

stricted cash of $4.4 million== Implement changes in management processes and systems

~ Implemented staff reorganization, reducing 33 full timeemployees and generating $1.25 million in annual savings

~ Redesigned solid waste collection practices eliminating1,000 collections per week

~ Introduced GIS, land management, and in-house col-lections and marketing capacities

Property owners approved an amendment tothe Hot Springs Village Declaration.

In 2011, the POA Board of Directors asked themembership to amend Article X, Section 4 ofthe Declaration, by removing the one year limi-tation for special assessments to allow propertyowners to vote on the finance of capital projectsover a number of years.

Proxies were mailed in September to mem-bers in good standing. The quorum requirementwas 13,706. Of these, 66% must approve thechange for the amendment to pass.

On February 15, the Declaration Electionmeeting was called to order and POA AttorneyDon Schnipper announced the voting results.

The approved change to the Declaration willbe recorded at the county courthouses, and willtake effect on April 20, 3012.

The special assessment has been a part of theDeclaration since its inception in 1970, but it hasnever been used. The one year limit placed aburden on property owners by requiring that allcosts for capital projects be assessed in one yearrather than spreading it out over several years.

POA Approves Developmentof Mt. Carmel Community

The Hot Springs VillageProperty Owners’ AssociationBoard of Directors has approvedthe development of a 75 unitassisted living facility to be con-structed in Hot Springs Village.

The development, called Mt.Carmel Community at theVillage, LLC will be located on an11.12 acre tract sitting at thenorthwest corner of Highway 5and Ponce de Leon Drive, imme-diately outside the Balboa Gate.

Based on preliminary plans, thebuilding will consist of approxi-mately 60,250 s.f. with 70 on-site parking spaces.

This is the first project thePOA Board of Directors has haddirect responsibility for since thePOA assumed responsibility fromCooper Communities Inc.

A Developmental Agreement,outlining the various responsibil-ities of both the developer andthe POA, was drawn up.

Construction is expected tobegin by July 1, 2012 and becomplete by December 31,

2013. Units range in size from 400

square foot studios, deluxe apart-ments, and memory care facili-ties.

The facility will not acceptMedicare or Medicaid, but somelong term insurance will apply.

Mt. Carmel Community at theVillage, LLC will employ 45 peo-ple, including 10 directors.

Residents will have completemembership in Hot Springs Villageactivities.

Mt. Carmel Community at theVillage, LLC will pay assess-ments to the POA during the firstyear of operation based on occu-pancy. Beginning the secondyear, assessments will be paidon all units.

Phase II of constructionincludes plans for retirementcottages on the property’ssoutheast corner and possi-bly expanding memory careservices on the north side ofthe Balboa Gate.

Total cash at year end for the HotSprings Village Property Owners’Association was $10.98 million.

Operating cash comprised $4.28million and restricted cash comprised$6.7 million.

Overall, revenues exceeded expensesand balance transfers by $2.5 million.

Year-to-date revenue totaled $27.7million and is in line with the 2011budget.

Year-to-date expenses and balancetransfers (funding of reserves andpayment of debt principal) totaling$25.2 million is $3.1 million less thanthe 2011 budget. 2011 operatingexpenses were $1.2 million underbudget with $400,000 due to the reor-ganization in June and the balance of$800,000 related to a reduction ofexpenses in all other Departments.

Capital/construction was under

budget by $1.8 million with $1 millionof that related to the deferral of thewater plant expansion to 2012 andthe balance related to not needing toconstruct water/sewer infrastructure.

POA owned lots increased from 786at the beginning of the year to 993 atyear end.

POA to ImposePenalty & Interest on

Delinquent AssessmentsIn an effort to increase the collection of delinquent assess-

ments, the Board of Directors approved a new policy to imposepenalties and interest charges on these assessments.

The Board approved the following changes to the penaltyand interest fee schedule:

* Interest of 6% per year; applicable immediately upondelinquency and calculated monthly.

* Penalty of $5 per month administrative fee, in addition toall accrued interest on all accounts in arrears more than 60days; with the basis for this cost being the increased expensesincurred by the POA for billing and collection.

For property owners that owe a large balance, the chargewill be 6% interest as well as a $5 a month charge on the lotsthat they have not been paying.

Penalty and interest will begin April 1, 2012.

POA Begins NewLot Sales Program

The Hot Springs Village Property Owners’Association recently offered for sale POA ownedlots that are adjacent to existing property own-ers in good standing. This sale will extendthrough mid-March 2012.

SitesHot Springs Village Property Owners’ Association is pleased to announce

twelve micro sites (aka mini-websites) are now live.“The goal of these sites is to navigate visitors and potential new residents

All of the micro sites feature a press page, general Hot Springs Village pageand sponsorship page. The press page features key stories to entice visitors andnew residents to come to the Village. The simplicity of navigation and reduction ofinternet searching provided by the micro sites will increase the volume of potentialresidents, visitors, retirees, members, trail walkers, boaters and golfers in 2012.

Balboa Golf CourseCrews have removed some trees

behind the No. 11 green in order to pro-mote air circulation on this perenniallyproblem green.

DeSoto Golf CourseWork is progressing on the on-course restroom ren-

ovation. Work is being perfromed in-house by crews fromPublic Works. This work should be completed by the springgolf season.

Isabella Golf CourseThe Isabella clubhouse and golf shop has received a

facelift with new carpet and paint in the middle restroomarea and golf shop.

Magellan Golf CourseWork is now completed on the tree removal around

the course. This includes the dead trees and also treesaround the greens that will interfere with the upcomingBermuda grass conversion of the greens (see page 16).

Ponce de Leon Golf CourseYamaha golf carts were delivered to the Ponce de

Leon golf course in November. They were delivered earlythis year due to tremendous pricing and an end of year dis-count. These carts will be in service for the next five years.

Medical FlagsThe 2012 medical flags are now on sale in the Golf

Department office. An automobile handicap sticker or letterfrom a physician is required.

The HotSpringsVillage GolfDepartment isnow acceptingtree memorials. In thepast, benches have beenaccepted, but due to various circumstances, thetype of memorial the Golf Department will accepthas been changed. Additionally, the courses are inneed of replacement trees for strategic locations.

Trees, up to 45 gallons, may be purchased for thememorial. The Golf Department is currently workingwith consultants as to which type of trees will bestsuit each courses needs. They are looking for treesthat are easily maintained, and ones that will fit inand improve the overall beauty of our golf courses.

The estimated costs at this time is $300.00,depending on the type and size of the tree pur-chased for the memorial.

An inscribed plaque will hand from each tree, andas the tree grows, the plaques will be maintainedand kept in good sight location. The GolfDepartment will be responsible for the replacementof the plaques for 15 years.

The Hot Springs Village POA Board of Directors votedat their February 15 meeting to begin the conversionprocess to Champion “Ultra Dwarf” Bermuda Greens atMagellan Golf Course.

The POA Board of Directors and Director of Golf JohnPaul concluded it made more sense for Hot SpringsVillage to have a combination of bent and bermudagreens courses.

The number of courses with bermuda or bent grassgreens will be decided by a combination of future weath-er patterns and how well the new greens do in HotSprings Village.

The POA Golf Department recommended MagellanGolf Course for greens conversion in 2012, with DeSotoGolf Course to follow in 2013.

Additional course conversion will be studied after golfmaintenance staff has had time to analyze how wellbermuda greens are holding up.

The greens conversion at Magellan Golf Course includeall 18 holes, the putting green and the nursery.

The green surrounds will be converted from Zoysia to419 Bermuda.

The Magellan Golf Course will be closed for play on theTuesday after Memorial Day and is projected to re-openLabor Day weekend 2012.

The Ultra Dwarf conversion was competitively bid andwas awarded to Champion Farms of Bay City, TX.

The Magellan Golf Course was chosen for the first con-version for the following reasons:

* There is continual trouble with greens 10, 11, 12, 1314 and 17.

* The back nine temperatures on the greens were wellover 100 degrees for prolonged periods of time the pasttwo summers.

* These greens are made-up of a mixture of sand witha heavier peat moss blend that bent grass diseases seemto hit this course harder than any year after year. (This isevidenced by the practice green that was renovated in2006 and has a completely different mix than the rest ofthe greens. It has no issues. )

* The trees that would need to be removed to help theUltra Dwarf grow are on POA property while on some ofthe other courses the greens are shaded by trees on pri-vate property.

* The Magellan Superintendent has spent many hoursstudying the grow-in and is strongly in favor of conver-sion.

The Property Owners’ Association Golf Departmentanticipates the return on investment to be 2.3 to 3 years.

It is also anticipated that the POA will save $30,000 peryear in fewer chemical applications and reduced labor.

Mulch from last April’s storm debris is nowavailable to Hot Springs Village property owners.

Mulch is available at the old gravel pit (turn onTerlingua Drive from DeSoto Boulevard, then lefton Deposito Paseo) from 8:30 a.m. until 4:00p.m. Monday through Friday until the supply isexhausted.

Mulch is free of charge to residents for person-al use. The mulch is largely pine. Property ownersshould bring all tools necessary to load and haulthe mulch from the site.

Lake Valves ClosedThe valves were closed on the draw down of Lakes

Balboa and Cortez. The lakes were drawn down to provide property own-

ers with an opportunity to work on their seawalls anddocks during the winter.

The POA was also able to dredge the lakes and com-plete work on the boat ramp on Lake Cortez.

RATESThe Hot Springs Village Board of Directors recently amend-

ed the non-residential sanitation rate structure by adding acategory for small non-residential customers that do not gen-erate enough waste for a three-yard bin. These small non-res-idential customers will be provided a 96 gallon cart for acharge of $41 per month.

SCHEDULERoute changes have been made in an effort to improve col-

lection efficiencies. The new schedule consolidated sanitationcollections to three routes, operating four days a week.

Most customers have a new collection day and all residen-tial customers will now receive once a week pick up, includingmultifamily and townhouse collections.

Holiday collections have also been changed. Collection willbe pushed back one day for all customers following the holi-day.

Yard waste collection will now be made on Fridays. Bag tagsare still required and can be purchased from the Public WorksDepartment.

Urban Deer ManagementThe Planning & Inspections Department is conducting

a five night deer count in March to determinehow rapidly the Hot Springs Village deer popu-lation is increasing.

Completed in October, the 2011 UrbanDeer Hunt, yielded 118 deer, many donated toArkansas Hunters Feeding the Hungry.

Inspections Begin for Covenant& Maintenance Violations

The Property Owners’ Association is taking a proactiveapproach regarding violations to the Hot Springs VillageDeclaration and Protective Covenants.

This includes parking and storage of recreational vehi-cles on streets in front of residences and property mainte-nance issues for Hot Springs Village residential proper-ties.

This action is being taken to maintain the aesthetics ofHot Springs Village.

The Planning and Inspections Department has dividedHot Springs Village into five regions. Inspectors will coverevery street within each region.

Inspectors will be looking for:* Parking violations such as boat trailers, utility trailers,

motorhomes, abandoned vehicles, and inoperable motorvehicles;

* Yard maintenance items including grass, weeds andplant growth over 10 inches tall;

* Exterior home maintenance items including haz-ardous conditions, building materials other than activeconstruction sites, appliances, household items, rubbish,and safety violations; and

* Exterior surfaces including detached garages, fences,seawalls, decks and walls not being maintained.

If a violation is found, the inspector will leave a notifica-tion advising the property owner of the issue with 72hours to bring the violation within compliance.

The Planning & Inspections Department is asking allproperty owners to review their properties and bringthem into compliance before a visit from the inspector.

Storm Clean Up ContinuesThe Public Works Department hired four

employees to begin cleaning debris from commonproperty from the April 2011 storms.

They are tasked to remove all downed treesand debris, remove trees that are currently lean-ing, and push root balls back into their holes.

Six zones have been established and crews willwork within each zone until complete. Crews havebegun in the west section of Hot Springs Village.

Some highly visible areas along DeSotoBoulevard will eventually be treated with a groundcover of clover and grass.

The project is expected to take two to threeyears to complete.

The idea for British Week began with two largeevents coming to Hot Springs Village.
