    PTH 75 is a major international shipping route, connecting Manitoba and Winnipeg to theEmerson Port of Entry and the United States interstate system.

    Flooding of the Red River has closed PTH 75 in the past causing inconvenience, stress andcosts to the people and the businesses of the Red River Valley and beyond.

    Why is the province undertaking the study?

    Since 2005, the province has completed over $125 millionin upgrades to PTH 75, with additional work planned.

    The province hasconsidered optionsto determine the bestapproach to raising PTH75 and a number of otherroads.

    The hydraulic impactstudy will identify ways tocomplete the upgrades withlittle or no changes to theextentthatoodingalready

    occurs.

    Considerations for upgradesThe province last met with stakeholders in Morris in May of 2010. Based on the feedback from thismeeting, Manitoba Infrastructure and Transportation developed the parameters for the hydraulic impactstudy.DuetooodingandoodrecoveryeffortsacrossManitobain2011,thestartofthestudywas

    delayed until this year.

    The study will consider the following:

    RaisingPTH75willprovideaccessupto2009ood

    levels. This will be similar to the level of protectiondone for I-29 in the United States and allow the Portof Entry at Emerson to remain open.

    Other major roadways in the area may also be raised

    to2009oodlevelsincluding: PR 201 at the Rivire Aux Marais, PR 422 at the Little Morris River, PTH 23 west of the Town of Morris, and PTH 23 east of the Marsh River crossing.

    The study will consider relocation of the Morris River

    north of Morris with a new bridge in that location.Raising the bridge over the Morris River to protectagainst2009oodlevelsatthecurrentlocationis

    impractical.

    Proposed extensions to the Morris dike will also beconsidered in the study.

    Study Process

    There are several steps required to complete the study.

    Collectionandreviewofexistingdata(waterlevels,ows,oodedareas,roadandrailwayelevations,

    culvert sizes), Obtain survey information, and

    Gatherlocaloodknowledge.

    Develop alternatives to possibly raise the following roadways: PTH 75 from Aubigny to St. Jean Baptiste, PR 201 at Rivire aux Marais, PR 422 at Morris River, PTH 23 west of Morris, and PTH 23 at Marsh River.

    DevelopastateoftheartcomputeroodmodeloftheRedRiverValleyfromWinnipegtoGrandForks,

    The model will accurately describe geographic features (ex: roads, railways, community ring dikes, bridgeand culvert crossings), and

    Usethemodeltoreplicatethe1997,2001,2006,2009and2011oodevents.

    UsethemodeltopredicthowfutureoodsarelikelytochangeiftheproposedupgradestoPTH75and

    associated roads and infrastructure are completed.

    Identifywaystoimplementtheproposedupgradessothatthereislittleornoeffectonhowoodingalready occurs.

    Opportunities to participate

    There will be several opportunities for people

    to provide inputs to the study.

    Round1:Todayistherstopportunityforpeople to provide the study team with local

    oodknowledgeandexperiences.The

    study team also wants to understand how

    people would like to be engaged as the

    study proceeds.

    Round2: The second round of consultation

    will be an opportunity to review initial results

    from the modelling, including potential

    strategies to adjust proposed upgrades to

    minimizechangestohowoodingalready

    occurs.

    Round3:Thenalroundofconsultationwill

    be an opportunity to review the draft study

    results. This will include an opportunity to

    provide feedback on ways to complete the

    upgrades with little or no changes to the

    extentthatoodingalreadyoccurs.

    Study ScheduleWhileoodingandoodrecoveryeffortsacrossManitobain2011,resulted in some delays, the study has begun and will continue over thecourse of 2013. A report is anticipated for 2014.
