1. INTRODUCTION

Traffix Group has been engaged by RLX Investment Company Pty Ltd to undertake a traffic engineering assessment of a proposed site specific rezoning to accommodate a saleyard development for the purposes of livestock exchange at the intersection of Western Highway and Sunraysia Highway, Miners Rest. This facility would replace the existing Ballarat Livestock Selling Centre from Ballarat to Miners Rest.

In preparing this report, the subject site and environs have been inspected, plans of the proposed development have been perused, and the traffic engineering implications of the proposed development have been assessed.

2. EXISTING CONDITIONS

2.1. THE SITE

The subject site is located at the north western corner of the Western Highway and Sunraysia Highway intersection in Miners Rest, as shown in the locality plan in Figure 1.

The subject site is currently vacant and has an area of approximately 46 hectares. It is situated within a Farming Zone (FZ) under the Ballarat Planning Scheme, as shown in Figure 2.

Existing land use surrounding the subject site is predominantly farming related. An aerial photograph of the site is shown in Figure 3.

2.2. ROAD NETWORK

Sunraysia Highway is a Road Zone Category 1 (RDZ1) under the Ballarat Planning Scheme and is under the control of VicRoads. Sunraysia Highway in the vicinity of the site is configured with an undivided carriageway, which generally accommodates a single lane of through traffic and a sealed shoulder in each direction.

Sunraysia Highway terminates at Western Highway, where it provides an off-ramp for vehicles heading eastbound along Western Highway and another off-ramp for vehicles heading westbound along Western Highway. It connects Ballarat to Mildura to the north west (via the Calder Highway).

A speed limit of 100 km/h applies to Sunraysia Highway.

Western Highway is a Road Zone Category 1 (RDZ1) under the Ballarat Planning Scheme and is under the control of VicRoads. Western Highway in the vicinity of the site is configured with a divided carriageway, which accommodates two lanes of through traffic and sealed shoulders in each direction of travel.

Western Highway connects to Sunraysia Highway via two on-ramps. A speed limit of 110 km/h currently applies to Western Highway.

The proposed development will draw traffic from around the broader regional area. The regional road network is shown in Figure 4, which demonstrates the radial nature of the State Highway system, with the Western Highway, Western Freeway, Sunraysia Highway, Glenelg Highway and Midland Highway all leading to Ballarat. These roads generally comprise “M”, “A” and “B” class roads, defined as follows:

“M” roads provide the primary road links that connect Melbourne and the major provincial centres. They are the highest quality divided roads with generally four lanes, good linemarking, delineation and sealed shoulders.

“A” roads have a similar role to M roads. They are generally two lane undivided roads with good linemarking and delineation, sealed shoulders and reasonable overtaking opportunities.

“B” roads provide the major link between regions not served by A roads, and are highly significant tourist roads. They are generally two-lane undivided roads with good linemarking and delineation.

These roads have been highlighted in Figure 4. Figure 4 also shows, amongst others, the Main Road system of this section of regional Victoria. This system provides “cross country” connections between towns and generally comprises “C” class roads, defined as follows:

“C” roads provide important links between Victoria’s rural towns, and are generally two-lane sealed undivided roads.

M, A, B, and C roads are under the control of VicRoads.

2.2.1. Existing Traffic Conditions

Traffic volumes along Sunraysia Highway have been recorded by VicRoads. The most recent count was completed to the north of the Western Freeway ramps, in the vicinity of the site. The traffic count was completed over the 7 day period of Wednesday 20th November to Tuesday 26th November, 2013.

A summary of the survey results is presented in Table 1.

The data indicates that on a typical weekday, Sunraysia Highway carries in the order of 1,530 vehicles per day, with 112 vehicles in the AM peak (8-9am) and 138 vehicles in the PM peak hour (4-5pm). Traffic volumes on the weekends are lower, with 1,300 vehicles recorded on the Saturday and 1,385 vehicles per day recorded on the Sunday.

This level of daily traffic is relatively low for a declared state highway and category 1 Road Zone.

Figure 5 demonstrates the pattern of traffic volumes throughout a typical weekday. A discernible AM and PM peak period can be identified within the weekday average volumes at 8am-9am and 4pm-5pm, respectively.

The predominant movement in the AM peak is the southbound direction (towards the Ballarat Town Centre), while in the PM peak it is in the northbound direction (away from the Ballarat Town Centre).

2.2.2. Road Safety Review

A review of the State Road Accident Records (CrashStats) has been undertaken in vicinity of the subject site for the past 5 years of available data (1/7/2008 to 30/6/2013)1. The crash investigation area is shown in Figure 6 and includes the length of Sunraysia Highway between, and including, the intersection of Sunraysia Highway with the Western Freeway and Learmonth-Sulky Road, and Learmonth-Sulky Road between Sunraysia Highway and Ballarat-Maryborough Road.

The review indicates that there have been 12 casualty crashes reported within the review area over this period. A summary of the reported casualty crashes is provided in Table 2.

There were no clear crash patterns along the length of Sunraysia Highway, and no recorded crashes along Learmonth-Sulky Road. There were two (2) recorded crashes at the intersection of Ballarat-Maryborough Road and Learmonth-Sulky Road.

Significantly, no casualty crashes were recorded in the vicinity of the site’s frontage to Sunraysia Highway.

3. EXISTING LIVESTOCK EXCHANGE OPERATION

3.1. LOCATION

The existing Ballarat Livestock Selling Centre is located in the suburb of Delacombe to the south-west of Ballarat, and is bound by Latrobe Street, Learmonth Street, Winter Street and Brazenor Street, as shown in Figure 7.

We understand that generally sheep are sold from the eastern side of the site, whilst cattle, pigs and horses are sold from the western side.

Access to the site is possible from a number of points along Latrobe Street, Winter Street and Brazenor Street. Two main loading areas service the site, with the central area servicing both the eastern side (sheep yards) and western side (cattle, pigs and horse yards). The eastern loading area services only the sheep yards.

Parking for the site is informal, with vehicles able to park along the site frontage with Latrobe Street and Winter Street, as well as on-site in a number of areas.

Weekly sales are held for sheep/lambs, fat cattle and pigs, whereas store cattle sales are held once a month. Horse sales are less frequent, at around 5 per year. Table 3 shows the arrival and departure times of trucks for these sales, as described in the Grogan Richards’ report dated 12 October, 2005.

Loading for the sales typically begins the day prior to the sale day and can continue through to the early hours of the sale morning. It is understood that at the existing site, curfews have been put in place to prevent excessive truck volumes accessing the site on Sunday mornings and late evenings prior to the fat cattle sale.

3.2. EXISTING SALE DESCRIPTIONS

Fat cattle sales occur weekly on Mondays, with cattle deliveries typically beginning at around lunchtime on Sundays. Cattle for the Monday sale must be delivered between 12noon and 7pm on the Sunday. This is to ensure the consistency of yield for the cattle, which are sold for meat by weight. If cattle are not delivered during this period, they cannot participate in the Monday fat cattle sale.

The cattle are removed from the site on the Monday afternoon and into the evening depending on the daily throughput.

Sheep have the largest annual throughput and sales are held weekly on a Tuesday. Sheep begin arriving at the site from around lunchtime on the Monday and continue through until the Tuesday morning when the sale begins. Depending on the daily throughput, sheep will be removed from the site from around lunchtime on Tuesday through to Wednesday morning for larger sales.

Weekly pig sales occur, although during peak months additional sales can be scheduled. Pigs are generally brought to the site on Wednesday morning, and are taken away on Wednesday afternoon. Pig sales are not proposed to occur at the new site.

Store cattle sales occur approximately once a month, due to a lower demand when compared to the fat cattle sales. Cattle are typically delivered to the site from the Thursday morning through to the Friday morning, and are removed through to the Friday evening.

3.3. SALES FIGURES

We have been provided with the last four years of sales data for the existing Ballarat Livestock Selling Centre for sheep, prime cattle and store cattle.

Over this period, the following 85th percentile and maximum sale sizes were recorded:

Sheep: 85th percentile sale of 36,806 sheep, maximum sale of 58,561 sheep.

Prime cattle: 85th percentile sale of 470 cattle, maximum sale of 795 cattle.

Store cattle: 85th percentile sale of 3,771 cattle, maximum sale of 4,806 cattle.

We have been instructed to use these figures in our analysis of the proposed Central Victoria Livestock Exchange.

3.4. HEAVY VEHICLE VOLUMES

Truck movements associated with sheep, prime cattle and store cattle sales were recorded at the existing BLSC in July, 2014. These have been combined with the sales figures for the same days, to then be used to determine likely truck volumes associated with the 85th percentile design sales figures.

The surveys undertaken included:

Store Cattle Sale: unload between 12-6pm on Thursday, 17th July, 2014 and load between 12-7pm on Friday, 18th July, 2014.

Prime Cattle Sale: unload between 1pm to 6pm on Sunday 6th July, 2014 and unload/load between 7am-2pm on Monday, 7th July, 2014.

Sheep Sale: unload between 3pm to 10pm on Monday 14th July, 2014 and load between 9am and 4pm Tuesday, 15th July, 2014.

A full breakdown of truck and sales volumes are provided at Appendix A. This includes a breakdown of the heavy vehicle types and also a profile over the time of day, to enable peak hour periods to be determined.

Given the prime cattle sale occurs on a Monday, and sheep begin arriving for the Tuesday sale on the Monday afternoon, Monday represents the overall peak commercial vehicle activity day.

Figure 8 shows the anticipated heavy vehicle volumes over a Monday where the design

sales figure of 470 prime cattle are sold and 36,806 sheep are yarded for sale the following day. These numbers have been determined by factoring the July sales figures and heavy vehicle volumes.

BLSC advises that during the low season, trucks are generally not loaded to capacity. Therefore, during the busier months and sales the loading of trucks increases, thereby increasing efficiency. As such, the 85th percentile factors have been reduced by 20% to reflect this situation.

4. PROPOSAL

The application is for the site specific rezoning of the subject land for the purposes of a Livestock Exchange. In essence, it is intended to relocate the Ballarat Livestock Selling Centre located at Latrobe Street, Delacombe to the subject land to be the new Central Victoria Livestock Exchange.

A concept development plan has been prepared by Spiire Geolyse, dated 27th August, 2014. The concept plan is attached as Appendix B, and shows:

5. CAR PARKING CONSIDERATIONS

5.1. STATUTORY CAR PARKING REQUIREMENTS

The proposed use of the site falls within the land-use category of ‘saleyard’ under Clause 74 of the Planning Scheme.

A planning application may be subject to the provisions of Clause 52.06 of the Planning Scheme. The car parking requirement for a ‘saleyard’ is set out in the Table at Clause 52.06-05, and requires 10% of the site area to be set aside for parking.

We have presumed the requirement relates to the area of the site designated for saleyards, being in the order of 20 hectares, realising a requirement for an area of 20,000 square metres for parking.

The proposal sets aside approximately 9,400 square metres for car parking and truck parking (not including the circulatory road), and accordingly a partial waiver of the statutory car parking requirements is required.

Clause 52.06-3 of the Planning Scheme allows for the statutory car parking requirement to be reduced (including to zero).

Practice Note 22 (April 2013) specifies that the provisions draw a distinction between the assessment of likely demand for parking spaces, and whether it is appropriate to allow the supply of fewer car spaces. These are two (2) separate considerations, one technical while the other is more strategic. Different factors are taken into account in each consideration.

Accordingly, the Applicant must satisfy the Responsible Authority that the provision of car parking is appropriate on the basis of a two step process which has regard to:

The car parking demand (Car Parking Demand Assessment) likely to be generated by development.

Whether it is appropriate to allow fewer spaces to be provided than the number likely to be generated by the use.

An assessment of the appropriateness of reducing the car parking provision below the statutory requirement is set out as follows.

5.2. CAR PARKING DEMAND ASSESSMENT

A previous application for the relocation of the BLSC to Learmonth recommended the provision of 240 car parking spaces and parking for approximately 30 trucks. This figure was derived from a review of parking survey data collected for various sale events at BLSC in August, 2005, as well as a review of the provision of parking at a number of saleyards across Victoria.

In addition to this, we have reviewed parking survey data collected to support the application for the relocation of the Northern Victoria Livestock Exchange in 2010.

5.2.1. Ballarat Livestock Selling Centre

A series of parking occupancy surveys were completed of the existing Ballarat Livestock Selling Centre in Delacombe as part of the Grogan Richards traffic assessment at the application stage for the proposed relocation to Learmonth in 2005.

Surveys were completed for a single sheep sale, prime cattle sale and store cattle sale in August, 2005. Details of the sale date, number of head sold and peak parking demands are summarised as follows:

Friday, 12th August, 2005: Peak parking demand of 234 vehicles for a monthly store cattle sale size of 3,092 cattle.

Monday 15th August, 2005: Peak parking demand of 122 vehicles for a weekly prime cattle sale size of 122 cattle.

Tuesday, 16th August, 2005: Peak parking demand of 140 vehicles for a weekly sheep sale size of 13,192 sheep.

It is noted that the above parked vehicle numbers include trucks. The Grogan Richards report states that in the order of 35-40 trucks were parked on site during the monthly store cattle sale i.e. around 200 cars and 35 trucks for a monthly store cattle sale size of 3,092 cattle.

5.2.2. Northern Victoria Livestock Exchange

A series of parking occupancy surveys were completed of the existing Northern Victoria Livestock Exchange in Whytes Road, Bandiana as part of a CPG traffic assessment.

These surveys were completed at the following times:

Wednesday 3rd March, 2010 between 3pm-10:30pm at 15 minute intervals, and

Thursday 4th March, 2010 between 6am-3pm at 15 minute intervals.

The above times were chosen to cover the entire sale period for the 4th March, 2010 store cattle sale.

The Wednesday survey times correspond with times when cattle are delivered (receivables) to the livestock exchange. The Thursday survey times correspond with the remaining receivables, the sales times and the period over which the majority of buyers load vehicles for external deliveries.

The peak time for the surveys was recorded at 11am Thursday 4th March, 2010, where a total of 227 parked cars were observed on the site, which relates to a sale size of 2,800 store cattle. A maximum of 41 trucks was observed on the site at 12:30pm.

The recommended car parking provision for the relocated Northern Victoria Livestock Exchange was for 230 sealed spaces, 50 overflow gravel spaces and 120 overflow grass spaces. In addition, a total of 40 sealed truck parking spaces were recommended.

The provision of 400 spaces total was to support a maximum sale of 9,000 cattle, with the sealed 230 spaces to support a ‘typical’ sale as was surveyed in March, 2010 when 2,800 cattle were sold.

In their 2005 report, Grogan Richards reviewed the parking provision at a number of saleyard sites across Victoria which were considered relevant to the BLSC, as follows:

5.2.4. Recommended Parking Provision

We believe that the impact of larger sales is likely to lead to larger individual sales and distribute the activity on sales days over more hours, rather than necessarily increase the intensity of activity at any one time.

The CVLX is estimated to have an annual throughput in the order of 70,000 cattle and 1.6 million sheep. The existing 85th percentile sales figures are

Sheep: 85th percentile sale of 36,806 sheep, maximum sale of 58,561 sheep.

Prime cattle: 85th percentile sale of 470 cattle, maximum sale of 795 cattle.

Store cattle: 85th percentile sale of 3,771 cattle, maximum sale of 4,806 cattle.

From the parking survey results at the BLSC, it appears that the highest parking demands occurred during the monthly store cattle sale, when around 200 cars and 35 trucks were parked for a sale size of 3,100 approx.

The surveys undertaken at the existing Bandiana exchange had parking demands during the monthly store cattle sale of 227 cars and 41 trucks for a sale size of 2,800 approx.

From all of the above information, the recommended parking provision is 250 marked car parking spaces, with a provision for overflow grassed parking in the order of 100 spaces. We expect that this provision will be sufficient to accommodate the parking demands associated with 85th percentile sales for weekly sheep and monthly store cattle sales within constructed parking spaces, and accommodate the overflow parking demands associated with maximum sales within grassed areas.

It is recommended that a truck parking area to accommodate in the order of 30 trucks is provided, noting that there are a total of 25 loading ramps proposed as part of the facility and trucks will be parked at these also.

In design terms, it is typical to allow approximately 25 square metres per parking space to account for the actual car space and access aisle. In this regard, parking for 350 parking spaces will require in the order of 8,750 square metres.

For trucks, we conservatively estimate an area of approximately 150 square metres per truck to accommodate a B-Double and access. Provision for 35 trucks would therefore require 5,250 square metres.

Overall it is estimated the site would need to set aside in the order of 14,000 square metres to accommodate the recommended parking provision.

The plans presently show an area of approximately 9,400 square metres, and therefore should be broadened to allow for further parking.

Based on the above assessment, we are of the view that a partial waiver of the statutory car parking requirements of 20,000 square metres for parking is justified; however the designate parking area should be enlarged to provide an area of some 14,000 square metres.

Furthermore, it is recommended that at the planning application stage there is a requirement to show a provision for 250 constructed car spaces and 35 truck spaces, and demonstrate how a further 100 cars could be accommodated in a grassed area.

5.3. PARKING LAYOUT AND ACCESS ARRANGEMENTS

A total of 350 parking spaces are recommended on the site, including:

250 constructed parking spaces,

100 overflow grassed spaces.

All parking spaces within the constructed car park should accord with the requirements of Clause 52.06 of the Planning Scheme.

For the 250 car space constructed car parking area, it is recommended that at least two access points are provided to the circulation road, and that these are provided at a width of at least 5.5 metres to accommodate two-way traffic.

The access road from Sunraysia Highway should be designed for two-way traffic and accommodate a B-double truck passing a car.

The internal road network should be designed in order to accommodate the manoeuvring requirements of a B-double articulated vehicle. The plans have been reviewed accordingly, and we are satisfied that B-Doubles can access the loading docks and circulate throughout the site.

The site access with the Sunraysia Highway will provide for all movements.

6. TRAFFIC CONSIDERATIONS

6.1. TRAFFIC GENERATION

For the purposes of design, it is typical to work on the 85th percentile event.

The weekly peak event at the proposed CVLX will be the weekly sheep sale on a Tuesday. The overall peak traffic periods for the site will occur during the arrival and departure of people attending the sale event.

It is noted that the peak hour volumes which would be anticipated on a Friday for a monthly store cattle sale may be higher than this, however they will only occur once a month and it is considered more appropriate to design based on the anticipated weekly peak hour volumes.

At present there is no traffic survey data for light vehicle movements for weekly sheep sales. To provide a conservative assessment of expected light vehicle numbers we have relied upon survey data of monthly store cattle sales, which seem to typically attract the highest visitation.

Traffic surveys were undertaken for the Northern Victoria Livestock Exchange, for a sale size of 2,800 cattle, which recorded peak hour traffic volumes in the order of 150 vehicles between 10am and 11am and in the order of 130 vehicles between 1pm and 2pm (of which 10-15% were trucks). These peak hours represent the highest volume of traffic associated with the arrival and departure of agents / patrons etc. attending the sale event.

We note that the recorded peak periods do not correspond with the AM and PM peak periods of Sunraysia Highway.

The anticipated heavy vehicle profile for a Tuesday based on the BLSC survey data (discussed in Section 3.4) shows an anticipated 19 heavy vehicles and 2 heavy vehicles during the identified overall peak traffic periods of 10am to 11am and 1pm to 2pm.

In view of the foregoing information, to provide a robust assessment it will be conservatively assumed the weekly sheep sale will generate a peak hour volume of 200 vehicles in each of the entry and exit peak periods, inclusive of 10% commercial vehicles.

6.2. TRAFFIC DISTRIBUTION

CVLX has provided detailed data which shows the distribution of existing sheep and cattle vendors and buyers across the state. This has enabled likely routes to and from the site, particularly for heavy vehicles, to be determined.

The predicted traffic distribution and traffic volumes are based on the following assumptions:

A directional split of 85% to / from the east, and 15% to / from the west along Sunraysia Highway.

During the 10-11am arrival period, a split comprising 90% arrivals and 10% departures.

During the 1pm-2pm departure period, a split comprising 10% arrivals and 90% departures.

It is typical for accesses to be designed to operate for a 10 year period. Therefore, we have applied a 2% compounded growth rate to traffic volumes on Sunraysia Highway to establish a 2024 design volume.

The projected post development peak hour volumes are illustrated in Figure 9.

6.3. ACCESS DESIGN

Based on the post development traffic volumes, AustRoads Guide to Road Design Part 4A at Figure 4.9 recommends localised widening of the Sunraysia Highway to accommodate a channelised short right turn lane (CHR(S)), and a basic left turn lane (BAL).

However, given the projected levels of left turning traffic, inclusive of commercial vehicles, it is recommended the requirement for a basic left turn lane is upgraded to a short auxiliary left turn lane (AUL(S)).

AustRoads Guide to Road Design Part 4A specifies a Safe Intersection Sight Distance requirement of 262 metres for cars and 317 metres for trucks (based on a 2.5s reaction time). Preliminary investigations show that the sight distance requirements are achieved.

6.4. TRAFFIC IMPACTS

An assessment of the performance of the proposed site access, comprising a CHR(S) and AUL(S) with a single exit lane has been undertaken using Sidra Intersection 5.1. The assessment has used the volumes outlined in Figure 9.

The assumed intersection layout for the purposes of analysis is illustrated in Figure 10, and is premised on the AustRoads requirements for turn lane lengths based on the design speed and anticipated volumes.

The Sidra output results for the intersection between the site access and Sunraysia Highway for the two peak periods (10am-11am and 1pm-2pm) are provided at Appendix C.

Given the low volume of traffic along Sunraysia Highway, minimal delays are expected on any approach during either peak period. The DOS for the overall intersection is 0.07 for the 10am-11am peak and 0.19 for the 1pm-2pm peak.

In view of the foregoing, it is expected that the proposed access will suitably accommodate the projected levels of traffic.

6.5. REGIONAL TRAFFIC IMPACTS

Detailed data has been provided which identifies the location of cattle and sheep vendors and buyers by sale size all over the state (provided at Appendix D). This has enabled the likely routes of stock to and from the site to be established.

The data reveals that both vendors and buyers are located broadly throughout Victoria, and there is a relatively small percentage of locally generated traffic. In this regard, the majority of traffic is likely to be attracted to the primary roads, being the Western Highway to generally head east and west, and the Midland Highway (via the Western Highway) to head north or south.

Similarly, more locally generated traffic to the south, west and east is likely to use the Western Highway or Sunraysia Highway.

To the north, local traffic from towns such as Blowhard, Clunes, Talbot and Maryborough may be attracted to use the Ballarat-Maryborough Road travelling through the town of Miners Rest to access and egress the site.

We understand, despite the designation of the road (being an ‘A’ road), that the local Miner’s Rest community is concerned with commercial vehicle traffic travelling through the township.

To estimate the locally generated traffic to the north, we have used the historical vendor and buyer data,

The data reveals the following percentages immediately to the north:

Sheep vendors: 3.89%

Sheep buyers: none

Cattle vendors: 4.87%

Cattle buyers: 0.31%

Applying these percentages to the anticipated 85th percentile sale of stock results in the following heavy vehicle numbers (excludes deliveries made by utes and light vehicles with trailers attached):

Sheep vendors: 3.89% of 169 heavy vehicles over a 3pm-10pm unload period weekly on a Monday = 7 vehicles, or on average one vehicle an hour.

Prime cattle vendors: 4.87% of 28 vehicles over a 1pm-6pm unload period weekly on a Sunday = 1 vehicle, and

Store cattle vendors: 4.87% of 121 heavy vehicles over a 12pm-6pm unload period monthly on a Thursday = 6 vehicles, or on average one vehicle an hour.

This level of traffic is relatively small and would make no material difference to the operation of Ballarat-Maryborough Road.

Nonetheless, we have explored possible alternative routes to divert heavy vehicle traffic away from the Miners Rest township.

The preferred route for these vehicles would be to be redirected along Learmonth-Sulky Road to the north of Miners Rest to then travel west, turn left onto Sunraysia Highway and continue south-east to the site for arrival, and vice versa for departures.

We have reviewed the key intersections along this route, being Ballarat-Maryborough Road and Learmonth-Sulky Road and Learmonth-Sulky Road and Sunraysia Highway and are satisfied that these can appropriately accommodate B-double and semi-trailer movements.

Should the alternate route be deemed necessary, then the Livestock Exchange should incorporate a management plan and signage plan to direct heavy vehicles to this alternate route.

7. CONCLUSIONS

Having undertaken a review of traffic engineering issues associated with the proposed saleyard development at Sunraysia Highway, Miners Rest, we are of the opinion that:

1. The development has a statutory car parking requirement under Clause 52.06 of 20,000sqm set aside for parking, as 9,400sqm is provided on-site, a car parking dispensation is required.

2. It is recommended that 250 constructed parking spaces and 100 overflow parking spaces be provided to accommodate expected 85th percentile and maximum sales events.

3. The proposed parking layout and access arrangements should accord with the relevant standards of the Planning Scheme, and current practice.

4. The internal road network of the saleyards has been designed to accommodate the manoeuvring requirements of a B-double articulated vehicle, which is an appropriate design vehicle for this development.

5. The level of traffic generated as a result of this proposal can be accommodated on Sunraysia Highway, subject to an appropriate intersection treatment being installed to the satisfaction of VicRoads.

6. The intersection analysis indicates that the site access to the Sunraysia Highway will operate under a Level of Service A (LOS A) representing excellent conditions and accordingly, the development traffic will not have an adverse impact on the Sunraysia Highway,

7. Anticipated heavy vehicle traffic volumes through Miners Rest will be low and this traffic will be redirected along Learmonth-Sulky Road as part of a truck management plan for the site.

8. There are no traffic engineering reasons why a planning permit for the proposed saleyards should be refused, subject to appropriate conditions.
