Lac qui Parle County Highway Department 5 – Year Highway Plan

Back ground:The 5 – Year Highway Plan is developed by the County Engineer and Highway Department Staff to aid with budgeting, planning, programming, and construction of roadways and bridge improvement projects.

The 5 – Year Highway Plan is presented at a public meeting and to the County Board for review and approval.

What factors go into the Plan:

Several factors are considered when developing the 5 – Year Highway Plan, below are the most essential:

- Life Cycle: Currently basing on a 85 Year life cycle- Pavement Quality Index (PQI): PQI below acceptable level typically receive higher priority- Traffic Volume (ADT = Average Daily Traffic): The higher ADT route typically receive higher priority- Sufficiency Rating (SR): Used for rating bridges. Lower rating receive higher priority- Accident Data, Alignment, County Roadway Safety Requirements and Funding Availability are other

consideration taken when creating the Plan

Is this 5 – Year Highway Plan “Set in Stone”?

No – This is only a plan; funding level changes, County Board directives changes, etc. It is the goal of the Lac qui Parle Highway Department to maintain this schedule to the best of our ability with the resources given to us.
