B. INSTRUCTIONS TO PASTORS AND STUDENTS

43 Eligibility

Enrollment is open to members of churches on the Hawaii-Pacific

District who feel called of God to Ministry and pastors seeking

continuing education credit. First time students must be

recommended by the pastor and church board of the church to

which they belong. Classes may be audited by Hawaii-Pacific

District lay members by contacting the studies secretary.

Course Tracks

Hawaii Pacific District uses the “Modular track” for ministers

seeking Elder or Deacon ordination. Ministers will not be

ordained without having completed their respective course track.

Modes of Study

The recommended mode of academic preparation for full time

Christian services is by attending: a Nazarene liberal arts

college, university and/or seminary, or by completing the

Modular track program.

Each candidate is instructed to download a Sourcebook for

Ministerial Development found at the link listed above.

Options for Module Plus Program

44 1. Two Options are available to the ministerial candidate:

OPTION 1

–Nazarene Bible College online http://www.nbc.edu/contact/

or Northwest Nazarene University online

http://www.nnu.edu/index.php?id=cos. Other schools may be

approved by the District Board of Ministry Studies.

OPTION 2

–District Board of Ministry Studies may approve those with

a Master’s degree to teach classes on the Hawaii Pacific

District.

-Cost for Hawaii-Pacific District classes will be $100.00

per course. Credit for any given class will not be given

until payment has been received and all coursework is

complete.

2. Candidates should be prepared to appear for an interview at

the date, time, and place specified by the District Board of

Ministry Studies when they are entering the HIPAC program and if

they fail to meet the minimum class requirement.

College/University/Seminary Students

Students taking classes at other institutions are responsible to

submit an annual transcript of work completed to the District

Board of Ministry Studies secretary no later than January 1.

Enrollment Procedure

45 To enroll in the HIPAC course of studies contact the Secretary

of the District Board of Ministry Studies. Your senior pastor

will automatically become your advisor and will help guide you

in your preparation. Pastors should also work to develop a

mentoring relationship with ministers in training within their

local church.

FIRST DAY

Tuesday Evening, April 1, 2014

The Pukalani Community Praise Team led by Howard Paleka led

us in 30 minutes of worship.

District Superintendent, Dr. Robert Killen, received an

offering. Rev. Joe Crosby led in prayer.

General Superintendent, Dr. David Busic, introduced Point

Loma Nazarene University president Dr. and Mrs. Bob Brower. He

then introduced Dr. Killen for his twentieth and last report as

the Hawaii Pacific DS.

50 Dr. Killen introduced all the pastors and district leaders

and presented each with a lei.

In his report he promoted all our new work: Kona Coast

with Rev. Ryan Fasani, Rev. Joy Paul and Rev. Eric Paul; Hawaii

Korea with Rev. Soonkil Park; our first Hispanic church, called

Iglesia del Nazarena El Puente with Javier Martin-Vinas; His

Highest Presence (Ma’ili) with Ambrose Ching.

The Bridge praise team shared in music and Dr. Busic closed

in prayer.

SECOND DAY

Wednesday Morning, April 2, 2014

The session opened at 9:11 with Praise and Worship as led

by Tim Cruz with help from musicians across the district.

Rev. Dan Leibbrand led in prayer.

Dr. Robert Killen welcomed everyone.

General Superintendent, Dr. David Busic gave a message from

Isaiah 11 on what the church should look like: “lions getting

along w/the lambs”. It is an:

-inclusive church (one that celebrates diversity)

-safe church (responsibility of leadership to create

an atmosphere of safety for the diverse)

to live w/o the taste of blood in their mouths)

-healing place (hospital for sinners)

A video on the M15conference was shown.

Every pastor on the district gave their report. Special

prayer was offered for Rev. Mark Gudmunson by Dr. Busic for

healing of a tumor in his neck.

Navy Chaplain Brian Haley brought greetings to the assembly.

A report on Kokua Compassionate Group was given by Rev. RJ

Strickland.

Dr. Bob Killen presented a gift to Rev. Ron Fay, who is

retiring from PLNU on behalf of the HIPAC District.

The assembly closed with mahalo from Dr. Busic and Rev.

Litsey for all the kokua from the people who helped make the

assembly succeed.

A. DISTRICT OFFICERS

1. District Superintendent

I come to you today because of Jesus! He is my Savior; my Lord;

my Strength and my All! I am nothing without Him and anything I

am or have today is because of His grace! It has been such a

joy to serve Him for these last 49 ½ years – 42 of those years,

Ruth and I have been privileged to serve in these beautiful

islands, among you, some of God’s greatest people!

We welcome you to this 2014 District Assembly, the 62nd of the

Hawaii Pacific District. I am sure you will enjoy these days.

During the next two days you will experience inspiring worship

and challenging messages. You will hear, read and receive

accountability reports; catch a glimpse of God’s preferred

future for our district; and participate in the electing of

various district leaders, including a new district

superintendent. You will enjoy the presence of our Lord Jesus

and the fellowship of our district family.

It is a special joy to welcome General Superintendent, Dr. David

Busic and Christi to our district. This will be Dr. Busic’s

first USA/Canada district assembly, since his election as

General Superintendent at the General Assembly held in

Indianapolis this past June. For the next two years he will be

57 in jurisdiction for all twelve districts of the Point Loma

region. It is also a joy to welcome Dr. Bob and Linda Brower,

our Point Loma Nazarene University president and his wife. Dr.

Bob and Linda have been great friends to me personally, but also

friends to our district. We extend a welcome the Director of

Church Relations for PLNU, Rev. Ron Fay and his wife Carol.

This will be Ron’s last time to represent PLNU at our District

Assembly. Ron has announced his retirement for January 2015.

He and Carol have been great friends of the district and all

pastors.

It is a joy to be able to welcome Rev. Keith and Betty Sears

back to our Assembly; they ministered on our district for 13

years, in two different churches.

I am thrilled that you, our assembly delegates, special guests,

and friends are here. Without you we would not be a district

nor would we be having this event. I extend to you my heartfelt

Aloha and Mahalo for investing these hours in this segment of

Kingdom work.

Twenty-two times I have reported to this district assembly as

pastor and now I am giving my twentieth and final report as

District Superintendent. I must admit that Ruth and I have been

experiencing a wide range of emotions over these past few months

as we have had the opportunity of visiting each of our churches

on our “farewell tour”. We cannot find words to adequately

express the gratitude we have for each of you and for the

wonderful privilege of serving our Lord together. Some of you

we have known for the greater part of these last forty-two years

and you have become very dear friends.

When I began my tenure twenty years ago, I was aware of the

history of our district and of the tremendous leadership that

preceded me. I have been privileged to serve under three

different district superintendents, Rev. Bill Gann (who extended

a call for me to pastor in Hawaii), Rev. Virgil Grover and Dr.

Darrell Teare. These men were Godly leaders, examples, and

personal mentors. Each of these leaders has gone on to be with

our Lord but their influence still remains. The Holy Spirit has

achieved outstanding results through their Godly leadership,

along with their teams of pastors and lay leaders. Today we

stand on their shoulders as we advance into God’s preferred

future for the Hawaii Pacific District. It was Isaac Newton who

stated, “If I have seen a little further it is by standing on

the shoulders of giants.” I am grateful for the “giants” that

have gone before.

As I am coming to the end of my time here, let me assure you

that whomever we elect as the new district leader tomorrow, will

have Ruth and my full support and encouragement, for I am

convinced that there is a great future ahead and that God is not

finished with the Hawaii Pacific District.

We have a wonderful history here in Hawaii. We are indeed

“standing on the shoulders of giants”; of those who have gone

before us. The theme we have chosen for this District Assembly

is “A Link to our Past, A Bridge to our Future”. I will be

sharing more about our theme a little later in this report.

Acknowledgements

59 I am so grateful for our District Ohana and for the wonderful

leadership team that God has given. We are a team, doing

ministry together for the glory of God. I trust that you are

aware that we are blessed with a great pastoral team, as well as

committed lay persons that the Lord is using is great ways for

the sake of His Kingdom here in these islands.

I want to take the opportunity to recognize our great team of

senior/lead pastors. These men and women are the heroes of our

district, for it is definitely through the local church that

real ministry takes place. We have a wonderful team of pastors

who are committed to Christ and His Kingdom and are burdened for

their communities. I want to encourage you to pray regularly

for your pastor and their families. Many of our pastors serve

under less than ideal circumstances and yet do so without

complaint or regret. We are aware that the enemy is especially

seeking to discourage, destroy and impede the ministry of our

pastors. So it is incumbent upon all of us to support them with

our prayer and our encouragement. Let them know you appreciate

them. Join me in celebrating these present-day heroes of the

faith.

I want to express my appreciation to our district leadership –

The District Advisory Board: clergy, Rev. Jerry Appleby, Rev.

Michael Litsey and Rev. RJ Strickland; laypersons, Mrs. Joline

Chang, Mr. Kevin Kaya and Ms. Florence Teruya. These

individuals have faithfully provided wise counsel and advice on

the matters of the district. I, also, thank God for the work of

the District Missional Strategy Team (Mr. Craig Furusho, Mr.

Kevin Kaya, Pastor Jerry Appleby, Pastor Gordon Wong, and Pastor

Jimmy Valenzuela). These men are tasked with giving direction

60 and implementation of the strategy for the mission and vision

of the district. They have been a tremendous blessing to me and

great asset to our district.

I wish to express gratitude and appreciation to Mrs. Kona Hahn,

our district treasurer, and to Rev. Michael Litsey, our district

secretary. Both of these individuals have continued to provide

invaluable service to the district and have faithfully served in

their respective assignments.

I would also like to express appreciation to the leaders of our

auxiliaries: Mrs. Ivy Paleka, as president of our District NMI;

Rev. Will Campbell, as president of our District NYI; and Mr.

Kevin Kaya, as chairperson of our District SDMI. I am grateful

to each one for their dedicated and godly leadership.

Mrs. Ivy Paleka continues to give passionate leadership to the

missions’ emphasis around our district. Ivy, along with our

District NMI Council, have worked together to make our Global

Missions come alive in each of our local churches.

Rev. Will Campbell has led our District NYI this year. In

addition, Will has given excellent leadership to the many

activities, including our summer youth camps and the Youth

Sports’ Fest and Convention held this past February. The youth

of the Hawaii Pacific District participated in a Mission Trip to

the Big Island and worked and ministered to the Connection Point

and Hilo churches. We are proud of each of our young people.

They bring energy and vision to our churches and it gives me a

sense that the church is in good hands for the future. At the

61 convention a few weeks ago Rev. Jacob Heaton was elected as the

new District NYI President.

Mr. Kevin Kaya has provided leadership for the District SDMI

these last two years. The District SDMI Convention was held

last evening and was an inspiring time. Kevin has announced

that he and Rhonda will be moving to Florida, later this year.

They will be missed on the Hawaii Pacific District. Kevin has

served in a number of capacities on the district: District

Advisory Board, District Missional Strategy Team and District

SDMI Chair. We want to express our appreciation for his service

to the district.

Once again, we had an excellent Children’s Fusion (Children’s

talent fest) directed by Rev. Joy Lum Kee and Mrs. Rachelle

Wong. We have just concluded our District Children’s Camp,

directed by Rev. Joy Lum Kee. We had 75 children in attendance,

plus workers. It was an exciting time.

Reflection on the Past Year

On May 5th I was tremendously humbled by the honor given to me by

Point Loma Nazarene University with the Honorary Doctor of

Divinity degree. I thank Dr. Bob Brower and PLNU for this

special honor. But I also want you to know that this is a

special recognition for our district. I would not have received

this honor if it had not been for your support and faithfulness

through these years.

This past June a number from our district attended the General

Conventions and General Assembly held in Indianapolis, Indiana.

62 For some this was their first exposure to our International

church. Our two lay delegates to the General Assembly were,

Mrs. Latasi Fereti and Mrs. Calyndel Valenzuela, for both it was

their first experience and they represented our district with

excellence.

I have had the privilege to be involved in the Regular

Church/Pastoral Reviews for seven of our churches this past

year. This is one of the special privileges that I have

enjoyed; being able to spend time with the church boards and

pastors, reviewing the ministry of the local churches and their

vision for the future.

Many of our churches have faced significant challenges this past

year but it is evident that the Lord is working around our

district. We praise the Lord for His presence at work in each

of our churches.

I recognize that statistics do not always give us a complete

picture of what has been accomplished. But it does help us to

have a small glimpse into what has taken place through the hard

work of our pastors, our churches and especially the

faithfulness of our Lord. With this in mind I submit the

following:

Even though there have been many challenges this year and with

the economy not what we would like to see, still we have shown

an increase in the amount given for others (Total Mission

Giving). Seventeen of our churches gave 10% or more for

missions. For this we give God the glory!

Many of our churches continue to be involved in various levels

of compassionate ministry. Honolulu First Church, the Kailua

Church and The Bridge Church have found ways to minister to the

homeless through Family Promise, River of Life Mission and

feeding the homeless in other locations. The Connection Point

Church continues to minister through its Food Pantry. The Kona

Church is ministering through the Kona Pregnancy Center and has

plans to reach out to the community through a community garden.

Wahiawa Community Church is operating a Celebrate Recovery

program, ministering to those who are suffering from various

addictions. The Pukalani Community Church has a Recovery Church

service on Saturday nights, shares with the homeless in the

Kihei area and provides vegetables for the community through

their garden ministry. The Waianae Coast New Beginnings

Compassionate Ministry has changed its name to Kokua Compassion

Group and is having a significant ministry in the Kapolei area,

under the direction of Mrs. Michele Canfield.

As a district, we remain committed to developing healthy,

vibrant churches that live out the Great Commandment and carry

out the Great Commission. We are committed to being a missional

64 district; encouraging local congregations to be outward

focused, seeking to fulfill the Great Commission by making

Christ-like disciples, who are making Christ-like disciples. We

must be intentional in attempting to reach the mission field all

around us.

A Link to our Past

Alex Haley, the author of Roots, stated, “In every conceivable

manner, the family is link to our past, bridge to our future.”

As I thought of this District Assembly our theme took shape, “A

Link to our Past, A Bridge to our Future”. Today Ruth and I, in

many respects, represent the past but God has a preferred future

for this District. The history of the Hawaii Pacific District

family is as rich in its stories of God’s hand leading and

providing, as is the history of the Islands of Hawaii.

It is obvious to all of us that Hawaii is a unique place. The

history of these islands is rich with many expressions of God’s

grace and power. The Hawaii State motto, Ua mau ke ea o ka aina

i ka pono, (the life of the land is perpetuated in

righteousness) is generally attributed to King Kamehameha III

who presided over the Kingdom of Hawaii from 1825 until his

death in 1854. During the time of his reign there was a great

Spiritual Awakening in Hawaii, from 1835 -1840 led by Rev. Titus

Coan and Rev. Lorenzo Lyons, both on the Big Island. Rev. Coan

was centered in the Hilo and Puna districts of the Island of

Hawaii, while Rev. Lyons was located in Waimea and Kohala. The

Island of Hawaii (the Big Island) was not only the birthplace of

65 King Kamehameha, the Great, but was also the birthplace for one

of the greatest movements of God found in America.

There were reports of God moving in profound ways, bringing

conviction, repentance, healings and other miracles. Hawaii's

Great Awakening was marked by elements common to many other

recorded revivals through history.

Evangelism - Both Titus Coan and Lorenzo Lyons, were used

mightily by God in the growth of the church. For example, from

January to May of 1838, Coan admitted 639 new members, and Lyons

2,600. Their two stations combined were responsible for 3,239

members to the church in 1837-38. The following year, Coan

admitted 5,244, and Lyons 2,300.

Prayer – The writers who recorded what happened during the

awakening were struck by the tremendous emphasis of the people

on prayer. Missionaries on each island reported a tremendous

interest in prayer. On Molokai, Mr. Hitchcock noted that "a

number were in the habit of rising an hour before light and

resorting to the school house to pray for the coming of the Holy

Spirit." This was true not only for the adults, but for the

children as well. Mr. Baldwin reported how, for a lengthy period

of time in Lahaina, "One could scarcely go in any direction, in

the sugar-cane or banana groves, without finding these little

ones praying and weeping before God."

Repentance – Repentance over sin was expressed openly. The

people desired to be righteous. The burden to be rid of sin

through confession and restitution was real. Loud crying,

shrieks, falling down, and wailing were not unusual in the

meetings.

66 Hunger for God’s Word – The town of Hilo swelled to ten times

its original size, growing from 1,000 people to 10,000. This was

due to people moving in from outlying areas so they could attend

church and hear God's Word preached by Rev. Coan.

Giving – Their giving was more than simply of their time or

resources; they gave of themselves to the work of the gospel.

During the awakening it was not unusual to see people bringing

others to the meetings with them. Some of them were blind or

lame, elderly or infirm. Their concern for others to hear the

Word motivated them to reach out and bring people to worship

with them.

For all involved in this Great Awakening, it was clear that God

had demonstrated in their midst the reality of Zechariah 4:6,

"Not by might, nor by power, but by my Spirit, says the LORD of

Hosts."

The revival made a major impact on the nation and the Pacific.

Hawaii became known as a Christian nation. In the law code of

1846, the Christian faith was established in this statement:

"The religion of the Lord Jesus Christ shall continue to be the

established national religion of the Hawaiian Islands."

The revival's effect in the Pacific was seen in that the native

church became so strong, it sent out its own missionaries. The

Hawaiian Society of Foreign Missions was formed in 1850, with

the desire to share the gospel with other nations. On July 15,

1852, the first Hawaiian missionaries set sail for the Caroline

Islands with a letter of greeting from King Kamehameha III to

all the chiefs of the islands of the Pacific, urging them to

67 receive the missionaries kindly and encouraging them to

renounce their idols and worship the true and living God.

God has also used a variety of means to bring the Church of the

Nazarene to the Islands. Through the years, missionaries and

Nazarene Church leaders sailed in and out of Honolulu Harbor and

noticed the absence of the Church of the Nazarene in Honolulu.

Probably many prayed that the church would come to this lovely

fleet of islands. Nazarene men in the Armed Forces stationed in

Hawaii searched in vain for an English-speaking holiness

testimony or the church of their choice – the Church of the

Nazarene.

In 1944, O. J. Woodbridge, Jr., a US Navy serviceman, wrote a

letter to his pastor in Kilgore, Texas. His letter asked the

question, “What’s the matter with the Church of the Nazarene?

Why are they not in Hawaii?” His pastor, Rev. Leo Baldwin,

became very burdened for the need in Hawaii and it drove him to

his knees. He soon moved to become a pastor in Kansas City,

Missouri. One day, as he prayed, he felt impressed to call

Foreign Mission Secretary, Dr. C. Warren Jones for an

appointment, and spoke to him about Woodbridge’s letter and

asked the question, “Why aren’t we there?”

Pastor Baldwin continued to pray and one day he said, “Here am

I, Lord, send me.” God answered that prayer and he and his

family were appointed as pioneers of the Church of the Nazarene

in Hawaii, in 1946. They arrived in Honolulu, May 15, 1946.

The first Nazarene service was held in a church owned by the

Japanese Holiness Church, at the corner of King Street and

University Avenue on June 9, 1946. On July 16, 1947 the Makiki

68 Church of the Nazarene was organized with 50 charter members.

Later this church moved to 408 N. Judd Street and became

Honolulu First Church of the Nazarene. Let’s watch a video

prepared by Pastor Tim Cruz for the 2011 District NMI Convention

that reflects on the history of our district.

This “ripple effect” continues in Hawaii. There are many,

through the past 67 years, who have faithfully given and

sacrificed that the message of heart holiness would be

proclaimed through the Church of the Nazarene throughout Hawaii

and the Pacific. In the 42 years that Ruth and I have been

privileged to be a part of this district we have seen the

district go from a Home Mission district to becoming a regular

district. We have gone from a district of only 12 churches

(which included one church in Guam and three neighbor island

churches) to 20 churches and 5 New Starts or missions. At our

arrival the district had only one Samoan church. Now we have 5

Samoan churches, one Filipino church, one Hispanic new start and

two Korean new starts.

A Bridge to the Future

Even though we rejoice in the great things God has done in the

past, we have an even greater faith for the future – God’s

preferred future! We have a great heritage. This past

February, I heard Dr. Busic state, “If your memories are more

vivid than your dreams you have already begun to die.” That

statement has bothered me. We don’t want simply live on the

past memories! We thank God for the past, but I pray that our

69 dreams and our visions of what God is seeking to do today and

in the future, are very vivid to you, as they are to me!

Our God is the same yesterday - today - and forever! We have

every expectation that the future will be even greater because

of the past and especially because we know that God is not

finished. His purpose remains to reach out to "lost and broken

people" with His offer of eternal life through Jesus Christ.

When Jesus was speaking to His disciples, in John 14, He said,

"I assure you that whoever believes in me will do the works that

I do. They will do even greater works than these because I am

going to the Father. I will do whatever you ask for in my name,

so that the Father can be glorified in the Son." (John 14:12-13

CEB)

God is prepared to do "even greater works" for us than has

happened in the past. He wants to do this for His glory - That

His name will be praised! I am confident that what God has

done in the past He is able and prepared to do now and in the

future. The Hawaii Great Awakening was characterized by

evangelism, repentance, prayer, proclaiming the Word and giving.

I believe we are in a position to see a great moving of the Holy

Spirit in this day – a second “Hawaii Great Awakening” if we

will follow the same pattern.

Evangelism - We must continue to reach out to the lost and I

want to remind you that the most effective method of evangelism

that exists is in the planting of new churches. This past year

we have had 16 individuals on our district, trained in the

Dynamic Church Planting International training tracks of Church

Planting Essentials and/or Churches Planting Churches. We now

70 have eight from our district who are certified trainers and

three who have been trained to be Master Trainers. This

preparation will enable us to be more effective in planting new

healthy churches in the years ahead. Recognizing the importance

of this for the future, the District Missional Strategy Team has

recommended that every candidate for ordination should be

required to have taken either the Church Planting Essentials or

the Churches Planting Churches training before being ordained.

Prayer - Prayer was the essential element in every great moving

of God throughout history and the same is true in the “great

awakening” in Hawaii. If we are to experience a great move of

God in this day, our churches must become “Houses of Prayer”.

If we are going to break chains of sin that are keeping so many

in bondage in our society, we must give special attention to

prayer. We must cease just talking about prayer but begin to

make prayer a priority in our personal lives and in our

churches. Each of us needs to develop a personal time of

intimacy with our Abba Father through prayer! I am encouraged

by the churches who are taking this need for prayer seriously.

Repentance – Evangelism and Prayer will lead to repentance. We

don’t hear much about conviction today but I believe the Holy

Spirit still brings conviction causing the lost to become aware

of their great need for Jesus Christ. He still brings

conviction which will lead to repentance, restitution and

lifestyle change.

Hunger for God’s Word – The Word of God, also, must be a

priority in our lives and in our churches. We must give

ourselves to proclaiming the Word and the doctrines contained in

71 it - especially the doctrine of holiness. The world

desperately needs to see holiness modeled through the lives of

our people. One of the desires of those who sought to bring the

Church of the Nazarene to Hawaii 68 years ago was that a

holiness voice was needed. It is still true that, with few

exceptions, the Church of the Nazarene is the only voice for

holiness in Hawaii. Let’s not be ashamed of the Gospel of

Christ and proclaim the whole gospel of our Lord.

Giving - We must be willing to be used by God to reach our world

and that means we must be a people through whom God can give His

resources. We need to become channels through which God can

bless our world. For that to be a reality we must hold loosely

the things of this world. Nazarenes must be a giving people.

God has poured so many blessings into our lives and therefore we

must be willing to give that others can know His grace! Jesus

admonishes us, “Freely you have received, freely give.” (Matthew

10:8 NKJV)

Over the past ten years or so, God has allowed us to develop a

financial structure that will help us “bridge into the future”

with our Mission Partners program. I want to encourage you to

continue to support the Mission Partners. This is the

“lifeblood” of support for our churches and pastors. It

continues to fund our new starts and the vision to reach out to

new communities throughout our islands. It also provides

funding for the equipping of our present churches and pastors,

as well as providing for the health of our churches and our

pastors. You will be given an opportunity to sign up or

continue your support for this next year.

72 Ruth and I have been blessed to be a part of the history of the

Church of the Nazarene in these beautiful islands for these last

42 years. We have seen many expressions of the power of God at

work in the days gone by. I could spend a lot of time

recounting the blessings of the past. But I want you to know

today that I am tremendously optimistic and excited about what

God is prepared to do through the people called Nazarenes here

in Hawaii in the days that are before us. I am confident that

our great God is not finished and that He is prepared to "do

even greater works" as we are faithful to Him and as we seek His

will and His glory.

I wish I could express to you all that is in my heart, but let

me share a few examples of what our great God is doing around

our district today that, I believe is a bridge to the future and

will tremendously impact the Hawaii Pacific District in the days

that are ahead.

At our last District Assembly (2013) we presented the vision of

Pastor Ryan Fasani for the Kona Coast of the Big Island. Let me

share with you some of the progress of that vision. In

September 2013, Eric and Joy Paul arrived from Nashville,

Tennessee to join in ministry with the Fasanis in the North Kona

area.

Just four weeks ago the Mason family arrived from Kankakee,

Illinois to begin the process of planting a new church in

Waimea, on the Big Island.

The Kona Coast vision also includes the southern part of the

coast, particularly Oceanview and Milolii.

In September of 2013, Soonkil and Lydia Park arrived to begin a

new Korean work here in Hawaii. The Parks have ministered the

last few years on the Anaheim district and have now begun the

Hawaii Korean Church of the Nazarene, meeting in the Ewa Beach

church facilities.

Javier and Mari Martin-Vinas have been a part of The Bridge

church while serving in the Air Force. Javier recently retired

from the Air Force and has felt a call of God to begin a new

church. He and his family are beginning our first Hispanic

church, called Iglesia del Nazarena El Puente.

In February of this year Pastor Mark Gudmunson of the Pukalani

Community church began an outreach into the Kihei community of

Maui. This has been a burden and concern of mine for many

years. This new start has already begun conducting services and

reaching out to the community of Kihei, which is one of the

fastest growing areas on Maui.

Pastor Ambrose and Roxanne Ching are leading a church on the

Waianae coast, His Highest Presence, which is planning on

becoming a part of the Church of the Nazarene in the near

future. They are currently meeting in the facilities of the old

Ma’ili Church.

These are but a few examples of what the Lord is doing as we

“bridge to the future”. I would also mention Pastor RJ and Kacy

Strickland, of the Living Waters church, who have been burdened

for training of our young people, preparing them from ministry

in our islands.

The bottom line is this; God is not finished with the Hawaii

Pacific District! God’s purpose for sending His Son into the

world remains and it is that which compels us to “Go . . . and

make disciples . . . (in the islands and around the world)”. We

do this for His glory. In the past number of weeks I have

shared a message in each of our churches entitled, “The Plot of

God”. God’s plan is that He would be recognized in the world by

His glory. He has a plan that each of us, His church, would

carry His glory to our world and that we would radiate His glory

so that our world can see Christ in each of us. Colossians 1:27

states that the “mystery” is this: “Christ in you, the hope of

glory”! God has called us to be a church of glory – “a glorious

church without spot or wrinkle” (Ephesians 5:26). He has

provided the cleansing, sanctifying power of the Holy Spirit to

enable this to be a reality in each believer and thus in each

church.

God stated in Ezekiel 36:22 (NIV), “It is not for your sake . .

. that I am going to do these things, but for the sake of my

holy name . . . .” In Ezekiel 36:23 (The Message) God says,

“I’m going to put my great and holy name on display . . . (and

they will) . . . realize who I really am, that I am GOD, when I

show my holiness through you so that they can see it with their

own eyes.”

Our prayer is that our world will see Jesus in us. As Ruth and I

conclude our ministry on the Hawaii Pacific District, there is

much we will have to leave behind, but we want you to know that

the one thing we will take with us and remember so vividly is

that we have, indeed, seen Jesus in each of you. We will hold

75 on to this in the days ahead, with the knowledge that God is

going to do even greater things as you continue to radiate His

holiness and His glory so that our world can see Jesus! May our

Sunday School Discipleship Ministries Report for 2013-2014

As most of you know, the highlights of the district year are

district camps, Children’s Mission Overnighter, and Fusion.

Pastor Joy continues to do a commendable job in making sure that

our district children have the best possible experience at our

district functions. Fusion blesses me immensely that the

children know that they are using their talents for the Lord.

And what talented children we have!

For Sunday school and discipleship numbers, you’ll see those

listed by church in the church reports. I will say, though, that

reporting to the general SDMI office hasn’t been all that great.

I am supposed to receive monthly reports which I compile and

76 submit to Lenexa. There have been some months where 9 of our 19

churches did not report. That is certainly something we can do

much better.

As you have seen in recent years, there has been a concern

across denominations about church youth who have been dedicated

in their service to the Lord and to the church leaving the

church by the time they complete college. Studies by Fuller

Theological Seminary suggest that embracing children and youth,

valuing them, and making them part of the church worship service

can lead to retaining them the beyond college years. That is

certainly something our ethnic churches do extremely well—

something that the rest of us could learn from for we do not

want to lose our kids.

Our church has been emphasizing ohana, something I think is a

strength of our district. We should be emphasizing our strengths

while growing in the areas where we are weak. One benefit of the

smallness of our district is that we know one another. We should

see what more we can do to support and encourage one another,

share resources (including speakers who travel to get here),

consolidate some of our events, so that what may be a burden for

many of our churches can be shared among several of them.

77 As Rhonda and I say aloha to the district, I see signs of a new

movement across the district which will bring light to many who

are currently residing in darkness. I rejoice knowing that God

has a gathering of dedicated disciples here who are ready to

catch and ride the wave of His Spirit across the isles. Praise

be to God! For we will always be:

Ephesians 3:14, 19……For this reason I kneel before the

Father, from whom his whole family in heaven And on earth

78 derives its name. I pray that out of his glorious riches

he may strengthen you with power through his Spirit in

your inner being, so that Christ may dwell in your hearts

through faith. And I pray that you be rooted and

established in love, may have power together with all the

saints, to grasp how wide and long and high and deep is

the love of Christ, and to know this love that surpasses

knowledge that you may be filled to the measure of the

fullness of God!!!!

THANK YOU LORD!!!!!!!!

Last year we focused on our theme The Call, will we be

there for them, we are all called in some way.

Ephesians 4:11,12……. It was he who gave some to be

apostles, and some to be prophets, some to be evangelists

and some to be pastors and teachers to prepare God’s

people for works of service, so that the body of Christ

may be built up.

This year’s theme Can You Hear Me Now!!! How do I know I

am called, are we going to ignore that call, and how are

we going to answer Him in Can You Hear Me Now!! Is it with

confidence knowing that we can do all things through

79 Christ who strengthens me, or are we going to wait to

answer that call on our own time, when we are ready. The

discernment of Gods call does not come in every moment of

life, but only in rare moments. We have to remain true to

what we see in those moments, if we do not we will put

back Gods purpose in our life. God knows us, loves us and

has a purpose for us.

Psalms 139:1,3….O Lord, you have searched me and you know

me. You know when I sit and when I rise, you perceive my

thoughts from afar. You discern my going out and my lying

down; you are familiar with all my ways.

2 Corinthians 5:5….Now it is God who has made us in this

very purpose and has given us the Spirit as a deposit,

guaranteeing what is to come.

Ephesians 1:11….In him we were also chosen, having been

predestined according to the plan of him who works out

everything in conformity with the purpose of his will.

You hear the call of God and realize what He wants. Then,

you begin to find reason why you should not obey him.

80 Well, obey Him or Can You Hear Him Now, because away in

some other parts of the world God is working in

circumstances beyond our own thinking. If you say I was

not made for this, you get out of touch with God, your

goings are not according to your mind but according to

Gods mind. Remain true at all cost of what God is doing

with you and don’t ask why He is doing it.

We were all created by God in his image, for a purpose.

Just as God set apart from the birth of Isaiah and Paul

for a specific purpose, he also has a specific plan for

you in your life.

Jeremiah 29:11….For I know the plans I have for you

declared the Lord, plans to prosper you and not to harm

you, plans to give you hope and a future.

How true is that, Can You Hear Him Now!! We need to just

ask God to give us wisdom to discern His will. It is not

easy to live in this world, there are more and more evil

out in the world. Just trying to make a living, we need

money, food, pay bills, we want more. The world is going

to get harder to live in especially for Christians, there

is persecution happening a lot more and some we don’t even

hear about. God’s will is first and foremost is that we

81 have a relationship with him through his son Jesus

Christ!!!! Hallelujah!!!!!!

That’s why missions is very important, Nazarene’s

everywhere are sharing the missions’ movement of the

church, telling their stories instills passion for

missions. When Christian followers know what is at risk

and hear how others are obeying God’s call to missions,

they are challenged to participate as well.

God’s desire is to draw all people to himself is our

mission. When we lovingly, intentionally live out that

mission, we are obedient to Christ. Sometimes we need

ideas on how to live a mission centered life. We need

clear realistic direction to help carry our God’s mission,

that’s the reason for Mission Priority One.

While there are countless ways to share God’s message of

hope Mission Priority One has goals that help churches

accomplish two things. One, to increase church membership,

passion for God’s mission and two, assist churches in

taking the message of Christ to the world. Let us not

forget about Mission Priority One which every local church

can participate in and it is our four objectives in why we

82 have missions and to attract people who want to be a part

of something bigger than themselves.

We have Praying, Discipling, Giving and Educating that we

all know about. Let’s make it our challenge for this

missioned year and the years to come to be a church that’s

making missions a priority, a congregation that

demonstrates God’s passion for all people!!!!!!!

With that information the church of the Nazarene would

like to thank you for your sacrificial giving and

dedication to the church. Your gifts to the Church of the

Nazarene’s global ministries are making a difference in

159 world areas and counting. Donors bless countless

people in our churches, schools, hospitals, compassionate

ministry and outreach centers. There are 687 missionaries

and 231 missionary kids served in 2013, including 313

mission corps volunteers and 317 individuals.

NMI partnered with World Mission Broadcast giving in US$

419,616 to air the gospel in 72 countries, 34 languages

and 140 broadcast programs.

83 NMI expanded a Spanish version of the Prayer Mobilization,

which goes to 164 subscribers and 9,029 English

subscribers and is on Facebook.

NMI mobilizes WEF giving as a foundation for all mission

ministries, the first priority for mission giving and all

participating districts doubled their WEF offering with a

US$37,965,171. Because you gave 2,263,249 Nazarene’s

around the world loves Jesus, live holy lives, evangelize

the lost, disciple converts, equip leaders and develop

churches.

God is working through NMI it is there ambition to preach

the gospel where Christ was not known so that they would

not be building on someone else’s foundation. (Paul in

Romans 15:20)

As the Hawaii Pacific District the accomplishments is that

we had a Presidents 101 meeting in Oahu with dinner,

encouraging and educating churches about Missionary Health

Care, Deputation, Alabaster and more, special thanks to

Gail, Linda, Kacy, Skye and other council members that

attended.

84 We had the privilege to send delegates to our General

Convention in Indianapolis, which you will hear reports

from Pastor Tim, Pastor R.J. and myself.

We worked as a council to have missionaries… The Garmens

from Peru, they served at Kids Camp, at the Kailua Church

to about 100 children and gave them a remembrance gift to

pray for them. They also had a wonderful evening sharing

at Kahului Naz, Wahiawa Filipino, Hilo Church and

Connection Point. Special thanks to Pastor John Miller in

setting up all the details in making these events

possible.

We as a council help provide opportunities to give to our

Kokua Compassionate Center that is helping the needed and

making a difference in our community.

As a council we are in the planning stages to finish the

Appari mission trip, the time and when will be announced,

we are also thinking of working with NYI for preparation

for NYC.

We have Rob North here from Nazarene Missions

International speaking at our convention and will be

sharing at Puka Naz April 6th.

As a District we gave to our Links $346.00, Alabaster

$7742.03, WEF $100.018, Missionary Health Care $984.52 and

85 the statistic disbursements in giving towards missions

over all is $2,185.955, WOW!!!! The goal for every

district giving towards the WEF is 5.5 and our district

gave over the amount of 5.77. Praise the Lord, and thank

you all churches in your giving and making a difference to

be a part of Nazarene Missions International, reaching the

lost and Making Christ-like Disciples in all the Nations

God’s word will be preached everywhere!!!! Philippians

2:9,11 Therefore God exalted him to the highest place and

gave him the name that is above every name, that at the

name of Jesus every knee should bow in heaven and on earth

and every tongue confess that Jesus Christ is Lord to the

glory of God the Father.

In closing I would like to thank my darling husband,

Howard, for his continuing support, love and

encouragement.

To each Pastor and Local Presidents in your willingness to

keep NMI alive in your church.

To our DS for all the years of support and all that you

provided to the NMI team we are truly great full, we are

Linda Kinoshita, is our Secretary, taking down all our

being available for me in going to the finance meetings, I

Skye Litsey, who is in charge of Mission Education and

WMB, also she helped with the 101 meeting in Oahu, and

with another 101 session here at convention.

Laura Koons, who is in charge of Compassionate Ministries

and Prayer and Fasting, always being prayerful in bringing

you the needs of our world to be prayerful of and a woman

of great wisdom in NMI.

Pastor John Miller who does Deputation, this is an area

that is time consuming and we have the hardest time in

87 finding someone to do this area of ministry in our

council. We praise God for John in doing this and in

helping us to start a policy booklet for deputation in the

years ahead for other leaders.

Kacy Strickland who does our Alabaster ministry, also

helps with the orders for NPH, and always available in

helping.

Pastor R.J. Strickland who handles our Work and Witness,

he and others has done a lot to be a part of the Appari

work and witness, keeping us informed and now wanting to

partner with NYI.

Pastor Tim Cruz who is in charge of Mission Call

Coordinator, anyone who feels called to missions, he does

all of our video presentations, amazing knowledge!! also

making sure about the music and sound set up and keeping

me on schedule with everything.

To all of you guest and friends for coming and being a

part of missions and giving me the opportunity to serve in

this area of ministry.

nations, baptizing them in the name of the Father and of

4. District NYI President

Hello HIPAC Family and Friends,

It is with much excitement and gratitude that I write my fourth

HIPAC NYI President’s report. Throughout my four years as your

NYI President, I have grown, learned, and gained great knowledge

of the work that God is doing throughout our unique district.

More importantly, I have had the privilege of working with and

alongside some of the most energetic and passionate youth,

leaders, youth pastors, and parents that I have ever known. As I

look back on these years as president, I can’t help but give

thanks to God for leading and directing every step of the way.

While we as a district have seen many exciting years throughout

our time, this last year proved to be a great example of the

89 excitement that God’s people can feel when they follow His

direction. Let’s take a quick look at some of the ways God has

lead our NYI in 2013.

This time last year our NYI team and myself were quickly

preparing for the approaching HIPAC NYI Teen Camp 2012. Knowing

that financial burden has played a major role in deterring

students from participating in off island events, we prepared

ourselves to see lower than average turnout. However, as

registrations began to flood in, we quickly knew that finances

were not going to keep God from fulfilling His plans. With close

to 200 students and leaders registering for Jr. High and Sr.

High Camp, we found ourselves with more participation than we

ever imagined. I want to send out a HUGE MAHALO to the many

people that helped serve and lead in this amazing camp. Our

amazing camp speakers, Pastor RJ Strickland, Pastor Toby Litsey

and his wife Aunty Skye, all brought God’s Word alive in

creative and inspiring ways. Aunty Cheryl Subiono of Windward

Church kept our students fed and energetic with her amazing

cooking. Pastor Jake Heaton of First Church led our students in

some intense and sometimes interesting games. Our sister school,

Point Loma Nazarene University, assisted our worship by sending

out two talented student leaders to partner with Will Shine and

90 Andy Marrufo. Last but definitely not least, Rachel Power

served as my co-director and organizer of much of the camp

logistics. It is through the hard work and dedication of these

people that God was able to move in ways we could have never

imagined. We had nearly 50 students stand and recognize God

calling them into the ministry! Can I get an amen?!

Directly after the success of Teen Camp 2012, our NYI team began

to prepare for an exciting event happening five months later;

MISSION BIG ISLAND. Through the vision and interest of Pastor

Joe Crosby of Connection Point Church of the Nazarene, we began

to prepare for a team of youth that would work and serve in the

Paradise Park Community. Just as we did with Teen Camp 2012, we

told Pastor Joe to plan on only a small group of district youth

to participate in this weekend-long event. In fact, I remember

telling Pastor Joe that with finances being so tight, we would

be lucky to get a team of even 25 youth to sign up. Isn’t it

funny how God takes our ordinary plans and makes them

extraordinary? Weeks before leaving for the Big Island, we

received nearly 60 registration forms from students wanting to

come serve! As you can imagine, we scrambled to prepare for such

a large group of youth and leaders. Throughout the weekend we

worked on the CPCN facility, fed the homeless and needy in the

91 community, and really opened our eyes to the ways God is

calling us to serve. I want to send a HUGE MAHALO to Pastor Joe

Crosby and his amazing wife Jessica for organizing and planning

this amazing weekend. Might I add that Jessica did all of this

while being pregnant?! I want to also thank all of our speakers;

Pastor Lynn, Sarah DePhilips, and Annika Wong for bringing God’s

Word to us. I want to also thank Andy Marrufo and his amazing

band members for leading us in a weekend of worship and

reflection. It was amazing to see the ways God was able to teach

and inspire our students through the service of others.

Aside from these exciting events, we had many times of gathering

together as one district body. Whether it was through our

awesome Bay View Mini Putt night, our Christafari Concert, or

our many other gatherings; it was great to fellowship as one

body with one Father.

Though it can be hard to walk away from a position that has been

held for four years, I am beyond excited to see where God is

going to lead our HIPAC NYI in this next year. I am confident

that our newly elected NYI Council (Jake Heaton – President,

Lynn Obath – Vice President, Jamie Grubert – Secretary, and

Misty Pavao – Treasurer) will continue to lead our youth in what

92 God is doing on these islands. Ultimately the ministries we

lead, the events we plan, and the visions that we set are all

Gods. Continue to pray for your NYI in this next year, and

support the work that so many are doing. I love you all! In HIM.

2014 FINANCE COMMITTEE REPORT

We, your Finance Committee, submit the following report. Keeping

as a priority our Hawaii District mission needs, we recommend the

following for adoption:

I. DISTRICT SUPERINTENDENT

The District Superintendent shall be adequately cared for with:

A. SALARY (See IX-B-2)

B. HOUSING & UTILITIES (See IX-B-1)

C. DISTRICT-RELATED EXPENSES (See IX-B-3-a)

D. FIVE WEEKS VACATION WITH PAY

II. PASTORS AND FULL-TIME ASSOCIATES

A. The pastors’ salary should be the first priority of the local

97 board, giving consideration to cost of living and other

appropriate concerns. The District Superintendent shall

contact each church concerning this, and the board's written

review of the pastor’s financial package is to be sent to the

District Superintendent each year, no later than March 15.

B. Local churches are to adhere to IRS demands on the pastors’

salary and exemptions.

C. The following benefits are RECOMMENDED:

1. All self-employment tax, SECA Tax (15.3 percent in 2014),

should be paid in keeping with standard practice of the

Church of the Nazarene. To figure the SECA (Self

Employment Contribution Act) Tax reimbursement it is

recommended that the church take the salary plus the

housing allowance or fair market value of a parsonage,

multiply by 17.64% the result will be the SECA Tax to

reimburse the pastor on a quarterly basis.

2. A parsonage or adequate housing allowance. (This should

include electricity, gas, water, and official telephone

expense.)

3. An automobile allowance to cover church-related duties.

4. A tax-sheltered annuity of at least $200 per month.

(Information is available through Pensions & Benefits).

98 5. Vacation with pay, according to the following minimum

plan:

1-2 years (in ministry) 2 weeks

3-8 years 3 weeks

9-20 years 4 weeks

21+ years 5 weeks

The Church Board should be sensitive to the needs of the

pastor. Earned vacation time shall be considered for the

current church year only. All vacations should include the

coverage of pulpit expense of the church. Days at

district or general meetings shall not be counted as

vacation time.

6. One day off each week.

7. Medical/Dental/Rx/Vision insurance program for the

pastoral families under the district group program, or

reimbursement for a comparable plan.

8. Full reimbursement of all expenses related to attendance

at district meetings, and that, pastors, be encouraged to

attend district activities.

9. That a 4-year plan be developed for laying aside

sufficient funds (i.e. $10 per week over 4 years) to send

the pastor to General Assembly.

10. That a plan be established by each church for laying aside

99 sufficient funds to send the pastoral staff and spouses

to the next scheduled PALCON 2014 (July 28-31).

Anticipated cost is $200 + airfare per person.

11. Financial help for professional improvement and/or an

annual library fund of $300.

12. A Christmas gift of $300 or one week's salary, whichever

is greater.

13. Recognize pastoral staff and families on birthdays,

anniversaries, and during Pastor's Appreciation month,

i.e. October.

14. Reimbursement for internet access fees.

15. In light of the requirement for Pastors to continue “Life

Long Learning,” it is recommended that each church

encourage their pastors to attend at least 20 hours of

continuing education annually and provide the financial

means for them to do so, within reason.

D. Each church is RECOMMENDED to implement a pastoral sabbatical

program as described by the District Advisory Board:

1. That each pastor who has completed six consecutive years

at his or her present church be considered for a

sabbatical.

2. That in cooperation with the pastor, church, and district

100 pastor, a Sabbatical Committee be appointed for the

following purpose:

a. To manage and coordinate congregational work in the

absence of the pastor.

b. To insure quality care of the congregation in the

absence of the pastor.

c. The committee will meet with the pastor prior to the

time of the sabbatical:

1. To develop a plan as to how ministry plans and

goals will be met.

2. To develop an understanding of the plan, purpose,

and procedures of the sabbatical.

3. To develop orientation plans to prepare the

congregation for the pastor’s sabbatical.

4. To develop exit and reentry orientation for pastor

and family. (Reentry orientation would include

such items as financial update, new names, faces,

attendance, etc.)

d. To develop an evaluation of the pastor’s sabbatical

(to be shared with the congregation and the district

pastor).

3. We recommend the following guidelines of planning and

preparation for the pastor and church, prior to the

101 sabbatical:

a. Allow a minimum of six months to plan the sabbatical.

b. Develop a plan in which the pastor, Sabbatical

Committee, and church board mutually agree.

c. The pastor’s salary and benefits should continue

during the sabbatical period.

d. The district pastor shall be considered for interim

pastor during the sabbatical.

e. All proposals shall require the approval of the

district pastor.

f. Sabbatical should be considered as separate from

allowable vacation time.

III. STUDENT GRANT PROGRAM

We recommend that the district give full support to Point Loma

Nazarene University (PLNU) as follows:

A. That local churches follow the denomination’s guidelines for

Educational Budget assignments as approved by the General

Board.

B. That the district continue to give full support to the PLNU

“Grant-In-Aid” program for Nazarene young people from our

district as follows:

102 1. General Grant – That an amount of $2,600 shall be

allocated from the District Educational Budget for each

eligible, full-time, dependent, undergraduate Nazarene

student attending PLNU in 2014-2015.

2. Matching Grant -- That we encourage our local churches

to participate in the PLNU Matching Grant program in

which the church contributes $250 per student per year

and the university in turn, matches the amount, making a

total of $500.

C. That we encourage all our churches to emphasize the ministry

of Point Loma Nazarene University periodically through

inviting the university personnel, including special

speakers, musical groups, and students, to participate in

our local church services. We understand that the expenses

related to this participation are generally the

responsibility of local church.

IV. DELEGATES

A. Each church pay the expenses of its elected delegates to the

District Assembly and Conventions, including meals, necessary

housing, and travel expenses as appropriate.

B. The delegates' expense funds set aside for the district

103 participation at General Assembly and Conventions are to be

administered by the District Advisory Board. Each delegate

shall be granted adequate per diem and travel expense, as set

by the District Advisory Board.

V. PAYMENT AND MINISTRY SUPPORT BY LOCAL CHURCHES

A. All churches send their Kingdom Investment payments for the

World Evangelism Fund (WEF) and the Pensions and Benefits

Fund (P&B) directly to the Church of the Nazarene, Global

Treasury Services using the appropriate reporting form, or by

making payment on-line through the Funding the Mission

website at least monthly. Further that all churches send

their Kingdom Investment payments for the Education Fund and

the District Ministries Fund to the District Treasurer not

later than the 15th of the following month (i.e., February's

payment due by March 15th)using the appropriate form.

B. That all Kingdom Investment payments for January be dated

January 31st and remitted not later than February 15

th.

C. Medical Insurance premiums shall be paid to the District

Treasurer by the 15th of the preceding month, (i.e. payment

for June Coverage shall be paid by May 15). All additions

and cancellations are to be communicated to the District

104 Treasurer in writing. Any cost incurred from a policy not

canceled by the insurance company before the beginning of a

new month will be the responsibility of the

individual/church. Any individual/church that falls three (3)

months behind in medical insurance payments will be canceled.

D. Hawaii Nazarene Day Schools will be billed directly by the

medical insurance companies and will handle their own

additions and cancellations.

E. Each church on subsidy should strive for self-support and

that semi-annually this subsidy program should be reviewed

by the District Superintendent and church board.

F. All churches either budget money for Nazarene Theological

Seminary, Nazarene Bible College, and the American Bible

Society, or receive an offering for each. These all qualify

for Approved 10% Missions Specials giving. Credit for 10%

giving to NTS and NBC must be applied for and granted through

Point to Point giving on the Funding the Mission website.

G. We encourage every church to utilize the Church of the

Nazarene Foundation or Wesleyan Investment Foundation to

facilitate planned and deferred gifts from their members to

any Nazarene ministry, including gifts to the local church,

and to use the Foundation to manage investment accounts,

endowments, or charitable trusts.

105 H. All churches annually review all insurance policies.

J. Churches establish an annual operating budget and send a copy

to the District Superintendent by March 15th.

K. Each local church have an annual review of treasury books.

The district shall provide a list of capable reviewers.

L. The District Finance Committee Report shall be reviewed at

the first local church board meeting following District

Assembly, or a member of the District Finance Committee be

invited to the church to explain the report.

VI. HI-PAC MISSION PARTNERS

A. That all churches encourage participation in Mission Partners

to support new start churches and equip our churches for

health.

VII. DISTRICT FINANCE COMMITTEE

A. At their regularly scheduled meetings, review Kingdom

Investments and recommend any adjustments to the District

Advisory Board.

B. The District Treasurer will remit all appropriations received

for Point Loma Nazarene University monthly.

106 C. All District Auxiliary Treasurers shall have their books

ready for review by March 15th, and that each auxiliary

submit a current financial report to the District Finance

Committee chair quarterly by May 15th, August 15

th, November

15th, and February 15th using the basic form provided by the

District Finance Committee.

D. The District Treasurer will have their books ready for

review by March 15th each year. In addition, “there must be

a full audit when a new district superintendent or district

treasurer takes office, and the district should have a full

audit every four years.”

E. All district insurance policies be reviewed in 2014 and

every six (6) years thereafter by a person with a non-

vested interest.

VIII. KINGDOM INVESTMENT CALCULATIONS AND APPORTIONMENTS

A. The Kingdom Investments be set following the General Board

guidelines using the following percentages: 5.5% for World

Evangelism Fund (WEF), 2.25% for Pensions & Benefits Fund

(P&B), and 2.25% for Point Loma Nazarene University

Education Fund of the Total Monies Raised in the current

107 year. The amount given to WEF and Approved 10% Missions

Specials will be subtracted from the Total Monies Raised

before the calculations are made. For further information

see the web site: www.fundingthemission.org

B. The District Kingdom investments be set at 7% of the Total

Monies Raised following the same formula as for General

Kingdom Investments. This percentage is to be reviewed at

the next Finance Committee Meeting in September with the

goal of reducing this percentage.

C. It is expected that all churches of the Hawaii-Pacific

District will have paid 100% of all their Kingdom

Investments by the end of the church year.

D. We encourage every church to use the “Funding the Mission”

website at least monthly to enter their income and calculate

apportionments.

E. Any surplus Kingdom Investment monies received by the

district this year are to be allotted at the discretion of

the District Advisory Board and the District Superintendent.

F. The district treasurer shall remit or administer all

AUDIT REPORT FOR THE HAWAII PACIFIC DISTRICT CHURCH OF THE

NAZARENE

For the Period February 1, 2013 to January 31, 2014

March 19, 2014

I have reviewed the financial reports of the Hawaii Pacific

District Church of the Nazarene for the February 1, 2013 to

January 31, 2014 fiscal year and performed a detailed

examination of the related accounting records. Substantive

testing was performed on the monthly bank reconciliations,

receipts, disbursements, and supporting documentation.

Based on my review, the financial reports appear to be fairly

stated and no material misstatements or omissions were found.

An evaluation of internal controls was also conducted to

determine whether they were adequate and operating effectively.

. Internal controls consist of policies and procedures

established to safeguard assets and minimize the risk of errors

and irregularities.

The following items were noted:

1099-Misc Reporting

Federal 1099-Misc forms were not prepared for independent

contractors who received $600 or more in the 2013 calendar year.

Please consult your CPA on what to do to address this situation.

Separation of Duties

The treasurer currently prepares bank deposits, cuts and signs

checks, and performs monthly bank reconciliations. While it is

understandable for a small staff to assign one person to perform

all of the above functions, giving an individual significant

control over cash-handling responsibilities creates a weakness

in internal controls. I recommend that another individual be

assigned to perform the bank reconciliations. If this is not

practical, another person should review the bank reconciliations

on a monthly basis. Waiting until year end for an independent

review could result in issues that might be difficult or

impossible to resolve due to the length of time elapsed.

A. DISTRICT NMI CONVENTION

District NMI Convention

April 1, 2014

The sixty second Hawaii Pacific District Nazarene

Missions International Convention opened at 9:00 A.M. at

Honolulu First Church of the Nazarene. The Nazarene Mission

Council chose Can You Hear Me Now? For the theme. Prelude music

was provided by the Pukalani Praise Band.

District President, Ivy Paleka opened the Convention with

words of welcome. She welcomed all first timer with a lei and

then opened in prayer. She introduced the convention speaker Mr.

Rob North who challenged the convention to keep growing in the

Lord.

District President, Ivy Paleka called the business meeting to

order and Linda Kinoshita, secretary, made the following

recommendations: (1) the voting area to be designated to be the

first seven rows; (2) Mr. Howard Paleka and Rev. Joy LumKee to

serve as pages; (3) Dr. Robert Killen to serve as

parliamentarian. Alternate delegates were seated. Board of

tellers was chaired by Rev. Jerry Appleby. The members are

Rev. Jimmy Valenzuela, Rev. Dan Leibbrand, and Ms. Florence

Teruya.

President Ivy Pakeka shared a video from Dr. Daniel

Ketchum. Letters of greetings will be sent to Mrs. Jennifer

Brown, the Patalano family, the Cork family, Rev and Mrs. David

Embrey, Ms. Carlie Sever, Mrs. Darlene Wolf, Dr. Verne Ward, and

Rev. and Mrs. Appleby.

President, Ivy Paleka introduced the council and thanked

them for the year of service.

The chair was turned over to our District Superintendent,

Dr. Robert Killen, for the special order of the day. He

introduced our District President, Ivy Paleka who gave an

excellent report on what Nazarene missions is doing on the

Hawaii Pacific District. This was her fourth report as

president. Her report was received with applause. The District

NMI Council presented her with a gift of appreciation for her

wonderful leadership. A motion was made, seconded, and passed

to receive her report. A ballot was taken to elect Ivy Paleka

for President for a two year term. There were 80 ballots cast

and Ivy Paleka was elected as the NMI District President.

The General Convention Delegates gave their report to the

convention. A report from our treasurer, Calyndel Valenzuela,

was presented and accepted. Mrs. Gail Ragle presented our new

Links Family for our district, Klaus and Martina Arnold.

The District Council presented Dr. and Mrs. Killen a going

away present. The District Council presented Mrs. Laura Koons a

distinguished service award for her many years of service to

NMI.

The convention took a 20 minute break. NMI provided light

refreshments and the local NMI Presidents had a training session

during the break. People were able to pick up their materials

from the book table. The convention reconvened with a song by

the praise band.

A report from the Board of Tellers was given. There were 90

ballots cast. The following were declared elected to serve on

the District NMI Council: Mrs. Linda Kinoshita,83, as District

Secretary; Mrs. Calyndel Valenzuela, 89, as District Treasurer;

Rev. Tim Cruz, 77, Mrs. Gail Ragle, 66, Rev. RJ Strickland, 60,

Mrs. Kacy Strickland, 52.

Dr. Robert Killen installed the new District Council and

the local Presidents. He prayed a prayer of blessing on the

council and the presidents.

Mr. Rob North spoke to the convention again at this time.

Rev. RJ Strickland and Mrs. Skye Litsey presented the offering

to be taken for the Kokua Center.

Mrs. Laura Koons led the convention in prayer for the

regions. Then Rev. Bob Miller led in prayer for the region he

was given.

We were adjourned and the new District NMI Council met for

an organizational council meeting and lunch.

teens than expected at camp, and a lot of them expressed

an interest in going into ministry.

- Mission Big Island 2013 was in Hilo on the island of

Hawaii. Pastor Joe Crosby helped lead the youth in

serving the Hilo area. 60 people went on the mission

trip. Thank you to all the people involved.
