Call to Order Chairman Michael Felt called the Halifax Community College Board of Trustees meeting to order on October 25, 2016 at 10:00 am in the Dr. Phillip W. Taylor Complex, Weldon, NC 27890. Trustee Quorum President Griffin reported to the chair that a quorum was met for the meeting. Invocation Trustee Smith gave the invocation. Swearing In of New Board Member, Larrell Lewis Mr. Larrell Lewis was replacing Shawn Fredericks on the Board of Trustees as the student representative. Ms. Kim Mack, Executive Assistant to the President and Board of Trustees is also a NC Notary. She gave Mr. Lewis his oath of office. Relay for Life Presentation Ms. LaDonna May-Barnes, Relay for life Senior Community Manager, shared with the Board of Trustees the partnership impact HCC had with Relay for Life. Having the event at HCC allowed them to raise $64,551.08. They raised almost $7,000 more than last year and superseded their goal of $60,900. She also thanked HCC for allowing Relay for Life to use indoor space, due to inclement weather. She presented Dr. Griffin with an award to thank HCC for their partnership. Adoption of Agenda Trustee Edwards made the motion to adopt the agenda as printed. Trustee Robinson seconded the motion. The motion carried. Introduction of Visitors Everyone present introduced themselves. Also, Mr. Allen Purser was introduced. He was hired as the new Executive Director of the HCC Foundation. Mr. Purser was the former President of the Roanoke Valley Chamber and began work October 1, 2016. Ethics Statement Chairman Felt read the ethics statement. There were no conflicts of interests. Trustee Business Consent Agenda
Chairman Felt asked if there was any discussion on the consent agenda items. Trustee Smith made the motion to approve the consent agenda, which included approval of minutes from the September 27, 2016 regular meeting and extended holiday time, which included November 23, 2016, December 23, 28, 29, and 30. Trustee Edwards seconded the motion. The motion carried.

Committee Reports
Building and Grounds-No Report
Finance-Trustee Webb mentioned the committee met last week. Ms. Debra Smith, Vice President of Administrative Services, will provide the reports later in the meeting.
Personnel and Student Services—Trustee Edwards mentioned the Personnel and Student Services met yesterday and reviewed the recommendation from the Foundation Board to appoint Dr. Anitra Wells to the HCC Foundation Board of Directors. After reviewing her resume, committee agreed to recommend her to the full board. Trustee Edwards made the motion to accept the nomination from the Foundation Board to appoint Dr. Anitra Wells to the HCC Foundation Board of Directors, Inc. Trustee Smith seconded the motion. The motion carried. Academic Committee-No Report Chairman Comments and Announcements Advocacy “The Ins & Outs”- Chairman Felt discussed the Advocacy “Ins & Outs” flyer. He asked that other Board members review it, when they had a chance. Rural Community College Alliance Conference-Chairman Felt discussed the conference that Dr. Griffin, Mr. Daniel Lovett, and he attended last month. He mentioned the workshops were incredible. He asked Mr. Lovett to stand to be recognized. He was the recipient of the Innovator of the Year Award, which was a national award. Chairman Felt also mentioned that 40 attendees from the conference were able to tour a 21st century battleship created by the U.S.A. It was also a partnership between Australia and the U.S.A.
President’s Report
President’s Comments and Report-President Griffin announced to the Board that Halifax County Board of Elections will have their voter precinct on campus for the 2016 General Election next month. Classes and programs had been rearranged to accommodate their request. Also during the president’s comments, Dr. Griffin announced that 878 residents were served in the Roanoke Valley during the NC Med Assist Program that was held at HCC on September 30th. The NC Med Assist program provided free over the counter medicine to those that attended. Some of the medicines included in the give-away were cold, cough, and flu medicine, Band-Aids, pain and allergy relief, vitamins, and children’s medicine. During the president’s report, which was in a PowerPoint presentation, President Griffin shared with the Board the enrollment update. Current fall enrollment was 1247, which was a 5 percent increases from last year. President Griffin also shared

with the Board the Campus Safety & Security Complete Certificate, and the HCC Crime Statistics. Thus far, crime activity on the campus appears to be low. The draft of the 2017 Legislative Priorities was shared with the Board. President Griffin announced that Daniel Lovett won the Rural Community College Alliance Innovator of the Year Award; Dr. Griffin won the Roanoke Valley SCLC Legend Award, and President Griffin was honored with the Distinguished Citizens Award by the East Carolina Council of the Boy Scouts of America. During the greetings and salutations, President Griffin informed the Board that he received a letter from a concerned citizen regarding the Founders Day program. He was a keynote speaker at conference held by the Virginia Community College System, served on a panel for the NC community College System Conference, received a congratulatory note from NC Senator Bryant, a letter from Congressman Walker Jones asking HCC to look into offering Additive Manufacturing, announced he resigned from the AACC Commission, and he was a speaker at the Halifax County NC Works Certified Work Ready Community celebration. Informational Items Academic Affairs
1. Update on Default Prevention Management Plan-Ms. Tara Keeter, Director of Financial Aid, provided the Board of Trustees with an update on HCC’s Default Prevention Management plan monthly status report September 2016.
Administrative Services 1. Financial Report: FY 16-17 State Expenditures through September 30, 2016.-Ms.
Debra Smith, Vice President of Administrative Services, gave the financial report. She provided the financial reports on local funds, state funds, and the Centre funds.
Institutional Advancement 2016 Golf Tournament-Molly Wallace, Director of Marketing discussed the 2016 Golf Tournament. The gross profit from the golf tournament was $6,043.00. The net profit was $3,778.00. The winners were as follows: 1st place-Ray Hester, 2nd place-Enviva, and 3rd place-Lloyds Decorating. 2016 NC Community College System Conference-Mr. Marcus Lewis, QEP Director, announced that he and Calvin Stansbury, School of College Transfer, Business & Education Chair and Math Instructor presented at the 2016 NC Community College System Conference. The title of their workshop was Reconstruction Paves the Way for Re-Energizing Pedagogical Practices for Developmental Mathematics at the Community College. Hurricane Response Team-Ms. Wallace announced they were taking donation for those that were affected by Hurricane Matthew.

Donor Luncheon-Dr. Edwin Imasuen announced the 2016 HCC Donor Appreciation Luncheon and Scholarship Awards ceremony will be held October 27th from 11:30 am-12:30 pm in the Centre. If anyone was interested, please inform Mr. Purser. Student Government Association Report-Mr. Larrell Lewis presented the SGA report. He updated the Board on the activities of the Student Government Association.
Approval of the President’s Report Trustee Edwards made the motion to approve the president’s report, which included president’s report and informational items. Trustee Partin seconded the motion. The motion carried. Closed Session Trustee Stanley Edwards made the motion to go into closed session pursuant to NCGS 143-318.11 (a)(1) to discuss a confidential personnel matter pursuant to NCGS 115D-27. Trustee Edwards made the motion to go back into open session. Trustee Smith seconded the motion. The motion carried. Adjournment Trustee Eatman made the motion to adjourn. Trustee Robinson seconded the motion. The motion carried. The meeting was adjourned at 11:55 am.

Princeville mayor pro tempore Linda Joyner hugs National Guard Sgt. Devin Andrews following a press conference at Princeville City Hall Tuesday, October 18, 2016. The National Guard’s 875th Engineer Company based in North Wilkesboro and Lexington have pumped more than 76 million gallons of water from Princeville into the Tar River using as many as six pumps running 24 hours per day since last Wednesday. Student Government Association Report• SGA held a General Assembly meeting on October 19, 2016. The purpose of this meeting
was to discuss upcoming SGA activities and hold campaign speeches for open positions.
• SGA held Fall Fest on Thursday, October 20, 2016 in the 300 building parking lot and under Pavilion. SGA provided music, food, and entertainment for student’s staff and faculty to enjoy and fellowship. Additionally, a Breast Cancer Awareness program was held during the Fall Festival activity. Equally as important were the SGA elections which also took place on this same day. The results were announced on Friday, October 21, 2016.
• The Student Government Association attended the Fall N4CSGA State Fall Conference from October 28-30, 2016. SGA networked with the other 57 community colleges and attended leadership workshops on various topics relating to issues that affect all 58 community colleges. The event also contained cultural enrichment activities and a Hawaiian luau dinner banquet.
