Medicare is the backbone of health care for Americans who are 65 and older. And despite what you’re used to seeing, it’s not as complicated as it seems.

QUICK FACTSYou may think Medicare’s old school, but this much-discussed program is younger than the vast majority of those it serves. Medicare was signed into law by President Lyndon B. Johnson in 1965 as part of the Social Security Act to provide health insurance to people age 65 and older, regardless of income or medical history. The program was expanded in 1972 to include people under age 65 with permanent disabilities.

• Medicare was considered part of President Lyndon B. Johnson’s War on Poverty.

• When Medicare was enacted, less than half of Americans over age 65 had health insurance.

• Today, Medicare covers over 55 million* Americans aged 65 and older.

• Baby Boomers will spike the number of people covered by Medicare to 81.5 million† by 2030.

The eligibility requirements for Medicare are simple: generally, you are eligible for Medicare if you or your spouse worked for at least 10 years in Medicare-covered employment and you are 65 years or older and a citizen or permanent resident of the United States.

(People under age 65 with permanent disabilities or specific medical conditions may also be eligible.)

To be eligible for UCare for SeniorsSM, a Medicare Advantage plan, you must also live in Minnesota and not have end-stage renal disease.

Medicare is a program with four parts—A, B, C and D.

Part A helps pay for hospitalization and skilled nursing facility care.

Part B helps pay for doctor visits, plus other medical services and supplies.

Part C—Medicare Advantage plans—are health plans that combine Part A and Part B into one, and include other great benefits. The plans are administered by private health insurers like UCare and others who contract with Medicare.

AA BBMedical CoverageMedicare Part B covers a wide range of medical expenses including doctor visits, tests, lab work, X-rays, outpatient procedures, chemotherapy, durable equipment and more.

• For most people, Part B had a monthly premium of $104.90 in 2016 (those with higher incomes and those new to Medicare in 2016 paid more).

• Once you’ve met the deductible ($166 in 2016) you’re responsible for 20% coinsurance for most services.

PARTHospital CoverageMedicare Part A helps pay for inpatient hospital stays, skilled nursing care, hospice care and home health care. Deductibles and copays apply.

• Full coverage (after deductible) for 60 days in the hospital, and 90 additional days with a daily copay.

• Full coverage for 20 days in skilled nursing facilities (after hospital stays of at least three days, excluding discharge date) and an additional 80 days with a copay.

Drug Coverage

Since 1997, people have had the option of getting their Medicare Part A and Part B benefits through private health insurance plans called Medicare Advantage plans. Alternatively, you can choose to stick with Original Medicare and purchase supplemental coverage through a private insurer on your own.

• Medicare Advantage plans contract with Medicare to administer Part A and Part B benefits.

• Medicare Advantage plans typically offer extra coverage for things Medicare does not cover, such as vision care and dental care. These plans may also include Medicare Part D prescription drug coverage.

• Medicare Advantage plans limit their members’ annual out-of-pocket spending on medical care to $6,700 or less. UCare for Seniors annual out-of-pocket maximum is $3,400 for 4 out of 5 plans (our low-cost Prime plan has an out-of-pocket maximum of $6,700).

Medicare Part D was introduced in 2006 to assist enrollees with prescription drug costs.

• Part D is available to anyone enrolled in either Medicare Part A or Part B.

• Part D can be purchased through one of two types of health plans: Medicare Advantage plans that include Part D and individual prescription drug plans.

• You must choose whether or not to enroll in Part D when you first become eligible for Medicare. Keep in mind that if you pass it up, but decide you want this coverage later, you may have to pay a penalty.

• Most Part D plans have a monthly premium, which varies by plan; benefits and drug costs also vary by plan.

Designed for those who prefer a lower monthly premium, the EssentiaCare Secure plan offers excellent coverage with no copays for primary care doctor visits and copays for the first five days of hospitalization. This checklist includes steps to help you make your decision. As you complete an item, check it off your list. Once you’ve completed the checklist, you should have an excellent idea as to which plan is right for you.

Visit medicare.gov to compare plan benefits, costs and ratings.

If you are currently on your employer’s health plan, find out if they offer plans to supplement Medicare.

Ask friends, relatives and neighbors about their plans and whether they are satisfied with their health plans.

Make a list of health care benefits or services that are most important to you.

Create a list of the information you’ll need to be able to compare plans and make a decision.

Request information packets from the health plans that meet those criteria.

Attend a UCare for Seniors informational meeting, or talk with a UCare Medicare Specialist at 1-877-523-1518.

Note the star or quality ratings of any Medicare Advantage plans or Part D plans you are considering.

Making a DecisionKEY CONSIDERATIONS

As you begin the decision-making process, here are a few things to keep in mind.

• Age and eligibility. You have a 7-month window around your 65th birthday to enroll in a Medicare plan, including the three months prior to your birthday month; your birthday month; and the three months following your birthday month.

• Employment. If you are currently employed, you may be able to stay on your employer’s health plan, postponing Medicare until you choose to retire. You will want to compare the costs and benefits of waiving Medicare Part B and staying on your employer’s plan with the costs and benefits of enrolling in Medicare Part B and a health plan like UCare of Seniors.

• Current health issues. Estimate how much health care you use in a given year, such as number of times you visit a doctor, and what prescription drugs you need.

• Travel and lifestyle. How much do you travel, or plan to travel? Not all health plans offer travel coverage (all UCare for Seniors plans DO include nationwide travel coverage and worldwide emergency travel coverage).

• Non-medical health care expenses. Do you wear glasses or hearing aids? Do you want dental coverage? If so, look for plans that offer options for benefits like these.

Original Medicare has a lot going for it—for example, no health screenings are required, and it’s easy to qualify!

However, Medicare covers only about half of the health care expenses associated with hospitalizations, doctor visits, specialist care, and medical services and supplies.

19651965 was a turning point in the middle of a turbulent decade: the civil rights movement was in full swing, and the Vietnam War was escalating. Race riots broke out in Watts. The first commercial communications satellite, Early Bird, was launched. In July, President Lyndon B. Johnson enacted Medicare. Superballs and skateboards were the toys of the moment. The average U.S. income was $6,450, and the average price of a home was $13,600!

Medicare plans follow lots of rules, including specific time periods when you can enroll in or change plans. Be sure to understand these rules; late sign-up sometimes incurs financial penalties.

INITIAL ENROLLMENT Baby Boomers who are just turning 65 and eligible for Part A and/or Part B can sign up during a 7-month Initial Enrollment Period that begins 3 months before the month you turn 65, includes the month you turn 65, and ends 3 months after the month you turn 65. For example, if you turn 65 in July in a given year, you can request materials and enroll anytime between April 1 and October 31 of the same year.

ANNUAL ELECTION PERIOD Medicare’s Annual Election Period (AEP) is the time of year in which you can join, switch or drop Medicare plans. The Annual Election Period begins October 15 and ends on December 7 each year, with coverage beginning on January 1 of the coming year.

Medicare beneficiaries may also enroll in UCare for Seniors through the CMS Medicare Online Enrollment Center.

Lots of people aren’t retiring at 65 anymore. If you or your spouse are still working beyond your 65th birthday, and your employer offers group coverage, you may choose to waive Medicare Part B to avoid paying the premium, but pick it up at a later date without penalty.

From the date your (or your spouse’s) active employment ends, or your group coverage ends—whichever happens first—you have eight months to enroll in Medicare Part B.

Q: HOW IS UCARE FOR SENIORS DIFFERENT FROM A MEDICARE SUPPLEMENT OR “MEDIGAP” PLAN?

A: With a Medicare supplement, the bill you receive from your provider is first sent to Medicare for payment. Medicare pays according to their schedule of coverage, and then the supplemental plan pays after that.

In contrast, UCare for Seniors is a Medicare Advantage plan that contracts with Medicare to administer Part A and Part B along with additional UCare for Seniors benefits in one coordinated package.
