City of Palm Coast Presents at FCCMA

Last Friday, members of the Benefits Team presented at the Florida City-County Management

Association’s (FCCMA) Annual Conference in Orlando. The presentation entitled “Health Care Costs

at BELOW 2010 Levels? How Did Palm Coast Do THAT??” outlined the major changes to our health

insurance program that we started 5 years ago. The attendees were

impressed by the City’s ability to hold the line on costs while

maintaining our ability to provide a quality healthcare program for

our employees. City Council embraced and supported major

changes (such as going self-insured, establishing an employee

clinic, etc.) that made these successes possible. We have already

been contacted by several communities interested in replicating our

success. In addition, Flagler Schools has just finished its first year

and has seen similar results.

City of Palm Coast’s ISO Designation Improves

The City of Palm Coast is pleased to report that its ISO rating of its fire suppression delivery

system, known formally as the Public Protection Classification, has improved to a Class 2 from a

previous Class 4 (Classification range is from 1-best to 10-worst). Only 69 communities in Florida

have an ISO rating of 1 or 2, putting the City of Palm Coast in the top 1.1 percent statewide. The ISO

classification plays an important role in determining property insurance rates, with lower premiums

generally offered in communities with better fire pretection. This is another excellent achievement by

our Fire Department, Utility Department and Flagler Sheriff’s Office for providing excellent fire

service that saves lives and protects property. (For more information, see the attached news release).

GIS tested the newest release of InfraMAP 8.1.4 with iWater and Field Technicians. No problems were found,

GIS Division provided ArcMap and data to planner Ida Meehan, so she can continue to develop the MPD / PUD 

inventory.

PUBLIC WORKS

GIS  met with Public Works to develop an application to help organize their grass mowing operations.

GIS started development of a GIS inventory of traffic cabinets, complete with historical maintenance records.

Inspected street lights and reported seven outages to FPL for repair.

Repaired a five foot section of concrete sidewalk on Montauk Lane in the

Hamptons sub-division.

Crews responded to a down stop sign on SR-100.

Traffic signal maintenance was performed and two traffic cabinets were

upgraded on Belle Terre Parkway at Cypress Point Parkway and Belle Terre

Parkway at the Kohl’s entrance.

PLANNING

The Planning Department reviewed and recommended conditional approval to the Planning and Land Development Regulation Board (PLDRB) for a conceptual master plan for the Shoppes of Palm Coast. This 12.9-acre commercial project is located at the SE corner of SR 100 and Belle Terre Boulevard and will have five lots for retail buildings plus a stormwater tract. Three of the lots are under contract with Lot 2 for a Gate convenience store with 24 gas pumps, Lot 3 for an Aldi grocery, and Lot 4 for a Tractor Supply Company. Lots 1 and 5 are being shown as future restaurant sites.

Widening on the north side of the parkway continues. Landscape irrigation work continues. Contractor dug up road at night on 5/28/15 to locate obstacles and clear the path for the 12" water tie from Cypress Point Pkwy into the new 16" water main on Boulder Rock Drive. The new 16" coming from the west to Old Kings Rd is being prepared for tie in of the 12" direct bury crossing of Old Kings road to the median of Wendy's, some of this work will be done at night.

Royal Palms Parkway Improvements 97% Substantial Completion walkthrough 6-3.Rymfire intersection raised median 95%.

Holland Park 18% Rough grading of site.

City Hall 51%

Installation of drywall of interior walls, mechanical duct work installation, electrical conduit rough-in and fire sprinkler piping continues. Installation of exterior windows and exterior wall trim continues. Grading and layout for parking area has begun.

PA-1 Water Control Structure Rehabilitation

Demolition of old structure is 100% complete. Site is coffer dammed, debris cleanup and removal continues. The gate actuator and gate was salvaged and the gate has been shipped to Contech for assembly for the new structure installation.

12% The southwest ramp for the new I-95 Interchange has been cleared and the northwest ramp clearing has started.

Please remember to cover your pool if it is above ground or put your gate up for an in ground pool. Have a great summer and be safe! Donation Opportunities: The Flagler Humane Society is collecting shoes again. We welcome all shoes regardless of size, type, or condition. We were very successful in reaching our set goal last year and we would like to exceed it this year! Additional drop off locations can be found on the Flagler Humane Society website. “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. You can drop off donations anytime at your nearest fire station. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). PAST WEEK EVENTS:

Pool Safety Day was held on Sunday, May 31. The

highlight for the 166 guests was the demonstration by our

Palm Coast Fire Department and our lifeguard staff. Other

activities included games to promote safety and mini swim

lessons throughout the day.

UPCOMING EVENTS & ACTIVITIES:

Father’s Day Invitational Lacrosse Tournament – The 10th Annual PDQ Father’s Day

Invitational to Benefit the Wounded Warrior Project has partnered with

the City of Palm Coast, The Army National Guard and LAX.COM. This

tournament, sponsored by PDQ will take place on the top quality fields

of Indian Trails Sports Complex, Matanzas High School and Wadsworth

Park, on the beach from Saturday, June 13-Sunday, June 14. Over 150

boys and girls lacrosse teams from across the south east are expected to

participate in this annual event bringing over 10,000 visitors to Palm

Coast.

Movies in the Park – Friday, June 12, 8:40 p.m. featuring “Frozen.”

Bring blankets, lawn chairs and snacks, and invite friends and family for

World’s Largest Swimming Lesson - Thursday, June 18, 11 a.m. (registration at 10:30 a.m.)

Wood Carvers - The art of woodcarving has a history that spans centuries. At its core,

woodcarving transforms a piece of wood into a masterfully crafted work of art. Join this group of

gifted carvers as they share their skill and know how in this informal teaching atmosphere. The

woodcarving group is a mixed group of men and women at all levels and abilities. Visitors are

welcome. Held each Tuesday from 1-4pm at the Palm Coast Community Center.

Fun in the Sun Summer Camp Your child’s day will be filled with a variety of age appropriate fun-filled

themed activities such as arts and crafts, stories, recreational games, nature

hikes, weekly trips to the Frieda Zamba Swimming Pool, and special guest

presentations. Campers registered for the Fun in the Sun Summer Camp

are eligible for the free lunch program provided by the Flagler County

School District. Field trips are scheduled weekly. Field trips are optional

and require pre-registration and payment of applicable fee.

group to enjoy their camp experience.

Re: Week in Review

On Monday, staff conducted the Utility and Public Works departments Employee Academy

at Water Treatment Plant #3 in the afternoon and Citizen’s Academy in the evening. The

afternoon activities were temporarily interrupted due to approaching severe weather and a

Code Red advisory for everyone in the area to immediately seek shelter.

Temporary modification of the disinfection treatment procedure began Monday and will

continue through July 6. Customers may notice an increase in the taste and odor of chlorine

in their drinking water during this time.

The average water demand for the week was 7.298 million gallons per day; the average

wastewater flow was 5.278 million gallons per day.

Crews installed 9 new domestic water meters, 3 new PEP tanks, replaced 4 existing tanks and

set up 4 dewatering systems to prepare for additional tank installs.

This week 257 utility customers were shut off for non-payment.

There were a total of 25 calls after hours.

Royal Palms Parkway reuse line – This week crews installed 100’ of reclaim line on Royal

Palms Parkway and encountered a number of conflicts, then filled and graded previous

excavation work and raked soil for sod.

Water Distribution crews completed 2 retrofits and water service line replacements, 3 water

service line repairs and 57 testing and repairing of backflow preventers

Wastewater crews cleaned, inspected the main via CCTV and located the service lateral for

the future Dunkin Donuts on Old Kings Road.

On Monday, Operators at Water Treatment Plant #1 began the process of draining the 2.5

million gallon tank to prepare for repairs to the baffle curtain. On Tuesday, Crom Corporation

was on site to make the repair.

City of Palm Coast’s ISO rating for fire protection improves to Class 2 Palm Coast – The City of Palm Coast is pleased to report that the ISO rating of its fire suppression delivery system, known formally as the Public Protection Classification, has improved to a Class 2. The Insurance Services Office Inc. notified Palm Coast City Manager Jim Landon on Monday that the City’s ISO rating had improved from a Class 4 to a Class 2. ISO’s Public Protection Classifications range from 1 to 10, with 1 being the best and 10 the worst. The classification plays an important role in determining property insurance rates. Only 69 communities in Florida have an ISO rating of 1 or 2, putting the City of Palm Coast in the top 1.1 percent statewide. Nationally, Palm Coast is in the top 1.3 percent. Over the past 15 years, the City’s ISO rating has improved from a Class 9 (at time of incorporation on Dec. 31, 1999), to a Class 6 in 2002, to a Class 4 in 2010. “We are incredibly proud of this achievement, which puts us among the best of the best fire departments in Florida and across the nation,” said Palm Coast Fire Chief Mike Beadle. “Having a lower ISO rating results in lower insurance costs for our residents, but even more importantly, having excellent fire service saves lives and protects property.” “The review process looks at a multitude of factors related to fire protection, plus water supply, emergency communications and community outreach,” Chief Beadle said. “I want to personally thank our Fire personnel as well as the Palm Coast Utility Department and the Flagler Sheriff’s Office’s Emergency Communications Division for the many strategic steps we’ve taken in recent years to improve our rating. It’s a team effort, and we’re proud of our success on behalf of the citizens of Palm Coast.” ISO’s Public Protection Classification Program plays a major role in the underwriting process at insurance companies. Most U.S. insurers use the information to establish the premiums they charge policyholders, with lower premiums generally offered in communities with better fire protection. Property owners should contact their insurance providers to inquire if their premiums will be impacted by the new rating. By offering economic benefits for communities that invest in their firefighting services, the program provides an incentive for improving and maintaining fire protection.

“This is great news for our community and an honor for our Fire and Utility departments and the Sheriff’s Office communications center. The entire team is to be congratulated and commended for its outstanding work,” said City Manager Landon. “Our directors and their employees continually strive to improve our firefighting and fire prevention system to make our City a safe place to live and work,” Landon said. “We have a series of formal Performance Measures that outline the many steps we take to provide excellent fire service and to steadily improve our ISO rating. We are very excited that our hard work has paid off with a Class 2 ISO rating!” The survey, conducted every four years under the new rating system that took effect in 2012, specifically evaluates the Fire Department’s structural fire suppression capabilities. Specifically, the ISO looks at the Fire Department, the City’s water supply, emergency communications and what is done to reduce community risk. Points are assigned in each of the four areas. This year’s survey was conducted in April. In the area of the Fire Department, factors considered include the number of engine companies and backup equipment the Fire Department has, fire call response times, pump capacity, ladders/aerial apparatus, personnel, training and operational considerations such as policies and procedures. Each Palm Coast firefighter receives a minimum of 16 hours of structural firefighting training per month, and the department earned the maximum number of points possible in the training category and also for its number of available engine companies. The community risk portion of the Public Protection Classification survey is also assigned to the responsibility of the Palm Coast Fire, and it includes fire inspections and public education. The Palm Coast Utility Department oversees the area of water supply. Factors reviewed included how many fire hydrants the City has, water capacity and how well-maintained the water system is. Emergency communications for the Palm Coast Fire Department are handled by the Flagler County Sheriff’s Office’s Emergency Communications Division. The ISO considered criteria related to the dispatching and handling of calls, service times and also gave points for the community’s computer-aided dispatch system. “Congratulations to Chief Beadle, the City Manager and the entire City of Palm Coast, and the Emergency Communications Division of the Flagler County Sheriff’s Office on this new Public Protection Classification,” said Sheriff James Manfre. “Providing residents fast, efficient service when they call 911 is the top priority of the Flagler County Sheriff’s Office’s Emergency Communications Division, and I’m proud that our dispatchers are part of this team.” For more information, contact Cindi Lane, Communications and Marketing Manager, at 386-986-3708.

Lane closure planned for Palm Coast Parkway Re-Scheduled Palm Coast, Fla. – Due to equipment issues, the lane closures along Palm Coast Parkway and Boulder Rock Drive have been re-scheduled for 8 p.m. Monday, June 8, to 7 a.m. Friday, June 12. The northbound thru lane on Boulder Rock Drive from Palm Coast Parkway will be closed and traffic will be shifted into the southbound lane of Boulder Rock Drive. Additionally there will be only one left turn lane open from Palm Coast Parkway eastbound onto Boulder Rock Drive. A uniformed law enforcement officer will be on-site to direct traffic into the southbound lane on to Boulder Rock Drive. The existing two left turn lanes from Boulder Rock Drive will modified to allow one thru lane and one left turn lane.

Motorists are encouraged to watch for flaggers and work zone signs. The lane closure is required in order for the contractor to install a water main across Boulder Rock Drive. Up-to-date lane closure information will be posted to the Palm Coast Parkway Widening Project website at www.PalmCoastPkwy.com. A project hotline number has been established to assist the public with questions and concerns: 1-800-515-9194. The City of Palm Coast strives for safe construction zones. Registration opens for 2015 Palm Coast & the Flagler Beaches Senior Games Palm Coast – Active older adults can now sign up for the second annual Palm Coast & the Flagler Beaches Senior Games – offering competition in 14 sports. The Senior Games, presented by Florida Hospital Flagler Health Partners, Orthopedic & Sports Medicine, will be held Sept. 12 to 19. The Seniors Games are open to men and women ages 50 and up. Registration is $15 and includes a T-shirt and participation in one sports event; participation in each additional sports event is $5.
