The draft of the following rules further to amend the Karnataka Regulation of Stone Crushers Rules, 2012 which
the Government of Karnataka proposes to make in exercise of the powers conferred by sub-section (1) of section 18 of the
Karnataka Regulation of Stone Crushers Act, 2011 (Karnataka Act 08 of 2012) is hereby published for the
information of all the persons likely to be affected thereby and notice is hereby given that the said draft will be taken into
consideration after fifteen days from the date of its publication in the Official Gazette.
Any objection or suggestion, which may be received by the State Government from any person with respect to the
said draft before the expiry of the period specified above will be considered by the State Government. Objections and
suggestions may be addressed to the Secretary to Government, Commerce and Industries Department (Mines, Small Scale
Industries and Textiles), Karnataka Government Secretariat, Vikasa Soudha, Bangalore-560001.
DRAFT RULES
1. Title and commencement: - (1) These rules may be called the Karnataka Regulation of Stone Crushers
(Amendment) Rules, 2014.
(2) They shall come into force from the date of their publication in the Official
Gazette.
2. Amendment of rule 2. - In the Karnataka Regulation of Stone Crushers Rules, 2012, (hereinafter referred to
as the said rules), in rule 2,-
(i) in sub-rule (1), for clause (b), the following shall be substituted, namely:-
“(b) “revenue village” means the limits of gram thana in accordance with the revenue records and where
there is no gram thana, a cluster of houses and the number of houses as may be decided by the
Licensing Authority for the purpose of the Act and rules;
(b1) “Other roads” means all other roads excluding National Highway, State Highway, cart roads, major
district roads, foot path/roads and roads used for approaching stone crushers.”
3. Amendment of rule 3. - In rule 3 of the said rules,-
(i) in sub-rule (1), after the words, “in Form-A” the words, “ and in respect of existing Stone Crushers in
Form-A and a declaration in Form-A1 that the existing location of stone crushers or any other suitable
area conforms to section 6” shall be inserted;
(ii) for sub-rule (2), the following shall be substituted, namely,-
“(2) On receipt of application for grant or renewal of license in Form-A or in Form-A and Form-A1, it shall
be acknowledged in Form-B. The Licensing authority shall cause joint inspection of the location as
specified in sub-section (3) of section 6 of the Act and shall issue certificate of compliance of safer zone

after notification of safer zone or reject the application within the time specified in the Act. The certificate
of compliance shall be in Form-B1 and the refusal shall be in Form-D.
Explanation: For the purpose of this rule, any habitation, schools, temples established subsequent to issue of
Certificate of compliance within the restricted area shall not be considered as contravention.”
4. Insertion of new rules 3A, 3B and 3C:-After rule 3 of the said rules, the following new rules shall be inserted,
namely:-
“3A.Register of application for license.- The member secretary shall maintain a register of applications received
for license in Form-A2.
3B.Registration of Stone Crushing/ Sand Manufacturing units in ILMS:- Every stone crushing/sand
manufacturing units as the case may be, intending to utilize minor minerals as raw materials shall be registered
with the Integrated Lease Management System of Department of Mines and Geology through concerned Deputy
Director/Senior Geologist and shall receive and crush the mineral duly covered by Mineral Dispatch Permits and
transport the beneficiated/processed mineral products with computerized mineral dispatch permit.
3C. Mineral Dispatch Permit for Stone Crushing/ sand Manufacturing Units:-
(1) No crusher licensee shall receive, cause to receive, store or cause to store any mineral or processed mineral
in his premises without valid mineral dispatch permits issued in accordance with mineral concession rules.
(2) The licensee shall acknowledge the mineral received with permits in electronic form in Integrated Lease
management system of Mines and Geology department.
(3) Any person intending to transport the beneficiated mineral or any mineral processed in the crusher, shall
apply for mineral dispatch release order (MDRO) to the concerned Senior Geologist/Deputy Director as
envisaged in Karnataka Minor Mineral Concession Rules.
(4) The concerned Senior Geologist/Deputy Director shall verify whether the royalty has been paid in respect of
the mineral received in the crusher and after satisfying about such payment shall issue the mineral
dispatch release order (MDRO) by collecting a processing fee of rupees fifty per Mineral Dispatch Release
Order and thereafter the crusher licensee shall generate permits. However the quantity of Mineral Dispatch
Release Order shall not exceed the quantity of minor mineral acknowledged in Integrated Lease
Management System.
(5) If any mineral or its processed product is found in the premises belonging to crusher licensee, having not
been covered under royalty, the competent authority shall after giving an opportunity of hearing initiate
penal action under the provisions of the Act.”
5. Amendment of rule 4. – In rule 4 of the said rules,-
(i) in sub-rule (1), for the words “committee” the words “Authority” shall be substituted.
(ii) for sub-rule (2), the following shall be substituted, namely.-
“(2) The Authority shall maintain a register of Crusher Victim Claim Petitions in Form-G containing the details
of claim petitions under the nomenclature Crusher Victim Claim Petition.”
(iii) for sub-rule (5), the following shall be substituted, namely.-
“(5) The Member Secretary shall register the complaints received in the register in Form-G and shall fix the date
for hearing in consultation with the Chairman of the authority and issue notice to both the parties.
(5A) The chairman shall;-
(1) Place the respondent/owner of the crusher or any representative on his behalf if he fails to appear, as
exparte and decide the matter on merits.
(2) Permit on appearance of the respondents/owner of crusher, to file the objections, rejoinder, if any.
(3) Allow both the parties to prove allegations and defence in writing by way of affidavits.
(4) Dismiss the application if applicant fails to produce evidence on the date fixed, without reasonable cause.
(5) Permit the parties to examine witnesses and their evidence by way of affidavit.
(6) Permit the opposite party, if desires to cross-examine the other party or witness, by interrogatories. The
authority may get the service of any expert and put questions to any of them.
(7) Conduct proceedings in a quasi judicial manner.
(8) Hear the parties or get the written arguments and shall pass orders within 15 days from the date of
arguments.
(9) Communicate the orders passed to all concerned parties under RPAD.”

(iv) In sub-rule (7), for the words “application” the words “certificate” shall be substituted.
(v) for sub-rule (8), the following shall be substituted, namely.-
“(8) The authority while granting compensation or relief to the petitioner in a victim claim petition shall take into
consideration the facts like, the nature of injury suffered, age, occupation of the victim, money spent or to be
spent by the victim, loss of earning capacity in future, income of victim at relevant time and loss of financial or
economical support by the victim to their legal representatives, in case of death of victim.”
(vi) for sub-rule (9), the following shall be substituted, namely.-
“(9) Any victim relief claim petition shall be disposed of within 180 days from the date of receiving the
application. The authority may also pass interim orders if necessary.”
(vii) Sub-rule (10) shall be omitted.
6. Insertion of new forms A1 and A2. – After Form A of the said rules, the following new forms shall be
inserted, namely:-

The draft of the following Rules further to amend the Karnataka Motor Vehicles Rules,1989, which the
Government of Karnataka proposes to make in exercise of the powers conferred by Section 28, 65 and read with section
211 of the Motor Vehicles Act, 1988 (Central Act 59 of 1988), is hereby published as required by sub-section (1) of section

212 of the said Act, for the information of all persons likely to be affected thereby and notice is hereby given that the draft
will be taken into consideration after thirty days from the date of its publication in the official Gazette.
Any objections or suggestions which may be received by the State Government from any person with respect of
the said draft before the expiry of the period specified above, will be considered by the State Government. Objections or
suggestions may be addressed to the Principal Secretary to Government, Transport Department, First Floor, III Phase,
Multistoried Building, Dr.B.R. Ambedkar Veedhi, Bangalore-560 001.
DRAFT RULES
1. Title and commencement:- (1) These rules may be called the Karnataka Motor Vehicles (Amendment) Rules,
2014.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Insertion of rule 6B:- In the Karnataka Motor Vehicles Rules, 1989; (hereinafter referred to as the said rules
after rule 6A, the following shall be inserted, namely:-
"6B. Supply of copies of Driving License.-(1) The Licensing Authority shall supply extract of the particulars of a
Driving License of any person recorded in the records maintained by it to any person who may apply for the
same. For every such extract in respect of one Driving License, a fee of rupees ten shall be charged.
(2) An extract of Driving License as specifies in sub-rule (1) may also be obtained on an application from an
agency authorized by the e-governance Secretariat of the Government and notified by the Commissioner from
time to time. The fee prescribed in sub-rule (1) for this purpose shall be collected by the agency and paid to the
Government. In addition, the agency so authorized and notified may charge, collect and appropriate to itself an
amount of not exceeding rupees eight".
3. Substitution of Rule 48: For Rule 48 of the said Rules, the following shall be substituted, namely:
"48. Supply of copies of Registration.- (1) A registering authority shall supply copies of the particulars of any
motor vehicle registered in the records maintained by it to any person who may apply for the same. For every
such copy in respect of each vehicle, a fee of rupees Ten shall be charged.
(2) A copy of the particulars as specified in sub-rule (1) may also be obtained on an application from an agency
authorized by the e-governance Secretariat of the Government and notified by the Commissioner from time to
time. The fee prescribed in sub-rule(1) for this purpose shall be collected by the agency and paid to the
Government. In addition, the agency so authorized and notified may charge, collect and appropriate to itself an
amount of not exceeding rupees Eight".

The draft of the following rules further to amend the Karnataka Agricultural Produce Marketing (Regulation and
Development) Rules, 1968 which the Government of Karnataka proposes to make in exercise of the powers conferred by
section 146 of the Karnataka Agricultural Produce Marketing (Regulation and Development) Act, 1966 (Karnataka Act 27
of 1966) is hereby published as required by sub-section (1) of the said section for the information of all persons likely to
be affected thereby and notice is hereby given that the said draft will be taken into consideration after fifteen days from the
date of its publication in the official Gazette.
Any objection or suggestion which may be received by the State Government from any person in respect
of the said draft before the expiry of the period specified above, will be considered by the State Government, the objections
or suggestions may be addressed to the Secretary to Government, Co-operation Department, M.S.Building,
Bangalore-560 001.

DRAFT RULES
1. Title and Commencement.- (1) These rules may be called Karnataka Agricultural Produce Marketing
(Regulation and Development) (Amendment) Rules, 2014.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Amendment of rule 2.- In the Karnataka Agricultural Produce Marketing (Regulation and Development)
Rules, 1968 (hereinafter referred to as the said rules), in rule 2,-
(i) after clause (i), the following shall be inserted, namely:-
"(ia) 'Assaying' means the qualitative or/and quantitative analysis of notified agricultural produce
against a set of parameters as maybe specified by the Director of Agriculture Marketing."
(ii) after clause (iv), the following shall be inserted, namely:-
"(iva) 'Online Market' means a market where the trade of notified agricultural produce takes place on an
electronic platform. "
(iii) after clause (v), the following shall be inserted, namely:-
"(va) ‘Farmers producer organization’ means farmers producer organization registered under the
Companies Act, 1956."
(iv) after clause (vi), the following shall be inserted, namely:-
"(vib) 'Sampling' means an act of drawing a representative sample from the lot of commodities."
(v) after clause (vii), the following shall be inserted, namely:-
"(viia) 'Transaction charges' means the charges collected from the buyer on the value of commodities
sold through the electronic platform which shall not be more than twenty paise for every hundred rupees worth of
goods transacted on the Electronic platform."
3. Amendment of rule 5-B.- In rule 5-B of the said rules, in sub-rule (1), after the words "other than retail
traders licensed by the market committee to operate in the market area’, the words "who is a resident of concerned market
area other than retail traders licensed by the Director of Agricultural Marketing or an officer authorised by him." shall be
inserted.
4. Amendment of rule 74-A.- In rule 74-A of the said rules, after sub-rule (1), the following shall be inserted,
namely:-
“(1A) The format for issuance of online permit in markets specified under rule91-O shall be issued by the
Director of Agricultural Marketing.
5. Amendment of rule 76.- In rule 76 of the said rules,-
(i) the words "trader/traders" wherever they occur, shall be omitted;
(ii) in sub-rule (2),-
(a) in clause (ii), the word "and" shall be omitted;
(b) clause (iii) shall be omitted.
(iii) in sub-rule (9), the proviso shall be omitted.
6. Insertion of new rule 76-A.- After the rule 76 of the said rules, after the rule 76, the following shall be
inserted, namely:-
"76-A: Grant of trader’s license to operate in the Yard in the State.- (1) Any person desiring to operate as a
trader in the Yard in the State may apply to the Director of Agricultural Marketing or the officer authorized by him for
grant of license in Form 37A with information mentioned in the said form along with a fee of Rs.200/- (Rupees Two
Hundred only) per annum.
(2) The Director of Agricultural Marketing or the officer authorized by him on receipt of such application,
complete in all respects, together with required information, documents and fee, may grant a license in Form 37B to the
applicant within seven days from the receipt of application for carrying out trade in the Yard in the State.
(3) The license fee so received shall be remitted to the treasury.
(4) The licensee shall have to pay the market fee on the purchase of agricultural produce made in the respective
market areas to the concerned market committees as per the provisions of the bye-laws.
(5) A license granted under this rule unless renewed remains in force till the validity of the license period not
exceeding ten years.
(6) Every application for renewal of license shall be made one month before the expiry of its period.

(7) If the application for renewal in Form 37A is made in accordance with sub-rule (6), the applicant shall be
deemed to be duly licensed until orders are passed on the application.
(8) The Director of Agricultural Marketing or the officer authorized by him may after giving the applicant an
opportunity of being heard for reasons to be recorded in writing refuse to grant a license to any person who is either not
solvent or otherwise disqualified under the Act or the rules or whose operations in the market area are not likely to further
the efficient working of the market.
(9) On the grant of license, the applicant shall execute an undertaking in Form 65 agreeing to conform to the Act,
Rules and directions issued from time to time.
(10) No license shall be cancelled unless the holder thereof has been given a reasonable opportunity to show
cause against such cancellation."
7. Amendment of rule 86.- In rule 86 of the said rules, the words "traders/trader; and" shall be omitted.
8. Insertion of new rule 86-A.- After 86 of the said rules, the following shall be inserted, namely:-
"86-A. Reports and returns by Traders.- Subject to the provisions of the Act every licensed trader operating in the
Yard shall render to the Director of Agricultural Marketing or to the officer authorised by him and to the concerned
market committee, the reports and returns on the following:
(a) The agreements of the sales or purchases entered in to by such licensed trader in the Yards of the state.
(b) The agricultural produce given delivery by such licensed trader in the Yards of the state.
(c) The agricultural produce taken delivery of by such licensed trader in the Yards of the state.
(d) The amounts due to him by any other market functionary and the amounts due by him to any producer or
any market functionary, and outstanding beyond the period of credit permissible under the law.
(e) The stock of agricultural produce with him.
(f) The market fees due from him to the concerned market committees.
(g) Such other information as may be deemed necessary, for enforcing the provisions of the Act, the Rules and
Bye-laws of the market committees."
9. Amendment of rule 87-B.- In rule 87-B of the said rules,-
(i) for sub-rule (1), the following shall be substituted namely:-
“87B. Establishment of private market Yard and Terminal Market Complex.- (1) Subject to the provisions of
Section 72-A and 72-C of the Act, any person desiring to establish a private market Yard in one or more market areas may
submit an application in writing to the Director of Agricultural Marketing in Form 46 for grant of license or renewal
thereof, along with the prescribed documents. The Director of Agricultural Marketing may grant license for establishment
of private market Yard or renew the same.-
Private Market Yard shall be two types, namely. –
(i) Private market Yard licensee develops, manages and controls the Yard.-
(a) Private market Yard licensee develops, manages and controls the Yard by providing infrastructure
facilities such as auction halls, sheds, shops, godowns, storages, precooling, cold storages, raitha bhavan,
canteen, ripening chambers, laboratory facilities to evaluate quality of produce, grading and packaging facilities,
loading and unloading site, electronic display of market rates, electronic weighbridges, internal roads, drinking
water and sanitary facilities, etc., with an investment of not less than the amount as specified below excluding
the cost of land.-
(i) Rupees ten crores in Bangalore city.
(ii) Rupees five crores in other district head quarters.
(iii) Rupees two crores in other places.
(b) The Land earmarked for establishment of Private Market Yard shall bear a clear title or lease hold
right by agreement for a period of not less than ten years with possession. The extent of such land for
establishment of a Private Market Yard shall not be less than three acres conforming to norms of Town Planning
Act and fire safety regulations.
(2) The Terminal Market complex shall have the following objectives namely:-
(a) (i) Link farmers to markets by shortening the supply chain of perishables and enhance
their efficiency and increase in farmers income.
(ii) Provide professionally managed competitive alternative marketing structures with state of
art technology that provide multiple choices to farmers for sale of their agricultural produce.

(iii) Drive reforms in agricultural marketing sector resulting in accelerated development of
marketing and post harvest infrastructure including cold chain infrastructure in the country.
(iv) Bring transparency in market transactions and price fixation for agricultural produce and
through provision of backward linkages to enable farmers to realize higher price and higher income.
(b) The Terminal Market complex shall operate on a Hub and Spoke format wherein the Terminal market complex
would be linked to a minimum number of collection centers .
(c) Spokes shall be conveniently located at key production centers to allow easy farmer access and catchment
area of each spoke will be based on meeting convenient needs of farmers, operational efficiency and effective capital
utilization of investment.
(d) The Terminal Market Complex shall establish backward linkages with farmers through collection centers and
forward linkages through wholesalers, distributions centers, retail cash and carry stores, processing units for exporters
etc.,
(e) The Terminal Market Complex shall provide one stop solution in terms of providing logistics support including
transport services and cool chain facility.
(f) The applicant shall prefer an application for grant of license for setting up of Terminal Market Complexes in
Form 46-A to the Director of Agricultural Marketing along with such documents as may be considered necessary by the
director of agricultural Marketing.
(g) The license fee payable for grant or renewal of license per annum shall be Rs.50,000/- payable by demand
draft in favour of the Director of Agricultural Marketing, Bangalore.
(h) The Director of Agricultural Marketing shall record the date of receipt of the application in a register
maintained in Form 47.”
(ii) in sub-rule (3), the words "each categories of" shall be omitted;
(iii) in sub-rule (5), the words "in case of new projects" shall be omitted;
(iv) in sub-rule (6), the words "in case of new projects" shall be omitted;
(v) in sub-rule (7), for the words “in case of new projects after completion of the project and for existing projects at
the time of application”, the words “After completion of the project” shall be substituted;
(vi) in sub-rule (8), for the word "after", the words "along with" shall be substituted;
(vii) in sub-rule (9), the proviso shall be omitted;
(viii) in sub-rule (11), the proviso shall be omitted.
(ix) in sub-rule (13), for the words "one month", the words "six months" shall be substituted;
(x) for sub-rule (14), the following shall be substituted, namely:-
“ (14) All sale of notified agricultural produce in the private market shall be liable for payment
of market fee at the rates as specified under section 65 of the Act”.
10. Amendment of rule 87-C.- In rule 87-C of the said rules, in sub-rule (1),-
(i) after clause (iii), the following shall be inserted, namely:-
“(iv) The direct purchase centre may be established on land owned by the applicant or on land
taken on a lease for a period of not less than ten years with possession. The applicant shall furnish
supportive documents and layout plan of the centre indicating the facilities provided along with the
application.
(v) The licensee shall display prominently prices of commodities traded in the nearby markets
on the previous day in the centre/centres
(vi) The licensee shall not purchase produce from farmers or producer-sellers below the modal
price that had prevailed in the previous day for such produce in neighbouring markets.
(vii) The licensee shall furnish details of transactions made in the centre/centres to the
Director of agricultural marketing or concerned markets on-line."
(ii) in sub-rule (12), for the words "sell in retail", the words "dispose in any other manner" shall be substituted.
11. Insertion of new part VI-B.- After rule 87-J of the said rules, the following shall be inserted, namely:-
"PART VI B
87-K. Declaration of sub-market/sub-market Yard/market sub-Yard.- (1) The Director of Agricultural
Marketing may conduct a feasibility study through the Assistant Director/Deputy Director of the district for establishing

sub-markets in the market area. The Assistant Director/Deputy Director shall make necessary enquiries and submit a
feasibility report to the Director of Agricultural Marketing.
(2) The Director of Agricultural Marketing shall, on receipt of the report from the Assistant Director/Deputy
Director of the district consider the same and if satisfied issue a notification declaring a sub-market in the Market area
(3) If the proposal for declaration of a sub-market is not found to be suitable, the Director of Agricultural
Marketing may reject the report by recording reasons.
(4) Warehouse as submarket/ submarket Yard/ market Sub Yard
(i) Any person in possession of a Warehouse registered by the Warehouse Development and
Regulation Authority or who duly fulfills the criteria for accreditation as may be issued by the
Director od Agricultural marketing may apply in Form No.64 to the Director of Agricultural
marketing for declaration of that warehouse as sub-market, sub-market Yard or market sub-
Yard as the case may be.
(ii) On receipt of such application, the Director of Agricultural Marketing may make such enquiries
as deemed necessary and issue a notification to the effect that the warehouse shall be a sub-
market / sub-market Yard/market sub-Yard, as the case may be, for the purpose of marketing
of notified agricultural produce.
(iii) The application may be rejected by the Director of Agricultural marketing for reasons to be
recorded in writing after giving the applicant a reasonable opportunity of being heard."
12. Amendment of rule 91-A.- In rule 91-A of the said rules,-
(i) in sub-rule (1), for the words “concerned secretary of the market committee” the word “Deputy
Director/Assistant Director of the District as the case may be” shall be substituted;
(ii) in sub-rule (4), for the word “the Secretary of the market committee” the word “Deputy Director/Assistant
Director of the district as the case may be ” shall be substituted.
13. Amendment of rule 91-H.- For rule 91-H of the said rules, the following shall be substituted, namely:-
"91-H. Dispute settlement authority of contract farming.- (1) Any dispute arising out of the Contract
Farming Agreement shall be decided by the sponsor registering authority. The dispute raising party shall make an
application in writing to the sponsor registering authority for the purpose of settlement of the dispute.
(2) The sponsor registering authority shall resolve the dispute in a summary manner within thirty days from the
date of reference of the dispute by giving the parties a reasonable opportunity of being heard."
14. Insertion of new rule 91-O.- After rule 91-N of the said rules, the following shall be inserted, namely:-
"ONLINE MARKET
91-O Online market.– (1) The Director of Agricultural Marketing may specify commodities and markets where
the sale price of such commodities in such market area shall be determined by an electronic platform as the Director of
Agricultural Marketing may direct in this behalf.
(2) The Director of Agricultural Marketing may specify one or more of the following in respect of commodities and
markets notified under sub rule (1), namely, -
(i) quality testing of commodities, grading, quality certification and standardization of commodities;
(ii) weighing of commodities before or after the sale;
(iii) storing of commodities in warehouses in the market area and sale of such stored commodities;
(iv) facilitating collateral financing and borrowing against warehouse receipts;
(v) payment of price of the commodities by traders;
(vi) procurement and disposal of commodities through the electronic platform ;
(vii) compensation to the seller in case of default by thetrader or the commission agent;
(viii) market intelligence reports;
(ix) any other matter, which in the opinion of the Director of Agricultural Marketing is necessary for giving
effect to sale of commodities through the electronic platform.
(3) A service level agreement shall be entered into by the Director of Agricultural Marketing specifying the terms
and conditions of providing the electronic platform and other services for the market notified under Rule-91-O, which shall
be binding on market committees where the electronic platform has been provided.

91-P Settlement of disputes relating to Online markets – (1) Notwithstanding anything contained in these
rules, the market committee shall appoint a “Disputes Committee for Online Markets” for settlement of disputes in respect
of transactions in the commodities and markets notified under rule 91-O, which shall consist of the following namely:-
(i) the Vice Chairman of the committee … Chairman
(ii) seven representatives of agriculturists other than the Chairman … Members
(iii) one representative of traders … Members
(iv) one representative of commission agents … Members
(v) one representative of cooperative societies, with preference to taluka level
primary co-operative marketing society

(2) The Vice Chairman of the committee shall be the exofficio chairman of the Disputes Committee for Online
Markets. In the absence of the Vice Chairman a person selected by the Disputes Committee for Online Markets from
among themselves shall preside over the meetings.
(3) No business shall be transacted at a meeting of the Disputes Committee for Online Markets unless there be
present one fifth of the members of the Disputes Committee for Online Markets or three members, whichever is lower.
(4) The Secretary of the market shall call the parties to a dispute that has been raised before him and as
expeditiously as may be possible, try to resolve the dispute. If the resolution of the Secretary is not acceptable to the
parties, the dispute shall immediately be referred to the Dispute Committee for online markets.
(5) The Disputes Committee for Online Markets shall decide any dispute referred to it within two days of such
reference.
(6) The Member secretary of the committee shall maintain records of deliberations of the Disputes Committee for
Online Markets, including a video recording of the proceedings.
(7) The Director of Agricultural Marketing may issue guidelines for the conduct of proceedings of the Disputes
Committee for Online Markets and other related matters and the Disputes Committee for Online Markets shall follow these
while settling any disputes referred to it. "
15. Amendment of Form 37-A.- For Form-37A of the said rules, the following shall be substituted, namely:-

16. Amendment of Form 37-B.- In the said rules for Form-37B, the following shall be substituted, namely:-

Subject to the provisions of the Karnataka Agricultural Produce Marketing (Regulation & Development) Act, 1966, and the
Karnataka Agricultural Produce Marketing (Regulation & Development) Rules 1968, on the following conditions, namely:-
1. The licensee shall abide by the provisions of the said Act and the Rules and undertaking in Form 65 .
2. This license is not transferable.
3. This license may be suspended or cancelled in accordance with the provisions of the said Act and the rules
made thereunder.

7. The licensee shall not adulterate or cause any declared agricultural produce to be adulterated.
8. The licensee shall help the Director in preventing evasion of market fees.
9. The licensee after grant of license by Director shall within a period of fifteen days inform about the
authorized representative of the licensee who shall be responsible on his behalf.
10. The licensee shall maintain books, register and records in the manner required by the Director of
agricultural marketing and as per rule 65(A) of the Rules and shall make them available for inspection to
the Director or officer authorized by him.

11. The licensee shall furnish information and returns to the Director or officer authorized by him as may be
required by him from time to time.
12. The licensee shall settle the price of agricultural produce in the manner provided for under the Bye-laws of
the Market Committee and shall issue account slips or purchase bills according to the provisions of the
Karnataka Agricultural Produce Marketing (Regulation and Development) Rules, 1968.
13. The licensee shall, if the declared agricultural produce is bought through his agent or by him, pay to the
seller the price of the agricultural produce so bought on the same day.
14. The licensee shall not solicit or receive any fee or recover any charge.
15. The licensee shall not make or recover any trade allowance.
16. The licensee shall use at his cost only authorized weights and measures wherever required.
17. The licensee shall pay to the licensed weighman or measurer and hamals as per the provisions of the bye-
law.
18. The licensee shall inform the Director or officer authorized by him of any change in the constitution of the
licensee.
19. The licensee shall refer all his disputes in relation to the marketing of the declared agricultural produce in
the manner provided under the Karnataka Agricultural Produce Marketing (Regulation and Development)
Act, 1966 and Rules, 1968.

4. Accreditation of warehouse for the purpose of warehouse based sales, quality certification, assaying facilities, e-
trading facilities to the main market and other related facilities.
5. Documents relating to insurance of the godown, weigh bridge facility with automatic receipt, fire fighting systems.
6. Financial status of the applicant with supporting document such as bank statements, income tax returns, PAN,
assets and liabilities statement and its valuation certificate issued by a recognized Chartered Accountant.
7. Any other relevant information/documents that the applicant desires to furnish.
8. I/We will abide by the provisions of KAPM(R&D) Act 1966 and Rules 1968 and bye-laws of the concerned market
committees.

5. To furnish such Bank Guarantee or Cash Security as the Director of Agricultural Marketing may decide from time to
time.
6. To render such assistance in the collection and prevention of evasion of market fee due to the concerned market
committee in prevention of breach of the provisions of the Karnataka Agricultural Produce Marketing (Regulation and
Development) Act, 1966 and the Rules made thereunder.
7. To make timely payment for the produce and pay market fees as prescribed as per the above Act and in the manner
specified under the Act & Rules.
8. To purchase the notified agricultural produce only in the notified market yards as required under Section 8(2) of the
above Act.
9. To furnish the required information APMC wise as required under Rule 86(a) of the Karnataka Agricultural Produce
Marketing (Regulation and Development) Rules, 1968 to the Director of Agricultural Marketing or to the officer
authorised by him or concerned APMC. I will follow all directions to take up any technical up-gradation that the
Director desires, within the stipulated time limit, at my own cost. Non-adherence to any of the directions of the

Whereas the draft of the Karnataka Panchayat Raj (Grama Panchayats Budgeting and Accounting) Rules, 2006 in exercise of the powers conferred by Section 311 read with
sub-section (1) of Section 243 and 244 of the Karnataka Panchayat Raj Act, 1993 (Karnataka Act 14 of 1993), was published on 01.01.2014 in Part IV-A of Extraordinary Gazette vide
Notification No. RDP 83 GPA 2013 (P-6), dated 01.01.2014 as required by sub-section (1) of Section 311 of the said Act inviting objections or suggestions from all persons likely to be
affected thereby within fifteen days from the date of publication of the said draft in the Official Gazette.
And whereas the said Gazette was made available to the public on 01.01.2014;
And whereas no objections and suggestions were received in respect of the said draft rules by the State Government;
Now, therefore, in exercise of powers conferred by Section 311(1) read with sub-section (1) of Section 243 and 244 of the Karnataka Panchayat Raj Act, 1993 (Karnataka Act 14
of 1993) the Government of Karnataka hereby makes the following rules, namely;
RULES
1. Title and commencement.- (1)These rules may be called the Karnataka Panchayat Raj (Grama Panchayats Budgeting and Accounting) (Second Amendment) Rules, 2013.
(2)They shall come into force from the date of their publication in the official gazette.
2. Amendment of rule 30.-In the Karnataka Panchayat Raj (Grama Panchayats Budgeting and Accounting) Rules, 2006 (hereinafter referred to as the said rules) in rule 30,-
PÀ£ÁðlPÀ gÁdå¥ÀvÀæ, UÀÄgÀĪÁgÀ, ¥sɧæªÀj 6, 2014 «±ÉõÀ gÁdå ¥ÀwæPÉ 398
(i) in sub-rule(1), for the word and figures `` Form 11`` the word and figures ``Form 11A`` shall be substituted;
and
(ii) after sub-rule (6), the following shall be inserted, namely:-
``(7) The Gram Panchayat shall maintain in a separate register in form 11B, regarding assessment of taxes for building or vacant land or both including a building constructed
in violation of the provisions of taxes for building rules or in an unauthorized layout or in a revenue land or a building occupied without issuance of occupancy or completion certificate
except the building constructed illegally in Government land, and belonging to any local body, any statutory body or organization owned or controlled by the Government.``
3. Amendment of Form 11.- In Form-11 of the said rules, in the heading and wherever it occurs for the word and figures “Form – 11” the word and figure “Form – 11A” shall be
substituted.

Whereas the draft of the following rules further to amend the Karnataka State Police Services (Corps of Detectives) (Recruitment) Rules, 1994, which the Government of
Karnataka proposes to make in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of
1990) was published as required by clause (a) of sub-section (2) of section 3 of the said Act in Notification No. HD 320 POSIAA 2008 dated 27.11.2013 in Part IV-A of the Karnataka
Gazette (Extra Ordinary) dated 27.11.2013 inviting objections / suggestions from persons likely to be affected thereby within 15 days from the date of the publication in the Official
Gazette.
Whereas the said Gazette was made available to the public on 27.11.2013.
And whereas, no objections and suggestions have been received by the Government in respect of the said draft.
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the
Government of Karnataka hereby makes the following rules namely:-
RULES
1. Title and commencement.- (1) These rules may be called the Karnataka State Police Services (Corps of Detectives) (Recruitment) (Amendment) Rules, 2013.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Substitution of the expression “Corps of Detectives”-In the Karnataka State Police Services (Corps of Detectives) (Recruitment) Rules, 1994 (hereinafter referred to as the
said rules), for the expression "Corps of Detectives" wherever it occurs, the expression "Criminal Investigation Department" shall be substituted.
3. Amendment of schedule I.- In Schedule I to the said rules,-
(i) for the category of posts of "Detective Sub Inspector" and the entries relating thereto, at serial number 9, the following shall be substituted, namely:-

(i) ninety percent by direct recruitment of male candidates; and
(ii) ten percent by direct recruitment of female candidates.
Method of selection for Direct Recruitment.-
The direct recruitment shall be made by the Selection Authority consisting of,-
(a) Additional Director General of Police, in charge of recruitment- Chairman
(b) Additional Director General of Police/Inspector General of Police from CID
(nominated by Director General and Inspector General of Police) – Member
(a) Age limit.- Notwithstanding anything contained in rule
6(2A) of the Karnataka civil services (General Recruitment)
Rules, 1977, the candidate must have attained the age of
twenty one year but not have attained the age of,-
(1) Twenty eight years in the case of persons belonging to
the Scheduled Castes, the Scheduled Tribes and other
Backward Classes; and
(2) Twenty six years in the case of other candidates:
as on the last date for the receipt of application for
appointment to the posts.

(c) Inspector General of Police/Deputy Inspector General of Police (nominated
by Director General and Inspector General of Police)-Member
(d) A Social Psychologist not lower than the level of a Reader/ Associate
professor of a university (nominated by Chairman) –Member
(e) Commissioner of Social Welfare or his nominee not below the rank of Joint
Director of Social Welfare –Member
(f) Director of Backward classes or his nominee not below the rank of Joint
Director of Backward classes—Member.
(g) Deputy Inspector General of Police, Training and Recruitment shall be the
Member Secretary.
The Selection Authority shall invite applications from eligible candidates in
such form as may be specified by the Selection Authority by giving wide
publicity by publishing the Notification in the official Gazette and also advertise
in not less than four leading newspaper must have vide circulation, out of
which atleast one shall be in Kannada. It shall also give publicity through All
India Radio and Doordarshan in this regard.
The selection authority shall on receipt of the applications in response to the
notification, prepare a list of eligible candidates and selection shall be made on
the basis of the performance in the following tests in the same order as
arranged below, namely:-
(A) ENDURANCE TEST:-
(i)1600 mtrs. run in not more than seven minutes for Men and 400 mtrs. run
in not more than two minutes for women and ex-servicemen.
(ii)Long Jump or High Jump:-
Long Jump-not less than 3.80 mtrs. for men and not less than 2.50 mtrs. for
women and ex-servicemen.
High Jump-not less than 1.20 mtrs for men and not less than 0.90 mtrs. for
women and ex-servicemen.
Candidates may choose either High Jump or Long Jump or both but they
must atleast qualify in either one (in maximum 3 chances).
Provided that in the case of the candidates who is an ex-
Serviceman discharged from service by reason of
demobilization, retrenchment or
retirement, the maximum age limit shall be relaxed by the
number of years of military service rendered by him plus
additional three years. However, ex-servicemen who have
previously availed benefit of ex-servicemen reservation for
any Government service shall not be eligible to avail the
benefit again under these rules.
(b)Qualification.- Must be holder of,-
a Degree in Law
or
Degree in Engineering/Technology recognized by AICTE
or
Master degree in Computer Applications
(c) Training.- Selected candidates shall undergo training
as specified by the Director General and Inspector General
of Police from time to time and shall pass the specified
tests. Those candidates who do not pass the specified tests
are liable to be discharged from the service by the
Competent Authority. The candidates shall also undergo
practical training with special stress on cyber crimes for
another period of six months in any District/
Commissionerate as specified by the Director General and
Inspector General of Police, followed by six months
training i.e., two months training each in Central Detective
Training Institute, Central Bureau of Investigation and
National Investigation Agency.
(d) Probation.- Notwithstanding anything contained in the
Karnataka Civil Service (Probation) Rules, 1977, candidates
appointed shall be on probation for a period of two years
and six months including the training period.

(iii)Shot Put (7.26 Kgs.)-not less than 5.60 mts. for men.
Shot Put (4 Kgs.)- not less than 3.75 mtrs. for women and ex-servicemen. (in
maximum 3 chances).
Candidates including ex-servicemen have to qualify in all the above three tests
in chronological order to be eligible for the Physical standard Test.
(B)PHYSICAL STANDARD TEST
(a) for Men
Height -168 cms
Chest-86 cms (fully expanded) with a minimum expansion of 5 cms.
Provided that in case of non-availability of sufficient number of ex-servicemen
candidates of specified height only then ex-servicemen candidates with lesser
height may be considered during final selection.
(b) for Women:
Height-157 cms
Weight-45 Kgs.
The Endurance Test and Physical Standard Test shall be conducted by a
committee consisting of an Inspector General of Police / Deputy Inspector
General of Police as Chairman and two officers of the rank of Superintendents
of Police (Members) to be nominated by the Director General and Inspector
General of Police.
Any attempt by a candidates to appear in more than one centre for
Endurance Test and Physical Standard Test shall be a disqualification.
The candidates who qualify in the Endurance Test and Physical Standard Test
shall be called for a written examination.
(C) WRITTEN EXAMINATION.- There shall be a written examination in English
or Kannada consisting of two papers namely;-
(a) Paper-I.- Shall consist of two parts. First part consist of Essay writing of not
more than 600 words in English or Kannada carrying 20 marks and Precise
writing in Kannada carrying 10 marks. The second part consists of translation
from English to Kannada and from Kannada to English carrying 20 marks.
Paper-I shall be of one hour and thirty minutes duration carrying 50 marks.

(30 marks for Essay and Precis and 20 marks for translation). There shall be
no minimum marks.
(b) Paper-II.- Shall consist of questions on General studies comprising of
General knowledge, Current Affairs, Science, Geography, History, Indian
Constitution, National Freedom Movement, General Mental ability, Advanced
knowledge of computers and moral education. It shall carry 150 marks and
there shall be no minimum marks. It shall be objective type with multiple
choices and of one hour and thirty minutes duration. There will be negative
marking. Appearance in, both the papers is compulsory.
After the written examination, the Selection Authority shall prepare a merit list
based on the marks obtained by the candidates in the written examination.
(D) VIVA-VOCE.- Based on the merit list prepared on the basis of marks
obtained in the Written examination the candidates shall be required to appear
for an interview carrying 10 marks in the ratio of 1:2 for each post in each
category and group as the case may be. There shall be no minimum marks.
However, appearance in the viva-voce is compulsory. Non-appearance in viva-
voce shall be a disqualification.
On the basis of the marks secured in the written examination and viva-voce
and after taking into consideration the reservation of posts provided by any
law, rule or order, a provisional select List in the order of merit of candidates
equal to the number of vacancies notified shall be prepared and published by
the Selection Authority.
(E) MEDICAL EXAMINATION.- After the publication of the provisional select
list, the candidates included in the provisional select list shall have to appear
for a comprehensive medical examination before a Medical Board at the time
and place specified by the Selection Authority.
The medical examination shall consist of the following:-
(a) Vision

Each eye must have full field vision. Color blindness, squint or any morbid
condition of the eyes or lids or of either eye shall be a disqualification.
(b) Hearing:
(1)Rinne's Test
(2)Weber's Test
(3) Tests for Vertigo
Any defect observed during the tests mentioned above shall be a
disqualification.
(c) Varicose Veins shall be a disqualification.
(d) Impediment in speech shall be a disqualification.
(e) Chest X-Ray shall be taken for examination.
All the above tests shall be conducted by the Medical Board. Only such of the
candidate who shall be certified as physically fit in the medical examination
shall be considered for appointment.
(F) APPOINTMENT.- The Selection Authority, after medical examination by the
Medical Board, prepare second Provisional Select List on the basis of result of
the medical examination and send such list to the Appointing Authority, to
satisfy itself on such enquiry as may be considered necessary that the
candidates are otherwise found suitable in all respect for appointment. On
receipt of enquiry report from the Appointing Authority, the Selection Authority
shall prepare a Final Select List of candidates. Such Final List shall be
published in the official Gazette. The candidates whose names are included in
the Final Select List may be appointed by the Appointing Authority against the
vacancies in the order in which their names appear in the Final Select List."
