Application Eligibility Gates are directly linked to Navy policy and are designed to prevent the submission of invalid job applications. Their purpose is to keep you from applying for jobs to which Navy policy would not allow you to be assigned. If you receive a Gate and believe that your application is valid, consult the provided references in the gate text and contact your Command Career Counselor and or Detailer. Gates are displayed when you attempt to submit an application and must be acknowledged before the submission can be finalized. Acknowledged Gates are then captured in your Alert History, accessible through your Personnel Detail. Sailors whose EFM review date is expired

EFM Gate

CMS/ID indicates that your Exceptional Family Member (EFM) information update has not been received and/or approved by Navy Personnel Command (NPC).

Refer to MILPERSMAN 1300-700 paragraph 7 for EFM review guidelines.

An expired EFM review date adds concern to the current health status of the Sailor’s dependent(s). The EFM status category and review date must be current to ensure adequate medical facilities and services are available to meet the dependent’s needs.

Sailors who are not United States citizens and who apply to surface nuclear powered units in commission, overhaul or new construction status or nuclear repair facilities

NNPI Gate

CMS/ID indicates that you are attempting to apply for a position that is restricted to United States (US) citizens only and that you do not meet this requirement.

With some exceptions, non-citizens are not permitted access to commands with Naval Nuclear Propulsion Information (NNPI). The following ratings are exempt IAW MPM 1306-106: ABE, ABH, AD, AM, AME, AS, AF, PR, PS, CS.

• Sailors who apply for jobs that are more than one paygrade from their own

• E1-E6 Sailors who apply for E7-E9 jobs

• E7-E9 Sailors who apply for E1-E6 jobs

Paygrade Gate

CMS/ID indicates that your current application exceeds the allowable paygrade variance for assignment. In accordance with MILPERSMAN 1306-100 substitution of manning plan paygrades will be limited to plus or minus one paygrade in relation to the billet paygrade and will not normally cross the E6 to E7 paygrades.

Sailors may not occupy jobs that are too far outside their assigned paygrade. Exceptions are made for specific ratings with specialized NECs, such as Hospital Corpsman. In this case the respective detailer sets the paygrade bypass gate for individual jobs where applicable.

First-term Sailors who do not have an approved PTS package

PTS Gate

CMS indicates that you are within 24 months of your EAOS and require PTS approval prior to orders negotiation. If you have been approved for a conversion, contact your prospective rating Detailer directly. If you desire to apply for an AIP job contact the AIP representative at [email protected].

If you are serving overseas and have less than 24 months to your EAOS you require 12 months of obliserve to transfer back to the States, contact your rating detailer directly as your options are limited.

First-term Sailors must be approved to continue service with the Navy.

Exceptions to the PTS gate are Sailors who have a PTS Status of INRATE or Convert or are on their second enlistment and are no longer deemed a first-term Sailor.

Sailors who earned a “Not Recommended” retention recommendation on their most current periodic Evaluation or Fitness Report

Performance Gate

CMS/ID indicates that your EVAL/FITREP status would prevent you from meeting Obligated Service (OBLISERV) requirements for the selected billet.

Sailors who are not recommended for retention are not eligible to apply for jobs.

Sailors applying for jobs outside their assigned rate

RCN Gate

CMS/ID indicates that your current application is outside your normally assigned rating.

Exceptions to the RCN Gate include

- Sailors who have been approved to convert to a new rate via their PTS package

- Sailors who apply for a GSA job (within the appropriate paygrade range) with an NEC of 90GS

Sailors who are more than 9 months or less than 5 months from Projected Rotation Date (PRD) and therefore outside the orders negotiation window

Orders Negotiation Window Gate

CMS/ID indicates you are not in your orders negotiation window. In accordance with (IAW) MILPERSMAN 1306-101, the orders negotiation window is defined as the nine to five month window prior to the first day of a member's PRD month. For immediate assistance contact your Command Career Counselor.

Sailors who are more than 9 months from PRD are not yet eligible to apply for jobs; Sailors who are less than 5 months from PRD have missed the opportunity to negotiate for orders and will be assigned by Detailers according to the needs of the Navy.
