Welcome to the 2011 Guam USO Gala Salute!

We welcome all of you tonight and thank you for your support of USO Guam, and even moreimportantly, for your support the men and women of the United

States military and their families. As you all know, we simply would not have the freedom and prosperity we have today without the dedi-

cation of those who have served in the U.S. Armed Forces – both past and present.

Your attendance at this gala underscores your support for the brave men and women of the military, and shows the world class support

Guam’s local community commits to bring goodness to an extraordinary group of Soldiers, Sailors, Airmen, Marines and Coast Guardsmen

who serve on this beautiful island. I extend my hear tfelt thanks to all of you for your encouragement, support and generosity.

The Guam USO now welcomes an average of 3,500 service members and their families each month. During times of military exercises or

ship visits, this number rises to more than 7,000 visits a month. Since opening its doors in May 2006, USO Guam has generated much ex-

citement, enthusiasm,and passion for the USO mission, with much thanks to the USO Guam Advisory Council and our sponsors.Inside the

Guam USO, we offer free phone calls around the world and free internetservice, free snacks and very comfortable TV lounges to allow

the troops to relax and unwind while staying connected with their loved ones.Outside the center, we provide care packages and comfort

programs to warriors deploying to Iraq, Afghanistan and other harsh areas of the world, and we’re there to welcome them home upon

their safe return.Our other USO Guam programs – such as the wildly successful Movie Night in the Park – allow us to provide a fun in a

safe environment for the whole family.

In 2010 with the help of the Guam USO Advisory Council, sponsors and volunteers, Guam USO served more than 45,000 visits and provided comfort and care

programs to another 20,000 plus military in programs outside the center. Guam USO accomplished all this while exceeding its budget goals for revenue and ex-

penses, moving the center closer to a self sustaining status USO World aims to achieve for its centers throughout the world. We are proud to operate the center

day and night,365 days a year, with only four employees – a feat only possible through the outstanding cadre of more than 150 volunteers who are the hear t and

soul of Guam’s USO.

Together, USO Guam and this amazing community will continue to provide the very best programs, services, enter tainment and island spirit to the men and

women of the U.S. military and their families... until every one comes home.

Supporting America’s troops was the first mission of the

USO. In 1941, as it became clear that the nation was head-

ing into World War II, several organizations mobilized to

support the growing U.S. military: the Salvation Army,Young Men’s

Christian Association,Young Women’s Christian Association, Na-

tional Catholic Community Services, National Travelers Aid Associ-

ation and the National Jewish Welfare Board.

President Franklin D. Roosevelt created synergy among these

agencies by forming the United Service Organizations, with the

objective of providing the emotional support the troops needed.

Over time, the USO has evolved, developing new programs and

services to meet the ever-changing needs of the troops and their

families, while holding fast to the original mission.

Today, the USO continues to lift the spirits of America’s troops

and their families, and will continue to be there for them until

every one comes home.

SERvice member of the year

HM1 Justin Rains is the Guam USO ServiceMember of the Year for the U.S. Navy in recog-nition of many achievements in combat situa-

tions and for exemplary performance at the NavalHospital Guam. He attended three months of trainingprior to deploying to Kandahar, Afghanistan – the regionknown for the most intense fighting between NATO

and Taliban forces. With limited resources and under constant threatof direct enemy fire , HM1 Rains utilized all of his deployment andBio-Medical Repair training to help ensure the timely commissioningof the first hardened medical facility in the Regional CommandSouth, Kandahar, Afghanistan.

He was directly responsible for implementation, acceptance, mainte-nance, initiation and placement of 2,425 pieces of medical and dentalequipment valued at more than $8.4 million and 687 pieces of Cana-dian equipment totaling $7 million in this primary trauma center forcombat casualties, force health protection, combat stress and humani-tarian care in direct support of Operation Enduring Freedom.There islittle doubt that his efforts help save the lives of thousands of US andallied personnel.

The equipment logistics and management handled by HM1 Rainswere essential in the medical evacuations of more than 370 patientsand more than 59 urgent and priority missions. Since his return, hiswork at Naval Hospital Guam as equipment manager involved man-aging property books and inventory for 3,831 pieces of medical anddental equipment valued at $22.5 million.

While in theater, HM1 Rains also took valued initiative for orderingequipment and supplies for workspace setup and functionality at thehospital. He then educated the entire command on the use andsetup of all electronic medical equipment. At Guam Naval Hospital,he volunteered as the Assistant Enlisted Advancement Program Man-ager where he coordinated and oversaw the instruction of 148 ad-vancement topics by 18 instructors for command sailors at theMarch 2011 advancement cycle.

HM1 Rains is a recipient of the Navy and Marine Corps Achieve-ment Medal, NATO ISAD Medal, Afghanistan Campaign Medal, theSea Service Deployment Ribbon and the Overseas Service Ribbon.He is also a volunteer coach for youth baseball and softball inHagåtña and volunteers with Guam Animals In Need (GAIN).

In January 2010 Sgt Justin E. Dues waspreparing himself and his squad for anupcoming deployment with the 24th Ma-

rine Expeditionary Unit (MEU). He had re-cently completed a Joint Fires Observer (JFO) class where helearned to call, control and initiate indirect fires from naval gunfire,mortars, ar tillery and multiple fixed and rotary wing aircraft. He wasthe only cer tified JFO in his infantry company and one of only twocertified Helicopter Rope Suspension Techniques (HRST) Masters,which qualified him to control Marines who were spy rigging, re-pelling or fast roping out of various rotary wing aircraft. He led over50 squad sized patrols, live fire attacks, ambushes during the day andnight, urban assaults, and IED lane training during off site operationsin preparation for deployment with the 24th MEU.

As the 24th MEU left port, they were quickly redirected to assist inOperation Unified Response in earthquake torn Haiti. Sgt Dues servedmultiple leadership roles including providing initial Landing Zone secu-rity to incoming CH-53's, reinforcing and expanding the perimeter se-curity, and serving as Sergeant of the Guard during Operation UnifiedResponse.

After departing Haiti the MEU was once again on its original path toCENTCOM. During the float Sgt Dues was the only Sergeant selectedfrom Battalion Landing Team 1/9 to aid instruction during the 24thMEU Corporal's Course aboard the US Mesa Verde. Along with thoserequirements he was also heavily involved in the training of the rest ofthe junior Marines in Bravo Company where he taught over 150Marines Escalation of Force, Rules of Engagement, Call for Fire, andcompany Standard Operating Procedures in preparation of BravoCompany Fire Team Competition. For the above duties and exemplar-ily efforts that Sgt Dues put forth, he was recognized as Non-Commis-sioned Officer of the Quarter for Battalion Landing Team 1/9, 1stQuarter 2010.

Sgt Dues departed his previous unit for a billet with his current com-mand Marine Forces Pacific (Forward) in November 2010. Since ar-riving on Guam Sgt Dues has volunteered more than 100 hours ofcommunity service for Toys for Tots, bus stop and community wall re-furbishments in Dededo and Yigo, cleanup of multiple local Marinemonuments, and career days at the Astumbo and Benavente MiddleSchools. He continues to set the example and uphold the highesttraditions of the Marine Corps and United States Naval Service.

SERvice member of the year

Petty Officer Brandon Upchurch’svalues, initiative, and passion for hiswork exemplify both the proud tra-

ditions and future direction of a CoastGuardsman. Over the past twelve

months, MK2 Upchurch has aggressively sought perfection withevery work project and duty he was assigned. As Auxiliary Divi-sion go to guy, MK2 Upchurch was solely responsible for themaintenance and upkeep of SEQUOIA’S Heating,Ventilation,and Air Conditioning systems (HVAC) and refrigeration plants,the removal and installation of #2 ASW pump, assisted in theinstallation of 14 ASW valves, 8 potable water valves, installednew A/C Handler for the crane cab, replaced Directional Con-trol Valves on the Single Point Davit, troubleshot and repairedthe Fuel Oil Purifiers (FOP) on multiple occasions, replacedlower unit and steering system on the UTL and as SEQUOIA’SFuel Water King he successfully on-loaded over 260,000 gallonsof fuel with no spills.

In preparation for SEQUOIA’S first STAN Team visit for thenewly acquired Cutter Boat Large, (CBL), MK2 Upchurch, withminimal guidance, took the lead and ensured proper upkeep ofthe boat record, documentation of its maintenance, includingthe CBL’s boat trailer maintenance, and corrected discrepanciesfrom the STAN Team checklist. MK2 Upchurch worked well intothe night on many occasions to ensure SEQUOIA would have asuccessful visit. In anticipation of SEQUOIA’S FY10 transfer sea-son, MK2 Upchurch unselfishly volunteered to qualify as Riggerand Crane Operator on the buoy deck, thereby lightening theload on the Deck Department. MK2 Upchurch continually giveshis free time back to SEQUOIA and his shipmates. He can becounted on by others whenever needed; he always puts theirneeds before his own.

Most importantly, MK2 Upchurch served as an instructor andmentor to the junior personnel on board, assisted in the qualifi-cations of six Journeyman Engineers, twelve Inport SecurityWatch Standers, twelve DCPQS qualifications, two Small BoatEngineer qualifications, and two Fuel, Oil and Water King Qualifi-cations.

SERvice member of the year

Master SergeantJoanne E. Reed, originallyfrom Independence, Ken-

tucky, is a First Sergeant assigned to the 36thCivil Engineer Squadron, 36th Mission Support Group,36th Wing, Andersen Air Force Base, Guam. She entered the Air Forcein April 1993 as a Medical Service Specialist and worked in a myriad ofclinical settings including surgical care, family medicine, women’s health,and emergency services.

MSgt Reed distinguished herself through exceptional leadership inmany instances was pivotal in the 36th Civil Engineer Squadron’s re-ceipt of the 2010 Best Small Unit in PACAF Award. She took chargeto coordinate donations during Operation UNIFIED RESPONSE ensur-ing key goodwill for 579 Haitian evacuees. Her diligent work in a civil-ian rape case fused three agencies' effor ts for notification and referraland guaranteed the needs and safety of the victim. Additionally, shecompassionately mentored an additional duty First Sergeant throughthe process for notifications during a family members untimely death,and provided expertise on available Air Force resources which less-ened the hardship.

She was instrumental in the establishment of the 36th Civil EngineerSquadron's Key spouse program which resulted in robust family mem-ber support for 71 deployed personnel and thus becoming a modelprogram for the 36th Wing. Finally, Sergeant Reed graduated numberone out of 426 students at the Air Force Senior Non-commissionedOfficer academy and earned the John L. Levitow top distinguishedgraduate award.

Sergeant Reed has had two previous special duty assignments as a Pro-tocol Specialist assigned to Headquarters, Pacific Air Forces, HickamAFB, Hawaii and as a Professional Military Education Instructor assignedto the McGuire Noncommissioned Officer Academy, McGuire AFB,New Jersey. She graduated from the Air Force First Sergeant Academyat Maxwell-Gunter Air Force Base, Alabama in June 2007 and is cur-rently serving her second tour as a First Sergeant.

Her military awards include the Air Force Meritorious Service Medalwith one oak leaf cluster, the Air Force Commendation Medal withthree oak leaf clusters, the Air Force Achievement Medal, the Air ForceMeritorious Unit Award, the Air Force Outstanding Unit Award withthree oak leaf clusters, the Air Force Organizational Excellence Awardwith three oak leaf clusters, the Air Force Good Conduct Medal withfour oak leaf clusters, the National Defense Service Medal with onebronze star, the Iraq Campaign Medal and the Global War on TerrorismService Medal. She attends American Military University and is work-ing toward a Master’s Degree in Organizational Leadership. Around the world

PFC Eric Gatmen currently serves as a rifleman with Char-lie Company 1-294th Infantry Regiment Guam Army Na-tional Guard. A Rifleman is unquestionably one of the

most effective field Soldiers in the United States Army.

In the short period that PFC Gatmen has been a Soldier he hasdemonstrated tactical and technical proficiency far beyond sea-soned Soldiers.

In Basic and Advanced Individual Training he was declared thehonor graduate of his class an achievement rarely achieved by aNational Guard Soldier. After returning from Advanced Individ-ual Training he attended Annual Training in the country of Omanlocated in the Middle East, training with the Royal Army ofOman. where his performancecontributed to the success ofthe mission and diplomatic rela-tions.

In July 2010, he par ticipated inthe first ever Toughest Respon-der Competition in which histeam took 2nd place out of 9 teams. One of the events was theArmy National Guard 5K Run where he ranked 3rd among 692participants. On October 17, 2010 PFC Gatmen par ticipated inthe 2010 Guam Ko'ko' Road Race - where his team came in2nd place.

PFC Gatmen's latest accomplishment was winning the Soldier ofthe Year Award competition.The competition included a batteryof physical, mental and leadership tasks. He has set himselfabove his peers by continuing to earn a score of 300 plus onthe Army Physical Fitness Test.

Aproud Navy spouse and very dedi-cated mother,Tracy Johnson volun-teered more than 500 hours at the

Guam USO during her family's tour on theisland. She somehow became a Guam USOcelebrity while juggling girl scout leadership,command activities, church activities, and

many other worthwhile endeavors to which she lends her tal-ents and time. Her huge smile, hear ty laughter, and dedicationmake her unforgettable to the Guam USO.

Simply put,Tracy is a shining star. She is a multi-talented ar tistand cook with a hear t bigger than all of Guam! When she wit-nessed the difficulty sharing photos, retaining souvenirs, andmaintaining an historical account of the USO, she spent scoresof hours developing/sewing/designing a custom scrapbook forthe center that now chronicles six years of memories.Thescrapbook sits atop a pedestal at the center's entrace, enjoyedby hundreds every day.

Tracy is the "go to person" for USO special events. She helpedhost the Sesame Street Tour, sell more than $1,400 in raffle tick-ets at last year's Gala, serve 500 guests during Thanksgiving andChristmas Dinners, manage pier side flapjack breakfasts, andpresided as volunteer auctioneer at the Guam USO furniturewhere she and her husband Chuck personally purchased morethan $4,000 in furniture to help support the USO!

She is a favorite leader of military newcomer tours because ofher upbeat delivery and true compassion for military families...always greeting visitors with a huge smile and warm "HafaA'dai!" Because of her dedication,Tracy was named USO PacificVolunteer of the Quarter for all of Guam, Japan, Korea, Hawaiiand Okinawa in 2010. Guam USO will miss Tracy, Chuck, andtheir daughter Arielle as they move to their next duty station.They are forever par t of the Guam USO family.

Advisory councilThe role of the Guam USO Advisory Council is to provide leader-

ship and guidance to ensure our USO has the resoucres, strategic

planning, and organizational health to keep providing comfort, con-

nectivity and care to our service members and famiilies. Members are in-

vited by the council executive committee based on their commitment to

USO's mission, their demonstrated involvement in community leadership,

and devotion to our troops.The council played a vital role in Guam USO's

receipt of the USO World President's Award in recognition of outstanding

fiscal, operational and service delivery standards in 2010. Simply put, these

individuals are Guam USO's lifeline. We thank you.

entertainersHeather Makalani Manley is a 19-year-old University of Guam student, and has been performing since

the age of three. She one day hopes to be doing what she loves as a career, which is performing infront of others and bring joy to them.Tonight, she will be accompanied by the talented Danton Cruz.

During her high school years she has been the lead roles of several musicals such as "Rusty" in Footloose, "Princess Amneris" in Aida, and played "Gabriella" in High School Musical 2.

She loves to sing, dance, and act, and also loves to go fishing. She recently went to Los Angeles in January at acompetition called IPOP. International Presentation Of Performers. She represented Guam and won severalawards: Dancer of the Year, 2nd runner up for singer of the year, 1st runner up in Scenes, 2nd runner up in TVCommercial, 2nd runner up for actress of the year, and top 10 for best smile and headshot.

THE BLACKSHEEP consists of 4 members -- Drummer Meilber "Ong" Lopez, Lead Guitarist Emmanuel"Boyet" Garcia, Bassist Amor "Jr." Mariano and Vocalist Chris "Sterio" Babasa.

BLACKSHEEP features a sound that has an array of different style and groove which originating from differentgroups.

Ro Herring came to Guam three years ago and from that time she has become a well-known jazz enter-tainer among the locals and tourists. Her musical roots stem from the church as she was a constantmember of choirs and ensembles in her hometown of Hampton Roads,Virginia.

Only two years ago she was introduced to jazz guitarist, Mario Trane of the Trane Trio, while she was stationedin the Middle East. With what was only a guest vocalist spot with his band, she became a featured act thatserved as the platform for her star t as a professional vocalist. Since coming to Guam she has performed atSheraton, Marriott, House of Brutus, Colors Red, Roy’s Hilton and Top of the Reef at Guam Reef.
