Alexandria's Location and Climate Alexandria is located on the west bank of the Potomac River, six miles below Washington, D.C. and nine miles north of Mount Vernon. Since 1988, Alexandria has experienced unprecedented commercial development. Today the Old Town historic district is known for its array of museums, architecture, special events, fine restaurants and hotels, and other attractions that draw more than 1.5 million international and domestic visitors to it each year. More than two million square feet of new office complexes have been constructed. With this development, the City has become a mecca for divisional, regional, national, and multinational headquarters for operations ranging from research and development to high technology, associations, and professional services. A cross section of headquarters operations that have expanded or relocated to Alexandria includes the Public Broadcasting Service, the American Diabetes Association, TRW, AT&T, Technology Applications, Capitol Publications, Fokker Aircraft USA, Softec, and the American Society for Training and Development. Alexandria is located in Northern Virginia south across the Potomac River from Washington D.C. The city encompasses 15.75 square miles at an average elevation of 30 feet above sea level. Alexandria lies to the north of I-95, on the Virginia side of the Wilson Bridge. To access the city from I-95, take the Route 1 exit north (Patrick Street). Turn right on King Street to reach downtown Alexandria. From National Airport, take the George Washington Memorial Parkway south, it becomes Washington Street which passes through downtown. From Washington, D.C., take I-395 south to Route 1 south. After passing through Crystal City and Potomac Yards, Route 1 becomes Henry Street. Downtown is left on King Street. Public parking is available throughout the downtown area. Because of rush hour traffic limitations, street parking restrictions are strictly enforced. Average January temperature is 35.6 degrees, average July temperature is 78.7 degrees. Winter snows are generally mild but ice storms occasionally hit during January and February. Summers are generally humid from July through early September.

4-305 Area regulat ions.

(A) Nonresident ial. For nonresidential uses there are no lot s ize or f rontage requirements.

(B) Residential.

(1) Lot size. Each single-family dwell ing shal l be located on a lot with a minimum land area of 5,000 square feet. In the case of a two-family dwell ing, the lot shal l contain 2,500 square feet of land area for each dwell ing unit . For each mult ifamily dwell ing unit 1,600 square feet of land area shal l be provided and for each townhouse dwell ing unit 1,980 square feet.

(2) Frontage. When measured at bo th the f ront lot l ine and the f ront bui lding l ine, each single-family dwell ing, two-family duplex dwell ing and mult ifamily dwell ing requires a minimum of 50 feet of f rontage, a semi-detached dwell ing requires a minimum frontage of 37.5 feet for each dwell i ng unit , and each townhouse dwell ing requires a minimum of 18 feet of frontage for interior lots, 26 feet of f rontage for end lots and 38 feet of f rontage for inter ior corner lots.

(C) Mixed use. When a development includes both residential and nonresidential uses, the resident ial lot size and frontage regulat ions shal l apply to the resident ial component of the development.

4-306 Bulk regulat ions.

(A) Yards and open space.

(1) Nonresident ial. For nonresident ial uses, there are no yard or open space requirements except as may be appl icable pursuant to the supplement yard and setback regulat ions of section 7 -1000 and the zone transit ion requirements of section 7 -900.

(2) Residential. For residential uses the fol lowing yard and open space requirements apply:

(a) Yards. Each single-family, two-family & townhouse dwell ing shall provide a f ront yard of 20 feet; a rear yard based on a 1:1 setback rat io & a minimum of eight feet; & side yards based on a 1:3 setback rat io & a minimum of eight feet. In the case of townhouses the side yard requirement shal l apply only to inter ior end lots. Each mult ifamily dwell ing shal l comply with these yard requirements except that side yards shall be based on a setback rat io of 1:2 & a min of 16 feet.

(b) Open space. Residential development shal l provide 40 percent of the area of the lot as open & usable space, the location & shape of which shal l be subject to the director 's determination that it is functional & usable space for residents, visitors & other persons. Such open space may be located on landscaped roofs or other areas fully open to the sky which are not at ground level if the director determines that such space functions as open space for residents t o the same extent that ground level open space would.

(C) Height. The maximum permitted height of a building is 50 feet.

4-307 Use l imitat ions.

(A) Al l operations, including storage, shall take place within a completely enclosed building, except:

(1) A temporary use permit for occasional outdoor sales or seasonal sales or display in conjunct ion with and on the same lot as an exist ing permitted use may be granted by the director, which permit shal l indicate the location, size, durat ion and purpose of the accessory outdoor use and, if the use is seasonal, whether the permit shal l continue on an annual basis; or

(2) For uses which require a special use permit, the permit may author ize outdoor display for sales.

(B) Loading and unloading operations shal l take place entirely within th e site and shal l be so located so as not to interfere with pedestr ian routes and local traff ic.

(C) Appl iance sales, repair and rental shal l be l imited to small appl iances only, such as televis ions, radios, lawnmowers, k itchen counter and small electronic appl iances and l ike items which do not exceed one horsepower in size.

(D) Automobile service stat ions, car washes and dr ive through faci l i t ies shall only be located along an arter ial (100 feet) or primary col lector (80 feet) road, including any associated service road.

(E) No use shall be conducted in any manner which would render i t noxious or of fensive by reason of dust, refuse matter, odor, smoke, gas, fumes, noise, vibrat ion or glare.

4-308 Accessory apartments. One or two apartment dwell ing units, located on a f loor or f loors above retai l or commercial uses, shall be permitted as an accessory use. Such apartments shal l be categorized as nonresidential for the purpose of applying the area and bulk regulat ions of this zone, and each such apartment sha l l provide the parking required for a mult ifamily dwell ing unit of equivalent size.
