FAMPO RESOLUTION 14-01 A RESOLUTION OF THE FREDERICKSBURG AREA METROPOLITAN PLANNING ORGANIZATION (FAMPO) POLICY COMMITTEE TO REQUEST THAT VDOT AND THE COMMONWEALTH TRANSPORTATION BOARD (CTB) IMMEDIATELY MOVE FORWARD TO CONSTRUCT A PROJECT TO REDUCE I-95 AND OTHER TRAFFIC CONGESTION IN THE FAMPO REGION AND TO IMPROVE REGIONAL SAFETY, ECONOMIC VITALITY AND QUALITY OF LIFE AND ALSO TO AMEND THE FY12-FY15 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) TO TRANSFER $250,000 OF PREVIOUS FUNDS FROM UPC # 13558 (RELOCATION OF INTERCHANGE ON I-95 AT RTE 630/EXIT 140, STAFFORD COUNTY ) TO UPC # 104928 (I-95 REST AREA ACCESS AND RTE. 3 CONNECTOR ROAD) WHEREAS, in 2010, after years of analysis, FAMPO submitted an Interchange Justification Report (IJR) to VDOT and the Federal Highway Administration (FHWA), and WHEREAS, this IJR showed that a series of improvements would alleviate congestion on I-95 and on Route 17 in Stafford County and Route 3 in the City of Fredericksburg and Spotsylvania County, as well as improving safety, economic vitality and quality of life in the FAMPO Region, and WHEREAS, the improvements recommended in the IJR included an upgrade to the I-95 interchange at Exit 133, expansion of I-95 capacity between Exits 133 and 130 (including new capacity across the Rappahannock River), a new I-95 interchange just north of the I-95 Welcome Center at Fredericksburg and a new parkway, extending from the new I-95 interchange and connecting with Route 3 at Gordon Road in Spotsylvania County, and WHEREAS, in 2010 VDOT and FHWA gave approval for the improvements recommended in the IJR to proceed to environmental review and design, and WHEREAS, in September 2013 the Commonwealth Transportation Secretary noted delays in solving I- 95 congestion in the FAMPO Region and the negative impacts this congestion was having on the Commonwealth and the American Eastern Seaboard, and directed VDOT to report back to the CTB with its recommendations for solving I-95-related congestion in the FAMPO Region at the December 2013 CTB meeting, and WHEREAS, having been asked by the Fredericksburg District CTB Member for a recommendation, FAMPO voted to endorse a combined project which included construction of all of the improvements contained in the 2010 IJR, as well as improvements to Exit 133 and construction of the “Berea Parkway,” extending from I-95 Exit 136 to Route 17 in Stafford County, and FREDERICKSBURG AREA METROPOLITAN PLANNING ORGANIZATION (FAMPO) Matt Kelly Fredericksburg City Chairman Spotsylvania County Stafford County Lloyd Robinson FAMPO Administrator

WHEREAS, on December 4, 2013 the Commonwealth Transportation Board met and reviewed a report

by VDOT on alternatives for reducing traffic congestion on I-95 and elsewhere in the FAMPO Region,

and

WHEREAS, VDOT’s recommendation to the CTB was identical to the FAMPO recommendation, and

WHEREAS, after reviewing the VDOT presentation, the CTB acted to immediately move forward to

transfer $250,000 in FY13 funds within the current Six Year Improvement Program from UPC 13558 to

UPC 104928 to expedite development of VDOT’s recommended project, and

WHEREAS, as shown in the attached maps and described above, the overall project the CTB selected to

expedite consists of three smaller projects, namely: 1) the Berea Parkway in Stafford County; 2) the

Rappahannock River Crossing in Stafford County and the City of Fredericksburg, and 3) the

Rappahannock Parkway in the City of Fredericksburg and Spotsylvania County, and

WHEREAS, each of the three smaller projects listed above are included in the FAMPO 2040

Constrained Transportation Plan, and

NOW, THEREFORE BE IT RESOLVED BY THE FREDERICKSBURG METROPOLITAN

PLANNING ORGANIZATION (FAMPO) POLICY COMMITTEE THAT IT HEREBY AMENDS

THE FY12-FY15 TRANSPORTATION IMPROVEMENT PROGRAM (TIP) TO TRANSFER

$250,000 OF PREVIOUS FUNDS FROM UPC # 13558 (RELOCATION OF INTERCHANGE ON

I-95 AT RTE 630/EXIT 140, STAFFORD COUNTY ) TO UPC # 104928 (I-95 REST AREA

ACCESS AND RTE. 3 CONNECTOR ROAD), AND HEREBY URGES THE CTB AND VDOT

TO EXPEDITE DEVELOPMENT AND IMPLEMENTATION OF A PROJECT CONSISTING

OF THE BEREA PARKWAY, THE RAPPAHANNOCK RIVER CROSSING AND THE

RAPPAHANNOCK PARKWAY, IN ORDER TO REDUCE REGIONAL TRAFFIC

CONGESTION AND TO IMPROVE SAFETY, ECONOMIC VITALITY AND THE QUALITY

OF LIFE.

Adopted by the FAMPO Policy Committee at its meeting on January 27, 2014.
