Robinson GWRC Director of Transportation Planning FAMPO Administrator George Washington Regional Commission-Fredericksburg Area Metropolitan Planning Organization 406 Princess Anne Street Fredericksburg, VA 22401 RE: On-Call General Transportation Planning Services FAMPO CMP Update Dear Mr. Robinson: This letter presents our task order proposal to complete an update of the 2010 FAMPO Congestion Management Process (CMP). In addition to producing an updated FAMPO CMP document conforming to Federal requirements, this effort will result in development and application of a state-of-the-art web-based system that will allow FAMPO staff to continuously monitor and update congestion levels on an ongoing basis. A customized CMP website, linked via the FAMPO website, will be developed that will include the following features:

Automatic uploading of INRIX vehicle probe congestion-related data;

Easily understandable user-interface design;

Interactive mapping of the critical corridors in the FAMPO region;

Links to congestion-related documents and data; and

Short and long term congestion mitigation strategies at the sub-corridor level. This effort will consist of the following tasks: Task 1 – Existing Conditions Assessment Task 1 will identify corridor deficiencies, bottlenecks, and safety hot spots through analysis of INRIX data. This assessment will use the same performance metrics used for the 2010 CMP: average speed, travel time, volume to capacity (V/C) ratio, and crash rate. Current vanpool, park-and-ride lot, and transit usage (e.g., FRED, VRE and commuter bus) and travel times will also be compiled for each corridor. The following subtasks will be performed:

A. Corridor Definition – This CMP update will include seven corridors: a. I-95 b. US Route 1 c. US Route 17 d. VA Route 3 e. VA Route 2 (City of Fredericksburg to Bowling Green) f. VA Route 610 g. US 301 (Route 3 to Potomac River)

Sub-corridors for each of these seven corridors will be reviewed and/or defined as appropriate.

B. Compile and Analyze Travel Time and Speed Data – INRIX Vehicle Probe Project (VPP) data will be

used to summarize and quantify vehicle travel times and speeds along each of the CMP corridors and sub-corridors, with the exception of Route 610, for which INRIX data is not available. Travel time and speed runs will be made in the field for the Route 610 corridor on one typical weekday. This data will be used to identify congestion bottlenecks during weekday AM and PM peak periods.

C. Compile V/C Ratios – V/C ratios for each corridor and sub-corridor will be compiled from VDOT SPS data

to be supplied by FAMPO.

D. Compile Crash Rates – VDOT crash rate data will be compiled and compared to statewide average crash rates by roadway type to identify high crash rate locations within each corridor and sub-corridor.

E. Compile Transit and Rideshare Data - Current vanpool, park-and-ride lot, and transit usage data and travel times will be obtained and summarized for each corridor and sub-corridor.

F. Compare Updated Corridor Deficiencies with 2010 CMP Deficiencies – A comparison of the updated existing conditions assessment results for the weekday AM and PM peak periods will be made with the corresponding 2010 CMP data. The objectives of this subtask will be to identify new deficient locations and previously-identified deficient locations that have been mitigated since the 2010 CMP. As part of this effort, the effects of traffic flow/safety improvement projects that have occurred since the 2010 CMP will be subjected to before and after analysis using historical and current INRIX data.

Task 1 Deliverables:

Interim technical report documenting the existing conditions assessment.

PowerPoint presentation to be presented at two meetings to be determined by FAMPO (e.g., FAMPO Technical Committee, FAMPO Policy Committee). Presentation will include a preview of CMP website user interface design (look and feel, and proposed functions) to be developed under Task 2.

Task 2 – Website Design/Development Website design and development is comprised of multiple subtasks:

A. Requirements Gathering/Needs Analysis - subtask entails defining the information architecture and functional specifications of the CMP website. The primary website focus will be an interactive map that visually-displays current CMP data. The website will also include supplemental resource content. This subtask will define the following website elements:

User-interface design requirements Information architecture/navigation menu Base map limits and data layers Supplementary resources/documents and content pages Administration/maintenance requirements Hosting requirements

B. Review INRIX Data – subtask includes a review of current INRIX data and data format, and in

collaboration with FAMPO, determine algorithms (metrics) for parsing the data to identify/display traffic bottlenecks using four key criteria: average speed, travel time, volume to capacity (V/C) ratio, and crash rate.

C. Interface Design – subtask includes development of user-interface design mockups, using design direction from FAMPO. Mockups will be provided for the website landing page, interior page template, and map. The map may optionally be provided as the website landing page.

D. Review Web Conference – subtask includes a web conference with FAMPO staff to review/approve

recommended website elements, functionality, and user interface design, and to discuss proposed analytical algorithms for data display. This task will serve to create a blueprint for development.

E. Development/Production – subtask includes the development of the website system architecture and

navigation, HTML-formatted pages, interactive map, and administrative tool for map updates. Task 2 Assumptions:

A single user-interface design will be provided based on FAMPO direction.

Supplemental content pages will be limited to a maximum of five, static, HTML-formatted pages (e.g., Understanding CMP, Glossary, FAQs, Resources)

A third-party base map (Google/Bing/OpenStreetMap) will serve as the basis of the online interactive map display tool. CartoDB will be used for styling corridor colors and data layers. Starting map display will include the full length of all corridors; pan/zoom tools will provided.

A maximum of seven corridors will be supported under this task order.

A maximum of five data layers will be displayed. It is envisioned these will include: o Average speed o Crash rate o Volume to capacity (V/C) ratio o Travel time o Programmed and planned improvement projects

A maximum of three sub-ranges per data layer will be individually identified (e.g., color-coded); the min/max limits of each item to be provided by FAMPO. Vehicle operations data for weekday AM and PM peak periods will be used for the mapping application.

INRIX data will be provided by FAMPO; a single data upload is included in this task order. FAMPO will be able to input future updates using the tools to be developed by PB under this task.

A secure administrative tool will allow INRIX data updates to the map by authorized FAMPO staff.

The INRIX Readings CSV file will be formatted the same for each monthly upload (e.g., tmc_code, measurement_tstamp, speed, average_speed, reference_speed, travel_time_minutes, confidence_score, cvalue).

Changes to approved deliverables (i.e., user interface design, mapping critieria, database architecture)

constitute out-of-scope work and may incur additional costs, which will be estimated as necessary.

Changes made to website pages, applications, and/or other coding by anyone other than a Parsons

Brinckerhoff employee immediately ends Parsons Brinckerhoff’s liability for said website. Required

troubleshooting could be provided by Parsons Brinckerhoff at additional cost, which will be estimated and

negotiated as necessary.

The administrative tool to be developed by Parsons Brinckerhoff will allow updates to interactive map only. Updates to the HTML-formatted pages are not included in this scope of work.

Parsons Brinckerhoff will retain all intellectual property rights for technology/products/services used in the production of client deliverables.

Hosting of online tool assumes a Microsoft IIS ASP.net environment. If hosting is by FAMPO, upon approval of website, Parsons Brinckerhoff will prepare a complete set of packaged website files with setup instructions.

Task 2 Deliverables:

Information architecture/navigation Outline

User-interface design mockups (home, child, map)

Data display algorithm and data ranges for map performance metrics

Secure website prototype Task 3 – Corridor Strategy Development Task 3 will identify and recommend specific CMP strategies to mitigate the problem areas identified in Task 1. It is assumed that a compilation of improvement projects recommended in other studies and planned or programmed improvement projects will be completed by FAMPO staff. Strategies will be recommended at the corridor and sub-corridor levels.

Task 3 Deliverable:

Congestion mitigation strategies with appropriate text and graphics to communicate descriptions of the strategies, similar to those provided in the 2010 CMP.

Task 4 – Monitoring Program Development The objective of this task will be to provide recommendations for an ongoing monitoring program that will track congestion and the effects of CMP strategies going forward. This program will rely heavily on continued use of INRIX data using the interactive map and administrative tools developed under Task 2, in which Parsons Brinckerhoff will deliver a program and user-friendly online tool that FAMPO can use with raw INRIX data as an input, to update/analyze congestion data at regular intervals. For the Route 610 corridor, Parsons Brinckerhoff will research and evaluate alternative methodologies to gather update travel time and speed data for future monitoring. Task 4 Deliverable:

Draft CMP monitoring program including corridors for which INRIX data is not available. Task 5 – Project Documentation/Meetings Parsons Brinckerhoff will prepare a report documenting the data compilation and analysis, and recommendations from this CMP update effort. This report will also include documentation for updating the CMP website. The report will be delivered in digital format (e.g., PDF) and up to five (5) hard copies. All technical and graphic support files will also be delivered to FAMPO. In addition, a PowerPoint presentation of the recommended CMP strategies will be prepared and presented at up to two meetings to be determined by FAMPO, such as FAMPO Technical Committee and FAMPO Policy Committee meetings. This presentation will also include a demonstration of the final version of the CMP website. Apart from the four meeting presentations called for under Task 1 and this task, our scope of work and budget assume up to two (2) additional meetings with FAMPO staff by local Parsons Brinckerhoff staff.

This task order will be managed by Chris Gay with technical support from Brian Laverty and Parsons Brinckerhoff’s Web Services group. Our task order cost budget proposal is detailed in Table 1. The total estimated cost for this task order is $61,791. Parsons Brinckerhoff is prepared to initiate work on this task order immediately upon receipt of a notice to proceed. Skinner Lee Hill District Supervisor for Spotsylvania County 4310 Essex Court Fredericksburg, VA 22408 Subject: Resignation from The Transportation Advisory Group Dear Gary, I sincerely regret that I must tender my resignation as a member of the Transportation Advisory Group (TAG), representing the Lee Hill District. I am currently assigned to a Virginia Department of Veterans Services (DVS) project known as the Sitter & Barfoot Veterans Care Center Expansion in South Richmond as the Project Inspector/Clerk of the Works and I am unable to attend any TAG meetings due to distance and travel time. As you know, I was instrumental in directing VDOT’s attention to several issues in the Lee Hill District, such as traffic safety due to signalization at the intersection of Mine Road and Spotsylvania Ave. as well as safety issues along Lansdowne Road, due to erosion along Lansdowne. VDOT quickly responded to my inquiries and I am pleased to say that the solutions that VDOT provided are enduring and have corrected each respective issue. I would hope that if my schedule ever permits in future, that I may volunteer for further service to the citizens of Spotsylvania County.
