Scope and CEL Mission This CEL Faculty Guide serves to provide helpful information. For additional resources, you may wish to refer to the SF State Faculty Manual, the Faculty Affairs and Academic Senate web pages, and other resources on the SF State website. The College of Extended Learning’s mission is to mobilize the resources and expertise of San Francisco State University and its partners to meet the educational and professional needs of diverse communities and industries. Extended Learning students are working professionals who may or may not have an undergraduate degree, international students, and those wanting to enroll in a program that is not offered as a degree. The College offers academic units, continuing education units, online classes, non-credit courses, and certificate and executive programs that are funded by fees and not by the general fund of the State of California. The College draws upon a combination of campus faculty and subject-matter experts to teach our classes. We have the capacity to respond to the marketplace and create opportunities for learning that are high quality, reasonably priced, and accessible to a broad segment of the larger community.

Faculty Payroll Appointment Letter Congratulations! You have been asked to teach at CEL. You will receive an official appointment letter, which is a temporary contract that expires at the end of the semester specified. It includes course/term information, maximum salary, the time period, and contact information. Faculty should receive the appointment letter approximately two weeks prior to the semester start date. Please note: appointment letters must be signed and returned before you can begin teaching. Next, the Human Resources team will contact you with hiring paperwork to complete. Once this is submitted and processed, you will be given an SF State ID number. You can then set-up your email account using the following link: https://webapps.sfsu.edu/auth/passwordreset Your SF State ID, password, and e-mail account are your passport to web-based administrative and instructional services such as SF State Gateway (payroll and benefits information and contacts), Campus Solutions (class rosters, grades), and iLearn (campus learning management system), among others. Faculty ID Card SF State faculty identification cards are required to check books and other materials out of the library and the Audio Visual Center, to use various facilities, and to verify university affiliation for security purposes. Please go to OneStop on first floor the Student Services Building on the main campus to procure. CEL program staff can also provide you with an ID card that is limited to using for discounts at parking lots near the downtown campus. Change of Personal Information

If you would like to change your personal information such as your name, tax withholding amounts or address, please complete the Employee Action Request form and submit it to the SF State Human Resources Payroll Office at 1600 Holloway Avenue, Administration Building (ADM 252), San Francisco, CA 94132. 2. Forms should be submitted to Human Resources at least 15 business days prior to your next payday for the change to take effect during the current reporting period.

CSU Salary Schedules Academic Credit Courses The faculty salaries for academic courses are set by the CSU Chancellor's Office using CSU Salary Schedule Class Code 2322. Appointment under this class code is based upon faculty rank -- Instructor, Assistant Professor, Associate Professor, Professor -- and the number of students enrolled, and it sets enrollment minimums for the maximum salary. Faculty who hold a current appointment in the University are appointed at the same level in CEL. Non-university faculty are generally appointed at the Instructor level. The chart below details the information in the link above:

CEU (Continuing Education Unit) and Non-Credit Courses CEU and non-credit faculty are appointed and paid using CSU Salary Schedule Class Code 2363; see table below. The salaries are approved by the CEL Dean.

Early Start Program GTA (Graduate Teaching Associate)

The department chairs recommend the monthly base salary. Salaries are determined by the instructional monthly base salary multiplied by the number of units. GTA’s working in summer sessions are appointed using CSU Salary Schedule 2324 and paid monthly. GTA’s working in winter term are appointed using CSU Salary Schedule 2309 and are paid monthly. Instructors Teaching in Summer Session Instructors teaching in summer session are appointed using CSU Salary Schedule 2357. Salaries are based on instructional base unit rate multiplied by the units. Payments are made approximately 15 business days after the last day of class.

Honoraria An honorarium is a one-time payment for a special lecture or seminar given by an individual for a specific class or program under the direction of a University faculty member or administrator. An honorarium is defined as a form of payment and is not considered an additional or overload appointment. An honorarium does not increase base salary and does not impact benefits, retirement or any future employment. If you are being paid via an honorarium, your program staff will ask you to complete the following forms and submit it to CEL Budget office, attention to Herm Pugay, Budget Coordinator:

FAQs - Honoraria payment

Q: What is the estimated processing time for an honoraria payment? A: 2 weeks or more for a payment up to $500. Payment of more than $500 can take between 4 to 6 weeks. Q: How is the check delivered? A: The check will be mailed to the address that you provided on the forms.

Faculty Paycheck Distribution Faculty paychecks are issued by the State of California at the request of SF State. Based upon your preference, you can have your check mailed to you or you can pick it up in person. --Checks will be mailed to the home address you have provided to us. Individuals may arrange to pick up their checks in person by contacting our faculty payroll specialist, Sugeetha Chelliah, at [email protected] or at 415-817-4297. If your paycheck is lost or stolen, please contact Sugeetha.

Class Roster You can view and print your Class Roster in the Faculty Center where you will see e-mail addresses of the students enrolled. For your first and second class meetings, print out the Class Roster to verify if any students have added/dropped the course. iLearn (Online Learning Management System) iLearn is the Learning Management System (LMS) that SFSU offers to enhance online student learning and collaboration. Whether an instructor uses iLearn to merely supplement a course or teach an entire class, instructors may customize their use of iLearn features by mixing and matching technology that best fits the course objectives and student needs. Instructors may use iLearn to augment teaching and learning in the following ways:

• Providing online resources • Facilitating student interaction and collaboration • Assessing student performance and gathering student feedback.

Course shells are set up for every course at SF State College of Extended Learning each semester. If you are the faculty on record, you have access to use your course shell by going to: https://ilearn.sfsu.edu and logging in using your SF State ID and Password. Syllabus The purpose of a syllabus is to provide information to students about the course so that they can make an informed decision about taking the courses and/or so that they can appropriately budget time and resources needed over the semester to be successful in the course. A course syllabus represents an agreement between the instructor and student about course requirements, how a student will be evaluated in the course and how the student’s grade will be determined. Inclusion of course specific student learning outcomes provides information to students about what they can expect to know or do after taking the course. S15-257 SF State Academic Senate Policy on Course Syllabi and Guidelines covering syllabus use in courses

• Students shall receive a written syllabus (digitally or in hard copy) by the first course meeting or, in the case of courses taught online, it will be available to them when the course opens.

• During the semester, students shall be notified in writing (digitally or in hard copy) of any substantive changes in the course syllabus. Colleges, schools, departments, or programs may specify additional syllabus requirements for their courses.

Syllabi may contain more information, but the information listed below is required: • the instructor’s name and contact information; • the course title and number; • a statement of scope, content, and course objectives for the course;

o This could be as simple as the course description, or more a more elaborate description

• the list of course-specific student learning outcomes (SLOs) or competencies for the course; o A list of five to eight (5 – 8) broad learning outcomes of the course that complete the

phrase “When a student has completed this course, they will be able to….” • a list of texts and materials to be used throughout the course, including any additional fees or

costs; • a description of the grading policy; • a description of the teaching methods to be employed; and

o For example, in person lecture, small group discussion, hands on laboratory, weekly online forums, in class active learning, in class writing and feedback, flipped classroom, etc.

o Disability access: Students with disabilities who need reasonable accommodations are encouraged to contact the instructor. Room Requests Please alert your program staff of any requests or questions about rooms. A change to any room set up requires two weeks’ advance notice.

Technical Support If you need technical support while in class: an Academic Technology staff person is on site from 10:00 to 7:00 Monday through Friday. On Saturdays we have a CEL IT staff person to assist you from 9:00 to 6:00. Please ask the front desk or security guards to radio tech support as needed. Closing Out Your Course Grades At the end of the course, you must submit the grades of your students in the Grade Roster in the Faculty Center. Any student not given a grade by the deadline will be assigned an RD (Report Delayed). Please contact program staff and work with them to correct this as soon as possible. Please note that the final Grade Roster might not be available immediately. Staff will send a reminder e-mail out alerting you once the updated Grade Roster is available. Academic Credit Courses Both letter grades with plusses and minuses and Credit/No Credit are used at SF State for academic courses. Please familiarize yourself with the definitions of grades for academic credit and CEU-based courses at the link below: http://bulletin.sfsu.edu/policies-procedures/grading/ Students who wish to be graded on a Credit/No Credit basis must notify the instructor in writing by the end of the sixth week of instruction or select the CR/NC option on the SF State Web site under MySFSU, for semester-length courses. For shorter courses, students must notify the instructor at the first class meeting.

Continuing Education Unit (CEU) and Noncredit Courses CEU and noncredit courses use Credit/No Credit (CR/NC) and letter grades are not assigned.

Incompletes An authorized Incomplete indicates that a portion of required course work has not been completed and evaluated in the prescribed time period due to unforeseen, but fully justified, reasons and that there is still a possibility of earning credit. It is the responsibility of the student to complete the Petition for Incomplete, attaching appropriate documentation, and submitting it to the instructor. In rare cases, the instructor can initiate the form if the student is unable to submit it. After the faculty has reviewed the form and approved or denied the request, the form and its accompanying documentation is given to the Associate Deanfor review. If the incomplete petition is approved, you will receive a copy of the petition for your records, and the student will also receive a copy,

A final grade is assigned when the work agreed upon has been completed and evaluated. An ‘I’ must be made up within one calendar year immediately following the end of the term during which it was assigned. This limitation prevails whether or not the student maintains continuous enrollment. Failure to complete the assigned work will result in an “I” being converted to an IC (Incomplete) symbol or no credit for CEU classes. At the time an incomplete is authorized, faculty may calculate a grade for the student without the completed work. If the student fails to complete the work at the end of the calendar year deadline for the incomplete then the calculated grade will become the student’s final grade. Withdrawals, Drops and Refunds Depending on the type of course, students may withdraw from courses after the drop deadline and receive a grade of "W" by securing the approval signature of the instructor and the department chair and/or a college dean on a withdrawal petition. (Note: failure to attend does not cause students to be dropped from a course.)

Faculty Responsibilities Attendance Faculty are expected to hold classes at the scheduled hours and places. Any anticipated absence or change must be reported to the appropriate SF State College of Extended Learning staff. If you are a Holloway Campus faculty member, please also inform your dean or department chair. Arrangements can then be made for a substitute. In the case of emergency absence, the department or college office should be informed in sufficient time to make appropriate arrangements to cover classes. The usage of a substitute instructor may result in a payroll adjustment for the instructor of record. Course Cancellation Notification Program staff will notify students, faculty, fiscal, registration and facilities regarding the cancellation of a course. Reasons for cancellation may vary – low enrollment, impacted courses, etc. – however, final decisions on running courses will be at the discretion of the College of Extended Learning. Instructor absence notification policy Class schedules are finalized 30-60 days in advance of the start of the upcoming semester. If an instructor requires a course to be cancelled and/or rescheduled, the instructor must contact the program staff to confirm day, time, and room availability. Instructors should contact program staff 30 days in advance of their absence. In the case of an emergency, please contact program staff immediately so they can contact students and work on a reschedule date. Class Hour Requirements Instructors are responsible for assuring that classes meet the required number of hours to earn credit, (i.e., 15 contact hours per semester academic unit or 10 hours per CEU (Continuing Education Unit).) Make-up Classes If an instructor must miss a class session, s/he must 1) notify their students via email in iLearn or through the faculty center 2) call the program staff in advance to respond to student concerns and 3) make up the missed class session. Arrangements for make-up classes (in-person or online) must be made with the program staff.

Evaluations of Courses by Students Student questionnaire evaluations are required for all faculty who teach. All SF State credit bearing courses will be evaluated using the Student Evaluations of Teaching Effectiveness system (SETE), unless a department chair makes an explicit request for a particular course or course series to be exempt from this requirement. Students will be given an electronic questionnaire at the end of the semester. The questionnaire will be anonymously submitted through iLearn. Programs not using SETE may have their own online evaluation surveys or they will provide evaluation forms. For the latter, program staff will provide course evaluations on the last class meeting. Faculty members are asked to distribute evaluation forms to students at the end of each course. Please have a student collect and return the completed evaluation forms to the program staff as indicated on the envelope containing the forms.

Field Trips Off-campus activities can provide an important dimension to a student’s learning experience. These activities should be directly related to the content of the course. Before scheduling an off-site meeting, please review the University policy http://academic.sfsu.edu/content/academic-field-trips and consult with your program staff. Your Program Lead and you must discuss insurance coverage, provisions for emergency health treatment for students, and where you and your students can be reached in case of emergency. In addition, it is important to plan for the unique needs of students with disabilities traveling away from campus. Proposals, New Course or Program If you have a new course or program that you feel would enrich the college, please complete a Preliminary Program \ Course Proposal and talk to a Program Lead or a college dean.

• Leave graded tests in a stack for students to pick up by sorting through the test papers. • Discuss the progress of any student with their parents, other students or the public without the

written consent of the student. • Provide anyone with the lists of student names or home addresses enrolled in your classes for

any commercial purposes. • Provide anyone with student schedules or assist anyone other than university employees with

Student Related Information

Petitions It is the professional responsibility of each faculty member to act in a timely fashion upon a student's petition. Student petitions can be found online at the College of Extended Learning forms page: http://www.cel.sfsu.edu/register/forms.cfm Forms must be signed by the instructor and/or a department chair or dean. Some colleges also require college dean approval. College dean approval is always required if withdrawal is in the last three weeks of the semester (fall outside their deadline). If the petition is a course that is not offered in cooperation with another College, then the CEL Dean is the Department Chair. While every student will experience some moments of challenge while on the path to obtaining their academic goal, the majority of SF State students will find that they are able to quickly resolve most problems they experience. However, for a proportion of students, the barriers they encounter will require the assistance and/or intervention of a University administrator, faculty or staff member to resolve. Attendance Students are expected to attend classes regularly because classroom work is one of the necessary and important means of learning and of attaining the educational objectives of the institution. Students should not miss classes except for valid reasons, such as illness, accidents, or other extenuating circumstances. When a student is absent from classes, it is his/her responsibility to inform his/her instructors of the reason for the absence and to arrange to make up missed assignments and class work insofar as this is possible.

The instructor may consider regular attendance when assigning grades. In that case, the requirement for regular attendance must be stated in writing as part of the course requirements and distributed to students at the beginning of the semester. Also, it is general practice for CEU courses that students must attend at least 75% of the course and complete all course requirements in order to receive credit. Evacuation Procedures In the event of a fire alarm or other emergency, you and your students need to evacuate immediately down one of four clearly marked emergency exit stairwells to the street and then move away from the building. Do not use the elevators. Please locate and become familiar with the emergency exits so that you are prepared in the event of an emergency. In the event of an active shooter emergency:

• If you can leave the area safely, do so quickly • Call 9-1-1.

If you cannot leave the area:

• Close and lock the door • Move furniture to barricade the door if possible • Turn off the lights. Block any windows that provide a view of the room to the outside • Stay away from the windows and doors if at all possible • Seek protective cover of some kind under or behind furniture • Take a moment to switch all cell phones to vibrate so they don’t alert anyone to your presence • Do NOT answer the door under any circumstances • Do NOT leave the room until directed to do so by emergency personnel • Work to remain calm and develop a plan to escape should it become necessary • If police enter the room, follow their instructions
