Summary observations of the Group on Agenda Items

Details of the mean maximum and minimum temperature during the week 22nd

December,

2016 to 28th

December, 2016 were as under:-

Maximum Temperature

Above normal by 4 to 60C over some parts of Himachal Pradesh and isolated pockets of West

Rajasthan, Saurashtra & Kutch and South Interior Karnataka and by 2 to 40C over

Arunachal Pradesh, Meghalaya, Nagaland, Manipur, Kerala, many parts of Jammu & Kashmir, Himachal Pradesh, Punjab, Assam, Rajasthan, Madhya Maharashtra, Marathwada, Karnataka, Rayalaseema, Tamil Nadu, some parts of Haryana & Delhi, West Uttar Pradesh, Manipur, West Madhya Pradesh, Jharkhand, Konkan, Telangana, Coastal Andhra Pradesh and isolated pockets of Gujarat Region, East Madhya Pradesh, Gangetic West Bengal and Odisha.

Minimum Temperature

Above normal by 4 to 60C over Mizoram many parts of Manipur and by 2 to 4

0C over Sikkim

& Sub Himalayan West Bengal, Nagaland, many parts of Meghalaya, Bihar, Tripura, Arunachal Pradesh, West Rajasthan, Assam, Jharkhand, Gangetic West Bengal, Andaman & Nicobar Islands and isolated pockets of Haryana & Delhi, West Uttar Pradesh, East Rajasthan, West Madhya Pradesh and Saurashtra & Kutch.

Normal to near normal over rest of the Country except over many parts of Vidarbha, Madhya

Maharashtra, Marathwada, Telangana, South Interior Karnataka, some parts of Gujarat

Region, Madhya Pradesh, Chhattisgarh, Odisha, North Interior Karnataka, Rayalaseema,

Coastal Andhra Pradesh and isolated pockets of East Rajasthan, Konkan & Goa, Coastal

Karnataka, Kerala and Tamil Nadu where it was below normal by 2 to 40C and over some

parts of North Interior Karnataka and isolated pockets of Madhya Maharashtra where it was

below normal by 4 to 60C.

In the post monsoon season, at All-India level, the rainfall during the week (22nd

– 28th

December, 2016) has been 80% lower than the Long Period Average (LPA). Rainfall in the

four broad geographical divisions of the country during the above period has been lower than

LPA by 99% in Central India, 90% in North West India, 69% in South Peninsula and 51% in

East & North East India.

The cumulative rainfall in the country during the post monsoon season i.e. 01st October to

28th

December, 2016 has been 45% lower than the Long Period Average (LPA). Rainfall in the

four broad geographical divisions of the country during the above period has been lower than

LPA by 72% in North West India, 60% in South Peninsula, 27% in East & North East India

and 14% in Central India.

Out of 36 met sub-divisions, 04 met subdivisions constituting 12% of the total area of the

country has received large excess/excess rainfall, 06 met sub-divisions constituting 17% of the

total area of the country has received normal rainfall, 13 met sub-divisions constituting 39%

of the total area of the country has received deficient and 13 met sub-divisions constituting

32% of the total area of the country has received large deficient rainfall.

Central Water Commission monitors 91 major reservoirs in the country which have total live

capacity of 157.80 Billion Cubic Meter (BCM) at Full Reservoir Level (FRL). Out of these, 76

reservoirs with FRL capacity of 116.25 BCM have irrigation potential. Live storage in the 91

major reservoirs as on 29th

December, 2016 has been 92.59 BCM as against 73.32 BCM on

29.12.2015 (last year) and 94.58 BCM of normal (average of the last 10 years) storage.

Current year’s storage is 126% of last year’s storage and 98% of the average of last 10 year’s

storage.

As per latest information available on sowing of crops, around 92.8% of the normal area

under Rabi crops has been sown upto 30.12.2016. Total area sown under Rabi crops in the

country as on 30.12.2016 has been reported to be 582.87 lakh hectares as compared to

545.46 lakh hectares in the corresponding period of last year. This year’s area coverage so

far is higher by 37.4 lakh ha. than the last year and 15.7 lakh ha. than normal area

coverage during the same period.

Area coverage under Wheat is higher by 20.9 lakh ha. than the last year.

Area coverage under Rabi Pulses is higher by 17.0 lakh ha. than the last year and by 14.9

lakh ha. than normal as on date. This is due to higher coverage in Gram, Pea and Lentil.

Area coverage under total Rabi Oilseeds is higher by 7.6 lakh ha. than the last year. This is

due to higher coverage in Rapeseed & Mustard.

Area coverage under total Rabi Coarse Cereals is lower by 4.1 lakh ha. than the last year and

by 2.6 lakh ha. than normal as on date. This is due to lower coverage in Jowar.

All-India progressive procurement of Rice as on 30.12.2016 for the Kharif marketing

season 2016-17 was 219.95 lakh tonnes against the procurement of 186.60 lakh tonnes in

the corresponding period of last year.

Availability position of seeds and fertilizers has been found satisfactory.

2. Reservoir Status (For the week ending on 29.12.2016)

The Central Water Commission monitors the live storage of 91 important/major

reservoirs, having capacity at Full Reservoir Level (FRL) of 157.80 billion cubic meters

(BCM), which is about 62% of total reservoir capacity in the country.

Water stock in 91 major reservoirs decreased to 92.59 BCM from the previous week’s

level of 95.34 BCM. Current storage is higher than the last year’s position of 73.32 BCM

and lower than the average of last 10 year’s storage of 94.58 BCM.

The percentage to live capacity at FRL was 46% on 29/12/2015, 59% on 29/12/2014,

69% on 29/12/2013 and 58% on 29/12/2012.

There were 58 reservoirs having storage more than 80% of normal storage, 15 reservoirs having

storage between 50% to 80%, 06 reservoir having storage between 30% to 50%, 12 reservoir having

storage upto 30% of Normal Storage.

4. Pest & Diseases:

Incidence of Gram pod borer on Gram crop has been reported in trace to moderate intensity in Shajapur and

Rajgarh districts of Madhya Pradesh State. The crop is at vegetative to flowering stage.

Incidence of Tobacco caterpillar and Leaf miner on Groundnut crop has been reported in trace to moderate

intensity in Kanas block of Puri district of Odisha State. The crop is at vegetative to flowering stage.

Incidence of new invasive Ginger mealy bug on Ginger crop has been reported in Meghalaya State, by National

Bureau of Agricultural Insect Resources (ICR-NBAIR), Bangalore.

Incidence of new exotic, invasive and destructive pest, Rugose spiralling whitefly (RSW), Aleurodicus

rugioperculatus Martin, on Coconut palm reported by ICAR-NBARI, Bangalore, in Pollachi, Coimbatore, and

Annamalai, Tamil Nadu State. The infestation has been reported in moderate intensity covering 3000 to 4000

ha.area.

Incidence of new exotic, invasive and destructive pest, Rugose spiralling whitefly (RSW), Aleurodicus

rugioperculatus Martin on Coconut crop has been reported in trace to moderate intensity in Kolinjeparai block of

Palakad district of Kerala state.

No shortage of Chemical / Bio-pesticides was reported from any State / UT.
