The heavy sentence comes after he was found guilty of raping a 32-year-old woman who hails from Kgubetswana near Clarens. The incident occurred in June 2013. The victim was walking in the street alone in the early hours of the morning when she met the accused. He was known to her. The man forced the woman to a nearby donga and raped her. He was arrested the day after she had reported the incident to the police. During the hearing, it was provisionally withdrawn while the court awaited results from forensic laboratories. The outcome of the case in regional court with positive results from laboratories linked the accused to the crime scene. He was found guilty and sentenced. Det. WO Aye Dlamini of the Bethlehem Family, Child Protection and Sexual Offences Unit was on cloud nine after the sentencing. “The sentence is appreciated and the good work by the investigating officer is appre- ciated. “But the fact remains that walking alone at night still creates problems and an unnecessary increase in crimes against women and children,” Lt. Gen. We would have loved to win the ward with a bigger margin. “People who voted in that ward were not more than 50% and that is a big concern to us. We have done everything possible ahead of the election. “We spoke to all the people in the ward and asked them to come and vote,” he said. Tshabalala said he thought the time at which the by-election had been called did not favour them because some people were working outside of town and some had already left for school. “We are going to talk to the voters now and then. We have also made the new councillor aware that he should have meetings with the community every month. We are going to encourage other councillors to do the same. “We are also going to make sure that we pay serious attention to service delivery,” he said. DR BENNY MALAKOANE, theFree State MEC for Health, hassaid his department was going tospend R3 million annually for afleet of vehicles to transport 554community health workers in theprovince.

According to Malakoane thedepartment has leased 35 vehiclesfrom the Free State governmentgarage with funds from theNational Health Insurance grant.

He addressed the media duringthe unveiling of the fleet ofvehicles at the Bophelo House inBloemfontein last week Monday(26 January).

The department said transporta-tion was one of the biggestchallenges for community healthworkers who are assigned toservice 250 households perworker. Long distances andunfavourable weather conditionswere cited as some of the reasonswhy community health workersstruggled to reach all householdsassigned to them.

“The vehicles will ensure thatcommunity health workers reachall households in their respectivewards,” said Sepela Matela, actingchief director of the district healthservices.

Five of the 36 vehicles havebeen allocated to the MangaungMetro, with the Thabo Mofutsan-yana District and the Lejweleput-swa District allocated ten vehiclesrespectively. The Xhariep Districtand Fezile Dabi District will beallocated four and seven vehiclesrespectively.

Malakoane said initially thedepartment had planned topurchase the vehicles to set up

the fleet last year, but the nationalHealth Department objected to theproposal.

In addition to the 554 communi-ty health workers, 885 community

care-givers will also be transport-ed by the fleet.

The MEC said communityhealth worker leaders would beresponsible for the vehicles.

Belina Sello, a communityhealth worker from Bloemfontein,said the vehicles would assisthealth workers in reaching allhouseholds, regardless of unfa-

vourable weather conditions.Sello, however, raised a concernabout the sedans provided, sayingsome of the roads in rural areasrequired vans.

BOHLOKONG. – A DAcouncillor and member ofthe Free State Legislaturehas lodged an assault andintimidation case againstANC councillors in theDihlabeng Local Municipali-ty.

DA member of the legisla-ture, Roy Jankielsohn,accused three ANC council-lors ofassaulting himand DAcouncillorDulandi Leachon Tuesday(27/01) duringa motorparadecampaigningfor theby-elections inWard 9.

In a video captured byJankielsohn, several ANCmembers in a car paradebecome agitated when theysee Jankielsohn filming theparade led by municipal andprovincial traffic vehicles.

In an attempt to forceJankielsohn to stop filmingthe parade, some of the ANCmembers allegedly startedthreatening DA members.

According to Jankielsohn,the ANC councillors in thevideo are Cllr Job Tshabala-la, the chief whip cllr,Lindiwe Magalema, and theWard 7 councillor, Ma-motshwane Mofokeng.

Jankielsohn said thealtercation took place whenthey had gone to investigatethe alleged abuse of munici-pal vehicles for partypolitical purposes by theANC.

“In this video municipal

and provincial trafficvehicles can be seen illegallyleading an ANC campaignmotorcade,” Jankielsohnsaid.

“At the time, all trafficlights in Bethlehem were outof order due to load shed-ding. It would have been theright thing to do to deploytraffic officials to directrush-hour traffic instead ofleading an ANC motorcade,”

he added.Jankielsohn

said thebehaviour ofthe councillorsagainst himand Leach hadbeen unaccept-able.

Tshabalala,however,denied theallegations

and said Jankielsohn hadprovoked ANC members atthe motorcade.

“The ANC never interfereswith DA programmes,”Tshabalala added.

The DA says it will alsoreport the incident to theIndependent ElectoralCommittee for investigationunder the electoral code ofconduct and write to thePublic Protector to investi-gate the abuse of stateresources.

“It is illegal to campaignon the day of elections,”Jankielsohn explained.

The motorcade was heldduring special votes in Ward9. In 2011 the DA lost theward to the ANC by 34votes. Police spokesperson,Srg. Mmako Mophiring,confirmed that a case ofassault and intimidation hadbeen opened.

REITZ. – Today (04/02) isD-Day for the Free State Depart-ment of Health, as the PetsanaResidents Association demands itsresponse to the petition submittedto the management of the Nketoa-na District Hospital a fortnightago.

The association gave the depart-ment 14 days, which ends today(04/02), to respond to the petitionin which it was stated that thecommunity wanted the NketoanaDistrict Hospital back.

Majola Dumezweni, the chair-person of the association, said themedical ward of the hospital hadbeen closed and the patientstransferred to the PhekolongHospital in Bohlokong nearBethlehem.

Dumezweni told Express EasternFree State late on Monday (02/02)

that they had been denied permis-sion to march at the section 4meeting which was held at theNketoane Local Municipalityheadquarters on the day (02/02).

Kido Nhlapo, chairperson of themeeting, was the one who deniedthem.

“They said they could not riskescorting us to the hospital whilethe Department of Health had notconfirmed who would be availableto answer us,” he said.

At the time of going to printExpress EFS could not get a holdof Nhlapo, as he was not answer-ing his phone.

In response to the denial of themarch, Majola told Express EFSthat they were going to fight thebattle until they won.

“We went to the municipality’soffice on Tuesday (03/02) morningand they agreed with the policethat we could hold a public

meeting.“They told us the CEO of the

hospital, Tsietsi Makume, wouldsend the response via fax.

“They said they would then giveit to us to read to the public,” hesaid.

Dumezweni said they could notwait to get their answers.

“We want the response. If wedon’t get a positive response, wewill go back and plan a wayforward,” Dumezweni said.

He said a section-four meetinghad to be postponed on Friday(30/01), because no one from thedepartment had turned up for themeeting.

“We invited them to the meeting,but they never came.

“These people are taking us for aride, but come Wednesday, we willshow them that we mean businessand we are fighting for people’slives here,” said Dumezweni.

PHUTHADITJHABA. – TheNational First Division (NFD) outfitMaluti FET College has appointedJonny “Raps” Mafereka as the headcoach.

Mafereka, the former MovingSpurs FC mentor, has joined Malutito replace Morena Ramorebudi, whojoined their arch-rivals, AfricanWarriors, at the beginning of thisyear. He started with his coachingduties on 26 January.

Mafereka guided Spurs in the SafaFree State Vodacom League, now theABC Motsepe League, for fourseasons. He will be assisted byformer Chippa United and Polok-wane City player, Tshepo Tomanya-ne.

The duo is faced with the hugetask of guiding the team away fromrelegation. Mafereka is adamant thatthey will achieve that, as they areequal to the task.

When he joined Spurs, he wasfaced with the same situation. Theteam was left with ten games andwith his coaching abilities andtactics he succeeded.

Maluti finds itself at the bottom ofthe log, with eight points in 16games. They are four points behindGarankuwa United. Their next testcomes on 11 February, when theywelcome Santos at the CharlesMopeli Stadium in Qwaqwa. Thekick-off is at 15:30.

Mafereka said he was happy to betrusted with guiding a team ofMaluti’s calibre. He said he wouldmake sure that he did not disap-point.

This is his first experience ofcoaching in the NFD stage and it isan open secret that he has come at abad time, when he is expected tosave the team from drowning.

However, Raps told ExpressEastern Free State that he knew whatwas expected of him. He added thathe had saved a team from relegationbefore, even though the stages weredifferent.

“I am used to pressure. Actually, acoaching job is all about that, even ifyou’re not at the bottom of theleague,” Mafereka said.

He said he would save the team.“Anything is possible. The

management of the team and theplayers are positive and that is whatwill help us going forward.”

Raps said he was not going tomake any changes in the team.

“I am going to work with the

players who have been with theteam. It would not be a good idea toadd new players, because they mighttake time to adjust,” he said.

Fourteen Monnanyane, the teammanager, confirmed the appointment.

“Yes, we have appointed him asour coach. He will work withTomanyane as his assistant.”

Monnanyane said Raps andTomanyane were expected to guidethe team out of the relegation zone.

THAPELO MOHOLO, a lead vocalist ofThe Fraternity, said he was ecstatic abouthis group’s nomination to one of the musicindustry’s biggest spectacles – the MetroFM Music Awards.

The Bloemfontein-based hip-hop grouphas been nominated for the remix of itssong Bheka Mina Ngedwa, the song thathas been receiving high rotation on bothlocal and national radio stations.

The Fraternity will compete in the BestRemix of the Year category against CassperNyovest ft. Talib Kweli (Doc ShebelezaRemix), Uhuru ft. Donald, Speedy, Wiz Kid(Ungowami Remix), Duncan ft. AKA,Professor, Mampitsha (Tsiki Tsiki Remix)and Naim Kay (Ngiyavuma Remix).

IT is really disturbing that every month wehear of service delivery protests and howthe community vandalised property as wellas state-owned buildings.Let’s bring this home. I stay in Bohlo-

kong and the truth of the matter is that welack service delivery. The municipality isreactionary and not preventative.There is a spot near BFT Chisanyama

where most of these so-called municipalofficials indulge and show off their expen-sive cars and deep wallets.This spot is between the four traffic

lights in Delivers Street. It pains me to seehow this section of the tar road is erodingand it is hard for vehicles to pass.

Maybe the reason it has not been fixed, isbecause it is fun and adventurous for theseofficials to drive their 4x4s there becausefor months there has been no service.The rest of Bohlokong has bad tar roads

and speed humps that damage car bumpers.We are driving in a township that is

losing its value daily and every time it

rains, it shows just how bad our stormwater drainage system is.Does this mean we have qualified people

who are public servants, people who dowhat is expected of them?What do they report in service delivery

meetings or is handing out dustbins theonly listed form of service delivery?Can we really say the ANC is doing its

bit to transform Bethlehem? Where aredecent parks in the location? Storm waterdrainage?Or are we still going to keep mum about

pavements that are only being built whereofficials live?Maybe I should move to Lesotho.

SHAKES MASHABA has insistedhe was right to raise the hopes ofSouth Africans when he suggestedBafana Bafana was prepared to goall the way to the final of the 2015Africa Cup of Nations.

On arrival back home onSaturday (31/01) the national teamcoach reflected on his earlierpromise.

Mashaba was quoted before thetournament saying he had packedenough clothes until 8 February,the day of the Afcon Final in Bata,

Equatorial Guinea. However,Bafana were knocked out in thegroup stage.

He insists he does not regret hiscomment.
