QWAQWA. – Vusi Tshabalala, the executivemayor of the Maluti-a-Phofung Local Munici-pality, has slammed his ward councillorssaying they are the ones who encourage thecommunity to embark on illegal marchesdemanding his dismissal.
He said he is aware of people who do notlike him and warned that it was not them,but the ANC, that elected him to the mayoralposition because of the good job he did.
“You must be honest with yourself. I amdying for the sins that I don’t know about.Things were already bad when I arrived inthis municipality. But today the ANCcouncillors are using the community to fightthe party’s leadership,” he said.
The angry and vocal Tshabalala spoke atthe recent Maluti-a-Phofung closed-circuittelevision (CCTV) camera launch at the FireDepartment in Mandela Park, Qwaqwa.
Before he embarked on his rant, Tshabala-la quoted Psalm 23 from the Bible, whichreads: Jehova ke modisa wa ka, nke ke kahloka letho. BETHLEHEM. – Nkosi Mafilos, theleader of Leihlo La SechabaRainbow, a political party, and hisgroup of about 50 communitymembers of Bohlokong nearBethlehem say Tjhetane Mofokeng,the executive mayor of the Dihla-beng Local Municipality, is takingthem for a ride.They have threatened to march to
the mayor’s house to give him theirmemorandum of grievances shouldhe fail to come to the headquartersto accept it on Saturday.The fuming residents marched to
the headquarters on Friday to handover the memorandum, but re-turned with it refusing to give it toJob Tshabala, member of theMayoral Committee (MMC) forFinance, who was sent to receive iton behalf of the mayor.Mafilos said they were outraged
with the mayor’s absence. He saidthey did not intend to give thememorandum to anyone except themayor himself.“He was quite aware that we
were coming and he decided tovanish into thin air. We’ll comeback and this time it will be onSaturday,” he said.He said it was just the beginning
and promised that they would makesure they continued until he hadreceived the memorandum.“We had a small number of
people who came to the march andwe’ll make sure that the next one ison Saturday. Unfortunately, we
could not include more peopleduring the week, because most ofthem were at work,” he said.When asked what would happen
if they did not find the mayor onSaturday, seeing as it was duringthe weekend, he said: “Constitution-ally the mayor is serving thecommunity, so he should availhimself at any time when needed.“We know he will be up to his
usual tricks by sending someoneelse, but we won’t allow that tohappen. If he does not comply, we’llgo straight to his house the week
after next.”Roy Jankielsohn, the leader of the
DA in the Free State ProvincialLegislature, was part of the marchand said: “We are disappointed thatthe mayor is not here. We knowthat he is playing golf and thattonight they will be holding a galadinner with the community’smoney.“We know about the housing
problem, but R246 million was usedat Nkandla for one person. Themunicipality is disrespectfultowards its people.”

QWAQWA. – The UnitedResidents Front’s (URF)march was a flop.They had recently planned
to march to the QwaqwaCommunity Radio Station,but it could not happenbecause only a few peopleshowed up.There were only ten people
at the march and accordingto Lekgotla “Bongoman”Rammiki, the URF nationalorganiser, they did notmarch because their num-bers could not meet themarch requirements.He said they needed at
least 16 people for a marchto be conducted.However, Rammiki said
they were not ashamed toannounce that they hadfailed to march because oftheir numbers.“Our grievances included
the following: the board ofdirectors acting as if theyown the radio station,because they do not informthe community of what ishappening in the station.They have bought and soldcars without alerting thecommunity.“They are ANC agents,
because two members of thestaff have branded their carswith ANC stickers, asmembers of the media theycannot affiliate themselveswith any political party.They fire and hire staff as
they please. On Tuesdayanother manager wassuspended.“As the URF we were told
by the suspended managerwe will never be given aslot. We fail to understandwhy, and who owns theradio station,” said Rammiki.Rammiki concluded by
saying they will be going tothe Independent Communica-tions Authority of SouthAfrica (ICASA) to hand intheir memorandum soon.In an attempt to get the
station’s comment, LoloNgati, the acting stationmanager, referred the paperto Mei Salemane, thechairperson of the board.Salemane told Express
Eastern Free State he wouldnever consider an individualas a community.“We will not account to
them. They call themselvesthe community of Qwaqwa,but they fail to march. Incase of the presenters whobranded their cars with ANCstickers, there is nothing wecan do, it’s their own privatecars. If they want answersthey must ask those present-ers, not us.”He further explained the
issue of the buying and sel-ling of cars by mentioningthe municipality as example.“Look at the municipality,
they don’t report anything tothe community, and on theother matters we have nocomment,” said Salemane.

CLOCOLAN. – The Setsoto LocalMunicipality recently launchedthe municipal fraud hotline.The hotline is aimed at assisting
the municipality to prevent,uncover and report fraud andcorruption by raising the level ofawareness as to how fraud andcorruption can be mitigated.The launch was held at the
Clocolan Town Hall on Thursday.The stakeholders, including theSouth African Police Service(SAPS), South African SocialSecurity Agency (Sassa), HomeAffairs and the Office of thePublic Protector, were invited toshare information with communi-ty members in attendance.Meiki Tsenase (40) from Ficks-
burg, a community member whoattended the launch, said she washappy to be part of the launchand added that it was going tohelp solve the corruption prob-lems in the local municipality.“People did not know where and
how to report crime in the past. Itwas never easy to go to the policeand report an incident, becausethe person reporting could becomea victim of the perpetrator,” shesaid.Eric Mofokeng, a representative
from the office of the Public
Protector, said pressure was oneof the things that led to peoplecommitting fraud.He said some people were
addicted to gambling while othershad big ambitions which were notrealised when they expected orneeded it.
“People like that end up doingthe wrong thing because ofpressure,” he said.He urged the municipal workers
to identify these people in theiroffice and know the risks thatcame with them being there.“It is very important to know
what measures are there for youto protect your assets. You willalways be safe by doing that,” hesaid.He told those attending that
they had the right to reportanonymously.Mohau Ntheli, the director of
community services at the SetsotoMunicipality, said they haddecided on this initiative afterrealising that corruption had abad influence on service delivery.“So, if we don’t stand up and act
as the municipality we’ll alwayshave service delivery protestmarches,” he said.He said a few weeks ago some
of the municipal workers hadbeen arrested following allegationsthat they had stolen power cables.“There are many things happen-
ing in the municipality that hasnever been reported becausepeople did not know what to do.“We know that some people
have been complaining about thehiring of people and so forth.“We now give them a chance to
come and report these things ifthey suspect there is corruptioninvolved,” he said.Ntheli said a corruption watch
committee would be elected soonand added that they would makesure that it was made known tothe public.“People will have the chance to

One of the gr. 12 students ofthe Reahola Secondary School,who preferred to remain anony-mous, told Express Eastern FreeState she did not have words todescribe her excitement. She saidthis year was one of the mostdifficult years she has had in herlife.“It was hard work all the time.
However, we are done with gr. 12.
I am sure the class of 2014 willgive the Free State Department ofEducation a 100% pass rate,” shesaid.When asked why they wrote
messages on their clothing shesaid: “This is how we show ourhappiness.“We know that this is the last
time we will be wearing thisuniform,” she said.

BETHLEHEM. – The OrangiaAfrican Christian Evangelist(ACE) League under the leader-ship of Ndabazwezwe Ngubeni,the coordinator, recently donatedgroceries to ten families fromBohlokong near Bethlehem whoare members of the Mt PisgahAME Church.According to Ngubeni the
donations were part of theirsocial responsibility.“We gave ten families groceries
as part of taking care of ourneedy and poor congregationmembers,” he said.He said this included child-
headed families and added thatit was not the first time that aleague donated groceries to thechurch members, particularly atMt Pisgah.“We gave 24 families groce-
ries that included elderly citi-zens.“We also donated school shirts.
We are doing all this through thehelp of God,” he said.

BETHLEHEM. – Themother of two boys fromBethlehem who stoodaccused of producing sexualvideo material of herchildren, has been sentencedto 44 years’ imprisonmentby the Bethlehem RegionalCourt of which she mustserve 15 years effectively inprison.This was after she had
admitted to producingsexual video material of herchildren aged four and tensexually stimulating her.In March her ten-year-old
son reported a sexualassault case to the Bethle-hem Family, Child andSexual (FCS) OffencesUnit.It was alleged that both
children had been forced tosexually stimulate theirmother and that she hadsent the material to herboyfriend (26) via cellphone.After their arrest both
children were placed in aplace of safety.She admitted to having
performed the acts she hadbeen accused of and wasfound guilty on charges ofcompelled self-sexualassault, sexual grooming of
a child and sexual violationof a child by the BethlehemRegional Court on 19November.The evidence produced to
the court was the videomaterial.The boyfriend (26) has not
pleaded yet and is expectedto appear before the samecourt with a differentmagistrate on 23 February2015 facing the same chargesor more. He is still out onbail of R1 000.The case is being investi-
gated by the Bethlehem FCSunit Woman of the YearAward winner, Det. WORené Nel.“Breaking the silence on

FICKSBURG. – Mokhanedi MichaelMosaqa (21) has been sentenced tolife imprisonment plus 13 years bythe Ficksburg High Court.He was sentenced last week Friday
after he had been found guilty ofhouse-breaking with the intent torape.Mosaqa got 13 years for house-
breaking with the intent to rape andlife imprisonment for rape andmurder which he had committed on14 January at approximately 02:00.He raped and killed Mamokhaneli

Capt. Phumelelo Dhlamini of theFicksburg SAPS CommunicationServices said Mosaqa had walked tohis neighbour’s house and hadbroken a window to gain entry.“While inside he raped Mavaleliso
and strangled her.“He left the scene thinking no one
had seen him. Later that day whilethe Ficksburg police were busy withthe investigation a witness cameforward and gave the name of thesuspect. He was arrested anddetained at the Ficksburg PoliceStation.“The Ficksburg High Court
released him on 8 Septemberawaiting DNA results,” he said.“On 14 October the investigating
officer, Det. WO Johannes Kotze,re-arrested him after the DNAresults had come back positive.“During the trial at the Ficksburg
High Court Mosaqa denied rapingand killing the deceased.“However, the evidence against
him was overwhelming.“His blood sample matched the
semen found on the deceased and theshoe prints at the scene also matchedthe tekkies found in his possession,”said Dhlamini.

THIS year the world is observing the16th edition of the campaign of 16 Daysof Activism of no Violence againstWomen and Children.
The United Nations (UN) set aside aperiod between 25 November and 10December to highlight the plight of abuseand violence against women and chil-dren.
This was triggered by astronomicalstatistics of murder, rape and physicalassault against women and children bymen.
Since the evolution of man, women andchildren have always been subjected toone form of abuse or another.
Many children have been misplaced asa result of running away from theirviolently abusive father figures.
Many women are serving long prisonsentences after attempting to protectthemselves against their violent malepartners.
Financial dependence of women onmen, and sometimes culture, perpetuatesthis high level of violence and abuse.
As a husband and a father, I wouldalso like to be counted in the fightagainst violence against women andchildren.
Though men remain the principalperpetrators of violence on women andchildren, I would like to awaken the
world to the rarely-documented phenome-non of women-on-women violence andchild-on-child violence.
In empoverished communities there isa growing tendency of mothers whoviolently marry off their young daughtersto older men for money.
On the African continent we often hearof women who assist their HIV-positivepartners to forcefully sleep with virgingirls in an attempt to cure them of thevirus. Just recently, video footage of aUgandan nanny physically abusing atwo-year-old girl went viral on socialmedia networks.
There are also women who are front-runners of brothels that drug young girlsand coerce them into prostitution.
All these dreadful factors prove that allwomen are not just innocent victims inthe whole cycle of violence and abuse.
Equally excruciating is the plight ofchild on child violence.

Unfortunately, in our South Africancontext, most cases of child on childviolence are difficult to prosecute due totechnicalities in the Child Justice Act.
The world must be wary that though
focus must remain steadfast on menas principal abusers, ample attentionshould also be paid to women andchildren who are active perpetratorsof violence.
As long as women and children areaccomplices to violent and abusive men,all the hard work and campaigning willbe in vain.

THE stage is set for the mouth-wa-tering showdown between provincialrivals Free State Stars and Bloemfon-tein Celtic at the Charles MopeliStadium today.
Kick-off is at 18:00.The Free State derby brings out
the hunger in both teams, with EaLla Koto having once received aR500 000 bonus after massacringPhunya Sele Sele in a dead rubbercontest that meant nothing to theBethlehem side, but almost led to therelegation of Celtic – that was at theend of the 2008-’09 campaign.
Phunya Sele Sele, who weresitting third from the bottom of thelog with one match to spare beforethe end of the season, needed a winat all cost to avoid being demoted tothe National First Division (NFD),
but they were walloped 5-1 by amerciless Stars team in Qwaqwa.
The Bloemfontein side were,however, lucky to avoid relegationby the skin of their teeth as ThandaRoyal Zulu, who were trailing Celticwith a point, could not beat Maritz-burg United in the other bottom ofthe table clash on the same day.
Though it has almost been sixyears since that fateful day, Celticfans and players alike who were partof the team then, still have freshmemories of that particular fixture.
But anyway, that match is waterunder the bridge.
History suggests results precedingthe Free State derby are nothingmore than numbers on a piece ofpaper that have no bearing on whattranspires in one of the Mzansi’sbiggest matches.
So Stars’ three consecutive losses,
as well as Celtic’s 1-0 to Ajax CapeTown last Wednesday, will have noimpact on the game played at theCharles Mopeli Sta- dium today.
Both coaches, Kinnah Phiri of EaLla Koto and Ernst Middendorp ofBloemfontein Celtic, would agreethat the derby is not only about thethree points that are at stake, butpride too.
With the bragging rights also onthe table for the eventual winners,a team that starts well by settling itsnerves first, something that accompa-nies such a high- profile match, islikely to have the upper hand.
