EVRA AD 2.20 LOCAL TRAFFIC REGULATIONS1. RUN - UP PROCEDURES

1.1 Permission for engine run-up shall be requested from “Riga Transit “ on FREQ 131.600 MHz.Stand number and intended engine power thrust should be indicated.

1.2 On Apron 1 engine run-up is not permitted.

1.3 On Aprons 2, 3 and 4 engine run-up is permitted at idle power only.

1.4 Engine run-up at power exceeding idle is permitted only in Engine test area Z3 (see also EVRA AD 2.24.1-1).

2. PUSH BACK AND TOWING PROCEDURES

2.1 When an aircraft is positioned at nose-in stand (2, 4, 5, 6, 7) the standard push back procedure shall beadopted.

2.2 Request clearance on FREQ 118.800 MHz “Riga Ground” (frequency might be coupled on to FREQ118.100 MHz “Riga Tower” from 2200 till 0600 (local time)) for push back or tow.

2.3 Clearance for push back or taxi may only be requested if an aeroplane is ready for departure and is readyto carry out the manoeuvre immediately.

2.4 Engines can be started before, during or after push back. The interphone or hand signal system must beused for communication with the crew. The main engines must be operated only at idle power until the push backtractor has taken the (nose-wheel of the) aircraft to the yellow taxi-line which will be used by the aircraft for taxing.At this position the push back tractor will leave the aircraft and the pilot is allowed to use the main engines asrequired for break-away power and taxi to the runway.

3. START - UP PROCEDURES

3.1 All IFR, special VFR and VFR flights shall request clearance on FREQ 118.800 MHz “Riga Ground”(frequency might be coupled on to FREQ 118.100 MHz “Riga Tower” from 2200 till 0600 (local time)) for enginestart-up.

3.2 The parking position and designator for ATIS broadcast latest received shall be stated in the initial call.

3.3 Start-up and ATC clearance shall be requested not earlier than 10 min before estimated start-up.

3.4 Clearance delivery

3.4.1 ATC departure clearances may be obtained by Voice RTF or Datalink departure clearance service (ARINC623 compliant).

3.4.2 Datalink departure clearance service:

• Datalink departure clearance service is available from EOBT - 15 until EOBT + 15 minutes;

• Datalink departure clearances should not be issued if requested later than EOBT + 15 minute. Successfulclearances must be ACCEPTED within 5 minutes or receipt or a “Revert to voice” message will be received;

• If any data errors are detected by the system or the controller, a “Revert to voice” message will be received;

• If the attempt to obtain a clearance is unsuccessful the aircraft should revert to voice RTF.

4. TAXI PROCEDURES

4.1 Aircraft will be advised the taxi route to follow by TWR or GMC.

4.2 “Follow me” car is always available by request.

4.3 Movement of aircraft on the apron is subject to prior permission from GMC or TWR. However, GMC or TWRwill only provide any necessary information to maintain an orderly flow of traffic.

5. ADVANCED SURFACE MOVEMENT GUIDANCE AND CONTROL SYSTEM A-SMGCS

The A-SMGCS at Riga Airport is supported by SMR and Mode S multilateration, which provides aircraft positioninformation and identification to TWR and GMC. These units will pass information and instructions on appropriatefrequencies. 5.1 Operation of Mode S transponder on the aerodrome

5.1.1 Flight crew of aircraft equipped with Mode S having an aircraft identification feature shall set the aircraftidentification in the transponder. This setting shall correspond to the aircraft identification specified in item 7 of theICAO flight plan, or, if flight plan has been filed, the aircraft registration.

5.1.2 Mode S transponder shall be operated in accordance with the following provision:

Departing aircraft:a. Set aircraft identification and, when received, set assigned Mode A code,b. Immediately prior to request for push back or taxi, whichever is earlier, select “automatic mode” (e.g.:

AUTO) or, if automatic mode is not available, select “ON” (e.g. ON or XPDR),c. Only when approaching the holding position of the departure runway, select “TCAS” (e.g.: TA/RA).

Arriving aircraft:a. As soon as practicable after landing de-select “TCAS” (e.g.: TA/RA),b. Select “automatic mode” (e.g.: AUTO) or, if automatic mode is not available, select “ON” (e.g. ON or XPDR),c. Continue to squawk last assigned Mode A code until fully parked,d. When fully parked, select “standby” (e.g.: STBY).

6. PARKING PROCEDURES

6.1 On stands 2, 4, 5, 6, 7 aircraft will be guided to nose-in parking.

6.2 On all stands except 2, 4, 5, 6, 7, unless otherwise requested by the crew and/or marshalled, aircraft willnormally be guided to nose-in parking.

7. PROCEDURES FOR TAKE-OFF/LANDING OF HELICOPTERS

7.1 Take-off/landing of helicopters take place on the RWY.

7.2 Helicopters with no undercarriage are allowed to use TWY A, B, C, E, F, G as air taxiway. It has beenpermitted to use stands 24, 25, 26, 28, 42, 43, 44, 45, 46, 47, 48, 49 for helicopters parking.

8. PILOT INSTRUCTIONS FOR VISUAL DOCKING GUIDANCE SYSTEM

A Visual Docking Guidance System has been installed at Riga International Airport. Automatic docking systemsare used to guide the taxing aircraft accuarately along the last stretch of the apron to the designated parkingposition.The docking sistem is based on a video system. The following sequence of events identifies how a pilot would usethis system to dock an aircraft at this gate.

1) Gate Ready for DockingAircraft type and gate number are alternated in aflashing sequence across the top of displayboard.

2) Aircraft detectedWhen the aircraft is detected, only the aircrafttype is displayed steady across the top of thedisplay. At this point, the pilot will distance-to-goclosure rates in these increments, as well ascenter line guidance:a. 30m to 20m — 5m stepsb. 20m to 10m — 2m stepsc. 10m to 1m — 1m stepsd. 1m to stop — 0.2m steps

3) Aircraft is right of center lineCorrection left is required.

4) Aircraft is left of center lineCorrection right is required.

5) Aircraft is on center line10 m to final stop positionImportant: approach slowly with decreasingspeed to the final stop position.

If the following events occur, the pilot must stop the docking procedure, report the problem to Riga Transit(131.600 MHz) and wait for further instructions from Riga Transit (131.600 MHz):

• Displayed aircraft type is not the incoming aircraft• Display board become unreadable (loss of display)• ESTOP message is displayed• Pilot believes system is transmitting erroneous docking data• Display board illuminates error messages

If the system does not detected the aircraft and the pilot does not get a steady aircraft type read out on the top ofdisplay until the aircraft nose reached the passengers boarding bridge, the pilot should contact Riga Transit(131.600 MHz) and wait for marshaller guidance.

9. REMOVAL OF DISABLED AIRCRAFT FROM RUNWAYS

When an aircraft is wrecked on the runway, it is the duty of the owner or user of such aircraft to have it removedas soon as possible. If a wrecked aircraft is not removed from the runway as quickly as possible by the owner oruser, the aircraft will be removed by the aerodrome authority at the owner’s or user’s expense.

EVRA AD 2.21 NOISE ABATEMENT PROCEDURES1. DEPARTURE PROCEDURES

The following noise abatement departure procedure (NADP) shall be applied by all aircraft certified in accordancewith ICAO Annex 16, Volume1, Chapter 3:

Take-off and climb to 1500 ft AGL:- take-off flap;- climb at V2 + (10 to 20) kt.

At 1500 ft AGL:- accelerate smoothly to en-route climb speed with flap retraction on schedule.

2. NOISE ABATEMENT AREAS

EVRA AD 2.22 FLIGHT PROCEDURES1. PROCEDURES FOR IFR FLIGHTS WITHIN RIGA TMA (INBOUND)

1.1 Approach proceduresStandard arrival routes (STARs) are established for Riga TMA as published on the appropriate charts EVRA AD2.24.9-3 and EVRA AD 2.24.9-7.Non-standard arrival routes are established via terminal holding patterns and detailed in EVRA AD 2.22 paragraph1.4.3.Pilots shall plan descent into Riga TMA in accordance with STAR descriptions as published on charts EVRA AD2.24.9-1 to EVRA AD 2.24.9-7, minding the vertical constraints depicted in STAR for safety reason.

1.1.1 Radar vectoring

Radar vectoring for arriving traffic is executed by the ATC unit according to the requirements of Doc 4444 ATM/501and Doc 8168.Radar vectoring is executed for ILS and LOC approach for glide path entering altitude (FAP) 4000 ft, 2500 ft and1500 ft and for VOR approach for glide path entering altitude (FAF) 4000 ft and 2500 ft .The following fixes/pointsare specified in the table below.As an alternative for ILS approach, the intersection of nominal glide path may be used at altitude 2000 ft and 3000ft.

Radar vectoring will normally be terminated at the time the aircraft leaves the last heading to intercept the finalapproach track.Clearance for visual approach will be issued only after the pilot has reported the aerodrome or the precedingaircraft in sight, at this time radar vectoring would normally be terminated.Minimum vectoring altitude will be used to ensure obstacle clearance not below 1500 ft as published on the chartEVRA AD 2.24.10-1. The obstacles boundary is depicted on the video map and designed to emphasize simplicityand safety in radar ATC application. The calculated minimum vectoring altitude must be adjusted when theambient temperature on the surface is much lower than that predicted by the standard atmosphere.

A minimum of 300 m (984 ft) of clearance will be provided over obstacles within 3.0 NM of the area boundarypresented in table below.

1.1.2 Speed limitationsMax IAS 250 kt shall be below FL100, when there are no ATC restrictions.

1.2 Approach procedures with radar control

1.2.1 When arriving aircraft is being sequenced under radar vector, that part of approach between RIA D25.0 NMand the final approach track will be flown under vector from the controller.

Once the aircraft is under the jurisdiction of "Riga Approach" changes of heading or flight level/altitude will be madeonly on the instruction from the controller except in the case of radio communication failure in the aircraft or at theATS Unit.

1.2.2 Detailed procedures

1.2.2.1 Headings and flight levelsRadar vectors and the descent clearance will be issued taking into account an estimate of the track distance totouchdown (track miles).The descent clearance will include track miles distance. Further distance information willbe given between the initial descent and the intercept heading onto the ILS.

1.2.2.2 Descent profileDescent Approach vertical profile will be used and assume the aircraft will maintain a descent gradient ofapproximately 320 ft per NM (3° descent angle).

1.2.2.3 Speed controlThe radar controller may, in order to facilitate radar control or reduce the need for radar vectoring, request aircraftunder radar control to adjust their speed in a specified manner.Specific speed should normally be expressed in multiples of 10 kt based on indicated air speed (IAS).Only minor speed adjustments, of not more than ± 20 kt, should be requested of an aircraft established onintermediate and final approach. Pilots should typically expect the following speed restrictions:

• 210 kt - during the initial approach phase;• 180 kt - on base leg/closing heading to final approach;• between 180 kt and 160 kt - when established on final approach and thereafter 160 kt to 4 NM from the

threshold on final approach.These speeds are applied for ATC separation purposes and are mandatory. Aircraft unable to conform to thesespeeds must inform ATC and state what speeds can be used.Aircraft concerned should be advised as soon as speed control is no longer necessary.Only when requested by the radar controller and accepted by the pilot-in-command, a lower speed could bespecified.

1.2.2.4 Missed approachMissed approach procedures are detailed on the appropriate Instrument Approach Charts.If the published levels (5000 ft and 6000 ft) of the Missed Approach Holding (REKBI or TETRI) are occupied, newinstructions will be given to aircraft under radar control.

1.2.2.5 Radar failureWhen radar control is interrupted (equipment failure), with the exception when the arriving aircraft leaves the lastheading to intercept the final approach track, new instructions will be issued to each aircraft under control and theprocedures detailed in paragraph 1.3 will be brought into use.

1.2.2.6 Radio communication failure at the ATC UnitIf radio communication fails with "Riga Approach", pilots are to contact "Riga Tower" on 118.100 MHz for newinstructions.1.3 Approach procedures without radar control

1.4.2 Holding patterns for use following a missed approach

1.4.3 Permanently established holding patterns are published on the appropriate Instrument Approach charts andSTAR charts.From the holding patterns, the radar controller will normally vector the aircraft as detailed in paragraph 1.1. 1.7 Communication failureAircraft shall adhere to the procedure stipulated in Annex 2 (Rules of the Air) and in Doc 7030.If communication failure occurs during STAR execution, but approach clearance is not received the pilot maintainsthe last received and acknowledged level (altitude) until IAF then proceeds to holding patterns RIGA 18 or RIGA36 and carries out an instrument approach for the runway–in–use.In the event of communication failure during radar vectoring, when approach clearance is not received the pilotmaintains the last received and acknowledged level (altitude), proceeds direct to holding patterns RIGA 18 orRIGA 36 and carries out an instrument approach for the runway-in-use.If communication failure occurs when approach clearance is received the pilot proceeds in accordance with thepublished approach procedures.

If communication failure occurs during a missed approach the pilot proceeds to the missed approach holdingpatterns REKBI or TETRI, completes at least one holding pattern at 5000 ft, then commences an approach forlanding in accordance with the approach procedures via RIA DVOR/DME.

2. PROCEDURES FOR VFR FLIGHTS

Aircraft shall adhere to the procedure stipulated in ENR 1.2.2.1 Procedures for VFR flights within Riga TMA

2.1.1 The pilot-in-command shall request entry clearance to TMA at least 5 minutes in advance.

2.1.2 Actual entry clearance will be issued by ATC.

2.2 Procedures for VFR flights within Riga CTR

2.2.1 Inbound traffic normally shall be planned via following CTR entry points as below:ARNIS, KISHI, PARKS, VISTA as published on chart EVRA AD 2.24.12-1.

2.2.2 CTR entry clearance shall be obtained from the TWR controller in advance.

2.2.3 From uncontrolled airspace entry altitude shall not be higher than 1500 ft.

2.2.4 Aircraft operating within the CTR shall avoid restricted areas EVR1 and EVR2.

2.2.5 After entry the aircraft is expected to land on the runway–in–use or it can be directed to one of the existingholding patterns depending on the essential traffic.

2.2.6 Transit flights via CTR should be planned from East to West or from West to East via CTR entry points. Theroute of the flight is authorised by the TWR controller.

2.2.7 Spilve ATZ of class G airspace is established inside RIGA CTR (see ENR 5.3, EVRA AD 2.24.12-1).

2.2.8 When Spilve ATZ is active, entry altitude to RIGA CTR via point PARKS shall be 1500 ft.

2.3 Communication failureAircraft shall adhere to the procedures stipulated in Annex 2 (Rules of the Air) and in Doc 7030.Aircraft outside controlled airspace experiencing communication failure and having received no clearance shouldland at an aerodrome outside the control zone.

EVRA AD 2.23 ADDITIONAL INFORMATION

BIRD CONCENTRATIONS IN THE VICINITY OF THE AIRPORTThe airport is located in the place with the intense bird migration path.Spring migration (March – May). Main migration path - NNE - NE. The bird concentrations are observed in thefollowing places: the Svetes flood-land (waterfowl migration halt point) located 28 km southwest from the airport,the Cenas moorland located 10 km from the airport and the Babites lake located 8 - 18 km from the airport. As themigration starts the dangerous concentrations of birds take place early in the morning and late in the afternoon atthe heights of 0 - 3000 ft (0 - 1000 m) AGL. Autumn migration (August – October). Main migration path – SW. The main waterfowl migration halt point islocated westward from the airport (the Babites and the Kaniera lakes and the Kemeru moorland). The autumnmigration over the airport is less intense.
