the boom of a “grey import”
Sumitomo crawler crane to collapse
on a UK job site last year and the subsequent ruling once a full
HSE investigation had taken place.
Following the incident, in which no one was hurt, incidentally, it
soon became apparent that the crane was being operated without
a valid EC Declaration of Conformity, as is required by the Supply
of Machinery (Safety) Regulations 1992. In other words, it was
not properly CE marked.
In addition, the operator was not properly instructed on the
peculiarities of this crane when an operator hand-over occurred.
Those responsible for this ‘lapse in concentration’, however, got
away lightly, as HSE inspectors decided that ‘prosecution was
not in the public interest’. But, perhaps the story would have
been a very different one if someone had indeed been killed in
Southend-on-Sea that day.
This surely begs the question then, “exactly what does it take for
action to be taken?” Well, the simple answer in this particular
case regrettably points towards ‘death’ or serious injury.
Why, when an increasing level of “red tape” is being pushed
onto companies in the name of safety, is it not in the public
interest to make an example of what happens when companies
flout European directives? It is not illegal to import such pieces
of equipment, but it is certainly illegal to operate them without
the correct conformity to the relevant EU legislation.
Why should manufacturers take notice of European directives,
or why should diligent dealers in grey import cranes or other
equipment bother to meet the relevant European directives when
the penalty for ignoring them is not even a slap on the wrist?
In reality, most people that sell cranes, access platforms and
telehandlers are very concerned about safety and complying
with regulations, but in a case where non-compliance could so
easily have had a tragically different result, we might have
expected a tougher stance from the HSE.

Crane Hire continuesDemag investment
Delta Rentalstakes on JLG lineDelta Rentals of Honiley, Warwickshire, has been appointed as the JLG dealer for the East Midlands. Delta, run by Ian James and a sistercompany of Blue Line Access, was established to sell the Toucanrange of mast booms, which was conceived and originally produced by Delta lift of France before being sold to Grove.
In order to help promote the mast boom concept, Delta Rentals made unitsavailable to UK hire companies on a re-rent basis in the hope that, afterbuilding up a customer base, they would start purchasing their own units.Under Grove ownership, Delta had Toucan distribution rights for the wholeof the UK. Future distribution, however, has been up in the air since JLGbought Manlift last April. The two parties have now agreed that JLG UK willtake over the UK wide distribution rights, but Delta will become a regionaldealer for all JLG aerial products.
“While we would have preferred to have retained the full UK distributionrights for the Toucan range, we understand JLG’s position and feel that thenew arrangement will provide us with plenty of opportunity to expand ourbusiness,” said Delta Rental’s Ian James. Crane Hire of Dublin, Ireland, has placed an order with Demag for fourbrand-new mobile crane models, which were seen for the first time at the bauma trade show earlier in the year.
The order comprises an AC55L and AC55 City crane, both with 55-tonnecapacities, a 120-tonne capacity AC120L and a 70-tonne AC70. The companyis expecting the delivery of the AC70 later in the month but, impressed withthe crane’s specifications on paper, it has already ordered a second unit.
“In many city-type lift situations, such as those where the crane’s outriggerscan be only partially extended, the AC70 out lifts an 80-tonne all-terrain,”said Jarlath O’Learly of Crane Hire. “It’s like a 55-tonne all-terrain in termsof size, but with 80 tonnes lifting capacity, and the crane’s compact dimensions make it ideal for work in the Dublin area.”
Crane Hire’s latest order follows on from the recent delivery of a 350-tonnecapacity AC350 complete with Demag’s SSL (Sideways Super Lift) technology and also a 35 tonner earlier in the year. “Expansion has beensignificant this year,” said Mr O’Leary.
“In terms of new products, Demag seems to have it right,” Mr O’Leary said.And when asked about the company’s decision to buy a second AC70before seeing the first, he said: “on paper this is a very good unit andDemag has always delivered what it has claimed on paper.”
Palfinger AG, the Austrian producer of truck loading cranesand more recently truck mountedaccess platforms, has purchased100 per cent of the shares inBison Stematec, one of the leading producers of truckmounted platforms in Germany.
Palfinger AG is listed on the Viennastock market and the deal is therefore subject to regulatoryapproval by the Austrian antitrustauthorities. Bison Stematec islocated in Löbau, Saxony, and hasaround 130 employees and annualsales revenues of around €13 million (UK£9 million). PalfingerCEO, Wolfgang Anzengruber, saidthat the aim of the acquisition is to“quickly become European marketleader in the truck-mounted aerialwork platform sector.“
Palfinger has a defined strategy basedon growth through diversificationand internationalisation. Just 12months ago the company enteredthe access market with the PA20T- a 20-metre platform mounted on a3.5 tonne truck. The unit receivedfavourable reviews at this years’Vertikal Check, (see Cranes &Access September issue page 31).
Palfinger buys BisonPalfinger said that it considers themarket for truck-mounted aerialwork platforms to be attractivewith high potential, and is currentlycharacterised by numerous smallmanufacturers producing low numbers of units and a large variety of models. “The market isabout to enter a consolidationprocess in which the PalfingerGroup will be a vital player”.
Bison Stematec will operate as BisonPalfinger GmbH, an independentunit within the Palfinger Group anda subsidiary of Palfinger EuropeGmbH. The company will be amember of the “Hydraulic Systemsand Services” sector of the group.Palfinger estimates the Europeantruck-mounted platform market tobe worth around €300 million(£207.6 million) and forecasts anannual market growth of aboutthree per cent over the next fewyears. It identifies the largest markets for truck-mounts asFrance, Germany, Great Britain,Italy and Spain, and acknowledgesthe trend towards rental, thusreducing the total number of buyersin a given market. Generation, which specialises in the hire and sale of bothfaçade scaffold and alloy towers, has been bought by ateam led by current managingdirector Mark Clifford. The company made £700,000 in theyear ending March 2004, whileMitie expects to take a £3.4 million exceptional loss on the sale.
“The sale of Generation is theappropriate strategic move forMitie,” said Mitie chief executive,Ian Stewart. “I wish the manage-ment team every success in their venture.” Mitie sold its poweredaccess division over two yearsago, also to a management buy-out. That company, nowknown as The Platform Company,has flourished since it left thegroup and was one of the fastestgrowing rental companies inCranes & Access’ UK/Ireland 2004 Top 20 Survey.

Valla Cranes UK has expanded its TRX line of mobile trackedcranes with the introduction ofthe Valla 55. The 1.7-metre wide,5.5-tonne capacity unit features a fabricated, pre-formed andwelded steel plate boom withthree hydraulic sections fittedwith adjustable nylon wear pads.Power is provided by a four-cylinder, 54.5 HP dieselengine, while transmission isautomatic (hydrostatic) with amaximum speed of four kilometres per hour. The unit’stotal weight is 5,650 kilograms.
Optional extras include an electronic Load Moment Indicator,a hydraulic winch, hydraulic chainhoist, a man bucket, remote control, a metal/glass enclosedcab, manual jib extension and LPG conversion. Designed and manufactured in Italy to include

Berlin-based crane rental company,Mobi-Hub, has taken delivery of thefirst of a batch of new orders forSpierings’ SK599-AT5 foldingmobile crane, first seen painted inthe colours of Ainscough CraneHire at bauma earlier in the year.This latest compact unit is anupgraded version of the establishedSK598-AT5 with an extra two-metres of jib at 50-metres and anincreased lift capacity to ninetonnes. The unit utilises the samefully automatic folding system asused on the six-axle SK1265-AT6Mighty Tiny model.

The firm’s UK operation,Nationwide Access, increased itsrevenues, but higher costs, whichLavendon said were due to variousincentives that it claims will pay-offin the second half and beyond,almost halved operating income.
In Germany, Lavendon is still strugglingto combat highly fragmented competition and a market that isimproving at a very slow pace.After the improvement in rates inlate 2003, smaller competitorsattacking the company’s marketposition forced it to reduce rates.

Height for Hire/EasiUpLifts, the Ireland-based access rental company, hasbeen appointed as the new official dealer of Aichi platforms for the UK andIreland. The announcement was made at the recent Platformers’ Days eventin Hohenroda, Germany.
The appointment was followed-up with the purchase of four Aichi crawlermounted booms, including two 12-metre SR21Bs and two 21-metreSR21As. The four booms will be delivered later in the year and join theEasiUplifts fleet in Scotland. Also on the company’s shopping list atPlatformers’ Days was a new 42-metre working height Falck SchmidtFalcon Spider. The unit will be delivered to the UK in early 2005.

Crane producers laydown STGO rules
Geoff Till access has filed for voluntary administration and appointed Poppleton & Appleby as administrators. The move, which began with a winding up order last week, has been made in order to gain protection while GT restructures its debts and balance sheet.
The company, which operates 425 aerial lifts, invested heavilythree to four years ago in a majorfleet renewal and expansion, opening new locations in Telford,Gloucester and Hereford. The UKcommercial construction market

SGB UK, part of Harsco Corporation of Harrisburg, Pennsylvania, has acquired the full ownership of its Mastclimbers Ltd joint-venture partnership, the UK’s leading supplier of mast climbing work platforms.
SGB acquired a majority shareholding in Mastclimbers Ltd, led by Andrew Reid, in 2001, since which time it has expanded significantly,adding Ashtead’s A-plant mastclimber business last year and growing from a regional base in Scotland into a national supplier serving the broader UK market. Mastclimbers Ltd operates one of the largest fleets of mastclimber platforms in Europe, making it also the UK market leader byfar. SGB has also been expanding its international fleet, having acquiredadditional mast climber units in Denmark earlier this year to become thecountry’s largest mast climber rental firm.
“We see the use of mast climbing platforms continuing to increase,” said Steven Shine, SGB’s managing director for the UK, “particularly in high-rise residential and commercial construction where there is growing pressure on build and maintenance cycle times without compromising the safe movement of men and materials.”

Falck Schmidt goes one step beyond
German rental company Zeilinga/BTSkylift called on the help of FalckSchmidt recently when it was facedwith the challenge of providingaccess for work on the second floorof the new DIFA building complexin Berlin. Whatever the solution,the unit was required to enter thecomplex through a hotel doorwayand climb a set of stairs to reachthe second floor.
Working closely Zeilinga/BT Skyliftand the building’s architects andowner, Falck Schmidt developed
the Falcon Spider FS370C for thetask. Mounted on a double articulated crawler chassis fittedwith non-marking rubber tracks, the 37-metre unit was able to passthrough a 1.2- by 2-metre doorway.Most importantly for the job,though, was the unit’s unique double tracked chassis, whichenabled it to climb the steep 35-degree stairs in order to reachthe second floor, where it is usedfor maintenance work. Skyjack, the Canada-based elevating work platform producer, has received furthersignificant orders for itsmachines from two leading UK access rental firms.
Panther Platforms of Dunstable,Bedfordshire, has placed an orderfor 100 units from Skyjack’s compact and conventional scissorplatform range, which includes themodels 3219, 3226 and 4632 withworking heights of 7.6, 9.7 and11.5 metres respectively, takingPanther’s Skyjack fleet to around200 units. The latest models will bedistributed among Panthers’ fourUK depots.
Skyjack makes furthermark on UK rental industry
In another order, Kimberly Accessof Stoke-on-Trent has opted for over 20, 17.1-metre working height 9250 Double-Deck scissorlifts from Skyjack’s full-size rough terrain range.
According to Gary Smith, KimberlyAccess managing director, theunits were partly chosen due to theintegral generator for a 110v powersource to the deck. Both orders follow the purchase of 135 variousboom types from Skyjack’s line-upby AFI Aerial Platforms, whichrecently completed a £1.5 millionfund-raising process with venturecapital firm, Northern VentureManagers (NVM).

A-Plant took the number five spotin the UK in this year’s Cranes &Access UK/Ireland Top 20 with afleet of over 1,500 aerial platforms.Its US Sunbelt division claims to be number four in the US rentalmarket operating one of the country’s largest aerial fleets.

SEV, or Smiths Electric Vehicles -owner of Aerial Access, hasbeen acquired by engineering andmanufacturing group Tanfield.With its new addition, Tanfieldwill almost double in size. The deal was structured on acombined cash and shares basisand is worth around £3.2 million.Tanfield paid £2.2 million in cashand a further £1 million in newordinary shares for SEV, whichemploys 110 people at its TeamValley factory.

At the time of going to press, C&Alearned of a massive new crane order byAinscough Crane Hire. The companyhas ordered ten 60-tonne capacityLTM1055-3.1 all terrain cranes, five,100 tonne LTM1100-5.1and two 220tonne LTM1220-5s. Deliveries willbegin in December and continue intoJanuary and February 2005.
Active Rentals of Hamilton, Scotlandhas completed a £3 million investmentin new powered access equipment,taking the firm’s aerial fleet to over 100 units. Active Rentals managingdirector, Andrew McCusker, said thatexpansion of the company’s aerialrental and training business will continue into 2005 in order to meet the growing demand for its high quality local service.
The HSE has announced a furthersix weeks intensive consultation on the new Temporary Work at Height Directive. The key remainingissue is the ‘two-metre rule’. The construction industry wishes tokeep the new rules’ application to work over two metres. At the moment it applies to any height.
Ireland’s EasiUpLifts is intendingto open a new business in the SouthMidlands, UK. The company alreadyhas a location in Scotland, but the new business will mark its first entryinto England. The new business will bededicated to specialist machines suchas large Falck Schmidt Falcon boomsand Aichi crawler mounted booms. The company was recently appointedas the UK and Ireland dealer for Aichi. The company is seeking a business development manager responsible for “setting up the business and building it into a strongprofit centre within the group,” saidEasiUpLifts’ Harry McArdle. At thesame time the company is looking for suitable premises (see advert on page 48).
A 12-year-old girl was killedand other seriously injured last weekwhen a crane owned by Mediaco toppledover while dismantling a tower crane inNantes, France. Early investigationreports state that the correct paperwork had not been filed for thelift. The 41-year-old operator had turned off the overload device in anattempt to avoid an overhead cable.The driver has been placed under Court Control.
Holland Lift has given its flagship 33.5-metre scissor lift a revamp.The new model, dubbed the MegastarG-320.DL 3044WD.SN, has a 34-metreworking height, 1,000-kilogram liftcapacity and auto levelling. The firstproduction unit has been sold toKimberley Access in the UK and will be delivered in April.
C&A would like to highlight that theworking height of the Teupen Euro B25is 24.42 metres and not 22.42 metresas reported in last issue’s VertikalCheck report, and that HTC Plant TowerCranes operates a fleet of 220 towercranes and not 170 as was reported inthe C&A Top 20 Survey.

“The industry generally, is veryaware of the existence of modern,hydraulic crawler cranes and thebenefits of using them,” saysRobert Law of AGD Equipment, the UK crawler crane hirer and distributor for the Japan-built IHIcrawler cranes. “The latestchanges in escorting wide loadshas also aided the demise of themechanical crawler crane, as thehydraulic versions have retractableundercarriages, which makes transportation easier.
“AGD has been the IHI dealer for 15years, but at the beginning it washard going, as we had to firstlyestablish the hydraulic concept inaddition to establishing IHI as amanufacturer.”
There are currently 204 IHI crawlercranes in the UK and Ireland, whichAGD believes is the greatest popu-lation of any hydraulic crawlercrane manufacturer and “from 3-tonne mini crawlers up to 120-tonne lattice boom crawlers, it iscertainly the widest range,” hesays. IHI also claims credit for thefirst zero tail swing mini crawlerunit, the 3-tonne capacity CCH30T.At the other end of the capacity
chart, the company will be addinga 50-tonne unit to its line in 2005.
“The CCH30T was developed forthe UK market,” says Mr Law. “Wehad received an excellent receptionfor the bigger CCH50T and askedIHI to develop a smaller versionwith a longer boom and zero tailswing for congested sites.”
AGD will shortly be expanding itsown rental fleet with the addition ofthree, 50 tonne CCH500Ts takingthe total up to nine such units, anda further 30 tonne CCH300T, all ofwhich will be ready for rental bythe end of the year.
“There has certainly been an arousal of interest in crawlercranes, especially telescopiccrawler cranes, which offer greaterversatility with quicker set-uptimes,” says Mr Law. “We are finding more and more jobs now forcrawler cranes, which would haveoften been done by mobile or towercranes in the past.”
Winds of change

It wasn’t all that long ago thatcrawler cranes were lookedupon as the ‘dinosaurs’ of thelifting industry. Thanks to arecent surge in popularityamong European users, however,the jaws of antiquity are looseningtheir grip on these gentle giants.C&A reports.
Out from the depths

“There is now a steady climate inGermany for crawlers, mainly dueto continued investment in thegrowing wind energy sector.” Itwas largely to meet this demandthat Terex-Demag launched its 350tonne capacity CC 2200 and 300tonne capacity CC 2000-1 earlier in the year.
“Crawler cranes show distinctadvantages over mobile cranes inthis sector,” says Hermann Ulferts,owner of German rental company,Ulferts & Wittrock. “With big liftcapacities and optimal load distribution, these cranes are ableto work in unsecured areas and
can be driven between sites without the need for dismantlingthe crane.”
”In previous times, one of the mainreasons why the market focused
on mobile cranes was their shorterset-up times,” says Mr Schorr-Golsong, “but we reacted to this bysignificantly reducing them. A 300tonne unit complete with mainboom can be ready for operationwithin just four hours, whereas atelescopic crane in the same classwould take considerably longer.”
The assembly of the counterweights,boom extensions and lift enhancingmechanisms, such as Terex-Demag’s SSL boom technology, of mobile cranes takes time. Theargument that crawler cranes taketoo long to assemble no longerstands. “The manufacturers havefulfilled our wishes,” says Dirk Bracht, managing director of another of Germany’s crane rentalcompanies, Franz Bracht.
Also quick to react to the windenergy craze was Liebherr. In directcompetition with Terex-Demag, thecompany also made the most ofthe bauma stage earlier in the yearwith the presentation of the new‘narrow-track’ LR 1400/2-Wcrawler unit. The unit also targetswind turbine park construction, but offers a larger capacity at 400 tonnes.
The unit was a joint-developmentproject between Liebherr and the
UK’s largest crawler crane hirerWeldex, who took delivery of thefirst model in January. The unit features two slew rings, one forturning the crane’s upper, and one for

The steady acceptance of the moderncrawler crane throughout Europe isalso reflected in the 2004 sales figures of The Japan-based producer, Kobelco. “We haveachieved excellent results inEurope,” says Jos Verhulst, salesmanager at Kobelco Cranes Europe.“This year has been the best yearof the last ten, and we expect ourmarket share to be even higherthan our worldwide market share of 30 percent by year-end.”
Recent sales include the delivery often, 80-tonne capacity CKE800s toSarens of Belgium and De Kil andAdrighem in The Netherlands, andtwo 250-tonne CKE2500s toShanghai, China, for a joint-venturebetween Mammoet and Havago,which takes the latter company’sCKE2500 tally up to seven units in just 12 months.
Kobelco’s CKE and BME crawlerseries comprises 11 basic models,which can be configured and adaptedfor a wide range of applications.The company says that the CKEseries is particularly suited to generalcivil engineering, foundation andconstruction work, and alsoclamshell, foundation (piling,hydraulic/mechanical diaphragmwall bucket), dragline work andheavy-duty erection applications asfound in the power and petrochemicalindustries. The CKE range offers lifting capacities up to 400 tonnesat a 4.5-metre radius and a fixed jiblength of up to 100 metres, whilethe larger models, from 90 tonnesup, can also be equipped with aluffing jib of up to 132 metres.

Whenthe crane is being driven andarrives at a point whereit needs toturn, the crane is jacked up, thetracks are slewed to the desireddirection of travel, the jacks arethen raised and the upper thenslews in the conventional way,allowing for 90 degree turns.
The ‘W’ system, has a centre section of the undercarriage whichprovides a track width of just 4.8metres, instead of the usual 8.7metres on the normal LR 1400, andto compensate, outriggers set in acruciform pattern extend to 11.5metres for` lifting.
Liebherr told C&A that it is expectingbig things from the UK market inthe coming months in terms of itscrawlers with several big windfarms currently in the planningstages of construction.
The company also looked to itslower capacity crawler line earlier I the year with the launch of 200tonne capacity LR 1200. With theoption of a fixed or luffing jib, theunit combines a 53-metre mainboom and 95 metres of luffing jib.“In all combinations, the LR 1200combines outstanding load capabilitieswith very compact dimensions anda maximum transport width of just3 metres,” says Vera Hentschel atLiebherr Nenzing. “The option offree-fall winches with the unit alsoallows accommodates clamshelland dragline applications.”
Another of Germany’s crawlercrane producers, Sennebogen, hasalso made a significant mark on the UK market in recent times,
knocking up sales of 40 machines,the majority of which have beensnapped up by the UK’s larger civil engineering contractors.
“Many other medium and smallercompanies have also taken not onlyour crawler lattice boom machines,but also units from our Crawler-Telescopic range,” says PhilHodges of EH Hassell & Sons, theUK and Ireland distributor forSennebogen. “The size of machineshas been varied, but sales havemainly comprised units from 33-tonne up to 80 tonnes capacitylattice boom units and 15- to 40-tonne telescopic crawlers.”
Most recently, EH Hassell & Sonscommissioned the first new 100-tonne Sennebogen 6100HD ‘B’ series crawler magnet crane forBrambles Industrial Services at thePort Talbot Steelworks. “This is thefirst of two new 6100HDs destinedfor the arduous duty cycle work,”says Mr Hodges. “The machine willbe working ‘24-7’ on bailing duties inone of the Port Talbot bailing pits.”
Early this year, German producerSennebogen launched what is now theflagship model of its Star Lifter crawlerline, the 180 t capacity, the 5500 SL
Terex-Demag targeted the wind energy sector with the launch of its 350 tonne capacity CC 2200 at bauma 2004.

The two models in the BME seriesare equipped with 20/25 tonne pullwinches and are designed forheavy-duty cycle work, foundationwork, pile driving and grab work.
“From an international perspective,Kobelco’s crane sales are rapidlydeveloping,” says Mr Verhulst. Thecompany recently formed an OEMagreement with Manitowoc for thesupply of Kobelco cranes up to 120 tonnes in Manitowoc’s red company colours and brand namefor distribution by its dealers in the Americas.
Manitowoc presented its Model15000 earlier in the year, the firstManitowoc unit to be built outsideof the company’s native US. Builtat the firm’s Wilhelmshaven facilityin Germany, the 250-tonne unit isbased on the popular Model 999and was developed for theEuropean and Asian markets. In its November 2003 issue, C&A reported on thecollapse of the jib of a Sumitomo SC350 crawlercrane on a Southend job site. 12 months on, HM Inspector of Health and Safety, Gordon Crick,explains what went wrong. The incident involved a grey import crawler crane being operated without either a CE marking, or a valid Declaration of Conformity as required by the Supply ofMachinery Safety Regulations 1992.An inexperienced crane dealer had imported the crane from Japan, after whichtime it was significantly modified and upgraded. It left the importer without indentsto the hoist levers being removed, which allowed the levers to return to creepmode, rather than neutral. Also, no EC Declaration of Conformity was issued.The crane, similar to the Sumitomo crane pictured, was owned and operated byan experienced crane operator with over 40 years experience in the business. As required by the Lifting Operations and Lifting Equipment Regulations 1998, acompetent person carried out a thorough examination and test of the crane andissued a certificate. However, no check was made to ensure the crane had an ECDeclaration of Conformity.After import and modification the crane was used on a number of sites. On the day of the incident a qualified driver drove the crane that had six monthsexperience operating a variety of hydraulic cranes.Following the incident, the HSE began a thorough investigation and breaches oflaw were identified. HSE inspectors took careful account of all circumstancesrelating to the incident, and decided, in line with the Code for Crown Prosecutorsand the Health and Safety Commission’s Enforcement policy Statement, that prosecution action was not in the public interest. The investigation, however,exposed a number of specific failings, which the industry should take note of.These include;
• The supplier failed to ensure that a technical file was prepared and did notremove the indents to the hoist levers. An EC Declaration of Conformity was not issued on the crane leaving his yard.
• The crane operator should have asked for the indents to be removed and insisted on the issue of an EC Declaration of Conformity.
• The crane operator should have ensured the driver had a specific handoverbriefing on the way this particular crane worked.
• The competent person who carried out a thorough examination and test failedto check that the crane had an EC Declaration of Conformity.
• Several principle contractors checked documentation for this crane,but none asked whether it carried a valid CE marking.
• The individual sub-contractor hiring the crane should have checked the level ofexperience the crane driver had on this type of crane.
• The driver of the crane should not have left the cab of his machine withoutgoing through the necessary checks to ensure it was safe to do so.
This case illustrates the severe financial loss and business interruption that can result from operating machinery that does not comply with the Supply of Machinery (Safety) Regulations 1992.Importers of machinery from outside the EU, which is not CE marked and doesnot conform to the standards laid down by these Regulations must ensure that it complies before being sold, or risk investigation and prosecution under these Regulations. The industry must take this as a timely reminder that HSE will use full range of its power if there are further incidents of this type in future.
A Grey day inSouthend-on-Sea
AGD supplied Amec with this modified 80-tonne capacity IHI DCH800 toaccommodate Amec's Soilmec RT3/ST crane attached rotary bored pilingrig and a Casagrande casing oscillator for pile installation work for abridge on the new A1/M1 link contract in Wetherby. A 35-tonne IHICCH350 was also supplied for service duties. Earlier in the year Amec appointed AGD as its preferred supplier for allits crawler crane hire requirements throughout the British Isles. Thethree-year agreement covers cranes from 3 to 1000 tonnes. The largercranes will be handled via a strategic alliance formed with Sarens UK.
Economic choice
According to Remo Arcangeli, senior sales manager of ManitowocCrane Group, big crawler cranesshould be the preferred choice overmobile cranes for economical reasons.
“If only small capacities arerequired, then the advantage lieswith mobile cranes,” says MrArcangeli. “But, today’s crawlercranes have become increasinglyeasier to transport and set up.”Manitowoc’s 250-tonne Model15000 complete with a 60-metreboom can be set up in less than three hours, according to Mr Arcangeli.
Taking this lift height and a capacity into account when considering an equivalent mobilecrane, you are looking at least a400-tonne capacity unit, so evenon certain short-term operations,the crawler crane offers an economical alternative.
For Glen Tellock, president ofManitowoc Crane Group, thecapacity of the crane is not necessarily the issue here, rather,what the crane has to offer as atotal lifting solution.
“Europe, particularly in the centraland northern parts, is a very toughmarket, but where Manitowocstands up is by being able to offera more customised, tailor-madecrane package depending on thetype of user and the work that thecrane will be required to do,” he says.
“Applications change, so it isimportant that the Manitowocproduct, through technology andoptional features, provides the flexibility to change with them. I donot believe that one size fits all.”
Earlier in the year, Manitowocdeveloped a new luffing jib for its136 tonne Model 555, and also an additional fixed jib, which significantly extended the maximum lift height and liftingradius of the 555 to 118.8 metresand 74.6 metres respectively.
“The European crawler market isnot a big one, but European customers are a little more globalthan in some other markets, so it is important for us to have apresence here. Traditionally, wehave a very solid product withlower overall ownership and maintenance costs and a re-salevalue that holds very well.”
Market decline
Since 1999, the European crawlermarket has declined by up to 70percent, but according to MrTellock, the market for crawlersunder 150-tonnes capacity duringthe next 18 to 24 months will bethe one to watch out for.
“For larger crawlers” says MrTellock, “mature markets tend notto improve so much, so it will be to the opportunistic markets, suchas infrastructure development within the new EU countries thatcrawler producers will be lookingto in the future.”

First Model 18000arrives in Asia
The first Manitowoc Model 18000 crawler crane to enter into Asia hasbeen put to work on the construction of a power plant in Kwangyang, SouthKorea, by the unit’s owner Chunjo Construction Co for main contractor Dae Lim.The 750-tonne unit is being used to lift numerous structural elements ofthe plant, which, on completion, will provide power to the Kwangyangworks, the largest steel mill in the world, operated by Posco.
The unit has already completed the biggest lift of the project, which involved thehoisting of two 240-tonne generators at a radius of 15.7 metres. Other lifts haveso far included two 171-tonne gas turbines and the crane will also be required tolift several heat exchanger coils, the largest of which will weigh 197 tonnes. TheModel 18000 has been rigged with 61 metres of main boom and a 27.4-metreluffing jib, a configuration that will remain for the crane’s year-long stay on site.
“We’ve also used the crane for a variety of smaller lifting tasks, so it’s reallyprovided us with a single solution for lifting duties on a large part of the project,”says Chang Hwan Jang, president of Chunjo Construction. “Its ability to coversuch a wide range of lifting duties combined with its ease of transportation andrelatively compact dimensions make it an ideal choice for work on industrialsites such as this one.”
Bernard Construction Companyin the US has taken delivery ofthe first Favco 60T crawler cranefor work on what is currently thelargest active dam constructionproject in the US, the SaludaDam near Columbia, SouthCarolina. The new 60-USton (54-tonne) capacity Favcocrawler is based on CaterpillarModel 325 excavator powermodule, on top of which sits a105 foot (32 metre), four-sectiontelescopic boom.

Application of the rope excavator is also automated through pre-programmed operating processes,the initiation of which is the onlyhuman intervention required. For theremoval of material from the shaft ofthe water tunnel the unit has beenfitted with a bucket, developed byGerman company Bilfinger andBerger, at the end of the hoist ropethat automatically closes when therope is raised and opens when therope is lowered.
As the lifting cycle occurs two tothree times an hour the unit’s dieselengine is automatically switched offduring idle times. During the load-ing/unloading cycles, the craneadheres to pre-determined positions

The unit is also fitted with two, 25-tonne winches and a 400 kilowatt diesel engine to handle the 15-metre cubed water bucketsweighing 34 tonnes when filled.

Tower cranes dominate the Bologna skyline.
No matter what show you go to,you will be hard pressed to see amore diverse selection of mobilecranes, tower cranes, truck loadercranes, mini cranes and accessequipment. And to see the selection properly, visitors need to spend at least two or three full days roaming the aisles.
The mood in Bologna this year was relatively upbeat with mostcompanies reporting an improvementin trading conditions and increasingprofits. Lead times with the majorityof producers also continue to grow to the extent that most companies that we spoke to now have plans to increase
production capacity in preparationfor 2005.
IPAF held a number of meetings at the show, including an Italianindustry seminar to discuss a number of industry topics andissues. The meeting was, in onecompany’s words, “very spikey”. At present, local authority-employed inspectors in Italy arechecking units under the annualinspection. This has lead, in somecases, to equipment without overload devices not only beingtaken out of service, but its owners being fined for not meetingthe machinery directive, even if the machine has a valid CE mark

and EU certificate of conformity.In such a situation, not only doesthe company face a hefty fine, but it is also faced with the factthat it is a criminal offence. A slow and tedious appeal process exasperates the problem, leavingrental companies feeling frustratedand powerless.
Boom arrangements
So which products jumped out andgrabbed the attention of C&A atSAIE? First of all, in terms of market segments, the number ofItalian companies offering track-mounted mini booms hasexploded. We counted nine companies in total, five of themnew. This hot new sector has units
with working heights of up to 18metres. And with the temporary workat height directive coming into lawsoon in the UK, these little platformswill be ideally suited to trades thatwork on single family homes.
SAIE showcase
The SAIE 2004 exhibition inBologna, Italy, presented an even
more mind-boggling selection oflifting equipment than usual,
thanks to the return of the towercrane fraternity to this year’s
show. C&A reports.
In this sector, the new Octopussy1765 from Oil and Steel looked tobe very well designed and usedevery inch of the compact stowed
envelope. The Italmec Icaro 16 also looked good, if not quite aspolished. The company said that ithas been designed as a heavy-dutyunit with a more substantial structure than usual to allow it tocope with tough outdoor applicationssuch as forestry work.
From Iteco came a new 9.3-metreworking height micro scissor liftwith overall dimensions of just 1.6 x 0.8 metres and direct electricdrive, the first company to followJLG's lead in this area.Potain’s new tower cab as fitted to the new MDT 98 unit.
Merlo’s new tunneller project is a special extension that grips the tunnel-liningframe, while a boom platform places the operator right next to the job.

JLG introduced two new telehandlers for the agricultural sector.
Telehandler producer Merlo presented several innovations, the most radical being a tunnellingproject machine that combines aboom lift with a Roto telehandlerfor installing reinforcement barsand other work during tunnel construction and refurbishment.JLG had a busy stand and showedits latest telehandlers, including twounits aimed at the agricultural market.
Several new products were alsopresented by the mast climber sector,including a neat mast sectioninstallation device from Rovers thattakes the strain out of lifting a mastsection into place, literally makingit a one-man job. A compact unitfrom Camac designed for residentiallift shaft work, and which fits intoshafts as small as 1.5 x 1.5 metres,should also delight customers incertain markets.
Camac’s 90-degree pinion drivearrangement makes this lift compact enough for a 1.5- x 1.5- metre lift shaft.
The Potain MDT98 topless towercranes also looked the part with itsnew cab, slick overall design andstrong performance, while in themobile crane sector, the effort byLocatelli to give its, 20-tonne capacityATC 20 city crane the same versatilityas a telehandler looked handy with a 26-metre main boom tip height, six metre overall length, and 68kilometres per hour road speed.
With such a diverse show tocover, we have barely scratchedthe surface here and the wholeissue would be needed to do it any

Boom lifts used in indoor or industrialenvironments tend these days to bearticulated and electric, but this hasn’t always been the case. In the80s and early 90s there was a number of zero-tailswing, straighttelescopics with electric andpropane power packs. Today, though,this product sector has completelydisappeared, having been replacedby the articulated boom with itslighter weight, its up-and-over capability, narrow aisle dimensionsand traditional zero-tailswing (at least in the working position).
In terms of work height, overalldimensions, boom geometry, workingenvelope and weight, the varietyfrom today’s producers is seeminglyendless. The smallest units includethe mast booms, which were coveredin depth in the February/March2004 issue of C&A. The majority ofthese units offer zero tailswing, an
overall width of one metre or underand around three metres of outreach.These units have not been coveredagain here, but there are, however,two units that go beyond the normal mast boom category thanksto a telescopic top boom.
For anyone looking to buy or rent a boom lift for use indoors or in confined areas, choosing the right unit from the wide variety of modelsavailable today is never going to be easy. In its electric and industrial boom feature, C&A hopes to lend a helping hand.

Top end mast booms
The first of these units is theToucan 1210 now owned by JLGand delivered in its orange andcream livery with JLG logos butstill retaining the famous Toucanname. The second is a relativelynew product from the long-timeniche producer from Germany,Lehmann. This company, led byfounder Rainer Lehmann, has introduced a new version of itsoriginal ‘Emu’ mast boom. The unit was on display at the recentPlatformers’ Days event in Germany,where Lehmann expressed to C&Aa keen interest in importing thenew product into the UK andIreland. The company is presentlylooking for agents or dealers. Theseextended mast booms offer up to5.2 metres of outreach along with constant zero tailswing and pureparallel lift geometry.
Mini booms
A step on from the mast boom is what some call the mini boom. This sector was originated by theUK’s own Nifty Lift, which
introduced units with platform heightsin the 8- to 12-metre range, overallwidths of 1.5 metres, and, mostimportantly, a GVW between 2.9 and3.5 tonnes. UpRight joined Nifty inthis sector some years ago with a13.5-metre working height directelectric drive machine now knownas the AB38. With a slightly higherreach, it is also slightly heavier.Both companies also offer a wide,light, unit with a width of 1.7-metres for applications thatrequire a GVW of under three tonnes.The big three producers, JLG, Genieand Haulotte have looked hard atthis sector, but have so far decidedto leave it alone. Nifty and UpRighthave this sector almost to themselves.
These units are simple, inexpensiveand are becoming increasingly popular. They are very easy to

two-stage riser, a two-stage telescopic boom plus a 140-degreearc jib, plus rotators on both the platform and the jib. Platform heightsrange from 8 to 11 metres. The netresult resembles a multi-jointed robot
arm with an end-mounted platform. They are ideal for reaching awkwardplaces and covering wide areas from a restricted space.
The downside to this boom category,though, is a high ‘kerb weight’, whichis often five to six tonnes – equallingthat of a normal 15-metre (45-foot) unit.The narrow aisle boom is also amuch more complex unit to operate.To use a unit efficiently, an operatorwill need a lot more familiarisationthan is required with the lighter,simpler booms mentioned above. Theydo, though, represent exceptionalvalue as the production costs forthese little units must be close tothat of the 15-metre (45-foot) sectorand yet they sell for a fair bit less.
When specifying these compactbooms, C&A recommends that the
full specification is purchased, including non-marking tyres and jibrotator if available. This option allowsthe jib to rotate by up to 90 degreesfrom the boom’s centre line for precisepositioning - handy for difficult to

transport, just about fitting onto a7.5-tonne truck. The only downsidefor some indoor applications is that,with a relatively long single riser (first boom), mini booms have considerable tailswing in the stowedposition and require around three tofour metres of height to reduce thetailswing to zero. Their reducedweight, cost and sheer reliability,however, make them a practical andpopular choice for indoor work.
Narrow aisleThe next step up, at least in terms ofprice and complexity, are the narrowaisle booms. They have overallwidths as low as 1.2 metres and zero tailswing in all configurationsthanks to a two-stage parallelogramriser. These machines offer a widerand more intricate working envelope.When fully equipped, they offer a

Tides-a-turning
So far we have covered electricbooms with platform heights of up to around 11 metres (13 metresworking height). The next step up is tothe 15-metre (45-foot) core class,once the largest boom lift category byfar in the UK and the rest of Europe.

Most 15-metre (45-foot) articulatingbooms now sold are equipped withdiesel engines and 4 x 4 rough terraincapability. In the early days, thedimensional, and cost, variationbetween the 10-metre (32.8-foot) and15-metre (45-foot) electric booms werenot that significant. Many companies,rental companies in particular, chooseto ‘trade-up’ to the larger units andsimply discount them for work at lowerheights, if and when obliged. point to look out for is the size of theturning circle. The variation in thisparticular sector is surprisingly wide.Some units offer tight, cramp angleturning, while others look to achievethis with four-wheel steering.
Feel the width
The width of the units in this classshould also be considered.Surprisingly, there has not been agreat deal of competitive pressure to reduce the width in this heightcategory. Some manufacturers
though have introduced 1.5-metrewide models, but they have notexactly taken the market by storm. It seems that most users can manage with the wider offerings.
Near the top end of the scale is the18.3-metre (60-foot) JLG AJ 600series - an electric hybrid unitequipped with an on-board engineand generator, which tops up the batteries when they fall below a certain level. The unit has also beendesigned with weight in mind

Not only is this unit big, but it also boasts optional four-wheel-drive - a rarity on electric booms. With a GVW of 19.2 tonnes, however, perhaps it needs it.
Drive systems
We do not talk a great deal aboutdrive systems in our productreviews, but the electric boom sector has been transformed in this area over the past ten years with the adoption of direct electricdrive. The system uses electricmotors to turn the wheels in place of the old hydraulic motors. Theresult is a massive improvement inthe machine’s drive efficiency and autonomy. Units are now ableto travel several kilometresbetween recharges, compared with less than one kilometre with a traditional hydraulic drive unit.
The direct drive systems also offermuch better gradeability with quieter and smoother operation,and significantly improved braking performance. On the smallest, lightest machines the difference issignificant - a little less so on thelarger and heavier units. Most manufacturers now fit direct electric drive on their battery-powered units, but by no means all of them.
3-D jibs
As we have already mentioned,many electric booms now also offerarticulating jibs that can rotate fromside to side of the boom centre linein order to provide even more reachversatility. Producers have rapidlyadopted this option in the last twoyears with JLG offering it on mostof its units including the AJ 600.Genie also offers this option on itsnarrow aisle industrial type units,as does Manitou. The jibs generallyrotate 90 degrees each side of theboom’s centre line via a helix-typeplatform rotator being fitted at thepoint where the jib connects to the
boom. This option certainly offersextra potential in narrow aisles, but some big users feel that it justadds to a machine’s complexity,while reducing platform rigidity.”Just one more thing to go wrong,”said one fleet owner!
Power sources
As this article covers ‘electric’booms, you would expect the power source to be battery/electric,naturally! But there are some variations on the theme. If you areusing a machine both indoors andoutdoors, or, if you do not wish todepend on the location’s mainspower supply for recharging, manyproducers offer Bi-Energy optionson their units. The method ofachieving this varies, but increasingly an engine with a DCgenerator is the norm. This allowsthe operator to start the engine,which then puts power straightinto the batteries and provides DC power for machine operation.Using the engine when outsideconserves battery power, but a unitcan also completely recharge itsbattery pack in four to five hours if left with the engine running.
Other producers use two independent systems, one beingthe traditional hydraulic, the otherelectric. This concept, while providing a dual system in caseone fails, does not fit in with theattractive direct electric drive technology. If selecting a unit withthe former, you may need to checkthat the machine has the same battery pack as the manufacturers’pure electric drive model. In theearly days of this development,some producers removed one ofthe battery packs to make spacefor the diesel engine.
Finally, a number of specialisedcompanies will also equip largerboom lifts, including straight telescopics, with a built-in 240-volt,or three-phase mains-poweredelectric motor, so that these largemachines can be used quietly and cleanly indoors. The downsideof course is that the machine has a large trailing lead, but formany applications this is not amajor problem.

Holland Lift rightly claims to be the“original” heavy-duty scissor liftproducer. Martin Haak and Gerrit deGier founded the company in 1984in response to requests from Dutchcustomers for more reliable, morerigid scissor lifts with greaterlongevity than were available at the time.
The new company quickly acquireda strong following for its productsin The Netherlands and Germanywhere, in order to get a machineconsidered to be of maximum quality, customers were happy topay prices that were often doublethat of the US imports.
Holland Lift never expanded out ofThe Benelux and Germany due tothe firm’s inability to keep up with
demand in what it considered to beits “home markets”. Disasterstruck, though, in the early 1990swhen it was discovered that thecompany’s scissor arm pivot pinshad been supplied for many yearsbelow specification, causing excessive and premature wear. The potential cost of replacing thepins and bushes put the companyinto administration, only to be rescued in 1993 by MBB, at thetime a division of Daimler Benz.
Second bite
Having effectively established anew company, the new owners didnot handle the retrofit programmeas many customers had hoped. Italso became clear that the newparent was experiencing difficulties

of its own, which put Holland Liftback on the block. Terex thenacquired the company in 1998. For many, this was akin to Skodabuying Rolls Royce. At the time,the Terex Filosophy was very much,“make it simple, no frills, pile ithigh and sell it cheap”. Terex couldnot have bought a company with amore different philosophy if it hadtried. Needless to say the marriagewas not a happy one and the highvolume efforts of Terex did not workwell for the Holland Lift brand.
The final chapter of the story so far was the surprise purchase inJanuary 2002 by StonehamEquipment, owned by entrepreneurRoger Tracy. Having acquired the business, Mr Tracy placed theresponsibility for turning HollandLift around with a managementteam headed by Pieter Boogert andMenno Koel. Their strategy was togo back to Holland Lift’s roots ofbuilding high quality specialist scissorlifts with a long life expectancy.
The Dutch are coming
Earlier this year, Vertikal.Net was the first to report that Russon Access had been
appointed UK and Ireland distributor for The Netherlands-based heavy-duty scissor
lift producer, Holland Lift. With the first unitsnow arriving in the UK, Cranes & Access
visited Holland Lift’s HQ and manufacturingfacility at Hoorn, The Netherlands.

The strategy also included extendingthe company’s market coverage,initially within Europe, but ultimatelyover a wider area. The closure byGrove of the Liftlux plant and theearlier demise of German StandardLift provided an unexpected bonus,leaving Holland Lift almost alone as a builder of ultra heavy-dutyscissor lifts.

High-end units such as theHolland Lift product have in thepast failed to grab the attention of the shorter-term investmentmentality of UK market, butincreasing orders placed with its new UK dealer Russon Access points towards a changing climate.
Everything is calmer with noproduction line, as such. Most ofthe larger orders are customised to accommodate the various rentalcompanies’ most detailed wishes.Most machines are also pre-paintedin customer colours. During C&A’visit, units were being built ineverything from black, to creamand orange - where have we seenthat combination before?

many with dual grease fittings. The
pins sit inside bushings that have
tiny lubrication indentations, and as
if that isn’t enough, the substantial
bushes sit inside massive collars,
which fit into the scissor arms.
One thing is for certain. If a
problem did arise, it would not
affect the machine’s structure
and replacing the component
would be easy.
Further attention to detail includes
built-in drip trays under wheel
motors, sparing the floor in case of
a leak, steel spirals on hoses that
move, such as those feeding the
wheel motors, and high-quality
electrical components.
Holland lift certainly builds products
to last. And to help it offers a full
rebuild service. During our visit a
number of 14 year-old units were
on the receiving end of a full
strip-down rebuild. Given the
massive structures of the machines,
it is easy to see how by replacing
some of the running gear and
repainting, a unit would be given
a lengthy, new lease of life.
Products of this calibre have not in the past appealed to the UK’sshorter-term investment mentality.However, within a short space of
time Russon Access has built up asubstantial order book with HollandLift. So the future looks bright, butit is not orange!

The Health and Safety Executive(HSE) met the incredulous mumblings of 150 disgruntled UK craneindustry members at theConstruction Plant-hireAssociation’s (CPA) craneinterest group annual meetinglast month when it attemptedto clarify UK crane hire rulesto CPA members. C&A waspresent for an afternoon ofheated debate.
Following a brief introduction by Martin Ainscough,joint-owner of Ainscough Crane Hire and chairman ofthe CPA crane interest group, Mike Sarson, one of three members of the HSE teamscheduled to audit UK crane hire companies in the coming weeks, took the stand.
At the top of the agenda were the actions to betaken on the acceptance of straight crane hire jobs,rather than contract lifts, and to clarify both the legalposition and that of the HSE.
Temperatures first began to rise when Mr Sarsonbegan to explain the HSE’s standpoint of leaving thedecision to the crane hirer’s common sense.It was clear that most crane hirers were expectingthe HSE to lay down simple, strict requirements,rather than placing the decision on the shoulders of the crane hirers.
Initially, Mr Sarson was keen to point out that a significant number of crane hirecompanies are clearly getting to grips with theagreed CPA rules on crane hire versus contract lifts,and that there has been a significant improvement inrecent years.
The subject then turned to straight crane hire and howhirers are supposed to assess a potential customer’sability to manage a lift. “Hirers should carry out a“realistic” assessment of the customer’s ability toprovide a “competent” person to supervise the job,” said Mr Sarson. “Hire deskstaff should be more sceptical. Is the company requesting the crane well-known?Is it a company that is likely to be a regular crane user and therefore know what isinvolved?” In essence, Mr Sarson expected hirers to be tough on callers who werecompletely unknown, or who were unlikely to be regular crane users.
He also said that if a dangerous situation exists when the crane arrives on site,such as close overhead cables, the driver should take immediate action.”He should stand up and report to the office,” he said. If, on the other hand, anoperator completes a straightforward lift but reports the chaotic organisation when he returns, this should also be recorded and a tougher line taken if, or when,the customer returns for a subsequent lift.
“In essence,” said Mr Sarson, “the HSE’s view is thathiring one time in good faith is acceptable, but if thecustomer returns, we expect a firmer line to be taken.”
The HSE’s position was then met with a barrage ofquestions and comments. One key point that arosefrom this session was that crane companies shouldensure in writing that operators know precisely when,and under what circumstances, they must report backto the office, rather than continue with a lift when theyhave doubts over the planning. Mr Sarson confirmedthat this would reduce crane hire companies liabilityin such circumstances.
When asked if the HSE should simply insist that crane hire companies be obligedto demand a written risk assessment and details of competent person,he replied that the HSE did not consider it practical to demand that everything be
put in writing. “Better a well-planned andsupervised lift, the details of which have beengiven verbally to the operator, than a poor writtenone,” he said. “With many of these questionsthere is no right answer,” said Mr Sarson.“The HSE is looking to see if hirers are fulfillingthe letter and the spirit of the law. Our suspicionis that some CPA members are not meeting theminimum standards. At this stage it is the minimumstandards that the HSE is looking to achieve.”
What was clear by the close of the meeting wasthat the UK’s crane hire companies were looking for the HSE to effectively policetheir industry by being highly prescriptive with the rules governing crane hire.The HSE on the other hand are restricted in this regard and are more concernedthat the “best practice measures” are adopted by all hirers. The HSE does seemto be trying to ensure that any demands they make are practical and not overly bureaucratic.
The highly competitive nature of the UK crane hireindustry though and, in some cases, lack of discipline,causes anger and frustration when those companies thatgenuinely aim for improved safety and strict adherence tobest practices, lose business to less diligent cranehirers. The problem would appear though to lie lesswith the HSE and more with the industry itself.
The HSE could, however, be clearer when reportingaccidents and aim to prevent legal action, or at least work with the judiciarywhen a crane hire company has clearly followed best practice guidelines.This might help ensure that good companies are protected, while bad ones are not.
Other subjects discussed at this year’s meeting included an update on the newSTGO rules for cranes, the escorting of abnormal loads in the UK, the nationalCPCS standard for appointed persons, the new insurance rules that come intoforce for 2005 and the Construction Industry Training Borad’s (CITB) new craneengineering apprentice scheme. Further probing revealed that thiswas one of those UK crane industry “its illegal” myths thatseem to emerge from time to time,such as that which existed untilrecently with regards the use oftag-axles on cranes.
The results of the survey requiredfurther investigation, so C&Aapproached the UK’s Health andSafety Executive (HSE) and variousmanufacturers and safety officersto get their take on this cloudy subject. While not entirely clearcut, the general consensus seemingly confirmed that two-linelifting was not an illegal practise in the UK, and that in some cases,the HSE actually condoned it.
“It is definitely not illegal,” said one HSE spokesperson, “and thereis no law in the statute book that prevents users from using two lines for a single load lift. The HSE’s approach is that prior to the lift, a risk assessment should be carried out, and that itmay well be that using one cranewith two hoists to lift and level a load is much safer than usingtwo cranes.”
The engineers at the manufacturerswe spoke with said that they knewof no legislation that prohibitedtwo-line lifting, but that any restriction would centre on the load moment indicator read out.
Most cranes in the UK that are fitted with two winches will onlyprovide a load moment indicationfor one line at a time. It seems that if there is any restriction ontwo-line lifting, then this is it.Saying this, most experts agreedthat as long as the load was wellwithin the crane’s lifting capacityand the capabilities of each hoist,then a simple risk assessmentwould clear the crane for the job.And alternate monitoring of eachline during the lift would provide asafe and practical method.

Two-line lifting - is it legal?Ask a group of UK crane hirers if they ever perform two-line lifts and some will say “never”, some will say “occasionally”and some will say “if it’s the best way and the driver is up to it”. In a recent‘unscientific’C&A poll, however, themost commonresponse was“no, it’s illegalin the UK!”
But is it?

So, for which jobs are two-line lifting practises mostly used? Well, the balancing or turning of a bulky or awkward load was themost commonly cited application.It seems that for many applications, the main hoist is used to take most of the weight of a load, while the second line isused to balance or, in some cases,rotate the load.
One engineer, while endorsing thattwo-line lifting has its practicalapplications, was careful to statethat much depends on how thesecond line is used. For instance,during lifts where the line is usedwell off the vertical in order to pullor manipulate a load, unusual stressfactors may be exerted in directionsthat the crane’s structure is simplynot designed for. Load lines shouldnever be used off of the vertical.So here, as in most aspects of two-line lifting, common sense and good practice must be applied.

Heavy dieselnew rules for moving diesel
by roadBy June 2005, all aspects of the newrules governing the movement of dieselon UK roads will be in force and theimplications for hire companies that provide on-site refuelling for cranes,access platforms or telehandlers couldbe significant.
C&A reports.For tanks, tankers,bowsers, and the like, the new rules developedwith input from the FreightTransport Associaiton (FTA),the Civil EngineeringContractors Association(CECA) and theConstruction Plant-hireAssociation (CPA) are relatively painless, aslong as the quantitiesdo not exceed 3,000litres. The most important concessionthat the CPA has managed to negotiate, however, is amore practical transition period for the phasing out of old-style tanks and bowsers.These can now be used until 2019,as long as they are in sound condition and do not leak.
For portable tanks and tankersunder 1,000 litres capacity, theonly special requirement is that a‘dangerous goods’ sticker isapplied, a fire extinguisher is provided in the cab and that thedriver is adequately briefed prior to transporting such material.
On the other hand, for capacitiesover 1,000 litres, the legislation
states that a ‘dangerous goods’adviser must be appointed - mostlikely a member of staff that hasattended a course. All drivers musthave received awareness trainingand in addition to the small cab fireextinguisher, a larger one must beprovided on the tank. And, by June2005, if the vehicle is over 3.5tonnes, a ‘dangerous goods’ certificate will be required.

At the Crane Safety Conferencein London last June, MartinAinscough aired his company’s“dirty linen” in public, openlydiscussing the number of accidentsthat the company generates ina year and giving a personal,blow-by-blow account of a fatalaccident that took the life ofone of his operators.
Having personally experienced asimilar situation, I can tell youcategorically that an experiencesuch as this convinces you faster,and more deeply than anythingelse that safety must come first.Emotions range from concern, tofear, to anger, as you typicallydiscover how the accident couldhave been so easily avoided.
With this in mind, you might besurprised to learn that I do notwelcome every safety directive,proposal or ruling with open arms.Far from it. I am firmly of theopinion that too many “safetyprofessionals” spend too muchtime thinking up new rules thathave no practical basis - the netresult risks not only bring health
and safety rules into disrepute,but also result in the restrainingof safe practices.
For example, in the UK and Ireland,and indeed the rest of Europe, thewearing of safety harnesses andlanyards when in boom lifts, arequirement in the US, is not onlyvoluntary, but the recommendationsare so mixed that each site has itsown rules, which often bear littleconnection to reality.
Worth the risk?
In the UK, the Health & SafetyExecutive (HSE) has a clearresponse. As with many issues, theHSE resorts to the risk assessmentrequirement, saying that you mustconduct a risk assessment beforeusing a machine, and if thisindicates that a safety harness isrequired, then you must wear one.If the assessment indicates thatthere is no, or little, risk, then youdo not. In some ways this “adult”way of working, i.e. leaving it tothe users to work it out forthemselves is admirable.The trouble is though that everyonewill assess the risks differently.
Some users may not even bother,while some safety officers may gocompletely over the top to coverall eventualities.
This particular situation is onewhere the authorities can, andshould, make it clear by layingdown a simple, practical ruling justas was the case with motor cyclecrash helmets and car safety belts,the mandatory requirement ofwhich by the way I was opposedto at the time.
The fact is that when working in aboom lift, particularly if travelling atheight in a self-propelled unit, adepression or kerb can turn theboom into a catapult, flicking theoperators out of the cage.The machine itself usually remainsupright, thanks to the generous,built-in safety margins. I know of anumber of fatal incidents in the UKand Ireland where precisely thishas happened.
A stark reminder
A few weeks ago, two men losttheir lives in The Netherlands whena 24-metre trailer-mounted platformdescended rapidly due to anunknown failure within the liftcylinder. The boom base came to arapid rest on a building, causing thelong boom to whiplash.Two cleaners were thrown out ofthe cage to their deaths. Even asimple belt and lanyard mighthave saved their lives.
So why then, when theregulation-adverse USmoved to make belts andharnesses compulsory manyyears ago, were no suchmeasures adopted in the UK?
I blame the safety professionals. When thissubject surfaced a fewyears ago there was amove to make full-body harnesses mandatory on allpowered access platforms.A total nonsense! If you dothat then people working ona scaffold or sitting on aroof garden, or even climbing the stairs at home,would be required to wearone. In large platforms,such as big scissor lifts or

The focus was also on fall-arrestrather than restraint. This requiredlanyard anchor points to be testedby means of a two-metre drop testwith 140 kilograms weight. Notonly would few cages withstandsuch shock loading, but also manymachines, such as small trailerlifts, would be pulled over on topof the falling man.
As a result the industry sensiblyrebelled and the proposal wasdropped. If common sense hadbeen applied and a rule adoptedthat required a belt or harness witha 1- to 1.5-metre restraint lanyardanchored to the platform floor onall boom lifts, several lives wouldhave been saved by now

With the number of lorry loadercranes operating in the UKincreasing every year, the needfor properly tested and inspectedequipment has never beengreater - not only for the safetyof crane operators and site workers, but also for the wellbeing of the nation’s road users.
A crane that has not been properlymaintained poses a risk not only inits place of operation, but alsowhen travelling between jobs. But a great deal of confusion existsover the requirements for the testing of loader cranes. The Construction and Use (Lifting)Regulations 1961 covered this, but these were repealed in 1998with the advent of the LiftingOperations and Lifting EquipmentRegulations (LOLER).
LOLER introduced the requirement foran annual ‘Thorough Examinationand Inspection’. This made it theresponsibility of a ‘CompetentPerson’ to determine if, and when,an overload test should be carriedout on the grounds that “the designof certain lifting equipment is suchthat damage may be caused byconventional overload tests”.Loader cranes do not fall into such a category.
But who is a ‘Competent Person’?A ‘Competent Person’ is defined inthe Approved Code of Practice forLOLER as having “such appropriatepractical and theoretical knowledgeand experience of the lifting equipment to be thoroughly examined as will enable them todetect defects or weaknesses andto assess their importance in relation to the safety and continueduse of the lifting equipment”.
“One of the major problems facingthe lorry loader industry today isthat the people carrying out annualinspections are not always ‘competent’, having limited knowledge and experience of theequipment, and sometimes noteven being aware of the relevantstandards,” says Paul Duke, servicemanager for TH White Ltd, thePalfinger distributor for England and Wales.
So what does British Standard7121, the “Code of Practice for theSafe Use of Cranes”, have to sayon the subject? BS 7121 is a most important source of advice,witnessed by the fact that it isreferred to eight times in the LOLERApproved Code of Practice andGuidance. Every competent loadercrane examiner should be aware ofBS 7121 Part 2: “Inspection,Testing and Examination” and Part4: “Lorry Loaders”, and if they arenot, they are not “competent” asdefined in the Regulations.
It is acknowledged that the BritishStandard 7121 is a recommendation,and not a legal requirement.However, in the event of a prosecution following an accident,the competent person would probably be questioned as towhether the requirements of BS7121 parts 2 and 4 were appliedduring the ‘Thorough Examinationand Inspection’ and, if not, whatalternative standards were applied.The failure of a competent person to satisfy the court that an acceptable alternative standard had been used could result in that person being recordedas “incompetent”.

a 25 per cent overload test to becarried out:
• Before first being taken into use.
• Every four years after first being taken into use.
• Every eight years after first being taken into use. The test should also include a Non Destructive Test.
• After each major repair or component change.
• When a change of chassis takes place.
BS 7121 parts 2 and 4 also recommend that a proof load test,plus 10 per cent, at maximumradius be applied as part of theannual ‘Thorough Examination andInspection’. This is necessary forcalibration checks of the OverloadProtection System and the RatedCapacity Indicator to be verified.
ALLMI totally endorses the recommendations of BS 7121 Parts2 and 4 (ALLMI was party to thepreparation) to be incorporated inthe annual ‘Thorough Examinationand Inspection’ as required by LOLER.

It should be noted that BS 7121Part 4 was published in 1997,shortly before the Road Vehicles (Construction and Use)(Amendment) Regulations 1997(“Bridge Bashing”) came intoforce on 1 October, 1997. As a consequence there is nomention in BS 7121 Part 4 of the requirements to check forconformity with these BridgeBashing Regulations during theannual ‘Thorough Examinationand Inspection’.

Concerns about the correct use ofharnesses on Mobile ElevatingWork Platforms (MEWPS) were animportant and contentious issuetackled by this year’s ProfessionalDevelopment Seminar (PDS) forIPAF’s training instructors. Around140 of them listened in on a rangeof presentations given at the event,including those by George Grundyof harness producer Spanset, andMartin Holder, a senior technicaladvisor with the UK’s Health andSafety Executive (HSE).
Mr Holder covered recent researchon the degradation of safety harnessesand lanyards and explained how tospot telltale signs of damage fromUV light, grit and dirt in time to preventfailure. His update on the developmentsin the new Work at HeightRegulations, set to become law byearly 2005, was also clearly ofgreat interest. All instructorsattending the PDS were also given
the chance to win a pair ofPremiership match tickets as IPAFannounced the launch of a majornew campaign to promote awareness of correct operator training.The campaign offers constructionsite managers and industrial safetyofficers the chance of winningPremier League football match ticketswhen checking that platform operatorshold valid PAL Cards.

Development of EN 1777 has in manyways paralleled EN280. Load sensing hasbeen an issue in EN 1777 and a secondstage, which considers the methodologyof EN954, covering the safety-relatedelements of the control systems, isrecognised as necessary.
