EIMA• 1. The importance of school

materials in Basque • School material is a necessary tool for the education.• Elements that make more difficult the production of

school material in Basque: scarce number of pupils (in comparison with the surrounding languages).

• Intention of the Basque Government: to offer to the pupils and the teachers a variety of school material as wide as have the pupils that study in surrounding languages with larger diffusion such as Spanish and French.

• Creation of EIMA programmes.

• Elaboration of school materials in Basque

EIMA: general aims • To promote the creation of new school materials in

Basque.• To favour the publishing of school materials in Basque.• To reassure, as far as possible, that the sales prises of

such materials are not any more expensive than the ones of the published materials in surrounding languages.

• To look after the adequate linguistic treatment of these materials.

• To promote the quality of this materials in a linguistic basis, or in it’s composition, or in it’s lay out, or in it’s binding, etc.

• To let know the school materials in Basque, when published, in every level related with teaching.

EIMA: a short history

• 1982: Basic law on the normalisation of the use of Euskera.

• 1983: EIMA I, to grant the production of school books published in Basque.

• 1984: EIMA II, to grant the publishing of audiovisual school materials in Basque.

• 1986: EIMA III, to grant the publication of educational software in Basque.

• 1995: EIMA IV, to support the constitution of seminars or working teams to create and elaborate school materials in Basque.

EIMA: a short history

• 1985: Ixaka Lopez-Mendizabal awards, that aim the selection and the awarding of the best printed school material for non-university levels in Basque.

• 1991: Migel Altzo, awards, that aim the selection and the awarding of the best audiovisual school material and educational software in Basque produced and distributed.

• 1998: Decree regulating the approval of school materials in Euskera.

• 2005: EIMA programme’s Cataloguing Centre

Award aiming the rewarding of the best audiovisual school material and educational software for non-university levels in Basque.

Suitability and quality of school materials: approval of the material

Diffusion of school materials: Cataloguing Centre

EIMA I Materials that are eligible for including in the funding applications :• School materials written in Basque • Materials partly printed in Basque and in any other language (metods of

Basque, dictionaries, etc.)• Mainly first prints• Originality degree:

– A creation work (intended to be created in Basque)– An adaptation (from standard Basque to a dialectal variety and vice

versa) – a translation from other languages into Basque

• The subsidies are intended for the costs stemming from the publication of school materials printed in Basque. They are aimed at all those publishing houses and author publishers that, being legally constituted, publish that kind of material.

School materials excluded from funding applications :• Publications whose copyright belongs partly or entirely to public

bodies; to public bodies subject to private law; or to private companies with a majority public participation.

• Publications intended for free distribution

EIMA I

Requirements the materials must meet:

EIMA ICalculation, decision and payment of the subsidies

• Compliance with the requirements set out in the call for funding applications • Needed corrections in the information contained in the application forms are

made• Proceedings to decide on the amount of money each school material is

entitled to take place • Decision proposal to the Deputy Regional Head of Education (To see how

the proposal for the decision indicated is made, see Appendix I) • the Deputy Regional Head of Education announces the final Decision.• All the materials that meet the conditions established in the call for

applications receive a subsidy.• The decision is published in the Official Gazette of the Basque Country and

it also is notified to all the publishing houses and author publishers who applied for a subsidy.

EIMA I

• Budget items and subsidised materials:

• In 2008: 1.260.000 €

• From 2003 to 2007:

– an average of 283 applications were made each year – which 227 materials receive a subsidy

• See Appendix IV with more details

EIMA II

• First call: in 1984

• Aim: to offer funding for the production of audiovisual school material published in Basque at a non-university levels.

EIMA II• Materials that are eligible for including in the funding

applications and the requirements they must meet• Similar requirements, in general, to does required in EIMA I:• Audiovisual school materials for non-university levels published in

Basque• First prints• Originality degree:

– Specifically written in Basque – Dubbed from other languages into Basque

• The copyright of the publications cannot belong to public bodies, and the materials must be put on sale

• The subsidies are aimed at all publishing houses and author publishers

• Suitability requirement • Subsidies are only awarded to those materials that turn out to be

loss-making • he most important difference with respect to EIMA I: the funding is

awarded essentially for the materialisation of projects, although finished products are not excluded.

EIMA II

• Calculation, decision on and payment of the subsidies

• The procedure is very similar to the on of EIMA I• Difference: call for funding applications the grants

awarded are decided by means of a competition.• To see how the proposal for the decision indicated is

made, see Appendix II.• The grants are paid : when the material has been

published and the relevant print run has been carried out.

EIMA II

• Set budget and materials subsidised :

• In 2008: 360.500 €

• From 2003 to 2007:– an average of 75 applications were made per year – 53 materials received a subsidy

• See Appendix IV with more details.

EIMA III

• First call: in 1986

• Aim: to offer funding for the production of educational software published in Basque for non-university levels.

EIMA III

• Budget items and materials subsidised :

• In 2008: 747.500 €

• From 2003 to 2007 :– an average of 98 applications were made per year– 40 materials subsidized each year

EIMA IV

• First call: in 1995

• Aim: to support the setting-up of seminars or work groups aimed at the creation and production of school materials in Basque

EIMA IV

• Materials that can apply for a subsidy and the requirements they must meet

• creation and adaptation of written school texts in Basque • School material published in an independent format, whether that be

in a printed media, or an audiovisual or electronic media (Internet, CD-ROM etc.)

• The grants are awarded essentially for the materialisation of projects, although the finished products are not excluded

• Persons or entities who wish to produce school material• suitability requirement

EIMA IV

• Budget item and materials subsidised :

• In 2008: 412.000 €

• From 2003 to 2007 :– average of 68 applications per year – 63 received a subsidized each year

MIGEL ALTZO AWARD

• Prizes awarded in the present year, 2008, and the amounts of these prizes

• In the video media, to the best video: 6,130 euros.

• In the audio media, to the best audio: 3,786 euros.

• In educational software,

– to the best non-multimedia programme: 3,786 euros

– to the best multimedia programme: 6,130 euros

A commemorative plaque to each one of the participant awarded.• Total sum: 19.832 €

THE MOST PRESSING PROBLEMS

• There is no detailed monitoring of the sales and dissemination of the subsidised school materials in the education centres .

• The Department of Education, Universities and Research has tried to promote original materials in Basque. However,

– the majority of the materials published are translated from other languages.

– the publishing houses based in the Autonomous Community of the Basque Country are relatively or very small, and very few have chosen to create and publish school materials in Basque.

• Very few publishing houses are choosing to produce school materials in non-printed media.
