ICT – The foundation for eGovernanceInformation and Communication Technology (ICT) has a critical role to play in development efforts around the world

• Benefits of applying ICT in fighting poverty and promoting economic growth are now widely understood

• High-tech communication can be used to alleviate such dire challenges as starvation, homelessness, and lack of basic education and health services

• ICT is an essential component of broader efforts to harness the free flow of information to increase voice, accountability, and economic development

• Many countries are preparing and implementing national e-strategies that emphasize the ubiquity of connectivity as well as new applications in areas such as eGovernment and e-business

• The Millennium Development Goals (MDGs), drawn from the United Nations Millennium Declaration and adopted in September 2000, have several specific targets involving ICT as a tool for reducing poverty

Challenges of eGovernance•Limited people’s support since computerization is seen more as a publicity tool, a fad or fashion, rather than for any real purpose.

•Mindset of government employees (fear of losing extra income)

•Infrastructure, power, and communication issues

•Education, illiteracy

•Absence of systematic, appropriate, flexible and stable legal environment to support the implementation of ICT

• Lack of funds from the state government

•Lack of ICT experts, especially in the top-level and middle level

•Negative perception of citizens and business community towards government department

•Long winded bureaucratic processes in launching / replicating major eGovernance projects

Dream to Reality

Need to:

Be realistic in attempts to identify and differentiate among objectives of IT applications

Think big, start small and scale fast

Develop consistent, well-integrated set of projects and applications

Have complete roadmaps from concept to total institutionalization

Realize that pilots are only one step forward in the long cycle of computerization

Be visionary in linking its policies to the ongoing fundamental changes to the structure of department, economy and of society

Have sufficient and sustained budget support from the government

International Conference on eGovernance, 2007

Dream to Reality• eGovernance is not a panacea that eliminates corruption - However well-

designed eGovernance systems can make a difference

• To be effective, eGovernance efforts should be accompanied by radical reforms in executive, judicial and legislative arms

• Is eGovernance really taking off in India?- there are islands of successes across India :

– A strong IT sector in the country

– The recent World Bank announcement to support India's initiative through a massive $500 mn loan, over the next four year period

–The World Bank is in discussions with the Center for providing $ 5500 mnfinancial assistance for a network to inter-link all States and Union Territories under the National eGovernance Action Plan (NEGAP)

• Needs focus in speedy pilots, speedy replication, evolutionary solutions, leveraging of appropriate and indigeneous technologies
