BARELY a week after CouncillorLwanda Madikizela was inau-gurated as a DA councillor for

the Greater Kokstad Municipalityafter DA councillor Leon Kotting re-signedfromthemunicipality, theANChas warned him that if he continuesto participate in driving communitygatherings promoting land-grabs, hewill face the consequences.

This is according to the Kokstadsub-regional secretary MondeNondabula who lambasted Madiki-zela’s collaboration with EFF

members who have been buildingshacks around Kokstad in land-grabactivities without following proce-dures.

This has come about as a result ofthe new informal settlement on theShayamoya mountain, known asMarikana,where a number of peopleare livingwithout electricity,water orsanitation.

Madikizela however, disputes theallegations saying that the ANC isfabricating propaganda intended todent his image since he been at theforefront of past protests that werechallenging the municipality.

“I was there representing mem-bersof the community,who I still rep-resent even now as a councillor,”Madikizela said.

He added the DA will nevercollaborate with the EFF based ontheir four policies driven by funda-mental pillars — delivery, diversity,redressing thesocialneedsof thepastand reconciliation.

“I am not saying we will not sharesimilar views with the EFF in futurein the interest our community, butwecurrentlydonothavearelationshipora similarprinciple to sharewith themfor now.”

Nondabula warned Madikizelathat he is no longer an ordinarymember of the community— he is incouncil and has to learn or getinductions through the office of thecouncil speaker, Zolani Mhlongo.

“If he [Madikizela] continues toadopt Kotting’s mischievous actionsof walking and marching out of thecouncil when we debating sensitivematters, he will also not last long inthis council,” Nondabula said.

Harry Gwala EFF regional com-missar Dumisani Dlamini stressedthat there isno“workingwith theDA”and that Nondabula is shaken by

Madikizela’s presence in council.“Before the existence of our

parties, we had always been friendswithMadikizela andhada lot in com-mon, one ofwhichwas the land issueand the oppression by ANCcouncillors sinceweare thevictimsofpoverty.

“Besidesthat,oppositionpartiesinKokstad have one goal in mind andthat is issues of accountability andgood governance, which the ANC isfailing to address,” Dlamini said.

He said their effort to ensure thatthe municipality is put under admin-istration is likely to be successfull.

‘Hole man’ digs 16 in back yard

THISMandelaMonth started onabizarre,and somewhat incredible note inKokstad on Tuesday.

A man, suspected of being mentally dis-turbed, was taken to hospital for evaluationafterthecommunityfearedhemightharmhim-self and others.

The man, known as Rasta, has dug 16 deepholes so far, in his yard in Shayamoya.

Rasta’s case was reported by ward commit-tee member Teyise Jojo in a meeting of Opera-tionSukumaSakhe,aprogrammethat includesstakeholders, government departments, themunicipality, the SAPS and NGOs that assistpeople in need.

Jojo said they have been veryworried aboutRasta because hehas been showing signs of in-sanity.

“Rasta digs deep holes in his yard, some areabout six or seven metres deep and are filledwithwaterandweareworriedthatchildrenwillfall into one,” he said.

Rasta has toldmany stories ofwhy he is dig-ging holes. When interviewed by the Fever hesaid he started digging the holes in 2008.

“Iusetheholestohidewhenthereisextremeweather like when it is very hot or when it isvery cold. When it rains, the holes fill up withwaterandsometimesIswiminthemandrelax.”

Another story he told a resident is that he’sbuilding a tunnel that will lead to his home in

Brooks Nek. To others he said he wanted tomake sure that people of Shayamoyanever runout of water.

Agogo,wholivesnextdoortohim,saidRastadid not always act strange.

“Rasta started this strange behaviour fouryears ago, but we didn’t think it would becomeserious. Now it is has got out hand because oneof my grandchildren fell into one of the holesandwasonlysavedbyneighbourwhoheardthechild screaming for help,” she said.

Rasta told her that he doesn’t speak towomen because they are witches.

“Rasta saidhewill never talk tomeagainbe-cause I amwitch and I’mworse because I havea cat,” she said.

The Greater Kokstad Municipality commu-nity services manager, the co-ordinator ofSukuma Sakhe in Kokstad, NyanisoMsiya saidafter they heard of Rasta’s case they decided tohelp him by taking him to hospital forevaluation.

“We were touched by Rasta’s case as thereare many people in our communities who arenot well, but there is no one who can assistthem,” he said. Msiya said Rasta also coincideswith their Mandela Month programme ofidentifying and removing mentally ill peoplefrom the streets and communities.

Msiya urged communities to report peoplewhom they suspect are not mentally well.

“It is important to get people evaluated earlybecause some may become violent and harmthemselves, and others.”

GOODSamaritans in the formof theAl-ImdaadFoundation, a disaster relief organisation inEstcourt,wenttotherescueof familieswholosttheir loved ones, belongings and houses in therecent fire disaster in Kokstad.

The foundation, in partnership with theGreater Kokstad Municipality, handed overfoodparcels,blanketsandsponges,donatedbyOhlanga Cash and Carry, at the KokstadCommunity Hall on Wednesday 25 June.

In attendance were GKM speaker ZolaniMhlongo,RidwanAdamjeefromOhlangaCashand Carry, the Greater Kokstad MunicipalitymunicipalmanagerZamoMkhize,SinothandoMtshengu and Nyaniso Msiya municipalitymanager, Cllr Martha Dlakavu, Cllr TshidiMohlakoana and members of the bereaved

families.Speaking on behalf of the municipality

Mhlongo said it is very important for people tohelp each other.

“A helping hand is a blessed hand sowe arevery grateful to Ohlanga and the Al-ImdaadFoundation for extending a helping hand,” hesaid.

Adamjee said it is their duty to help peoplein need. “Even though we are from differentbackgroundsweare all part of the human raceand this is why we are willing to assist.”

He also urged businesses, NGOs, govern-ment and the private sector to assist the desti-tute people.

Oneof thedonationbeneficiaries,NomvuyoBhontshoza, whose house and belongingswereburnt, said even though theyare trying toget togripswiththesituationthedonationswillgo a long in easing their pain.

THE furore over unpaidperformance bonuses at theGreater Kokstad Municipality

still persist to enrage managers andcalls tohelpthetroubledmunicipalitycontinue as it faces financial ruin.There are also calls that it be put un-der partial administration.

These calls come from NGOs,business, The Kokstad Ratepayers’Association and Kokstad ConcernedResidents’ Association, who are call-ing for decisive intervention as it is inthe throes of collapse.

Themunicipality becamea laugh-ing stock when it was reported thatit has been in dire financial straitssince April 2013.

Aspecial councilmeetingresolvedtopayR1.2 milliontolevel twotolevelfour managerswhocontinue topick-et in their lunchtime and have beendoing so for the past fourweeks, overunresolved grievances.

This comes after performancebonuseswere not paid. This has nowopened up a can of worms withfurtherdemands that level two to lev-el four manager be permanentlyemployed.

Management vowed that thestruggle will continue until all theirdemandsaremet, saying theycannotbe silenced with bonuses while thegeneral workers do not have protec-tive clothing.

Themanagers are also calling theMECforCorporativeGovernanceandTraditional Affairs Nomusa DubeNcubetoplacethemunicipalityunderSection 139 meaning that themunicipality must be placed underunder administration.

Toaddfuel to thefire, thepicketershave joined two unions — theIndependent Municipal and AlliedTrade Union and the South African

MunicipalWorkersUnion—andvowto bring the municipality to its kneesand threatened that a full-blownstrike will take place if demands arenot met.

Greater Kokstad MunicipalityMayorNosisaJojozisaidtheydecidedto payperformancebonuses of about

The managers’ representative,Mpho Mhlanti confirmed that themeeting came to a grinding halt as itfailed to resolve some of their griev-ances.

“I can confirm that the meetingwas adjourned after we reached adead end over the resolution of ourgrievances,

Convictedterrorist kept atKokstad prisonTHE High Court in Pretoria dismissed anapplication last Friday to relocate convictedNigerian terrorist Henry Okah from a prisonin Kokstad to one in Pretoria, a spokespersonfrom theDepartment of Correctional Services,Manelisi Wolela, said.

Okah had asked the court to set asideinternal disciplinary committee findings andsanctions that resulted in him being moved tothe Kokstad Super Maximum CorrectionalCentre.

The committee’s decision followed allega-tions that Okah had repeatedly tried to escapefrom custody, said Wolela.

Okah wanted to be transferred to the KgosiMampuru II Correctional Centre in Pretoria.

“The department of correctional services’submission argued against the urgency, thefailure of the applicants to exhaust internalremedies and the absence of a cogent reasonforrequiringthedeclarationofactionstakenbythedepartment invalid,”Wolela said ina state-ment.

Okahwas sentenced to 24 years’ imprison-ment in March last year after being convictedon 13 counts of terrorism, including engagingin terrorist activities, conspiracy to engage interroristactivities,anddelivering,placing,anddetonating an explosive device.

The charges related to two car bombsdetonated in Abuja, Nigeria, on 1 October2010, the anniversary of the country’s inde-pendence. Twelve people were killed and 36were injured.

Another bombing took place inWarri on 15March2010, at apost-amnestydialoguemeet-ing.Onepersonwaskilledand11wereserious-ly injured.

In both bombings, two car bombs went offminutes apart. The cars were parked in closeproximity to each other.

Okah made threats to the South Africangovernment after his arrest here in 2010.

Warning ANC members against“playing dirty political games”,Mkhize said it is not their cultureand tradition to air dirty laundry inpublic through leaking records ofconfidential deliberations, often dis-torted to favour their personal pointof view and bringing the ANC topublic ridicule and scorn simply be-cause theydidnotachieve theirends.

“We must stamp out division. Inmany instances where divisions ap-pear, they arenot due todifference ofopinion on how to implement theFreedomCharter, but on how to sub-vert governance by individuals whoattempttoutilise theirofficial’sstatusfor personal benefit,” said Mkhize.

Mkhize described Nzo as a goodlistener who respects the opinion ofall people, including oppositions, butnever intimidated, as he hadintellectual depth capable of convert-ing opponents to the cause of theirpeople.

“To honour Alfred Nzo today, wemustwork hard to rebuild the found-ing values of the African NationalCongress. We must redouble our ef-

forts to forge unity of all our people,fight against, racism, tribalism, sex-ism. We need to build a truly caringand compassionate society.”

AlfredNzowas the longest servingANC secretary-general during histenure andwas sent to various coun-tries including Egypt, India, Zambia,Norway, Tanzania and also repre-sented theANCat theUnitedNationsassembly.

With Oliver Tambo and others,Nzo acted as the ANC’s backbone,holding down the fort and propagat-ing the party’s struggle while theircomrades were imprisoned onRobben Island and in other prisons.

OncethebanontheANCwas lifted

and Nelson Mandela was releasedfromprison in 1990, Nzo returned toSouth Africa.

Nzo received the Order of Friend-ship Among People, Praesidium ofthe Union of the Soviet Socialist Re-public’s Supreme Soviet in 1985. In2003 he was bestowed with the TheOrder of Luthuli by former presidentThabo Mbeki.

Nzo’s sister Nomazotsho said sheis happy her municipality still re-members him.

However, Alfred Nzo District Mu-nicipality deputy executive MayorSixolile Mehlomakhulu said they putaside JuneasAlfredNzomonthashewasborninthatmonth.Theyalsoputaside money to produce Nzo’s docu-mentary as they have a partnershipwith Ekuruleni Municipality in Gau-teng and Lusaka in Zambia.

Once again the government,Eskom and Matatiele Local Munici-pality is delivering on their promiseof ensuring access to electricity to allcommunities of Matatiele.

This was witnessed when Eskomhanded over a contractor to the com-munity of Ward 16 which is set toelectrify more than 1000 householdsin Moyaneng, Dikhetlane and

Khoarai.Theproject is underwayand is es-

timatedtobecompleted inDecember.Those communities will have accessto electricity for cooking, lights and towatch television. The service will befree.

The community gathered in theMechachaneng community hall towitness the handover of the contrac-tor and site identificationwhich is in-dicative of efforts aimed at ensuring

access to electricity. This milestonecalls for celebration.

Despite these new developments,many destitute communities, espe-cially those living in rural areaswith-out running water, paved roads,streetnamesandclinics,arestill long-ing for lightwhich theyhopewill helpthemdoawaywithcandlesandparaf-finstovesthatoftencausefiresintheirmakeshift houses built out of card-board and wood.

However, the mayor, councillorMomelezi Mbedla assured the com-munities ofMatatiele duringhis Stateof theLocalMunicipalityAddressthatthe total backlog of electricity aroundMatatiele amounts to more thanR1,2 billion.

We are working tirelessly to ad-dressthisbacklogandaswespeakweare in negotiations with the Depart-ment of Energy and Eskom to ensurethat the budget adjustmentwill be ta-bled inSeptemberby theDepartmentof Energy. As Matatiele we requestR74 million for intervention projects.

Thisamount, if approved,will onlybeavailable in January 2015.

The former MEC of Local Govern-ment and Traditional Affairs MliboQoboshiyane has been in negotia-tionswith thenational treasury toad-dress the challenge of AlfredNzoDis-trict’s backlog on electricity and assuch the district will need more thanR3 billion from the national treasury.Iurge thepeopleofMatatiele tobepa-tient with us because these are re-quests so we shall have to wait forfeedbacksoseeifourdemandswillbemet.Wewill informour communities

Kokstad’s money-making machineTHE Greater Kokstad Municipality has turnedinto a money-making machine. Themanagement committee of the institution(Manco) has moved away from their respon-sibility of serving the community whole-heartedly to a case of serving one’sself-interest and interests of a small group.

As public servants every word, action andpolicy must conform to the people’s interestsand if misunderstandings among them oc-cur, they must be dealt with in an appropri-ate manner.

The only way to resolve differencesamong intellectuals (whom we perceivethey are) is by a democratic method of dis-cussion, persuasion and education and notby a method of picketing outside the munici-pality while we are waiting for basic services.

The situation has turned into a tail shak-

ing the dog instead of the other way around.During the past couple of months the

municipality was perceived in the media tobe bankrupt and the very same managersassured us (the community) that everythingis well and in order. Now that the issue is af-fectingthemdirectlytheyresorttolobbyem-ployees and go out to the streets.

As the community we have been patientwhile we experiencing a series of deadlocksin the delivery of essential services and nowmanagers are showing us the way to go forus to be heard.

On the other hand I don’t blame themanagement committee for their actionsbecause the majority of members came toKokstad with the intention of earningsalaries and not to serve and develop ourtown. Our political heads (council) have

failed to employ people who are dedicatedand know the dynamics of the town. As bigas Greater Kokstad is there is no way that wedon’t have people with the capacity to holdkey positions or people who can be groomedinto positions of power.

I am unapologetic about stating that ourcouncil played a key role in undermining thecommunity of Greater Kokstad in terms ofskills development.

As the community we need people whoare willing to fight and defend our townagainst the aggressors. We need public serv-ants who value the people, who know thatwherever there is struggle there is sacrifice.We also need to get rid of poisonous weedswherever they crop up.

I read her statement about themunicipalityrunning smoothly with a great concern. Wehave heard these stories on many occasionsthrough the municipal spokesperson SabeloNcwane denying what is seen by everyone.

Madammayor, I readall theplugcardsyourmanagers wrote and some of them highlightthe concerns that we have been raising for solong.

First of all, you deliberately pushed MrNkosi out of the municipality because youwanted to employa stoogewhowill be control-ledbyyou.Kokstad lost aworkingandcreativemanager who took Kokstad out of thedisclaimer.

The resignation of senior managers tellseveryone that the municipality is indeed incrisis.

The community has been crying about thestate of our roads, but with no action from themunicipality

We have been complaining about corrup-tion in yourmunicipality inwhich you are also

implicated, andnothing is done by themunici-pality.

In the newspaper you talked about belt-tightening strategies while you abuse themunicipal vehicle for personal use, and thisincludes your deputy mayor who gave amunicipal car to his wife.

The picketing by managers and what theyare saying in newspapers does not portray aninstitution that is “running smoothly”.

A seniormanagerwas quoted in the paperstalkingaboutcorruption,butwasnotsuspend-ed like the cashiers.

Somadammayor,whatkindofacityareyoutalking about?

Lookingat therecent incidentsandthepick-eting of your managers, all is not runningsmoothly.Don’t try to saveyourself here—thisis not about you. Think about the people ofKokstad. Lead your council to Cogta andrequest NomusaDube to take over themunici-pality and put it under Section 139.

Municipality, deep in crisisREPORTSof theGreaterKokstadMunicipal-ity sinking deeper into crisis continue tomake headlines in the media.

It seems that when the GKM mayor andpoliticians within the municipality assuredthecommunitythatrecoverystrategieswerebearing fruit, they were just misleading thepublic on what is really happening.

Many reasons have been suggested bythe community on why the municipalityfinds itself in crisis.

Political interference in local admini-

strations, irregular or inappropriate ap-pointments of people in strategic positions,maladministration and weak overallleadership were cited as some of thereasons the municipality is on the verge ofcollapse.

At this point it is apparent these reasonsare not just ploys from opposition parties,the media or so-called enemies of the GKMpolitical and administrative leadership aswassuggested,butnowitappearsas thoughthere is some truth to them.

Clinic staff failing Kokstad residentsONCEagaina ladycollapsedand fell after com-ing from the Kokstad clinic and the nursescouldn’t offer help.

This is not the first incident because on 13June another young lady fell coming out of theclinic.

How can the staff allow a weak person outthe clinic gate? Are the staff aware of whatthey need to do?

Apart from that, the clinic is always full and

if you need medical attention you have tospend the entire day there, which many of uscan’t afford to do.

Eastern Cape, and surrounded bythe Lesotho mountains, and shouldnot be underestimated when itcomes to tourism.

Harry Gwala is on the list of oneof the best tourism destinations inKZN.Despiteitscoldweatherthedis-trict has stolen the hearts of manytourists and celebrities.

This was evident last weekendwhen the municipality and Thuli-bone Travel and Tours organised atourism event to publicise theSisonke name change to HarryGwala.

A group of actors from Isibayaand motorcyclists were part of theevent to promote it as a tourist desti-nation.

The group was led by actressThembi Nyandeni who playsMkabayi in Isibaya and AndileMxhakaza who plays Fezile in thesoapie.

The concept was a brainchild ofThulibone Travel and Tours, whichpitched the proposal to the HarryGwala Development Agency in linewith their objectives of promotingtourism there.

ThecrewvisitedBulwertoflyoverthemountainandenjoyed travellingin a steam train to the rural areas of

Riverside.The three-day event also went to

the Umzimkhulu Gateway and FodoCultural village to experience tradi-tions taking place there.

Becker appealshis rearrest

CHRISTOFF Becker (27), one of the“Waterkloof Four”, held in isolation in theKokstad maximum prison, gets very littleexercise and few phone calls. He will askthe Pretoria High Court to be released onparole again because his personal freedomis urgent.

While Becker argues in his court papershe was arrested while on parole for non-sensical reasons, prison authorities say heshould not have been released on parolein the first instance.

The Department of Correctional Servic-es(DCS)saidinitscourtpapersthatBeckerwas moved from the Kgosi MampuruPrison in Pretoria to Kokstad because acellphone was found in his cell.

Becker and Frikkie du Preez (27), an-other member of the Waterkloof four, wererearrested in February after a video, whichthey filmed shortly before their release onparole, started doing the rounds.

Du Preez is still in Kgosi Mampuru.Becker’s urgent court application will

be heard on Friday. DCS is opposing the ap-plication.

Becker said he did not transgress his pa-role conditions and was arrested illegally.He said the cellphone found in the cellwhich he shared with 21 other prisonerswas not his. “There were phones every-where and I asked to be moved from thecell because I could see it would end in trou-ble.”

The Department of CorrectionalServices said Becker’s attitude showeddisrespect and arrogance and that he wasincapable of accepting responsibility forhis bad behaviour.

Mngonyama cited Ndobe’s pas-sion for education and skills develop-ment as some of the reasons they arevouching for him to lead the regionand the district as those are some ofthe key issues on the agenda of theyouth.

Mngonyama further said that asthe ANCYL they condemn what theyterm “ill-behaviour” by some mem-bers of the ANC who “self-select”themselves as councillors in 2016.

“There isadisturbing tendencybycomrades in theregionwhoraisedis-cussions ofwho is going to be a coun-cillor in 2016. We think it is too earlyfor thatbecausenowweareonly talk-ingabout theprogrammesof theANC

and the regional general council,” hesaid.

He said they are confident that theANC in Harry Gwala will enjoy over-whelming support in the 2016 localelections under the leadership of

IN these economically difficult timescompanies that tender may be tempted tosay and do things to win work by anymeans.

This includes misrepresenting (makingincorrect) company details and informa-tion. These could be details and informa-tion regarding previous projects, financialsor human resource capabilities. However,this could raise serious negative conse-quences if discovered because it is consid-ered not legally correct.

If such information is exposed duringthe tender assessment stage, your tendercould automatically be put aside and notconsidered for further assessment. Shouldthis information come out at a later stage,when the project has begun, it can lead tocharges or the tender being taken awayfromyou.Eitherway,thiscannegativelyaf-fect your company image and reputation.

In addition, some of institutions may behesitant to consider your company for an-other tender after this. It is therefore advis-able to make correct statements regardingyour company details when you tender.This can work in your favour as it givessomeone assessing your tender, informa-tion about what your company is capableof doing. Remember that honesty and in-tegrity are the key values to any successfulbusiness.

He or she will then see youryoung terror, interview and testhim and then give you expertadvice based on the tests andinterview.

That advice should also includepsychotherapy for the 10-year-oldterror as well as for yourself, andguide lines on how to handle himand teach him how to live withother people.

In terms of section 53 (1) (c) (ii) of the Municipal Finance Management Act statesthat the municipality Service Delivery and Budget Implementation Plan is ap-proved by the mayor within 28 days after the approval of the Budget.

The honourable Mayor Councillor Mpabanga has approved the final SDBIP2014/2015 in terms of this section.

Section 1 of the MFMA defines the SDBIP as:

Friday culminated in a successfulladies lunch after weeks of prepara-tion and hard work.

Thank you to the Encounter EGcommittee for giving TLC the oppor-tunity of hosting this event. We werevery privileged to have LudwigTaschner the “rose man of SouthAfrica” visit Kokstad and give theladies a talk on how to tend to roses.

The event served two purposes—first was the hosting of a fundraisingevent for TLCand the secondwas thelaunch of the Encounter EGGardening Weekend which will takeplace at the end of October and early

November.More than160 ladies attended the

lunch which took place on Friday 27June at St Patricks Pavilion.

Wewerehappytohaveladiesfromas far away as Harding and Ixopowho travelled to listen to the garden-ing tips Ludwig had to share.

Theladiesenjoyedalunchofsoupsandbreadsprepared in thekitchenatTLC by caregivers and staff.

Events such as this are importantto TLC as they promote thework thatTLC does in the community to abroader base of people. They alsocontributemuch-needed funds to theTLC coffers.

TLC receives no governmentfinancial assistance for the core carewhich is home-based care to peopleliving inShayamoya,BhongweniandHorseshoe.

Some of the funds made from thelunch will go towards providing ourstaff with winter jackets.

On some days our staff walk intothe field and on the freezing Kokstaddays they will appreciate the warmjackets we will provide them with.

Thank you to all the ladies whogave of their time in helpingwith this

event. Thank you to St Patricks for al-lowingTLCtouse thepavilion facility.Thank you to our staff who workedtirelessly before and on the day forthis wonderful event.

THE Greater Kokstad Municipalitywrapped up Youth Month in stylewhen it held a celebratory event atthe Kokstad Community Hall lastFriday.

GKM, in partnership with govern-ment departments, NGOs and youthformations, organised thecelebration themed “Youth MovingSouth Africa Forward”.

According to one of the organisers

Khaya Xhorile. the purpose of theevent was to mark the 38th anniver-sary of the 16 June, 1976 uprising aswell as to evaluate theprogressmadein terms of youth development in the20 years’ of freedom.

The hall was packed with youngpeople, pupils and parents. Thecrowd was treated to performancesfrom localgroupsandsoloartistsper-forming various music genres.

Well-known gospel singer SifisoNcwane, who was the guest artist,wowed the audiencewith someof hisaward-winning songs, includingKulungile Baba and Alikho Igama.

Guest speaker was the GreaterKokstad Municipality Mayor NosisaJojozi who reminded the youth thatthe freedom we enjoy today didn’tcome easy.

She said a lotwas sacrificed by theyouth in 1976 in order for thisgeneration to enjoy the fruits of

democracy.“Wemust not allow things like ill-

discipline, teenage pregnancy, drugsandalcohol todestroy the future lead-

ers of this country,” she said.Chairperson of the Harry Gwala

District Youth Council ZwakeleMngonyamaencouraged theyouth tofocus on education andbuilding theirtalent.

“If a person has a talent in sport,

they must go their municipality andseek advice because there are pro-grammes and workshops on sportsdevelopment,” he said.

In an unexpected turn of events,Ncwane recorded a single withKSDK, a local hip-hop group, afterbeing impressed with their perform-ance at the event.

Ncwane visited the group’s re-cording studio in Shayamoya wherehe recorded a song with them.

Pat Ncumata, chairperson of theyouth council, said theywill bework-ing on the launch of the single whichthey expect will be in September.

“We also want to initiate a fund-raising programme that will help usget a state-of-the-art recordingstudio for young local artists.”

He said it is important to invest inthe arts as it will create jobopportunities for young people andboost the local economy.

Polohasbeenenhancedbothvisually and tech-nically. The driver assistance and infotainmentsystems aswell as the newTSI engines and theaward winning DSG gearbox, have taken thenew Polo to another level. Thanks to these TSIengines, the new Polo’s fuel economy has beenimproved by as much as 20 per cent.

Visually, the new Polo can be identified by asharper front and rear design. In addition, thenewmodelintroducesfreshcolours,newinteri-or materials and new specifications. I WOULD like to take this opportuni-tyofgreetingallKwaSaniresidents.One must mention that it is aprivilege and honour to bring to youthis newsletter which communi-cates the good news, stories,achievements and challenges ofthis prestigious municipality.

Significant progress has beenmade since the Kwa SaniMunicipality was formed,intensifying the municipality’sstruggle against poverty and ine-qualities through municipal jobcreation, through projects be itEPWP, MIG or grants, thereby en-hancing the quality of life of theresidents of the Kwa SaniMunicipality.

This newsletter bears testimonyto the fact that while the politicalleadership acknow-ledges thisprogress, it is also conscious thatthe work is not yet complete.

Together with our communities,we remain steadfast in our effortsto address these challenges.

We are eternally grateful to themultitudes of our people who notonly demonstrated an abiding re-spect for the democratic ideas en-shrined in our Constitution, but whoalso “walked the talk” by going tovote in the national and provincialelection on 7 May.

In light of the grim reality notedabove, we have undertaken tomake interventions to alleviate theunbearable effects facing our com-munities.

We have devoted resources tothe maintenance of our existing in-frastructure and smooth servicesdelivery through our operationalbudget.

While we may not have answersfor every problem encountered onour road to improving the livingstandards of our citizens, what weare doing is our readiness to providerealistic solutions to whateverproblem is encountered.

At all times reality will call uponus to make hard decisions thatmight entail short-term sacrificestosecurethesuccessofourultimategoal.

As and when such momentsarise, we are aware that there maybe many citizens who will not en-dorse our choices. We acknowledgechallenges of housing as well assanitation in the two townships ofUnderberg and Himeville.

I would like to take this opportu-nity to thank councillors, manage-ment and the staff of the munici-pality for the dedication and sup-port they constantly provide whichmakes it better for the municipalityto deliver on its mandate, which isservice delivery — there is the goodstory.

SOME of the changes that camewith our democracy werechanging the life of our people

for the better.The taxi industry is the corner-

stone of transport for communitiesand the municipality has decided toimprove the taxi rank.

“In January 2013, we improvedthe seating area and completed thistask on 19 April, 2013. The projectcost R199 557,” said Cllr Mncwabe.

She mentioned landscaping,which startedon26September, 2012

and was completed on 16 January2014, costing R175 538.

“We erected a welcome sign inMarch and the project ended on 27May, costing R482.805,” said Cllr.Mncwabe.

She mentioned the building ofsidewalks on theR617 that started inMay 2012 and was completed on 31July, 2012, costing R609 949.

Constructing sidewalks on the oldmain road was also undertaken inApril andwas completed on 30 June,costing R133 380.

PoliciesCouncil has approved policies in this fi-

nancial year in order to improve in-housecontrols and to reinforce accountability. Inthe main these policies contribute to effec-tive and competent running of the institu-tion. The council-approved policies includeregulating finances, human resources de-partment and other areas which impact onthe functioning of the institution such asland issues affecting housing at Kwa Sani.

AdministrationMunicipal strategic planning took three

days,whentheorganisationalorganogramwas looked at and the appointment of thechief finance officer and financial internsbrought meaningfully changes and im-provement to the finance department.These appointments made an impact inthe finance department in a short space oftime.

The appointment of a corporate servic-es manager brought stability to the organi-sation, the municipality established an in-ternal audit section, the municipality ad-vertised in newspapers inviting the publicto serve on the audit committee.

key vacancies that were budgeted for in thefinancialyear.Labourmatterswerealsoat-tended to in this financial year and the mu-nicipality reduced the list of cases in thisregard. The administration gave support tocouncil to approve the integrated develop-ment planning and the budget for the2014/2015 financial year. The SDBIP for2014/2015 was implemented by the ad-ministration. The organisational structureofthemunicipalitywasalsoreviewedtofo-cus on service delivery as the set objectivesas per strategy. The exercise of reviewingthis structure is done annually when theIDP and budget process plans areinstigated.

Public participationThe Kwa Sani Municipality had public

participation activities ranging from con-sultations and public, stakeholders andward meetings. The municipality consult-ed communities on the IDP review, pro-posed budget, policies, as well as projectimplementations.

Ward councillors are holding communi-ty meetings in different wards. For thosewho cannot attend these meetings, there-after the documents are publicised as perActe.g. and IDP, budget and policies can beviewed at various offices for public com-ment.

The municipali-ty has four function-al wards and wardcommittees that en-hance public participation.

Gratitude goes to our wardcommittees for their outstanding effortsand for making it easy to reach out to theKwa Sani people. We say to them, work hasjust started.

Special programmesThis unit is responsible for reaching out

to our people — it mainly deals with youth,women, people living with disabilities, chil-dren and senior citizens. It plays a vital so-cial role as it deals with people, tackles so-cio-economicfactorsthatareseentobeaf-fecting people.

The programme from the Office of thePremier, Sukuma Sakhe, is the gist of tasksperformed under this unit. ThroughSukuma Sakhe many of our communitymembers have benefited.

There have been many interventionsfrom the Kwa Sani Municipality as well asfrom local sector departments such ashealth, social development, Home Affairs,SAPS, Sassa and Cogta (CDWs), who arethe drivers of Sukuma Sakhe, not forget-ting NPOs and NGOs who contribute to-wards changing the lives of the people of

Kwa Sani.The said unit is now ful-

ly established with staffappointed. It has start-ed focusing the munic-ipality on youth devel-opment, HIV/Aids pro-grammes, woman,

children, sport, seniorcitizens and vulnerable

groups. In the 2013/2014financial year, the unit became

fully functional and well equipped.However, challenges such as housing,

of which we, as the municipality, believe itisanotherhurdlethatwewillovercome,arestill there.

YOU are holding the first edition of Kwa SaniMunicipality service delivery newsletter.

For over a year we have discussed waysto create a platform as a way of communicatingwith residents, telling them what the municipali-ty is doing for them.

This newsletter must be seen as a vehicle tocompliment other communication measures.The road has not been easy due to circumstancesbeyond our control in producing this edition.

In this edition we take a look at the servicedelivery of houses and we continue to educateand share information with the communityabout why there is a need for an integrateddevelopment plan and public participation.

South Africa, as a country, and Kwa Sani asthe municipality, has only good stories to tell andshare with the world. One may picture this de-mocracy as a child growing up and reaching hisor her teen stages with challenges, trials andtriumphs, but today this child is 20 years old.

The Kwa Sani Municipality has only existedfor 11 years, but has managed to contribute to-wards improving the lives of the people for thebetter. There is still a lot to be done, but as themunicipality, we are proud of ourselves with thelittle we have and look forward with great antici-pation to what is still to come.

The people of Kwa Sani have access to cleanwater, houses, roads and electricity — this is anachievement indeed. They say evil prevails whengood men fail to act and as Kwa Sani Municipalitywe have programmes aimed at empoweringpeople, especially the youth.

We also have programmes from our local eco-nomic development office, tourism, arts and cul-ture as well as our special programmes unit. Bydoing this we are shining a torch into a pit whereno helmet has ever shone before.

The municipality makes every effort to or-ganise and host stakeholder and ward meetingswhere respective councillors and officials inter-act with each other and give feedback to resi-dents on service delivery and it is during thesemeetings that we will know what residents need.

However, we felt that that platform mightnot be enough to communicate with residents,and we trust that this newsletter will inform youof how far we have come as the municipality andwhat is happening in the Kwa Sani Municipality.

We will not only report and reflect on whatthe municipality does, but also on what happensin the municipality in partnership with our sectordepartments.

Oureditorialapproachistogiveyounewsthatinforms, entertains and educates, and will adopta mainly positive angle. We hope you will enjoyreading this service delivery newsletter,
