Sivile was looking for a driver position and the agency assured him that it would get him a job at a Kokstad hardware outlet known to the Fever. “They told me that I had to ‘buy’ a form for R45, sign and return it, which I did. The agency then asked me for R500, so that day, 29 April, I went to a loan shark and borrowed the money. “When I paid, the agency said it would phone me before 17 May giving me details of when I must report for duty.” Sivile said that he also saw a long queue of people handing over money to the agency staff. He waited for the call, but it never came and he became suspicious and decided to visit the agency again to ask about the call. To his horror, he found the office empty and locked. Matatiele embarkson solidarity pledge

THE Matatiele Local Municipality, through itsspecial programmes unit, the migration sup-port office and the Nigerian community inMatatiele will embark on the “Bring Back ourGirls” solidarity pledge on 22 May at 10am.

The municipality will work with Matatielestakeholders, including the Council of Church-es, government departments, in particular theDepartment of Education, the SAPS, political

parties and foreign nationals.The campaignwill be in the formof apeace-

ful march from the municipal traffic depart-ment to the municipal offices. Thereaftermarcherswill gather at theMatatiele townhallfor a prayer that serves as a signal of supportto the Nigerian counterparts in the MatatieleLocalMunicipality and theNigerian communi-ty, and to show that the municipality supportsthegovernment’s call toBokoHaramtoreleasethe kidnapped school girls unharmed.

Rural school pupils get mobile

LATEarrival at school, as a result ofwalk-ing long distances, will be a thing of thepast for somepupils fromschoolsaround

Grenacker rural village in Matatiele.This is after World Vision, a Christian-

aligned non-governmental organisation, inpartnershipwithQhubeka,anNGOthroughtheBicycle Education Empowerment Programme(Beep), handed over 250 bicycles to pupils ofthree local schools last Thursday.

Henco Visser, Beep project manager saidthey chose areas according to the distance thatpupils have to walk to school.

“Children have to walk extremely long dis-tances which increases tardiness, decreasesconcentration in class and, in some cases,rapidly decreases attendance. So with thisproject we want to decrease the time spenttravelling to school thus increasing time forhomework and studying.”

Xolile Mbi, World Vision lead programmefacilitator said Matatiele would receive 750 ofthe 6000 bicycles the project is to distributethroughout the country.

“The250bicyclesyouseehere todayare thesecond batch to be handed over in Matatieleas we handed over the first 250 last week and

we will be handing the last 250 bicycles nextweek,” he said.

He said that 70%of thebicycle beneficiarieswould be female pupils and 30% male.

“What is also great about this project is thatwe also have a mechanic who was trained byQhubeka to service or fix the bicycles if andwhen theyhaveproblems sopupils can call themechanic and he can help them,” Mbi ex-plained.

Tankiso Mokoqama (18), a MokhesengSenior Secondary Grade 10 pupil, said his lifewould be better now that he has a bicycle.

“I walk about nine kilometres to school, butnow with this bike my life will be better and Iwill look forward to going to school,” he said.

Another pupil from Mokheseng, MphoBolofo (15) said her parentswere paying R400forher transport,nowthatmoneywillbesavedas she will be riding to school.

Kwalinzo circuit manager at the Depart-ment of Education Liziwe Ntshengwana-Luhabe said she is very happy about theWorldVisiondonationasscholartransport intheareais non-existent.

It was pointed out that the bicycles wouldonly be available to pupils still in school, butonce they matriculate the bicycles would haveto be handed back so other pupils could usethem.

Another unemployed man, who wants to remain anonymous,told the Feverhewent through the same routine as Sivile “buying”a form for R45 and then paying R500.

“I applied for work as a shop assistant in Kokstad and waspromised work. Now I understand that of the many job seekerswho paid money to the agency, not a single one got a job.”

TheFeverunderstandsthatthejobrecruitmentagentsareahus-band and wife team from Pietermaritzburg.

The Fever also tried to call The Job You Desire RecruitmentAgency owners, Thembeka Maria Ngubane and William OwenSanjore, but the call went to voicemail.

NomanonoMlindazwe,whowasemployedbythecompany,toldtheFever thatsheworkedfor thecompanyfor twomonths,butwassurprised when she reported for duty on 13 May and found theoffice locked and empty.

“I phoned them [owners] on their cellphone, but the call wentto voicemail so I told the job seekers waiting in front of the officeto open a case at the police station.”

The owner of the building, Stephen Wells, said he was alsosurprised when he found that the agency had left without givingnotice and without paying rent.

Police spokesperson Lieutenant Dumisani Ncongo confirmedthat many job seekers had opened a case of fraud against theagency. He said one job seeker paid R3 000 for the agency to getwork for him and his six children.

“I want to warn people to be aware that no job is for sale andif they come across this they must report it to the police.”

shoes, but this doesn’t deter themfrom attaining an education.

So when Matatiele Fish andChips donated uniforms to thepupils they were overjoyed.

“I am trying to fulfil Nelson Man-dela’s dream of uplifting communi-ties and giving them an education,”said Matatiele Fish and Chips direc-tor Patrick Tsetse at the uniformhandover.

He promised that his companywould identify other strugglingMatatiele pupils and lend a helping

hand. “I am a person who does notwant to see children suffering — in-stead I want to see them beingeducated in order for them to get abetter future.”

After getting her uniform onepupil, Itumeleng Mkholokotho,spoke to the Fever: “I am veryhappy to get a new uniform and Ipromise to be successful in myeducation.”

She said she wanted to becomea police officer once she had passedGrade 12 because she wants to

fight the escalation of stock thefton the Matatiele and Lesothoborder.

Principal Nompucuko Mtatya-na said she is very happy abouther pupils getting uniforms.

“We have a large number oforphans at the school and mostof our pupils live with theirgrandparents and no one isworking in their family.”

She appealed to other busi-nesses to help them otherschools that are struggling.

WITHINunder three yearsthe Umzimkhulu LocalMunicipality municipal

manager Zweliphansi StanleySikhosana realised some of hisdreams and accomplished them.

Sikhosana’s good managerialskills were not only recognised inthe district they have alsograbbed the attention of the officeof President Jacob Zuma.

Zuma’s delegates visited thetown to observe developmentalprojects and confirmed that thetown is growing faster than ex-pected.

Since Umzimkhulu was incor-porated into KwaZulu-Natal fromthe Eastern Cape in 2006 its“face”haschangedasanumberofinfrastructuralprojectsare takingplace.

The UmzimkhuluMall and up-grading of roads in the town formpart of the developmentsachieved.

Sikhosana, a former teacherandthecouncil speakerat themu-nicipality said during his inaugu-ration: “I want to end the notionthat Umzimkhulu is just a smallvillage and a gateway to big cities.My intentions are to turn the townaround and attract people fromotherplaces tocomeandshopandlook for jobs here.”

Hissentimentsareslowlyprov-ingtobetruebecauselastweektheUmzimkhulu Municipality re-ceived an award of recognitionfromtheDepartmentofCo-opera-tive Governance and TraditionalAffairs (Cogta) and Salga for re-ceiving a clean audit from the Au-

ditor General.The municipality was among

seven municipalities that received aclean audit in the 2012 and 2013financial year.

Sikhosana said being a speaker ofthe municipality was also to his ad-vantage because he knew of themunicipal challenges before he tookover as municipal manager. “Apartfrom that, it is all about commitmentand how to work as a collective.”

He applauded the unity withinthe councillors and municipal em-ployees.

“Another thing we fail to do is tobe accountable to councillors andwetend to approach them when thereare challenges, but wheneverythinggoes smoothly we forget aboutthem.

“Thebestway is to involve theminall the processes taking place withinthe institution,” he said, adding thathismain aim is tomaintain the cleanaudit and improve his town.

‘Illegal carwashers anuisance’

THE Kokstad Chamber of Commerce(KCC) has urged the SAPS to look intoillegal “bucket washing” of cars inHawthorne Street near the corner ofGroom Street.

Kokstad Chamber of Commerce PROMargi Flemming said the issue isescalating at a frightening rate.

“There is a concern that there mayeventually be loss of life caused bythose carrying out illegal car washing asthere has already been an attack inwhich someone was stabbed in theneck,” she said.

Flemming quoted By-law 44 of theGreater Kokstad Municipality emphasis-ing that the car washers are a publicnuisance under the following sections ofthe said by-law:Breaches of peaceA person commits an offence if, in apublic place, he or she(a) Accosts, insults, interferes with, jos-tles, threatens or harasses another per-son(b) Associates or acts in concert withother persons in a manner which causesor is likely to cause breach in the peace.e.t.cDangerous actsA person commits an offence if, in apublic place he or she-(a) activates, handles or uses any ma-terial, object or thing which results ininjury to a person, or which threatens aperson, or which damages property, orhe or she in a manner likely to result insuch injury, threat or damage.(e) Performs any other act which maycause injury to a person or damage toproperty, unless he or she is authorisedor permitted by law to do so, or does sowith the written permission of an au-thorised official and in accordance withany conditions imposed by him or her.Flemming further stressed the urgencyof the matter and revealed that cham-ber members and businesses in the areaexpect the matter to be dealt withpromptly and definitively so they canoperate without fear of intimidationand obstruction to the owners, staffand clients.

“This issue was raised in April inwriting, but it has yet to be addressedsatisfactorily,” she said.

FAMILIES of two rape victims areululating with joy after justice wasserved on a man who raped twowomen from Skiti and Ramohlakoa-na villages respectively on differentoccasions.

Mbulelo Mshotwana (34) fromSkiti village in Maluti near Matatiele,who also faced charges of house-breaking and theft, was given 10years for rapinga21-year-old, life forraping a 54-year-oldwomanand fiveyears for housebreaking and theft.

It is reported that on 6 September2012, the 21-year-old woman waswalking home with her boyfriendwhen Mshotwana attacked them,chasing her boyfriend away.

He then went back and raped thevictim.

In the second case Mshotwanabroke into the house of the 54-year-

old victim at about midnight on 15April 2013, when he raped her andstole her belongings.

IT is a shame and very sad that people areconnedby fly- by-night companies because ofmoney and the rising unemployment rate.

Unemployed people, desperate to findwork, are getting conned out of the littlemoneytheyhaveby“too-good-to-be-true” joboffers from these companies as happened inKokstad recently. Some recruitment agenciesmay now have a bad name because of a few“rotten apples” which take advantage ofdesperate job seekers.

Peoplemustnotbefooledbythosewhopro-fess to be recruiters. People must also under-stand that jobs are not ”for sale”. To find areputable agency one should do some re-search on the agency or useGoogle to find outwhat people have said about it.

If you’re not happy with what you find,there are usually reputable agencies whichone can safely go to — all it takes is some re-search.

The objectives of the NDPwillonly be achieved if we work to-gether — hence at Kwa Sani wehave started to implement thatand it is proving to be fruitful.

Depending on the nutrientand theseverityofdeficiency, theconsequences of malnutritioncan include growth stunting,anorexia, susceptibility to infec-tions, behavioural changes andlearning disabilities.

This may however, have life-long effects. The causes of theseproblems are multifaceted andinclude poverty, ignorance,faulty feeding practices, infec-

tions, food scarcity and the con-sumption of foods with low-nu-trient density.

As Kwa Sani Municipality weencourage everyone to be part ofthis programme, hence the say-ing “it takes a village to raise achild”, so let us bring back thespirit of ubuntu, asisukume sa-khe.

The construction of pave-mentsintheoldmainroadispro-gressingwell and the upgrade ofstreet lights in Underberg willsoon be undertaken.

It is an pportune time tobrief you on the progress report onstorm-water management in town.

We appreciate Cogta’s leverage inthemanagement of stormwater. Theproject is funded through the SmallTown Rehabilitation programmewhich aims at reducing the challeng-es of floods. We appointed a serviceprovider to ensure that we achievethe objective of the project to attenu-ate floods in the CBD. This project is

moving simultaneouslywith theR56/P416 project.

Although funding is not adequate,it has made a tremendous change intown. At White City, we experiencedwater overflow to houses along theR56. Residents were complainingwhich ultimately compelled themunicipality to source funding tomitigate the challenge.

The drainage system from WhiteCity is connected to themain system.The only thingweare going to do is tocomplete a small portion of the road

whichlinkswithMallRoadbehindthemall.

Once this is done, it will clear sandwhich is deposited to our roads.

The maintenance team is bladingthe access roads throughout Umzim-khulu.Althoughithasbeendifficult toreach all affected villages, wewill en-sure that roads that need mainte-nance receive our full attention. Weappeal toourpeople toexercisemaxi-mum patience to allow us to movesmoothly with the programme.

ward levels.Winners fromeachwardwill proceed to the zonal competitonin the coming weekend. However,winners have already scooped lucra-tive prizes in order tomotivate them,but prizes at zonal level will be betterthan those at ward level.

First of all, Iwish to say that the office of themayorhas a verytight and busy schedule. On the same day whenthe memorandum containing “demands on be-half of the businesses and community of Koks-tad” Ihadtoattendtoanurgentcouncilbusiness.Mynon-availabilitywasnot tounderminepeoplewho were marching.

Mr Kotting, I shall start by emphasising thatwheneverwegotothefarmsduringtheIDProad-shows, we always receive complaints from farmworkers about the brutal treatment they are get-ting from farmowners. CouncillorMtolowasnotissuing any threat on that day but was articulat-ing our concern as this council because we be-lieve that such inhumane treatment should nothappen, after 20 years into democracy. Insteadof denying the existence of abuse, I appeal to thefarmers’associationtodo introspectionandtakeaserious lookat thematter.As leadersofKokstadweare eager to arrive at a solution in thismatter.We are pleased to hear that some farmers haveseen the light and are treating their employeesbetter now. However, we cannot fold our armswhen our people are crying for help.

Yes, you are correct in saying that my visionisdevelopingGKMintoacaringmunicipalityandKokstad intoacity. Iamfullyawareof therole thebusiness sector would be playing in developingthis vision. I wish to assure the business sectorthatwhenever theywant tomeet themunicipali-ty, our doors are open. However, I was worriedwhenbusinesssectoractedasapoliticalpartyonthe day of the march.

Such behaviour distorts the purpose of themarch and deprives the community of its consti-tutional right to objectively raise their concerns.The business sectormust assist themunicipalitytoachieveitsgoal tocreateaviableeconomy,cre-ate jobs andmakeKokstad an attractive tourismdestination. It is the government’s mandate tocreate a conducive environment these things tohappen, as the government cannot go it alonewithouttheassistanceofallroleplayers.Iamcer-tain thatworking togetherwith all stakeholders,this goal is achievable. The general public mustnot be used to gain a political mileage.

Regarding the infrastructure in Kokstad, Ihave alwaysplayedmycards open in this regardby informing the public at various fora that themunicipality was unable to fast track and com-plete some of our infrastructure projects, due tofinancial challenges.Asa former councillor,Kot-tingshouldknowthisverywell. I alsowish todis-pel the notion that the municipal leadership, in-cludingmyself,areportrayedasnegligentpeoplewhodonotcareabout thetownanditscommuni-ty. This is entirely not true. The GKM leadershipensures delivery of services for everyone. If wehadenoughbudget,allprojects inKokstadwouldbe up and running.

Lastly, I wish to urge all stakeholders to comeand engage the nunicipality on all issues of serv-icedelivery.Thenayor’soffice isalwaysavailableto listen to all views and suggestions.

THE village of Mangolong inMatatiele erupted intochaos on Sunday at mid-

night as residents embarked on aservice-delivery strike whichlasted until Monday morning.Angry locals burnt tyres andblocked roadswithrocks.Amongtheir demands are the provisionof electricity, water, roads, clinicand a police station.

One residents, who refused to

be named, said they have askedthe Matatiele Local Municipalityto provide service, but their pleashave fallen on deaf ears.

“The municipality is aware ofthe problems we face in this areabut it is not doing anything, evenour councillor is ignoring ourcries,” she said.

Another resident of Mango-long, Maetumeleng Mokejane,said local councillor swear atthem in meetings. She saidMatatiele local MunicipalityMayor Momelezi Mbedla prom-

ised that he would get back tothemwithanswers,buthehasn’t.

“No one is listening to us —even our councillor is fightingwith us. He even told us that wewill never get electricity,”Mokejane said.

She said the councillor hadshowed themmoney that was al-located to the area from theMatatiele Local Municipalitybudget since 2010, but they havenot seen any progress.

Municipality communicationsmanager Nthabeleng Matshoba

denied that the residents ofMangolong are ignored. “Themayor has met with residentsthere three times and they raisedtheir issues to him,” she said.

Matshoba said Mbedla organ-ised the office of the chief whip atthe municipality to deal with thedispute with the councillor in thearea.

She also pointed out thataR19 million has been set asidefor the electrification of that areain the 2014/2015 financial year,which will start in July.

RESIDENTS of Maluti are furiousafter Constable Dion Alexandra(36) from theMaluti Police Intelli-genceUnit, andMfaneloPhindela(39), who were recently arrestedin Matatiele for the allegedmurder of Simphiwe Situ (36)from Maluti, were granted baillast Friday.

Alexander and Phindela ap-peared in the Maluti Magistrate’sCourt for bail application in thepast weeks.

It is reported that Situ received

a call on his cellphone from oneof the suspects at about 22pm inNovember 2013.

He went outside to answer thecall and that was the last time hisfamily saw him.

According to Matatiele PoliceSpokesperson Lieutenant Rap-hael Motloung Situ’s body wasfoundthe followingday in theveldnear Maluti.

A case of murder was opened.After intensive investigations

the two suspects, Alexandra andPhindela, were arrested and firstappeared at Maluti magistratecourt on 29 April.

It is alleged that the two menconspired to kill Situ as he turnedstatewitness in a stock-theft caseinvolving all three men.

“It was reported that Alexan-der hired Phindela to kill Situ athishomeafterheturnedstatewit-ness,” Motloung said.

The pair were granted R3 000bail each last Friday.

Motloung said the pair wouldappear at the Maluti Magistratecourt on 13 June for the last timeafter further investigations.

The case will then be trans-ferred to the Kokstad RegionalCourt thereafter.

Light at end oftunnel forratepayers?AFTER months of struggling with themunicipality, the Matatiele Ratepayers’Association reports there may be light atthe end of the tunnel.

At a three-day meeting with a delega-tion from the EC provincial Department ofLocal Governance and Traditional Affairs

and the Matatiele Local Municipality therewas general consensus that properties un-der the Matatiele Municipality had beengrossly overvalued. In his presentation tothe delegates, chairman of the ratepayersassociation Mr. Shaikh gave examples ofproperties that have increased from 50%to an astronomical 1 9962%.

ThemajorityofpropertiesinthegreaterMatatiele area has increased by more than200% Shaikh said.

Matatiele residents have been engag-ing the municipality since March 2013 try-ing to resolve the rates crisis. After a protestmarch in February a memorandum outlin-ing residents’ grievances was submitted tothe MEC for Local Governance and Tradi-tional Affairs, Mlibo Qoboshiyane whothen delegated the province to attend to

this issue as a matter of importance.The DLGTA, as a support team to the

municipality, is working to assist ratepay-ers in getting the municipality to reduce

rates. “We are hopeful of some relief,” saidShaikh. Examples of so called “mistakes”were pointed out on the valuation roll. In-consistencies, high valuations and discrep-

ancies in property values were found whenratepayers undertook a comparativeanalysis of the 2008 roll and the currentroll. Ratepayers found vacant sites in HarryGwala valued from R30 000 to aboutR60 000, while other properties with RDPhouses on were valued the same.

Ratepayers have since 2013 been ask-ing that this valuation roll be scrapped andthat a full investigation be conducted intothis matter.

We trust that the discussions betweenthe DLGTA and the ratepayers’ associationwill yield the desired results.

The ratepayers association will bemeeting with the public as soon as we havetangible responses from the DLGTA andthe municipality.

Glitz and glamourat St Monica’s

SAINT Monica’s finally had theopportunity of hosting ourmatric farewell ball for the first

time. The theme was “MasqueradeBall”. As matriculants started arriv-ing amid crowds of spectators, theywere ushered into the lecture roomwhere theywereeachgivenamaskoftheir choice.

Shortly afterwards, they gracedthe rest of the guests, including par-ents, staff and board members withtheir presence in their beautiful out-fits. Every young gentleman and ladyfromthe2014matric class lookedab-solutely stunning.

After speeches from theheadmas-ter and head prefects, dinner wasservedwhichwas followed by photo-graphs and dancing.

OnSaturday17Mayour first teamteam and U15 rugby boys played amatch against Kokstad’s Rugby De-velopment teams.

It was a physical game but StMonica’s held on for the win. Bothteams played their hearts out.
