Bison meeting reminder

State wildlife officials are in the middle of hostingpublic hearings to discuss and take comment on a draftenvironmental impact statement for bison conservationand management in Montana. For the Region 6 area, theupcoming hearing will be held in Malta on Wednesday,August 19th at the Malta High School from 6 to 9 p.m. Bison are currently designated as both a wildlifespecies in need of management and a species in need ofdisease control in Montana. The draft statewide bisonconservation and management EIS, prepared by MontanaFish, Wildlife & Parks, considers the possibility of bisonrestoration somewhere in Montana where animals couldbe managed as a native species. While no site-specific area is examined, the draftoffers four alternatives. The no action alternative callsfor no further action to restore bison at this time. Thethree other alternatives consider restoration of a publiclymanaged bison herd on: private and/or public lands of willing landowners; tribal lands; and/or a large landscape with minimal livestock conflicts. Potential impacts are evaluated for each alternativebut in lieu of site-specific areas, the draft EIS displays casestudies from Montana, Utah, Alaska and Canada to illustratescenarios. The case studies reflect the general guidelines forbison restoration discussed in the draft document. Selection of any alternative that calls for bisonrestoration would require further analysis through a sitespecific environmental assessment. For more information, or to comment online, visitFWPs website at fwp.mt.gov. Click on Bison EIS. The draftEIS will be available for 90 days of public comment through5 p.m. on Sept. 11. A finalrecord of decision would likely be finalized early next year.

Foot and Mouth Disease-FMD

FMD is a very contagious viral disease of clovenhoofed animals, wild and domestic. It causes high fever,lameness so severe the animal often refuses to stand, severeslobbering, and refusal of food. Most animals recoverafter an outbreak, but the disease can lead to permanentlyunhealthy individuals. The viral strain involved and thespecies sickened causes wide variations in signs of theinitial disease and the lingering after effects. Just like theannual debate about which flu strain will be prevalent thiswinter, the disease strain can vary.The United States (US) wants free trade. Soon we willbegin importing fresh and frozen beef from Argentinaand Brazil. That meat may carry live FMD virus as thosecountries have endemic FMD and attempt to control itthrough vaccination. Such importation was never allowedbefore. At a Montana (MT) veterinary meeting, I wastold that the US Department of Agriculture (USDA) nowplans to attempt vaccination of domestic animals whenFMD is introduced, rather than eradication of FMD aswas previously mandated. I was told I should write theUSDA. I already had - my letter was not acknowledged. Ialso attempted to phone but the good Dr. K. is away fromher desk, and she does not return phone calls from PodunkMT. The USDA ignores its own knowledgeable advisors,such as Gilles Stockton, so their reluctance to even discussthe issue should not be a surprise. My county agent friendcontacted the scientist planning the emergency responseto FMD introduction. When wildlife was mentioned, thescientist said there was no money for wildlife plans.The sad fact is that wildlife will be sickened and willspread the virus. Feral hogs are in about 40 of our statesand they know no boundaries, to say nothing of all of ourcloven hoofed wild ruminants. I, for one, like to see thehealthy deer, elk, antelope, moose, and bighorn sheep inour area. I believe the Fort Peck tribal members can tellyou what it was like to have chronically lame bison (fire,not FMD, but the same effect). Increased winter kill due tounthrifty survivors of FMD is not a desirable option, either.I decided to call wildlife/conservation/environmentalorganizations. First, an answering machine tells you howto contribute to the organization. When I connected witha real person, no one seemed to understand that there wasa problem. The World Wildlife Fund supports protectingranch livestock from FMD because ranch families areexcellent stewards of our wild lands. If possible, I askedto speak to someone familiar with wildlife diseases. Iwas connected to a zoo veterinarian. He seemed totallyconfused and flat told me that the USDA would never allowa harmful disease to be imported. This was the same time

that they discovered porcine epidemic disease (PED) virushad been imported in swine feed from China! This man wasa fellow veterinarian and his organization included wildlifeand conservation in its name. However, we were absolutelynot on the same page! I said, I guess this wont affect youyou can vaccinate your zoo animals. That brought a burstof enthusiasmOh, yes! he said. I imagine he gets paidpretty well for vaccinating giraffes and rare ruminants.I did manage to talk to a real person on most of that list.I am also proud to say the only person who understoodthe problem was Tom from the MT Rocky Mountain ElkFoundation. He said he had no idea that fresh and frozenmeat was infective. He knew that thousands of deer werekilled and buried (my reference says 22,000 head) withcattle in the last US outbreak in California. He thought hewould contact some other organizations.I guess that FMD will never qualify as an icon, a romanticsymbol, cute and cuddly, wild and free, a save-it-to-burnproject, or any of the other great scientific fundraiserpossibilities. However, I am going to feel free to raise myhand and question the sincerity of some conservation andsave-our-wildlife statements and ask, Do you really care?FMD facts can be checked on the internet, after all.
