New International Packet 2015

We are still seeking a volunteer to take over the running of the packet in the long term, but for 2015 Bob Wilcock will run a packet on a new basis as set out below:

1. Vendors to send material for sale to Packet Secretary, together with a sheet for each item based on a standard template describing the item and its condition, and giving the price desired.

2. Sports-related items will be accepted for circulation, in addition to Olympic items.

3. Packet Secretary will produce amalgamated listings of 50+ lots for circulation.

4. There will be two listing streams:

a) E-mail circulation list. This will be sent to one member as a pdf document. After about one week the list will be sent to a second member, and so on at weekly intervals. Material may be added as sales are made. In this way each member will get first choice of at least some material. Subsequent lists will be offered first to a different member to maintain priority for all members over time. Members have exclusive right to purchase for one week. Purchase requests may be made after this time and will be met provided the material has not been sold. Non-UK members will only be able to join the e-mail circuit (because of postage costs); for UK members e-mail circulation is preferred (again to save postage), but a second option will be available, viz:

b) Physical circulation list. Paper description sheets will be circulated to those UK members who prefer this method. The items listed will not be the same as those on any e-mail circuit running at the same time, and there will be rotation of those who start the list. Recipients will be responsible for sending on the lists to the next member within one week of receipt, and notifying the secretary they have done so. Forwarding members are responsible for the postage

5. Purchasers to notify secretary of items wanted, and at the same time to make payment by PayPal to treasurersocietyofolympiccollectors.orq (e-mail circulation) or by cheque (physical circulation). 6. Purchasers to pay postage on a fixed scale (as determined from time to time) to be added to payment to be made. 7. Commission charged to vendors to be 10% to cover PayPal commission and SOC costs, 15% to any non-member vendors.

8. Unsold material from any circuit may be relisted on a future circuit at original asking price, or with the agreement of the vendor, at a reduced price. 9. Vendor to bear the postage and packing costs of returning unsold material. Payment for sales will normally be by PayPal, but UK members may be paid by cheque on request. 10. All items will be covered by SOC's insurance from despatch by vendor provided proof of posting is obtained, to receipt by purchaser or return unsold to vendor.

Purchasers

Please complete the membership renewal form to indicate whether you would like to join the e-mail circuit, or the postal circuit.

Vendors

Please wait for an announcement in the next Torch Bearer before sending material. There is a considerable amount of material on hand, very varied and covering all periods, and this will be sent out in the first few listings. By March or April we anticipate needing more items, so if you have duplicates, by all means get them ready. If you would like a listing template please contact Bob Wilcock

Athens 1896 - A curiosity

A further article in the Japanese magazine "Yushu" No.787 (see page 80 of vol.31 issue 2), illustrates an interesting example of the Greek 60 lepta stamp commemorating the 1st Modem Olympic Games, Athens 1896. The stamp clearly shows distortion to the '8' of "1896" as reproduced here. The original article questions if other examples are known to try and establish if this is a constant variety.

E for 8, in 1896

1.1

The status of this stamp issue as the first commemorative issue with a sport theme, the first Greek commemorative series, and the first issue for the Modern Olympic Games, has made it the subject of numerous specialist studies by experts in Greek and thematic philately. The probability of the discovery of an unrecorded constant variety is therefore very low. The objective of printing postage stamps in 1896 was solely to provide receipts for payment received. The need to avoid minor flaws that may create interest in the philatelic market was a very minor consideration, so checking of the printed sheets was minimal.

The cleanliness of the plates during the printing process was not a major concern providing that the impressions were usable. The variety illustrated is likely to have resulted from a small piece of detritus on the printing plate which may have influenced the printing of only one sheet or as a progressive defect on a number of sheets before being noticed, prompting the cleaning of the plate.

12r Session

127th Session of the I.O.C. - Monaco

The postal authority of Monaco announced the issue of a commemoative stamp to mark the occasion of the 127th I.O.C. Session, 8 - 9 December, 2014

AICO receives status as IOC Recognised Organisation AICO the new Olympic Collectors organisation was granted the status of an IOC recognised organisation following a presentation and expression of personal support by IOC Member C-K Wu (Taiwan) during the IOC Executive Board meeting which preceded the 127th IOC Session.

At the Opening Ceremony of the 127th Session, IOC President Thomas Bach stressed the importance of the 8 and 9 December gathering of the IOC membership, which will discuss and vote on the recommendations that form Olympic Agenda 2020, a strategic roadmap for the future of the Olympic Games.

8th December - Day 1: The organisers of the 127th IOC Session had foreseen two days of debates and voting on Olympic Agenda 2020, but such was the support for the recommendations that the process concluded on the first day.

The full membership of the International Olympic Committee (IOC) today unanimously approved the 40 recommendations that make up Olympic Agenda 2020.

Each singly voted recommendation received the full backing of the 96 IOC members in attendance. There were no votes against and no abstentions. As an additional show of unity for Olympic Agenda 2020, the members gave their unanimous support for the entire set of recommendations in an en bloc vote at the close of today's meeting.

"Olympic Agenda 2020 is like a jigsaw puzzle", IOC President Thomas Bach said. "Now that you have approved all 40 recommendations you can see the whole picture. It is a picture of progress. It is a picture that ensures the uniqueness of the Olympic Games. It is a picture that promotes the Olympic values. And it is a picture that strengthens sport in society."

9th December - Day 2: The 127th IOC Session granted full recognition to the National Olympic Committee of Kosovo. The NOC of Kosovo met the requirements fbr recognition as outlined in the Olympic Charter. These include the definition of "country" as defined in Rule 30.1 — "an independent State recognised by the international community." Kosovo is recognised as a country by 108 of the 193 UN Member States. Full recognition of the NOC is in the interests of athletes and should remove any uncertainty they may have. It will allow them to take part in qualifications for the Olympic Games Rio 2016 and in future editions of the Games.

Following presentations by the cities of Helsinki (Finland) and Lima (Peru), the Session voted 54 to 30 for Lima to host the 130th IOC Session in 2017. The 130th IOC Session

Barcelona 1992 - A unique item?

Bob Farley

The postcard illustrated was purchased from an on-line auction site in 2012 on the basis that it would make an interesting addition to my collection of postcards for the Barcelona '92 Olympic Games.

The description mentioned that the card was issued to members of the Canadian Olympic Fencing Team, and that it had been used, which made the card more desirable.

I do not recall that there was any bidding frenzy for the item, and suspect that it was secured at the opening bid.

After completing formalities, the card duly arrived. I remember opening the envelope, making an initial assessment and placing the card in one of many 'to do' folders, with the intent that I would take a closer look and perhaps carry out some research before mounting / filing.

Commitments to London 2012 prevented me returning to the card, and it therefore sank into the deepening pit that was occupied by my expanding folders of 'to do' items.

Having recently floated to the top (as cream will always do), the card has proved to be more interesting than the initial assessment suggested.

The card had been used as described, but it had not been addressed, and did not bear any payment for postage. Despite these omissions, it had been processed in Barcelona and carried to Canada.

There are at least two explanations for the card being unaddressed and unfranked: - the card was mailed within an unsealed envelope and became free during sorting; - the sender forgot to address the card.

In defence of the postal service in Barcelona, the 'Fencing Canada' device in the preferred stamp position is very similar to a postal paid imprint.

the next issue of interest is that the card lists the names of members of the Canadian Fencing team on the top, left and bottom margins. Additional names have been added in manuscript to the right margin: Shelley Wetterberg, Helene Bourdage, Marie Francoise Hervieu. A quick search on google revealed these to be members of the Women's Foil, Team.

The handwriting used to add the additional team members matches the writing of the message and the message is signed 'Shelley', so it is reasonable to assume that the women in the foil team were justifiably proud of their status as Olympians and wished their names to be recorded as part of the Canadian Fencing Team, and that Shelley Wetterberg was the writer of the card, which Darren never received.

The postal markings on the card are either light or blurred, but with the aid of scanning technology and software, the cancellation becomes clear as the machine slogan postmark of Barcelona Central P.O. (dater section illustrated) dated 4-8-92. The red blurred Canadian cancel is dated 1The return to sender handstamp is checked for incomplete address. The card certainly benefitted from careful treatment - no 'dings' or corner damage.

New discipline at Innsbruck 1964

At the 1954 I.O.C. Session, it was decided that luge would replace skeleton at the Winter Olympics. The Luge World Championships debuted in 1955, and the Federation Internationale de Luge de Course (FIL) became an independent body in 1957. The 1960 Winter Olympics did not feature a bobsleigh run, so luge first appeared on an Olympic schedule in1964.

The sport did not enjoy the happiest of Olympic debuts, when Anglo-Polish slider Kazimierz Kay-Skrzypeski was killed in a crash during a training run two weeks before the Games. A one-minute moment of silence was held during the Opening Ceremony.

Postal markings

The specialised catalogue of Postal markings and Postal Stationery of the Olympic Games 1964, by Manfred Winternheimer , published by IMOS, is an essential reference for collectors.

The first important lesson to learn regarding Austrian handstamps is that where multiple dies are produced to enable concurrent use either at different locations or by a number of
