SCOPE OF WORK & OTHER SPECIAL CONDITION

Sub: Replacement of two nos. old elevators including 5 year CAMC at MSB, NPL colony.
SCOPE OF WORK
1) NPL intended to replace old & inefficient elevator which is installed at MSB in NPL colony. The agency who
is awarded the contract is required to complete the work as per the scope of work and stipulated period
of time.
2) Supply, Installation, Testing & Commissioning of Energy efficient & latest safety features passenger
elevator in existing pit, with specifications as enclosed in Technical Bid and should confirm to I.S./CPWD
general specification for electrical work(part- III- lifts and escalators)2003 as amended up to date,
including dismantling of 2 Nos. old existing elevator at multi-story building and making good the same.
Make of new elevator- as per CPWD approved class A categories firms / manufacturer.
3) The work shall be generally carried out as per tender specifications and in accordance with the following:
A) CPWD General Specification for Electrical work Part-I internal-2013, as amended upto date.
B) CPWD General Specification for Electrical work Part-III- Lifts & Escalators-2003 as amended upto date.
C) The norms laid by State Electricity Board.
D) The electricity Ac.2003.
E) National Electrical Code.
F) The Bombay lift Act-1983 as Extended to NCT of Delhi lift rule, 1942.
4) Lifts are to be replaced one by one. One elevator should be in running conditions.
5) The contractor is also suppose to provide drawing and detail of electrical wiring, operation manual etc.
before start of work.
6) Necessary major civil work like extreme necessity of change of position of door (If required on technical
ground) will be done by NPL. The lift facia is also being renovated separately however all further
necessary minor civil work such as pit cleaning, separator channel and any other items to be required at
the time of installation of new elevator. Further any damage made to NPL infrastructure during work
should be made good by the contractor free of cost.
7) The agency is to provide satisfactory inspection report from lift inspector of NCT.
8) Pre-installation permission (if any required) from statuary authority will be responsibility of agency.
However payment will be reimbursed (if any) subject to production of paid receipt.
9) Superseding elsewhere mentioned in the tender document, Security deposit shall be released as
follows:
A) 50% on completion of defect liability period of one year.
B) Balance 50% will be converted into security deposit for CAMC and will be released in 05 equal
installments, after completion of each year of CAMC.
10) Tenderer are advised to visit the site before quoting the rate and rate quoted by the contractor shall
include all taxes.
OTHER SPECIAL CONDITION for CAMC
CAMC work will be awarded after completion of warranty period on the basis of quoted rate and a rider
agreement will be made before start of CAMC. The following scope work is to be catered in CAMC
agreement:
1) CAMC cover all parts inclusive of labour, materials, transportation, tools & plants, spares etc.
complete in all respect.
2) Breakdown maintenance will be carried out within 24 hours.
3) Regular preventive maintenance is to be done at a interval of one months.
4) Payment will be released on quarterly basis after satisfactory service.

The ARD shall not function when the car is overloaded.
The ARD shall respond within 8 seconds.
The ARD shall be able to work at least 5 times within a hour.
Technical Requirement for INFRA RED DOOR PROTECTION SYSTEM(IRD)
The charge time between two successive operations shall not be more than 30 minutes.
vii. In order to prevent stranded passenger inside the lift car coming out
without the help & guidance of rescue personals, the landing door should not
be openable, except by authorised rescue personnel.
i. A hand rail not less than 600mm above floor level shall be fixed adjacent to
the control panel on 3 sides.
ii. Lift control shall be through Braille buttons and their operation should
involve minimum effort.
iii. The control panel inside the car, the landing control/push buttons at the
landings shall be at a height of 900mm from car/landing floor levels.
iv. Voice announcement system in the car to announce the position of the
elevator in the hoist way as the car passes or stops at a floor served by and
indicate age is either open or closed.
v. The time of an automatically closing door should be minimum 5 seconds
and the closing speed should not exceed 0.25 m/sec.
vi. The Braille signage will be posted outside the lift.
vii. The cabin fan in the car shall be on when the lift motor is started and off
when lift motor is off.
viii. The emergency light and alarm shall be connected to the storage battery
provided for ARD.
Technical Requirement for Automatic rescue device(ARD)
The ARD shall consist of at least four numbers of batteries of minimum 15AH capacity.
iX. Provision of C C TV camera in both lift for surveillance and security of
passenger.
This toe guard shall be for the full width of the car & for a height of not less
than 700mm or as per requirement. This shall be made of MS sheet of
appropriate thickness with necessary frame and shall be internally braced to
have rigidity & mechanical strength.
ii. Opening of all landing doors with the help of emergency key.
iii. Wire mesh guard for counter weight in pit, as well as midway in the shaft
where the car crosses the counter weight.
iv. Fireman's switch control in Basement.
v. Floor position annunciation system with music besides the annunciation
should include a set of Dos & Do ’ts for the passengers in the car, suitable
for normal and various types of breakdown situations, in Hindi, English.
vi. A TOE GUARD, to protect accidental fall into the lift shaft by persons
getting down from the lift car, when the car is in midway between two
landings during breakdown situations.

39The complete system and safeties should work satisfactorily within voltage range 415V+-10% and frequency range 50HZ+-
2%.
Total protection height will be at least 1.8 mtr. right from the bottom and the door detector shall be equally distributed
between highest and lowest levels of the entrance.
The IRD system shall be effective even in case of failure of some of the sensors.
