Opening Addresses
Atty. Danilo L. Concepcion
Dean
UP College of Law
Professor Danilo L. Concepcion is the current Dean of the University of the Philippies College of
Law. In 2002 he became Associate Dean of the UP College of Law, Head of the UP Law Center
and Director of the Institute of Judicial Administration until May of 2006. He has also served as
the UP Vice-President of Legal Affairs. He finished Agricultural Engineering at the De La Salle-
Araneta University in 1979, Summa Cum Laude, studied law at the University of the Philippines
graduating Cum Laude in 1983 and was a topnotcher in the Bar Examinations given that year. He
received his Master of Laws degree from the University of London in 1986 as a scholar of the
British government.
Calixto V. Chikiamco President
Foundation for Economic Freedom, Inc.
Mr. Chikiamco is the President of the Foundation for Economic Freedom since 2010, Consultant
on Property Rights and Economic Institution for The Asia Foundation, founder and president of
MRM Studios, a mobile entertainment, digital music and e-commerce company. He writes
regularly for Business World on political economy under the opinion column “Introspective”, and
a former columnist for Manila Standard and Manila Times. Mr. Chikiamco graduated Summa cum
Laude in BA Economics from De La Salle University. He also holds a Masters degree in Media
Administration from Syracuse University in New York.
Amina Rasul Bernardo
President
Philippine Center for Islam and Democracy
Amina Rasul-Bernardo is co-director of the “Strengthening the Business and Investment Climate”
project, a joint FEF/PCID initiative which includes this workshop. She is the managing trustee of
the Magbassa Kita Foundation, board member of the Mindanao Development Authority, and
President of the Philippine Council for Islam and Democracy. Currently a columnist for the
Business World, she also initiated and was editor of The Moro Times, a monthly supplement of
The Manila Times. She earned her master’s degree in business management from the Asian
Institute of Management and a Master of Public Administration from the Kennedy School of
Government at Harvard University.

Warren Hoye First Secretary
Australian Embassy
Mr. Hoye’s career in development spans more than 20 years, working with UN agencies and
international NGO’s in Australia, the Philippines and other Southeast Asian countries. He
joined AusAID (now part of the Australian Department of Foreign Affairs and Trade) in
2006, and became First Secretary (Development Cooperation) at the Australian Embassy in
December 2012, where he oversees aid programming in conflict-affected Mindanao.

Hon. Arsenio M. Balisacan
Socioeconomic Planning Secretary and NEDA Director-General
National Economic and Development Authority
Prior to his appointment as Secretary of Socioeconomic Planning, Dr. Balisacan was dean of the
University of the Philippines School of Economics where he holds the rank of Full Professor. He
holds a PhD (Economics) from the University of Hawaii, a Master’s degree (Agricultural
Economics) from the University of the Philippines Los Baños, and a Bachelor’s degree
(Agriculture) from the Mariano Marcos State University.
He has served as adviser and expert in poverty and rural development issues to Government chief
executives and legislators and to bilateral and multilateral development institutions, including the
World Bank, Asian Development Bank, and various United Nations agencies. He also served as
Director of the Southeast Asian Regional Centre for Graduate Study and Research in Agriculture
(SEARCA) 2003-2009. His research interests are on poverty, inequality, agricultural and rural
development, globalization, and political economy of policy reforms.

Dr. Saffrullah M. Dipatuan, MD
Chairman
Bangsamoro Development Agency
Dr. Dipatuan holds the chairmanship in the Bangsamoro Development Agency (BDA) for three (3)
consecutive years since his appointment in 2010. He is also also co-chair of the steering
committee of the Mindanao Trust Fund, a multi-donor facility established in 2005 to promote
confidence-building in the GPH-MILF peace process. He is president and medical director of
the SMD General Hospital, and president and CEO of the SMD Foundation Academy, both
in Marawi City. After earning his medical degree, Dr. Dipatuan finished his Master’s degree in
Public Administration at Mindanao State University and is currently pursuing a PhD in
Philippine Studies from the same institution.

THE NATIONAL PICTURE AND ITS RELEVANCE TO THE BANGSAMORO
Session Overview This session shall orient the participants on current rules, regulations and institutional arrangements on land
ownership/tenure in the Philippines. The discussion will focus on the review of rules and regulations on
alienable and disposable (A&D) lands and forestlands. Special issued related to forestlands and protected
areas will be discussed as well.
About the Speaker:
Elmer S. Mercado
Development and Land Use Planning Specialist
Former Undersecretary, Department of Environment and Natural Resources
Prior to his engagement with USAID, Mr. Mercado also worked as Land Use Policy adviser
(GIZ), Environmental Safeguards Adviser (ADB's TA for PPP in the Philippines), and National
Public Land Management and Policy Advocacy Advisor to the Philippine-Australian Land
Administration and Management Project II (LAMP2)/DENR (2006-2010). Mr. Mercado was a
former Undersecretary for Field Operations and Undersecretary for Environment and Programme
Development for the Department of Environment and Natural Resources (1998-1999) and as
legislative chief of staff in the House of Representatives and Senate of the Philippines.
Mr. Mercado also served as institutional and social inclusion consultant for the World Bank team
Project Preparation Study on the ARMM Social Fund for Peace and Development (ASFPD)
Project Preparation Team and ARMM Special Zone of Peace and Development WB Manila
Technical Supervision Team. He was instrumental in working with the Regional Legislative
Assembly Committee on Natural Resources for the passage of a landmark sustainable forest
management law (MMA No. 161) for the region in 2004. He recently provided strategic planning
and institutional development advice to the recently established Mindanao Development Authority
(MinDA).
He obtained his Bachelor’s degree in Architecture from the University of the Philippines and an
MSc (Economics) degree in Social Development Planning and Management from the University of
Wales-Swansea of the United Kingdom.

Professor Florin T. Hilbay
Associate Professor
UP College of Law
Professor Hilbay teaches Constitutional Law and Philosophy of Law, with emphasis on issues
relating to Church and State, post-colonial constitutionalism, and the relationship between the
information environment and legal consciousness. He has served as law clerk to Supreme Court
justice Vicente Mendoza, associate solicitor at the Office of the Solicitor General (on secondment,
as assistant to Sol. Gen. Simeon Marcelo), and consultant to the Commission on Elections.
He was a Fulbright Visiting Scholar at Boston College and finished his Ll.M at Yale Law

School. He has also held fellowships at the Asian Law Institute at the National University of
Singapore, Max Planck Institute for Comparative Public Law and International Law in Heidelberg,
and Silliman University. He ranked 1st in the 1999 bar exams.
Atty. Allan V. Barcena Former Director
Land Management Bureau
Atty Allan V. Barcena is a former Director of the Land Management Bureau of the Department of
Environment and Natural Resources (DENR). He has 20 years of experience as a lawyer and forest
management officer at the DENR specializing in the fields of land administration, forest
management, environmental protection, policy formulation, project development and conflict
resolution. Atty Barcena has post graduate studies in Development Economics at the University of
the Philippines and Real Property Management at the University of Queensland in Brisbane
Australia.
Justice Oswaldo D. Agcaoili Professor
Philippine Judicial Academy
Justice Agcaoili is a full-time Professor of the Philippine Judicial Academy and a Professorial
Lecturer of the UP-Institute for the Administration of Justice and other MCLE Providers. He is a
faculty member of the Pamantasan ng Lungsod ng Maynila and University of Sto. Tomas Graduate
Schools of Law. He is also a duly accredited Appellate Court Mediator and a member of the
Philippine Constitution Association and is its Vice-President on Constitutional Amendments.
Justice Agcaoili was Outstanding Chief of Section in the Bureau of Lands, Assistant Solicitor
General at the Office of the Solicitor General (1995) and Associate Justice of the Court of Appeals
(1995-2003), Chairman of the 13th Division until his retirement in 2003. He is the author of
“Property Registration Decree and Related Laws (Land Titles and Deeds)”, cited by the Supreme
Court as “one of the recognized textbooks on property registration.”
Justice Oswaldo D. Agcaoili obtained his Bachelor of Laws degree from the University of Sto.
Tomas and completed a course in Basic Management at the Asian Institute of Management (AIM).
ATTY. Suharto ambolodto
Former Mindanao Conflict Affected Areas Specialist
AusAID
Atty. Ambolodto is a Mindanao Conflict Affected Area Specialist, Judicial Reform Activity
Manager, the ARMM, was also the Regional Legislative Advisor on the Regional Assembly (RLA)
of the Autonomous Regional Government. Earlier a Rule of Law Project legal specialist, he was
also a Course Director of the capacity building for effective RLA secretariat technical support
operations program and a Shari’a Justice consultant. A lecturer in political law in the Notre Dame
University in Cotabato City, he prepared a draft of the administrative code of the autonomous
regional government, and coached and mentored the Secretariat of the Regional Assembly in
drafting their Manual of Operation. He has also co-authored the only annotation on the Organic
Act of the Autonomous Region in Muslim Mindanao, and an inquiry into fiscal situation of the
autonomous regional government. He is also a Fellow of PCID.

LESSONS FROM ARMM
Session Overview This session aims to orient the participants on the current land tenure issues and the performance of the
current formal land tenure system in the ARMM and how these are relevant to the new Bangsamoro Area.
About the Speaker:
Dr. Fermin D. Adriano
Team Leader
World Bank Scoping Mission for Mindanao
Dr. Adriano has also worked as Consultant to various donor agencies. He served as a consultant for
the World Bank for the past 10 years in Mindanao peace and development issues, the Community-
Driven Development (CDD) employed in the government’s poverty reduction project, the Kalahi-
CIDSS, and rural development issues. He also served as Team Leader of various studies assessing
the situation in conflict areas in Mindanao and participated in the formulation of the Bank strategy
on Mindanao peace and development approach, which led to the establishment of the multi-donor
Mindanao Trust Fund. Currently, he is the Acting Coordinator for the State and Peace-building
Fund for the World Bank Office in Manila.
Dr. Fermin Adriano served as policy adviser to the Presidential Adviser on the Peace Process
(2006-2008): Presidential Adviser on Regional Development (2001-2003); Presidential Adviser on
Flagship Programs and Projects (1998-2001); Presidential Assistant for Mindanao (1992-1998);
and two successive DA Secretaries (1987-1995); and DAR Secretary (1992- 1994).
He received his MPhil in Development Studies from the University of Sussex and doctorate in
Sociology from City University, London.

Research Head, Business World
Ms. Gulane is the current Research Head of Business World. In 2012, she worked as a Consultant
for the International Alert where she did a research on land markets in Mindanao entitled,
“Informal Land Markets and Conflict in Maguindanao” printed in Out of the Shadows: Violent
Conflict and the Real Economy of Mindanao, edited by Francisco J. Lara, Jr. and Steven Schoofs
and published by the International Alert’s Philippines office in January 2013. She received her
Bachelor of Mass Communication (cum laude) from Silliman University and Master of Arts, major
in Communication from Ateneo de Manila University (2000).

Dr. Prudenciano U. Gordoncillo
Associate Professor, Department of Agricultural Economics
University of the Philippines Los Baños
For more than 25 years, Dr. Gordoncillo has been in the academe teaching agrarian studies,
agricultural economics and rurban development. Most of his consultancy and research works cover
the Agrarian Reform Program in the Philippines. Dr. Gordoncillo earned his Doctor of Philosophy
on Applied Development Economics at the Victoria University, Melbourne, Australia. He also
earned his Certificate on Land Reform and Rural Development at Taoyuan, ROC (Taiwan) in
1990.
Edgar L. Bullecer
Senior Vice President
Unifrutti Philippines, Inc.
Since 1996, Bullecer has been instrumental in contributing to private initiatives for economic
investments in the Autonomous Region in Muslim Mindanao (ARMM). Mr. Bullecer is a co-
founder and CEO of the Paglas Group, is a diverse coalition of different private initiatives focused
on uplifting the socio-economic status marginalized communities. He is passionate about activities
that aim to enhance ecosystem conservation and livelihood improvement through sustainable
natural resource management and rural development programs. Bullecer looks forward to his
upcoming retirement and to be able to focus on his philanthropic work in environmental advocacy,
health and “new ideas that come as visions.”
Atty. Anwar A. Malang
Regional Secretary
Department of Interior and Local Government-ARMM
Atty. Malang currently sits as the Regional Secretary of the Department of Interior and Local
Government of ARMM. He ran for City Councilor in 2001 and served as the Minority Floor
Leader and then as the Majority Floor Leader of the City’s Legislative Council. He ran for office in
2004 and 2007, won in both occasions, and continued his resolve to empower the different
barangays through the Barangay Council League in Cotabato City.
ATTY. BENEDICTO R. BACANI
Executive Director
Institute of Autonomy and Governance
Atty. Benedicto R. Bacani is the Founding Executive Director of the Institute for Autonomy and
Governance (IAG) based at Notre Dame University, Cotabato City. IAG is a research, training and
policy center that specializes in the study of autonomy as a solution to the Mindanao conflict. He
directs the program--- “Recognition of the Rights of the Indigenous Peoples in the Autonomous
Region in Muslim Mindanao for their Empowerment and Sustainable Development” (IPDEV), an
EU-supported project that works for the development of IP communities in the ARMM. With the
Konrad Adenauer Foundation, the Center for Humanitarian Dialogue, European Union and the
Japan International Cooperation Agency (JICA), he provides technical assistance to the
Bangsamoro Transition Commission (BTC) that is drafting the Basic Law for the Bangsamoro.

LESSONS FROM OTHER COUNTRIES
Session Overview The aim of this session is to present international best practices in land and forestlands administration and
management being done in other countries that may be applied to or used as model in the Bangsamoro
jurisdiction.
About the Speaker:
Anthony F. Burns
Managing Director
Land Equity International
Tony Burns is Managing Director of Land Equity Ltd. He has over ten years involvement at
management levels on AusAID financed projects and more than 20 years of experience in land
management and natural resource projects covering the full project cycle. He is an acknowledged
expert in project design, land policy review, evaluation of cadastral survey and mapping
procedures, land titling, land administration and spatial information systems.
He is one of the authors of The Land Governance Assessment Framework: Identifying and
Monitoring Good Practice in the Land Sector, along with Klaus Deininger and Harold Selod,
which was published in November 2011.

Dr. Corpuz is Senior Vice President, Urban/Regional Planning and Central Land Acquisition Ayala
Land, Inc. He is a former President of the Philippine Economic Society, and a Fellow of the
Foundation for Economic Freedom and the Philippine Institute of Environmental Planning. He also
served as Consultant and Adviser for various government agencies and international development
agencies on urban-regional policies, local economic development, settlements planning, land use,
environmental planning and disaster risk reduction. Previously, he was an associate professor at the
University of the Philippines School of Urban and Regional Planning (SURP) and lecturer at the
Department of City and Regional Planning of Cornell University.
He received his baccalaureate degree in Architecture from the University of the Philippines and his
masteral and doctoral degrees in urban and regional planning from Cornell University, where he
was a recipient of the American Planning Association-American Institute of Certified Planners
Most Outstanding Student Award, a Cornell Sage Graduate Fellowship, and a John D and
Catherine T MacArthur Foundation Fellowship.

Mr. Olizon is the President of the Philippine Wood Producers Association (PWPA), the national
industry association for the wood sector. He is also the President of Union Plywood Corporation,
TIPI Wood Products Corporation, Rainbow Equities, Inc. and Phil-It Resources Network Inc.,
Chairman of Ebuilders Construction & Development Corp. and Vice Chairman of MRM Studios.
He holds a BS Degree in Business and a Masters Degree in Business Economics. He also attended
the Management Program in Forestry at the Swedish University of Agricultural Sciences –
Sweden. He is an honorary member of the Alumni Association - College of Forestry and Natural
Resources, University of the Philippines Los Baños.
Hon. Ishak V. Mastura
Chairman
Board of Investments-ARMM
Atty. Mastura is the Chairman and Managing Head of the Regional Board of Investments of the
Autonomous Region in Muslim Mindanao. He is on the Advisory Council for Mindanao of the
Japan International Cooperation Agency and the treasurer and board of trustee of the non-profit
foundation and civic organization, ARMM Business Council. He was previously the Deputy
Executive Secretary of the Autonomous Regional Government. He was also the longest serving
Regional Secretary of the Department of Trade and Industry of the Autonomous Region in Muslim
Mindanao from January 2002 to September 2008. He is a lawyer with a Master of Laws in
Petroleum Law and Policy from the University of Dundee, U.K.

INLAND MINING, OIL AND GAS
Session Overview The aim of this session is to orient the participants on the known mineral resources in the Bangsamoro and the
current status of exploitation of resources, the applicable national laws and regulations, current regulations
and practices in ARMM, and relevant international obligation, and best practices in selected countries in
dealing with issues presented.
About the Speakers:
Dr. David Brereton
Deputy Director-Research Integration
Center for Social Responsibility in Mining (CSRM)
Sustainable Mineral Institute, University of Queensland
Dr. Brereton is the Deputy Director for Research Integration at the Sustainable Minerals Institute.
Before taking this role in June 2012, he was the foundation Director of CSRM. He established the
centre in late 2001, and oversaw its growth into a world leading centre of research expertise on the
social challenges facing the mining and minerals sector.
In the last five years, Dr. Brereton has been the lead researcher on grants worth $3.1m. He is
currently a chief investigator on three Australian Research Council Linkage Grants, chairs the
CSIRO Minerals Futures Collaboration Cluster – a multi-university research program over three
years – and leads an ongoing program of work on cumulative impacts of mining, funded through
the Australian Coal Association Research Program. He has also been responsible for the formation
of research partnerships with several major resource companies.
He holds a BA (Hons) from the University of Melbourne and a PhD in Political Science from
Stanford University.
Professor Jose M. Layug, Jr.
Former Undersecretary, Department of Energy
Senior Partner, Puno & Puno Law Offices
Atty. Layug is a Professorial Lecturer at the University of the Philippines College of Law and
Senior Policy Adviser of the Sugar Masterplan Foundation. He was formerly an Undersecretary of
the Department of Energy from 2010-2012 and Senior Counsel of the Chevon Malampaya LLC.
As a Senior Partner of Puno and Puno Law Offices, his practice areas include Energy (Renewable
Energy, Oil, Coal, Gas, Geothermal, Liquefied and Compressed Natural Gas, Power Generation,
Transmission, Distribution, Small Power Utilities Group, Regulatory Approvals); Upstream
Petroleum and Coal Exploration (Service Contracts, Gas Sale and Purchase Agreements,
Condensate Lifting Agreements, Joint Operating Agreements) and Mining (Mining and Metals,
Mineral Processing).
He finished Master of Laws at the Cornell Law School in New York City in 1999 while he earned
his Bachelor of Laws degree at the University of the Philippines College of Law in 1996. He has
been admitted to practice law both in New York City and here in the Philippines.

Dr. Carlos Primo C. David
Convenor
Philippine Business for Environmental Stewardship
Dr. David is a geologist, faculty member at the University of the Philippines National Institute of
Geological Sciences (NIGS), and one of the Convenors of the Philippine Business for
Environmental Stewardship. Dr. David is doing research on the release of toxic metals to the
environment, particularly from mine tailings and effluents. He also does the seasonal monitoring of
metals in sediments and bivalves from the San Francisco Bay and Clark Fork River, Montana for
the USGS. He finished his BS and MS degrees in Geology from UPNIGS and his PhD at the
Department of Geological and Environmental Sciences of Stanford University. He served as a
research scientist at the Metal Bioavailability Lab of the US Geological Survey (USGS) in Menlo
Park, California.
Artemio S. Disini
Chairman
Chamber of Mines of the Philippines
Mr. Disini serves as the Chairman of the Chamber of Mines of the Philippines and also serves as
Vice Chairman of the Philippine- Australian Business Council. He is also the Vice President and
Vice Chairman Philippine Mining Development Corporation (also known as Natural Resources
Mining Development Corp). He has 40 years of experience in the mining industry and is a strong
advocate of sustainable and responsible mining in the Philippines. Mr. Disini is a Professor at the
College of Engineering of the University of the Philippines serves as Consultant for various mining
firms. Mr. Disini is a graduate of the University of the Philippines where he obtained his degree in
Mining Engineering in 1962. In 1973, he obtained his MBA from the same university.
Dr. Benjamin S. Austria, Jr.

Petroleum Association of the Philippines
Dr. Austria is the current Chair of the Energy Committee of the Philippine Chamber of Commerce
and Industry and Executive Director of the Petroleum Association of the Philippines. Prior to this,
Dr. Austria was a professor of geology at the University of the Philippines. Dr Austria taught
courses in economic geology, geochemistry, mineralogy and petrology and has led oil and mineral
exploration teams in the Philippines. He obtained his doctorate in geology from Harvard
University. He received the Distinguished Geologist Award in 1989 by the Geological Society of
the Philippines and was also awarded Outstanding Professional in the Field of Geology for 2001.
Hon. Hadji Kahal Q. Kedtag
Regional Secretary
Department of Environment and Natural Resources–ARMM
Hon. Kedtag is the current Regional Secretary of the Department of Environment and
Natural Resources of the Autonomous Region of Muslim Mindanao.

COASTAL WATERS
Session Overview The aim of this session is to present the current national laws and regulations, current practices in ARMM and
relevant international treaty obligations and its implications to the new Bangsamoro waters. The session will
also discuss current utilization of these waters and best practices in other countries in the management and
utilization of waters in and around their jurisdiction.
About the Speaker:
Atty. Rodolfo Ferdinand N. Quicho, Jr.
Country Programme Manager
UNDP P-GEF-Small Grants Programme
Has more than 16 years of public interest environmental law and social development work, and as
independent consultant specializing in environmental law and policy, with particular focus on laws
on coastal and marine resource conservation, fisheries and protected areas.
Has years of management experience being the executive director of First Philippine Conservation,
Inc., and, in the past, the chief executive of Mediators Network for Sustainable Pleace (2005-2006)
and Tanggol Kalikasan (1998-2003). Duties included managing the organization and its projects,
preparing and marketing proposals, and serving as the public face of the organization. Among the
projects managed were funded by The Ford Foundation, The Asia Foundation, the USAid, the
Canadian International Development Agency, the Foundation for the Philippine Environment,
Misereor, and First Gen Corporation and other profit organizations that gave development support
through Corporate Social Responsibility.

Atty. Lorenzo R. Reyes is the Chancellor of the Mindanao State University - Tawi-Tawi College of
Technology and Oceanography (MSU-TCTO). Previously, he served as Assistant Secretary of
DAR-ARMM, OIC Governor of Tawi-Tawi and Regent in Charge of MSU Tawi-Tawi. He
obtained his degree in political science from MSU-Main campus, Bachelor of laws and Masters in
Industrial Relations from UP Diliman, and MPA from Harvard University.

Dr. Austria is the current Chair of the Energy Committee of the Philippine Chamber of Commerce
and Industry and Executive Director of the Petroleum Association of the Philippines. Prior to this,
Dr. Austria was a professor of geology at the University of the Philippines. Dr Austria taught
courses in economic geology, geochemistry, mineralogy and petrology and has led oil and mineral
exploration teams in the Philippines. He obtained his doctorate in geology from Harvard
University. He received the Distinguished Geologist Award in 1989 by the Geological Society of
the Philippines and was also awarded Outstanding Professional in the Field of Geology for 2001.
Atty. Johaira C. Wahab
Member, Bangsamoro Transition Commission
Foreign Service Officer IV, Department of Foreign Affairs (DFA)
Atty. Wahab is currently the Principal Assistant to the Undersecretary for Special and Ocean
Concerns of DFA. She is the youngest member of the Bangsamoro Transition Commission, a
member of the Philippine Institute of Arbitrators, member of the board of Nisa Ul Haqq Fi
Bangsamoro, member of the International Advisory Group of Musawah, and served as the head of
the legal team of the Government Peace Negotiating Panel upon the resumption of the peace talks
with the MILF under the Aquino administration in July 2010. She is actively engaged in
advocacies for gender justice in Islam and minority rights.

Dr. Cayetano W. Paderanga, Jr. Chairman

Dr. Paderanga was twice the country’s Socio-Economic Planning Secretary, first under President
Corazon Aquino from 1990-92 and then under President Benigno Aquino III from 2010-12.
He is presently a professor of economics at the University of the Philippines, chairman of
the Development Academy of the Philippines, and a member of the international advisory board
of the National Graduate Institute for Policy Studies in Tokyo. He obtained his doctorate in
Economics in 1979 from Stanford University, took graduate studies in Industrial Economics at the
Center for Research and Communication in 1972, and his bachelor’s degree in Commerce from De
La Salle University in 1968.

Atty. Ricardo P. Balatbat III is the Executive Director and Corporate Secretary of the Foundation
for Economic Freedom. He seats at the industry/business associations such as the National
Competitiveness Council, Philippine Chamber of Commerce and Industry’s Energy and Water
Committee and the Philippine Business Group-Joint Foreign Chambers of Commerce (JFC-PBG).
Atty. Balatbat was also a Panel of Expert for the 2013 World Competitiveness Index conducted by
IMD World Competitiveness Center. He is a graduate of the University of the Philippines for his
undergraduate study, Ateneo de Manila University for Law and De La Salle University for his
MBA.
Prof. PATRICIA R.P. SALVADOR DAWAY

Professor Daway is a former Associate Dean of the UP College of Law where she also twice
served as College Secretary. She completed her Bachelor of Arts and Bachelor of Laws degrees
from the University of the Philippines. Prof. Daway served as Technical Assistant of Supreme
Court Justice Felix V. Makasiar before joining her parents in their law practice and for sometime,
the private sector. She was appointed by the President of the Philippines in 1986 as a Labor Arbiter
in the National Labor Relations Commission where she served until 1994, the year when she joined
the UP Law Center. Since 1995, Prof. Daway has handled courses on Labor Standards Law, Labor
Relations Law, the Law on Credit Transactions and Supervised Legal Research.
A regular resource person and speaker in the yearly Legal Forum for Filipino Migrant Workers in
Japan, she has been a member of the Board of Directors and the Board Secretary of the Kapisanan
ng Migranting Pilipino, Inc. since 2002. She was elected President of the Asian Society of Labour
Law (AsianSLL), an international organization of labor law practitioners and academics from
Asian countries during the 2010 Manila Biennial Conference Board of Governors’ Meeting for a
term of two (2) years.
ATTY. NICHOLAS FELIX L. TY

Atty. Ty has in-depth experience in matters relating to land, construction and housing, as well as
documenting and implementing transfers of real and personal property having spent time as a
Senior Associate in a firm specializing in those fields. Mr. Ty has similar experience in labor
matters having handled disputes before the National Labor Relations Commission, Department of
Labor and Employment and National and Conciliation and Mediation Board, facilitated collective
bargaining negotiations, dismissal and/or grievance proceedings and voluntary and compulsory
arbitration proceedings and drafted special labor contracts such as employee handbooks/retirement/
stock option plans.
Mr. Ty currently teaches in the College of Law of the University of the Philippines, and is
concurrently a Law Reform Specialist in the UP Law Center.
