Proceedings of the Public Hearing held at Godhna, Dist. Janjgir-Champa on 29.07.2010 in connection with Environmental Clearance of the proposed 2x800 MW Coal based Thermal Power Plant of M/s Karnataka Power Corporation Limited (KPCL) situated at Vill. - Godhna, Block - Nawagarh, Dist. Janjgir-Champa (Chhattishgarh).

Consequent to the application submitted by Karnataka Power Corporation Limited

(KPCL) to the Environment Conservation Board, Chhattisgarh for Public Hearing for

obtaining environmental clearance from the Ministry of Environment and Forests, Govt.

of India under EIA Notification of MOEF, GoI dated 14.09.2006 in respect of their

proposed 2x800 MW coal based thermal power plant at Vill. - Godhna, Block -

Nawagarh, Dist. Janjgir-Champa (Chhattishgarh), the Public Hearing commenced in front

of the Primary School, Godhna under the chairmanship of Shri S.C. Banjare, Additional

Deputy Collector, Janjgir-Champa and in the presence of Dr. C.B. Patel, Regional

Officer, Chhattishgarh Environment Conservation Board, Bilaspur at 12.00 noon on

29.07.2010 as directed by the District Collector, Janjgir-Champa.

At the outset, Shri S.C. Banjare, Additional Deputy Collector and Chairman of the Public

Hearing welcomed cordially the people, their representatives, the officers as also the

representatives of the electronic media and explained the importance and objectives of

the Public Hearing. Then he formally announced the commencement of the process of the

Public Hearing. It was ruled that all those who desired to speak would be given adequate

opportunity to put forth their opinion, suggestions, ideas and objections, and after

listening to the views of all speakers, the representative of KPCL would respond to the

matters and issues raised by them and give necessary and required information. It was

decided that no one would intervene while someone else spoke, or pass comments, and

that peace and order would be maintained. It was also informed that people might give

their opinion, suggestions, ideas and objections in writing also if they so desired and the

receipt of the same would be acknowledged by C.G. Environment Conservation Board

and would also be kept on record.

Thereafter the Regional Officer, Chhattishgarh Environment Conservation Board,

Bilaspur was requested to tell the audience about the importance of the Public Hearing in

the context of environmental clearance and give information on the power plant proposed

to be established by KPCL. Dr. C.B. Patel, Regional Officer spoke on the importance of

the Public Hearing and informed the audience in detail about its procedure. Then the

Chairman of the Public Hearing directed the representatives of KPCL to give general

information about the industry as also the details of the assessment of impact on

environment, to the common people present there.

First of all Shri S. Ramesh, Chief Engineer, KPCL gave detailed information regarding

the proposed 2x800 MW coal based thermal power plant at Godhna, Salkhan and Kukda

villages. It was followed by a presentation on the environmental impact assessment

through projector by Dr. Sanjay Prasad who represented the Consultant firm M/s

Bhagvathi Ana Labs Limited, Raipur, appointed by the Industry. Then the Chairman

invited the general people present there to give/ submit their opinion, suggestions, ideas

and objections regarding the environmental clearance to establishing the industry, in

writing or orally.

The details of the opinion, suggestions, ideas and objections given/ raised by the people

either orally or in writing during the Public Hearing are as follows:

1) Shri Narayan Prasad Yadav, Vill - Godhna, Adhyaksh, Kisan Kalyan,

Godhna - I am the Adhyaksh (President) of Kisan Kalyan, Godhna. I'll express

my views here and I'll also inform about the letter of demand. A camp was held

by the S.D.M. at Godhna on 5 June 2010 in which members of the Samiti had

given the letter of demand for submitting claims. I want to tell you my views

about that letter of demand. A samiti has been formed by the farmers of Godhna.

The demand is being placed by the Adhyaksh of the samiti.

1) After the Public Hearing all khatadars i.e. farmers with

landholding must be given compensation and a permanent

job as per their qualification. The remaining jobs may be

given to the local people.

2) The compensation amount for farmers' land should be Rs.

2100000 per Acre payable in one lumpsum and the amount

so received should be exempted from income tax.

3) The rate of royalty payble per year to the farmers whose

land is to be acquired has to be Rs. 15000.

4) In case the ownership of the plant is transferred to a private

party, all the employees should be given swashasakeeya

suvidhaa. (sic.) Electricity and water facilities should be

given free of charge and a hospital for villagers and a

technical training institute be established.

5) If a farmer whose land has been acquired for the power

plant scheme, purchases land elsewhere, the purchase

should be exempted from registration fee.

6) There has to be a written guarantee to the effect that it

would be ensured that no need for rehabilitation

(relocation) arises.

7) The appointments in Godhna power plant should be on

permanent basis and the appointees should not be

transferred to any other place.

8) Colleges for higher and technical education should be

established here.

9) Indian Railway should establish a railway station here for

the benefit of the local rural population.

10) Majority of the wards of the rural population are educated

but they have not undergone technical training. Therefore

they should be imparted technical training suitable for the

plant and be appointed in the service of the plant.

11) In case the successor of a landholding being acquired is

minor, he/ she should be given training on becoming major

and provided regular appointment and his/ her relatives be

given job.

12) The main gate of the power plant proposed by KPCL

should be on Godhna side and the main road should pass

through Janjgir.

13) The villagers in possession of Government land should also

be compensated and given appointment.

14) The farmers included in the Record B1 Khasra of the

Patwari of the Village Punchayat should also be

compensated and given appointment. KPCL is requested to

give written acceptance of our demands on stamped paper.

15) The unemployed youth should be given appointment

according to their qualification, from the date of acquisition

of the land and its royalty.

2) Shri Haldhar Sao, Vill.- Salkhan

1) I want to ask the management if they are going to pay the

amount of compensation first.

2) In Haryana the rate of compensation is Rs. 60 lakh per Acre

and in Maharashtra it is Rs. 80 lakh per Acre. Why is it so

less in Chhattisgarh?

3) Holders and co-holders of land should be given

appointment on the day on which they are given cheques

for compensation. In case of those who don't desire to get

employment now and want the employment kept reserved

for their minor wards, suitable arrangements should be put

in place to give jobs to their wards after 10 or 20 years

when the wards attain the eligible age.

4) The full amount of compensation should be paid in one go

and not in installments since often the first installment is

paid promtly but subsequent installments are kept pending.

5) The lease amount for 25 years per Acre should be Rs. 25

lakh.

6) The acquisition must not be forced in any case. I want to

submit to the Management and the Administration that

Farmers are not to be held responsible if something

unwanted happens.

3) Shri Pradeep Kumar Tiwari, Vill.- Bodhna - Higher Secondary School Godhna

is being run since 1974 continuously. Since a power plant is being established

here by the Govt. of Karnataka and the Administration, good educational facility

should be ensured for the children of the villagers. The school buildings are very

old and need repair and good maintenance and that should be done. Support from

both Karnataka and Chhattisgarh Governments is needed if the staff is to give

their best possible service. Since the building is old and weak and needs repair,

we request the officials of the Govt. of Karnataka develop the school buildings.

4) Shri Mohanlal Sahoo, Vill.- Salkhan - The Govt. of Karnataka is requested to

accord first priority to our villagers in jobs. Outsiders should not be given priority.

The certificate of appointment should be given in writing. Adequate attention

should be given to keep the environment pollution-free.

5) Shri Dinesh Sharma, Vill.- Salkhan (Member, Zilla Puchayat) - There should

not be any difference of opinion between the villagers and the plant. First the

green belt needs to be developed. Adequate arrangement for disposal of the huge

amount of ash produced from the plant should be made to protect our crops and

fields from being damaged. 90 percent of the employment should be given to the

villagers and farmers and in the rest of the vacancies, local people may be given

priority.

The irrigated portion of acreage should be protected from being damaged and for

this purpose the services of an experienced person should be sought. Maximum

number of the residents of my village should be provided relief. The

responsibility of capacity building of the villagers should be taken by the Govt. of

Karnataka. The Govt. of Karnataka should keep their promises by actually

implementing them.

The rate of compensation for acquisition of land should be increased and purchase

of land at some other place should be exempted from registration fee.

The construction of the plant should start only after developing a 7.5 m wide

green belt. Education, employment, land etc. should also be provided to those

who are landless. Central forestry (sic.) should be complied with very strictly. The

Govt. of Karnataka should not do anything that may cause dissatitifaction and

anger in the public.

6) Shri Jayprakash Yadav, Vill.- Godhna - All our demands will have to be met.

The Govt. of Karnataka should negotiate with us and not with the Govt. of

Chhattisgarh about compensation and should pay the amount as per our demand

in one lumpsum.

Why are you sitting at such a distance from us? Come nearer to us and talk. You

just said that there is nothing in a radius of 10 Km and then you say that the water

from Mahanadi river within 9.5 Km will be used. Therefore, first of all you study

the area completely and show the details after studying the assessment fully. You

will have to provide employment to the able and educated people.

7) Shri Jeevanlal Khute, Vill.- Barbhatha - Provide employment to the

unemployed youths of our villages. Provide educational facilities for them. They

should be given first priority in jobs. Give full attention to the development of

these villages.

8) Shri Pran Nath Kashyap, Vill.- Salkhan - Since the plant is being established in

Godhna, I suggest it should be named Godhna Salkhan (sic.). All youths in a

family should be provided employment. The educated and experienced villagers

should be employed. Adequate arrangements should be made to prevent air

pollution so that the environment of the villages remain pollution-free and

beautiful.

9) Shri Sonu Ram Sahoo, Vill.- Jagdalpur - The residents of this village whose

land is being aquired for the plant should be provided good education and

employment. The educated and experienced villagers should be given

employment. Proper care should be taken to prevent air pollution.

10) Shri Bharat Lal Kashyap, Vill.- Salkhan - Adequate arrangements should be

made to prevent pollution caused by ash and chimneys. Acquisition of land has to

be compensated properly and employment should be provided. Arrangements for

paying royalty be made. An English medium school for the children should be

established to provide them education of higher standard.

11) Shri Bhuvaneshwar Lal Sahoo - The rehabilitation policy should be taken care

of. People should be given employment according to their ability. Plantation

should be undertaken. If the farmers purchase land, the registration fee should be

waived. The farmers should get adequate compensation.

12) Shri Manharan Lal Kashyap, Vill.- Kachanda - The people of Godhna village

are demanding that when the power plant is being established in Godhna the main

gate of the plant should be in Godhna side. The people of Salkhan village are also

demanding that the main gate of the plant should be in Salkhan side. Then why

should we - the residents of Kukda - lag behind? We also demand that the main

gate of the plant should be in our village side and proper development of all the

villages should be ensured.

13) Shri Jagannath Prasad Sahoo, Vill.- Godhna - The land of many farmers have

been acquired and they have not been informed about the compensation. The land

records of a number of farmers are incomplete. This has to be examined and

detailed information about the plots acquired for the plant should be provided.

The educated and experienced villagers should be given employment.

14) Shri Sushil Kumar Nirmalkar, Vill.- Janjgir - There is greater possibility of

pollution in future and therefore proper preventive measures will have to be

adopted. If there are 5 persons in a family all of them should be given

employment.

The compensation we are getting is less, it has to be increased. The labour laws

should be strictly complied with. Since the possibility of diseases will increase

due to enhanced pollution in the nearby villges, there should be a good hospital

here with good facilities for the villagers. Electricity, water and accommodation

should be provided to the villagers. Local parchi-holders (slipholders) should be

given priority in appointment and then the people from nearby areas may be

accommodated in employment. We will not allow people from other states in our

state. Appointment should be given on the basis of parchi (slip) only.

The nature of job has to be stipulated. First preference should be given to the local

contractors. All these documents should be in Hindi so that common people

understand them easily. Housing facility also will have to be provided. You are

inside the barricade and we are outside it. It is injustice. Allow us to come inside

and talk.

15) Shri Bharat Lal Kashyap, Vill.- Salkhan - 12 Acres of my land is being

acquired. There is also a tubewell in my land which has not been inspected. All

my children should be appointed. Considering the huge local population a hospital

is required here.

16) Shri Ganesh Ram Kashyap, Vill.- Kukda - Provide each member of

landholder's family a permanent job. Enhance rate of compensation to Rs. 20 to

25 lakh per Acre. Provide all Government facilities. Provide power, water and

hospital.

Waive registration charges on purchase of land at other places by farmers. Give

written guarantee that there would arise no need to relocate us.

Establish a branch of SBI. Train the lacal youth and give them job.

Farmers should also be given compensation for their fuitbearing trees. If

landholding record has more than one name, separate cheque has to be drawn in

favour of each name. The construction of the main road should be from the

Janjgir side. Job should also be given to those who are in possession of Govt.

land.

17) Shri Ramsay Sahoo, Vill. - Godhna, Janpad Member - Here the commoners

are not being listened to. The people sitting here are clapping and laughing on

hearing the speeches of outside leaders. You are lstening to them (outsiders).

Instead, you should carefully lsten to the farmers who own the land. Our

objections should be listened to and sorted out.

18) Shri Terasram Sahoo, Vill.- Giddha - Why should we tolerate the pollution

caused by you? Ensure prevention of pollution. Give employment to the

unemployed youth of Giddha village. Make hospital and Schooling facilities

available for our children.

19) Shri Ravi Sahoo - Don't say you'll try to meet the demands of the farmers, ensure

that they are met. Salkhanites demand the main gate to be on their side, why shall

we remain behind? Give appointment to the the educated and experienced ones.

This is our right and we'll ensure we get it.

20) Shri Ganesh Ram Kashyap, Vill.- Salkhan - Our farmer brothers are clapping

on whatever is being spoken here. Any amount is being quoted as price for our

land. Leaders are speaking as representatives but the farmers to whom the land

belongs are not able to speak for themselves. There is a controversy about the

position of the gate. The residents of both Godhna and Salkhan say the gate

should be towards their village. The real issue is development and not the position

of the gate. The villagers of all the three villages will have to unite if development

is to be ensured. Therefore, I call for unity so that development of villages can be

achieved.

21) Shri Dilharan Prasad Yadav, Vill.- Barbhatha - In future, if they need to

acquire land in Barbhatha, it'd be much costlier. We want that you come forward

with your proposal and declare it prior to proceeding further. At last I want to call

upon you take with you all the villagers. Only then, you'll be able to bring about

development.

22) Shri Tilak Ram Yadav - The ash produced from the plant is going to affect the

neighbouring villages also. Therefore, adequate preventive measures must be

adopted. The ash is also going to affect our crops adversely and productivity will

decrease. The educated and experienced villagers should be given employment.

Proper care should be taken to prevent air pollution.

23) Shri Kaushal Prasad Kashyap, Ex-Sirpunch, Vill.- Salkhan - All the three

villages attached with Godhna should be combinedly entered into the records of

the power plant. All the farmers and their family members should get jobs

irrespective of their number. Give time to the joint account holders to open

separate accounts in order to make easy to give each one of them jobs. The matter

published in the Gazzette should be made public in this meeting.

24) Shri Gangadhar Sahoo, Vill.- Salkhan - Give job to all educated and

experienced villagers. Provide housing, water and electricity facilities. The

compensation amount that is Rs. 1380000 per Acre is very less. It must be

increased. Guarantee of job should be given in writing on stamped paper.

25) Sri Mahesh Chauhan, Vill.- Godhna, Sirpunch - Some of our demands are as

follows:

1) Give job to the members of all farmers with landholding

according to his ability. Make the rate of compensation Rs.

21 lakh per Acre and the amount paid should be exempted

from income tax liability. The royalty payble to farmers

whose land is to be acquired has to be Rs.15000 per year.

2) Water and power facilities should be provided for the

benefit of the villagers. Those whose names appear in the

record B1 Khasra of the Patwari of the Village Punchayat

should also be paid compensation. We request KPCL to

consider our demands sympathetically and we also request

Collector Sa'b to immediately give the document in Hindi.

26) Shri Kamalesh Singh, Vill. - Jagmahan - All the farmers gathered here have

limited their concern to compensation and employment only. None of them paid

attention to the environmental pollution which will affect adversely all the

villages nearby and cause new types of diseases. Keeping this threat in view, a

good hospital is a must.

The pollution will also affect our crops and the productivity of our fields. The

power plant will also emit various toxic gases including carbon mono-oxide and

carbon di-oxide which are sure to pollute our environment and affect the layer of

ozone. All this in turn will affect our health. I don't want any plant here and any

adverse effects on our health.

It is being said that electricity will be provided to us at minimum rate. The

minimum rate should be stipulated now. We won't allow railway track to pass

through the fields of our villages. We request you to meet our demands and not

make us take the path of agitation.

Generally human ears hear sounds of 2o to 40 decible while the machines in the

plant will produce sounds of 60 to 80 decible. Adopt effective measures to contain

intensity of sound.

27) Shri Natwar Pandey, Vill. - Salkhan - The leaders make promises for votes only

to break them after getting elected. It is possible that you too toe their line. I

believe that those who don't know Hindi are not Indians (sic.).

Jobs are promised but denied saying that the person concerned is not fit for the

job. The stipulated amount of compensation Rs. 1380000 per Acre is less. I

request you to increase it.

After commissioning of the plant don't laugh at the locals on the basis that they

don't know Hindi or English because most of the officials will be from outside

who don't know Hindi or Chhattisgadhi and use only English in conversation. We

are simple folks who don't know English and no one should laugh at us.

28) Shri Hariprasad, Vill. - Belha - Establishing the plant will be instrumental in

developing the state and the nation and therefore, the Karnataka Govt. and

villagers should work in co-ordination which will guarantee the success of the

plant, and if otherwise we can take the path of agitation which may hamper the

progress of the state and the nation. I, therefore, request you to be sympathetic

while making decisions.

Karnataka is also a state of our country. It is not from outside India. Karnataka

wants to work for the development of our country. So far as the compensation is

concerned it is being paid and this Public Hearing is a part of the process. But

what I find here is that the farmers are not opening up. They should come forward

and express their opinion freely. Later it should not be said that we were not given

chance to express our views. I see that when someone speaks, others are either

clapping or laughing at him.

My village is situated at a distance of 5 Km from this place and the pollution

caused by the plant will affect our village, its fields and cropd as well. Incidence

of theft and dacoity may also increase and the place will become dirty.

Officers and employees will be taken from outside and we will become labouror

only. I also request to pay special attention to water, power and housing facilities.

29) Shri Ramji Diwakar, Vill.- Barbhatha - Our Govt. have already given

permission to the Karnataka Govt. to establish the power plant. Therefore, they

should first of all issue a white paper and then start acquisition of land. Our land

is the our patrimony coming down from our ancestors and we have been

ploughing them for generations. Our land has been feeding and bringing us up.

How can the Govt. decide its price? The pricing has to be done by us.

30) Shri Suresh Kumar Yadav, Vill. - Godna - All of us are farmers and farming is

our sole occupation. Now our cultivable land is being acquired by KPCL. You

should give us proper compensation which should be ten times.

There are some farmers in our village who have sold their land but updating of

records is pending. A camp was held for the purpose but wrong records have not

been rectified. It is not the weakness of the farmers. I think that the Patwari is

responsible for this situation. I request you to commence acquisition only after

rectification.

I want to know if the canal of the village will be closed. Arrangement to reach the

canal water to the village will have to be made before starting acquisition or we

won't allow it.

31) Shri Dooj Ram Bauddh, MLA, Pamgarh Legislative Assembly Constituency

- Beginning 6 AM yesterday upto 12 PM at night I kept being informed that their

land would be acquired. They requested me to reach their views and sentiments to

you and that is why I am here. Reading out this application, I tell you that I am

agreeable to the content of the application.

The records have not been rectified yet. The farmers have been trying to get them

rectified for the last three months but the Patwari is demanding Rs. 1000 per

decimal of land. I asked the farmers who is behind all this. They informed me that

they called on the Tehsildar who directed them to the Collector and the Collector

sent them to the Patwari again. But the problem has not been solved till date. I

want that the records be rectified at the earliest.

Patwari and Tehsildar should serve the people without charging money. I want to

make you aware that 2 lakh people have elected me to represent them and

therefore, I am representing them today.

Each landholder farmer (khatadar) should be given job according to his ability

and compensated and rest of the jobs should also be given to the people of this

area. Please make the compensation Rs. 21 lakh and the money should not attract

income tax.

Royalty should be paid @ Rs. 15000. Provide electricity and water and waive

registration fee if a farmer purchases land. Ensure that nobody will be asked to

give up possession of his house so that question of relocation / rehabilitation does

not arise. Make suitable arrangements for the same.

A college for higher education and a technical institute are required. A branch of

SBI should be opened in Bodhna-Kukda. The youth of villages should be

imparted training required for the plant and given employment. In case of minors,

suitable training should be imparted to them on their becoming major and then

they should be given job. Meanwhile their relatives can be employed. Adequate

compensation should be paid for fruitbearing trees.

In case a land is in the name of two brothers and at present they are living

separately, both of them should be paid through separate cheque. The main road

should be constructed through Janjgir. Police post should be established in Kukda,

Godhna.

Consider all our demands sympathetically and give your consent in writing. If

KPCL accepts these conditions, I am in their favour. If they don't, I am not in

their favour.

32) Shri Dauram Ratnakar, Ex-MLA & State President, Bahujan Samaj Party,

Vill. - Barbhatha - I listened to many of the speakers and feel that all think that

the power plant should be established provided people receive good compensation

and get employment.

In anticipation, a number of villagers have taken loans thinking that they would

repay their loans once the cheque for compensation is received. Are you aware

that the number of employees required for the plant is 800 and the number of

khatadars is 1500? How will they be able to give employment to 1500 people

when the number of vacancies is only 800?

Even if you get Rs. 28 lakh for 2 acres of land, you will expend the money

without giving proper cosideration. When your land goes to the power plant,

imagine what your situation would be. I am not against development, but give me

just one instance where an idustry or a plant was established at the cost of a

building or a palace. Only huts are removed to give way to such plants.

I say with full conviction that the power plant should not come here. It is against

our health and it is against our interest.

Janjgir district depends on agriculture. The land is irrigated and fertile. Giving

away this quality of land by the State Govt. is not a right move. Living here in

days to come is going to be difficult. It is said that they will adopt measures to

prevent pollution. Let them tell what percentage of electricity they intend to

expend on this. The people from nearby villagers come and tell that it is not

proper to take our land. Today our Govt. has invited the Karnataka Govt. to come

and open a power plant. We welcome them.

The benefits and harms will be in equal proportion and this should always be kept

in mind. The ralway tracks to be laid here will be used for transportation of coal

only. Some of our land will go for railways also. The value of land being

estimated today at 10 to 20 lakh will soon shoot up to 50 lakh. If you are in favour

of the proposed plant, I am also agreeable to it, but I want to reiterate that no

conclusion should be arrived at or no decision should be taken in haste. The

residents of each of the three villages- Godhna, Salkhan, Kukda say they want the

main gate to be positioned on their side. Your voice will be honoured only when

you stand united. The outsiders will take advantage of your division. This will

affect not only these three villages but other villages also. We don't disturb any

body, but if some one disturbs us, we are not going to tolerate. Remember that if

you ever intend to suck our blood, we are not ready to allow this to happen. It is

our Govt. which is to listen to our grievances and protect our interests. We are not

going to say any thing to the Govt. of Karnataka.

33) Shri Parasram Bharadwaj, Ex-MP, Sarangarh Loksabha Constituency - Our

main objective is to promote agriculture and farmers. After commissioning of the

plant, people will no longer remain interested in agriculture. Take special interst

in the development of the area. Railway track should be laid from Alkatra to

Bhuneshwar. I call upon the District Administration to ensure development of our

area.

Each and every shareholder mentioned in the Parchi has to be given employment so that they may earn their livelihood.

Each and every farmer whose land is being acquired has to be given lump sum compensation and also yearly royalty for their land.

Each and every physically challenged man and woman has to be given employment on priority basis.

The land of the farmers belonging to 3 villages, namely, 1. Kukuda, 2.Godhna and 3. Salkhan are coming under the Power Plant. But only the name of Godhna is being used. The villagers want that the names of Kukuda and Salkhan should also be added to the name.

There is no good hospital in Salkhan, Kukuda and Godhna villages. Also, the standard of education is not good. Good schools and colleges should be established. The villages should be provided with electricity and road connectivity.

Each village should get adequate money every year to grow plants in unused plots and private plots of land in order to protect and improve the environment.

It is to submit respectfully that Sandip Sahu, son of Shri Kesav Lal Sahu, At and P.O. - Godhna, Thana - Nawagarh, District - Janjgir-Champa, Chhattisgarh displayed exemplary courage, bravery, sympathy and sense of service to fellow passengers during the bus accident while he was himself a victim of that accident and had multiple injuries in his hands, legs and head and was bleeding profusely due to his head injury. He managed to get out of the bus before anyone else could, and cried out loudly for help. He asked people to bring buckets of water and helped the villagers in reaching water to the injured. Meanwhile the driver had fled away from the scene. Sandip looked for his bag only after villagers had gathered there to help the victims.

Sandip Kumar Sahu is a student. It was his first ever day of bus journey. It was by grace of God that he survived the accident. His head injury was treated with 4-5 stitches. He was trembling and felt severe pain in his head. Despite his bad condition he acted at that critical moment and helped others. This attitude is certainly praiseworthy and exemplary.

Sandip Sahu had gone to submit his TC. The accident occurred when he was on his journey back home. Sandip belongs to a middle class family. His relatives and those who know him opine that he is brilliant. They wish that Sandip should be a successful

man in life.

The sense of service Sandip displayed is rare and seen in the rural areas only. This kind of attitude has simply disappeared from the urban areas. People just close their eyes and turn away from the scene of such accidents thinking that they have nothing to do with it. The attitude shown by Sandip is greatly appreciable.

At the age of seventeen, Sandip has completed his 12th with Maths. He wants to do BCA. He says that in his first journey itself, he has witnessed death from a very close distance.

We earnestly submit to your honour that considering his sense of service and act during the crisis, despite himself being badly injured; the administration should come forward and extend assistance to the boy.

1. The new R&R Policy 2007 of Chhattisgarh state should be properly implemented. 2. All the adult sons of the farmers dislocated due to the plant

should be given job notwithstanding the status of acquisition of land as parameter. Published in the gazette, dated 07.03.10.

3. With specific environment protection scheme, the plant should be free of pollution and all the work relating to plantation should be handed over to Bhagirathi, Paryavaran Vikas Evam Suraksha Sansthan, Chhattisgarh

4. The farmers who have been displaced from their land due to the plant should be given a certificate to the effect that purchase of land by them would be exempted from stamp duty, published in gazette dated 20.06.10

5. The farmer should be given adequate time to get their land records rectified. 6. It should be made mandatory to provide employment to the

farmers of the 15 km radius affected by environmental pollution.

The new R&R Policy 2007 of Chhattisgarh state will be properly implemented Employment will be provided to the extent possible as per Chhattisgarh state R&R policy All efforts will be taken to keep the environment free from pollution by following strictly the guide lines of the sate Pollution Control Board. Green belt will be provided around the plant area as per environmental stipulations. The sate R&R policy stipulations will be followed in this regard

Respected Sir

It is to submit respectfully that Sandip Sahu, son of Shri Kesav Lal Sahu, At and P.O. - Godhna, Thana - Nawagarh, District - Janjgir-Champa, Chhattisgarh displayed exemplary courage, bravery, sympathy and sense of service to fellow passengers during the bus accident while he was himself a victim of that accident and had multiple injuries in his hands, legs and head and was bleeding profusely due to his head injury. He managed to get out of the bus before anyone else could, and cried out loudly for help. He asked people to bring buckets of water and helped the villagers in reaching water to the injured. Meanwhile the driver had fled away from the scene. Sandip looked for his bag only after villagers had gathered there to help the victims.

Sandip Kumar Sahu is a student. It was his first ever day of bus journey. It was by grace of God that he survived the accident. His head injury was treated with 4-5 stitches. He was trembling and felt severe pain in his head. Despite his bad condition he acted at that critical moment and helped others. This attitude is certainly praiseworthy and exemplary.

Sandip Sahu had gone to submit his TC. The accident occurred when he was on his journey back home. Sandip belongs to a middle class family. His relatives and those who know him opine that he is brilliant. They wish that Sandip should be a successful man in life.

The sense of service Sandip displayed is rare and seen in the rural areas only. This kind of attitude has simply disappeared from the urban areas. People just close their eyes and turn away from the scene of such accidents thinking that they have nothing to do with it. The attitude shown by Sandip is greatly appreciable.

At the age of seventeen, Sandip has completed his 12th with Maths.

The applicant has requested the chhattisgarh Govt to provide financial help to a student. Not connected with this project

He wants to do BCA. He says that in his first journey itself, he has witnessed death from a very close distance.

We earnestly submit to your honour that considering his sense of service and act during the crisis, despite himself being badly injured; the administration should come forward and extend assistance to the boy.

I have neither sold that land to him, nor have I given it to him in any other manner. Teras, son of Nakul Kurre is denying transfer of land claiming that the said land is his ancestral property.

The said land is under my possession since the date of purchase. I belong to a BPL family. I do not have any land in the village, so I converted Govt. land near Khasra No. 484/3 into agricultural land and have been growing paddy in that field to earn my livelihood. The area of that plot of land is 0.75 Acre.

Because the plot of land developed by me as agricultural land is being taken for the Power Plant, I am losing my only source of livelihood. Therefore, I request you to kindly pay me compensation for that land.

During the Camp organised by your honour in Godhna village on 5.6.10, the SDM Saheb had instructed to give separate parchis to all the three of us brothers in respect of the plot bearing Khasra No. 484/3, Area 0.50 Acre. The Patwari and the Tehsildar were required to do the correction sought for by organising a camp for the purpose on 18 & 19.6.10 but the officials did not arrive on these dates. When I called on the Tehsildar, he said that

The said plot is in my possession and I do farming on that plot. I am the sole owner of that plot.

Even though my plot is coming under the boundary of the Power Plant, it is not being acquired by KPCL and I have not been issued any notice regarding payment of compensation.

The plot of land in question is within the boundary of the Power Plant and if notice for compensation is not issued in favour of the applicant on acquisition of the plot, the applicant will be deprived of the compensation

for his owned property and the plot will be acquired by the Power Plant without paying any compensation. Therefore, it is essential to examine the matter of the applicant's ownership, enter his name in the revenue record and issue him notice for payment of compensation amount.
